Last week, they launched a drive to distribute basic necessities to the most vulnerable families during this Covid-19 pandemic season.

Pastor Robert Kayanja yesterday said, “This charity campaign dubbed ‘bucket project’ in which 5.1 metric tons of maize flour, bars of soap, Dettol, sugar and rice will be given to at least 500 homesteads daily for the next 30 days and we will begin tomorrow (today) Friday in Kisenyi, a slum in Kampala Capital City.”

“The war is now at our door steps and I want to thank all those that are supporting the efforts  against the enemy through your giving.” Said the 77 Days of Glory man of God who owns Channel 44 Miracle tv.

He told News Editor Online that,  “This is the time to think about the most vulnerable amongst us. We are all in this and if we don’t save the needy ones, who knows you might be the next.”Harold Kaija has posted on his face book page thanking Pr. Kayanja for giving back to the needy.

Politicians including opposition FDC Deputy Secretary General Harold Kaija, Lord councilor Moses Mulindwa and Haji Makolo Kavuma a regular radio talkshow caller have saluted Pr. Kayanja for feeding the needy at this time.  

“The Bible talks about that time when you will be told.’You did not feed me when I was hungry.’ God’s people are crying of hunger, it’s love and care that will see them through.” Said Kaija.

Haji Makolo said, “This is the time to see the real men of God and religious leaders. I want to thank Pr. Kayanja, for being exemplary, he is a real champion.”

He challenged other religious leaders like Sheikhs to learn from Pr. Kayanja and feed people who are sleeping on empty stomachs during this Coronavirus lockdown.

“Where are the celebs who are always in newspapers splashing money in bars? What about politicians) Or are they are waiting to come during elections period? Do you want to find graves?” Asked Makolo.

Moses Mulindwa who is eyeing Lord councilorship in Kampala Central has told us, he very grateful to Pr. Robert Kayanja for donating to his people in Kisenyi who are suffering.

“As you all know, Kisenyi is typically a slum. When I heard that Pastor Robert Kayanja was going to feed over 500 homesteads for 30 days, I approached him with a humble request, to consider my people in Kisenyi, Mengo. BREAKING: M7 ANNOUNCES GOOD NEWS, 300 DUBAI RETURNEES TEST NEGATIVE, ONLY 4 INFECTED

GOD is great! President Museveni has today morning announced the good news about over 300 people mostly returnees from Dubai who have been in quarantine that have all tested negative, only 4 infected with the deadly Coronavirus.

In his latest communication to the Nation, The Head of State has said, “I thank all of you for embracing the measures we announced to control the Corona Virus. Although it is too early to accurately determine whether we are defeating the virus or not, I have some good news in as far as the fight is concerned.”

PRESIDENT MUSEVENI’S FULL STATEMENT 

The good news is that yesterday but one, the 25th of March, 104 returnees from Dubai or their associates were tested for the virus and they were all negative. 

Yesterday, the 26th of March, another 197 people were tested and many of them were returnees from Dubai or other category one countries, only 4 tested positive.

These 4 had been under institutional quarantine in the various hotels identified by the sub-committee on quarantine.

They have been evacuated to Mulago Hospital for treatment. 

It seems, therefore, that the efforts of identifying by temperature monitoring at the airport, quarantining the people on whom there’s some suspicion and tracing the ones who escaped from the quarantine is working well. 

Fortunately, as we can see , many of the people are negative. 

The other good news is that the majority of the 14 people who are hospitalized at Entebbe, Mulago and Masaka with the virus are responding well to the treatment and seem to be improving.

COVID-19 IN KENYA: UHURU ORDERS BANKS TO CUT INTEREST RATES, PRESIDENT & MINISTERS’ SALARIES TO SAVE ECONOMY

KENYA President Uhuru Kenyatta on Wednesday announced measures to cushion Kenyans from Covid-19 economic effects in which he talked about reduction of his salary and salaries of the senior ranking officers of the National Executive with immediate effect.

This comes at a time when fighting the spread of Coronavirus in Kenya has intensified, with fresh orders, effective today Friday, March 27th, 2020, a daily curfew from 7pm to 5am shall be in effect in the territory of the Republic of Kenya, with all movement by persons prohibited.

Those whose movements won’t be interfered with are the medical Professionals, Health Workers, Critical and Essential Services Providers and security teams.

In neighbouring Kenya, March 25th 2020 marked 12 days since their first confirmed case of Coronavirus. 

Addressing Kenyans on cutting government officials’ salaries Uhuru said, “In sharing the burden occasioned by the present global health pandemic, over the duration of the global crisis and commencing immediately, my Administration has offered a voluntary reduction in the salaries of the senior ranking officers of the National Executive.”

“The President & Deputy President’signing salaries will be reduced by 80%, Cabinet Secretaries 30%, Chief Administrative Secretaries 30% and Principal Secretaries by 20%.” Ordered Uhuru Kenyatta saying, “My Administration has made and will continue to make targeted state interventions to cushion every Kenyan from shocks arising from COVID-19.”

He said, he recognizes the anxiety that this pandemic has caused millions of Kenyan families; fearful of what the future may hold for them and their children. 

And also, the possibility of job losses and loss of income weighing heavily on their minds.

PRESIDENT UHURU’S FULL SPEECH

In order to protect jobs for our people and to provide some certainty for both employees and their employers, I, as your President, ORDER and DIRECT as follows:

  1. That the National Treasury implements the following immediate reliefs and increase disposable income to the people of Kenya, through:  

(i). 100 % Tax Relief for persons earning gross monthly income of up to Ksh. 24,000. 

(ii). Reduction of Income Tax Rate (Pay-As-You-Earn) from 30% to 25%. 

(iii). Reduction of Resident Income Tax (Corporation Tax) from 30% to 25%; 

(iv). Reduction of the turnover tax rate from the current 3% to 1% for all Micro, Small and Medium Enterprises (MSMEs); 

(v). Appropriation of an additional Ksh. 10 Billion to the elderly, orphans and other vulnerable members of our society through cash-transfers by the Ministry of Labour and Social Protection, to cushion them from the adverse economic effects of the COVID-19 pandemic; 

(vi). Temporary suspension of the listing with Credit Reference Bureaus (CRB) of any person, Micro, Small and Medium Enterprises (MSMES) and corporate entities whose loan account fall overdue or is in arrears, effective 1st April, 2020.

  1. The National Treasury shall cause immediate reduction of the VAT from 16% to 14%, effective 1st April,2020; 
  2. That all Ministries and Departments shall cause the payment of at least of Ksh. 13 Billion of the verified pending bills, within three weeks from the date hereof.  Similarly, and to improve liquidity in the economy and ensure businesses remain afloat by enhancing their cash flows, the private sector is also encouraged to clear all outstanding payments among themselves; within three weeks from the date hereof.
  3. That the Kenya Revenue Authority shall expedite the payment of all verified VAT refund claims amounting to Ksh. 10 Billion within 3 weeks; or in the alternative, allow for offsetting of Withholding VAT, in order to improve cash flows for businesses. 
  4. That Ksh. 1.0 billion from the Universal Health Coverage kitty, be immediately appropriated strictly towards the recruitment of additional health workers to support in the management of the spread of COVID-19.  

In that regard, I further direct the Ministry of Health, the County Governments and the Public Service Commission to expedite the recruitment process. 

  1. I call on the other arms of Government and tiers of Government to join us in this national endeavour, by making similar voluntary reductions; which will free-up monies to combat this pandemic.
  2. Further to the guidelines issued encouraging State Agencies to establish and implement frameworks for staff to work from home;
  3. I hereby order and direct that all State and Public Officers with pre-existing medical conditions and/or aged 58 years and above, serving in Job Group S and below or their equivalents, take leave or forthwith work from home, excluding personnel in the security sector and other essential services as outlined in the circular issued to the Public Service on 16th March, 2020.

ON LOANS & INTEREST RATE

Fellow Kenyans, 

The Central Bank of Kenya has additionally rolled out the following Measures: 

9 (i) The lowering of the Central Bank Rate (CBR) to 7.25% from 8.25% which will prompt commercial banks to lower the interest rates to their borrowers, availing the much needed and affordable credit to MSMEs across the country.

9 (ii) The lowering of the Cash Reserve Ratio (CRR) to 4.25 percent from 5.25 percent will provide additional liquidity of Ksh. 35  Billion to commercial banks to directly support borrowers that are distressed as a result of the economic effects of the COVID-19 pandemic. 

9 (iii) The Central Bank of Kenya shall provide flexibility to banks with regard to requirements for loan classification and provisioning for loans that were performing as at March 2,2020 and whose repayment period was extended or were restructured due to the pandemic.

Every time we have been faced with adversity Kenyans have coalesced together and pulled each other out of the situation. 

Our nation shall prevail, the aspirations of our destiny shall stand. Together we shall be victorious, Pamoja tutashinda. We can and we shall defeat the Coronavirus Pandemic.

BUSY BEE: MUSEVENI OFF TO KARAMOJA TO FIGHT COVID-19

PRESIDENT Museveni has left for Moroto in Karamoja for State duties.

Museveni who yesterday night addressed the Nation on fresh measures to fight Coronavirus, before leaving for Moroto advised Ugandans to behave cautiously, maintain social distance, wash hands regularly, and those sneezing and coughing keep away from the public.

MP ZAAKE: WHY GOV’T SHOULD MITIGATE THE IMPACT OF THE LOCKDOWN ON VULNERABLE CITIZENS

OPINION

THE government has addressed us enough on the preventive measures that curb down the spread of COVID19! 

Prevention is important because it forms the primary line in fighting the pandemic.However, in my thinking, if this government was people centered by now its helping hand would be felt by the citizens. 

This may not necessarily mean supplying food or consumables directly to Ugandans because as you are aware the corruption rate in Uganda cannot warrant that, before you know the earmarked funds will be swindled. 

Therefore, I strongly believe that exempting taxes on consumables like soap, detergents, sanitizers, etc and household food items can greatly lower the prices of commodities for our people.

Government agencies like NWSC should lower their rates.

My opinion is that, the Minister of Finance cum the President of Uganda can renegotiate the interests on loans already issued by Bank of Uganda to the money lenders.

This will subsequently  reduce the interests meant to be paid by Ugandans thus mitigating the pressure on their part.

The other thing is that the government may advise all money lenders and landlords to suspend collection of money during the lock down period.

Important to note is that if government remains indifferent about the welfare of Ugandans, we are bound to register deaths arising from poverty, stress, depressions etc before they even contract COVID19.

Lastly, I wish to advise government agencies enforcing President’s directives, especially Uganda Police Force and the UPDF to stop beating Ugandans under the guise of implementing the directives.

We are Ugandans, Corona Virus found us here and we are here to stay treat us with respect.

POMA SECTIONS DECLARED NULL & VOID: OPPOSITION WINS AS CONSTITUTIONAL COURT STOPS POLICE INTERFERENCE WITH PUBLIC GATHERINGS

THE learned Justices of the Court of Appeal and Constitutional court in a 4-1 decision delivered today morning have nullified sections of the controversial Public Order Management Act (POMA) 2013 which have been causing outcry from opposition politicians.

The final declarations and orders signed by Hon. Mr. Justice Kenneth Kakuru reads:

By majority decision Kenneth Kakuru, Hon. Mr. Justice Geoffrey Kiryabwire, Hon. Lady Justice Elizabeth Musoke and Hon. Mr. Justice Cheborion Barishaki, it is hereby declared and ordered as follows;

1. (i) Section 8 of the public Order Management Act is unconstitutional and is hereby declared null and void.     (ii)All acts done under that law are here by declared null and void.

2. This petition having been brought in public interest, no order is made as costs.

The Human Rights Network Uganda together with the Development Network of Indigenous Voluntary Association (DENIVA), The Uganda Association of female lawyers (FIDA), Hon. Muwanga Kivumbi and Bishop Dr. Zac Niringiye went to the Constitutional court seeking for the redress of section 8 of POMA saying it is unconstitutional.

The respondent was the Attorney General.

Counsel Nicholas Opiyo has posted on social media that, “We are grateful, the Constitutional court has nullified sections of the Public Order Management Act in a 4-1 decision delivered moments ago.”

This Act was promulgated in October 02nd 2013 and many opposition politicians took it to be a ruling government weapon to block their political meetings which they say is unconstitutional.
Section 8 that has been annulled reads:

PART III – DUTIES AND RESPONSIBILITIES OF POLICE, ORGANISERS AND PARTICIPANTS
Section 8. Powers of authorised officer:

(1) Subject to the directions of the Inspector General of Police, an authorised officer or any other police officer of or above the rank of inspector, may stop or prevent the holding of a public meeting where the public is held contrary to this ACT.

(2) An authorised officer may, for the purposes of subsection  (1),  issue orders including an order for the dispersal of the public meeting, as are reasonable in the circumstances.

(3) An authorised officer shall, in issuing an order under subsection  (2), have regard to the rights and freedoms of the persons in respect of whom the order has been issued and the rights and freedoms of other persons.

(4) A person who neglects or refuses to obey an order issued under this section commits an offence of disobedience of lawful orders and liable on conviction to the penalty for that offence under section 117 of the Penal Code Act.

AT THE CONSTITUTIONAL COURT

The Coram had: Hon. Mr. Justice Kenneth Kakuru, Hon. Mr. Justice Geoffrey Kiryabwire, Hon. Lady Justice  Elizabeth Musoke, Hon. Mr. Justice Cheborion Barishaki and Hon. Mr. Justice Stephen Musota.

According to Judgement of justice Kenneth Kakuru, “I have had the benefit of reading in draft the judgement of my learned brother the Hon. Mr. Justice Cheborion Barishaki.  I agree with him that, this petition raises issues for constitutional interpretation.” 

“Kiryabwire and Musoke also agree that, the objective to it by the respondent on that account is misconceived and without merit and ought to be dismissed. Cheborion Barishaki has his judgement ably set out the representations, the background to this petition…” Reads Kenneth Kakuru judgement.It’s only Hon. Justice Stephen Musota who went against his colleagues. 

CORONAVIRUS: M7 FORGETS TO TAME LANDLORDS, BANK LOANS, POWER & WATER TARIFFS AS HE SENDS HOME MARKET VENDORS, BODABODA & TAXI DRIVERS

PRESIDENT Museveni has forgotten to find a solution for the ecomic question in the fight against the spread of Covid-19 during his ‘State of the Nation’ address on Wednesday evening as he sent home bodabodas and taxi drivers.

Giving new directives, Museveni suspended public transport, closed part of the markets and ordered government departments to send home some of their staff. However the president has not tackled the questions of high power and water tariffs, land lords, bank loans and other would be economic solutions which are very vital if people are to stay in their homes.

On Monday, Kampala Central MP Muhammad Nsereko raised very patent economic solutions which the Head of State had to consider warning that the adverse economic effects shall lead to self defeat of the principle of minimizing social contact as the best way to contain the spread of the corona virus. 

Hon Nsereko Suggested that Government should undertake these Five (5) solutions to avert yet another economic crisis and boost confidence if people are to stay at home.

Nsereko said, “First I warned that the 100 dollars for quarantine was very expensive and would expose the deep rooted corruption and lack of patriotism amongst some elements in our institutions. Secondly I insist, the economic effects shall lead to self defeat and increased spread of this Pandemic.” 

Hon. Nsereko talked about suspension of payment of rent and evictions. 

He said, this could be done by the President signing into law the landlord and tenant bill that parliament passed. 

“This shall in effect cover both commercial and residential tenants. In return land lords can be exempt from payment of rental income tax this financial year. It will save 7 million tenants at both commercial and residential level from unnecessary disruption.” Kampala Central MP advised.

He also advised that charges for essential services like water and power  be suspended for the next 120 days. 

“In return the debts due to government companies be offset to the equivalent for example power UMEME. As for National water and sewerage corporation,It’s fully owned by government and should simply comply.” Nsereko said.

About loans, he asked Central bank to suspend all interests payable on all loans just like all governments internationally have started negotiating with their creditors. In effect all interest payments are frozen for 180 days.

In his wise counsel, this shall reduce pressure on landlords and business owners, small, medium and big and in return shall keep people on jobs and avert the catastrophe of unemployment. For example with closure of borders over 50,000 people shall loose jobs directly and indirectly.

“Government should consider the option of people partially accessing their NSSF savings by between 10 to 30 percent depending on their amounts available. This shall enable workers stay home with the comfort that they have an option to access their savings and feed their families.” Said Nsereko, adding, “The justification is that if NSSF could lend Bank Of Uganda 7 trillion by buying its treasury bills, why not lend or give those that save with it during such a crisis.”

He advised Government to avail rapid testing kits to make work of diagnosis easier  and effective.

“Additionally also provide an extra allowance to the medical and health practitioners from ambulance drivers, Nurses, Doctors, Laboratory Assistants etc as a motivation to work harder , save lives but also know that we care that they put their lives on the line first.” Advised Nsereko, a lawyer by profession.

However, to everyone’s shock, President Museveni has suspended public transport and some business sending home those employed by these businesses without considering monthly loans they pay back with huge interests, without addressing rent question, high power and water tariffs as he had promised! 

THE THREE NEW PRESIDENTIAL DIRECTIVES 

Here is President Museveni’s Wednesday full address: 

The remaining danger points are two or three;

Public Transport suspended

Danger point number one is still public transport, people moving in shared vehicles, people board one another in a minibus or a taxi or a bus even bodabodas although they carry less people but those two are close to one another. 

And this enables people to move from one end of the country to another end. The person who went to Kisumu and came back to Iganga (who allegedly infected the 8 month old baby) did not walk on foot. He travelled by a fast means of transport. 

Therefore, the government has decided to suspend for 14 days all public transport and this means, all taxis, coasters, minibuses, all buses, all passenger trains, all tukutukus (the tri-cycles) and all the bodabodas. All these have been suspended. Why, because we want to minimise movement. 

Therefore, the only vehicles that will be moving will be private vehicles but should not carry more than three people, including the driver.

Even a private vehicle packed with family members is not allowed. That is why all those functions should be suspended. Family members going to villages for Easter, wait,wait!  Let us first get out of this danger.

Other vehicles that will continue moving will be the trucks…the lorries delivering cargo like bananas, sweet potatoes etc.Don’t use lorries to transport people/passengers. The delivery vans, pickups will strictly carry food and other essential commodities. 

Even bodabodas if they are carrying food, we have no problem. They can carry bunches of bananas, Tukutukus can carry cargo or bananas and we won’t have a problem. Because Coronavirus is spread by breathing, through the nose and the mouth,that is why we are targeting the human being. 

Passengers will only move in private cars and they shouldn’t carry more than three people.

The other vehicles that will continue moving will be the ambulances of ministry of Health, the vehicles of security forces like those of the army and the police. 

Some of the government vehicles doing essential work, vehicles for sanitary services like the ones of KCCA collecting garbage those will be allowed to do the work.

So this is the additional measure we have taken to make people postpone the unsafe journeys from one point to another point. 

Once we deal with the public transport, then the other remaining big problem are the markets. 

Markets

The markets bring together a lot of people.  I thank everybody, I have heard that they have tried to do everything possible to improve, they have cleaned up, people are washing hands, but you remember we said, in order to avoid this problem, be four meters from one another. 

Now, on markets, how do we maintain the four meters when there are so many people? That is why for now, I wouldn’t want to close the markets but to carry out some changes. 

Therefore, the markets should only sell foodstuffs. Here i mean, Matooke, sweet potatoes, cassava, Rice, Beans, cowpeas, G.nuts, beef, chicken, fruits, vegetables, etc. 

Trading in non food items  in Ugandan markets is from now suspended. The selling of clothes, necklaces, mobile phones, sandles, shoes, etc is now hold on.

You will come back but let us create space, stay at home, let only the people who sell food stay in the markets.

We think that by removing the non food items and sellers from the markets, it will reduce the numbers. 

Gov’t offices

Once we deal with public transport and deal with the markets to some extent, the other area of human concentration are the government offices. 

That is why, each ministry should work out a plan of the essential staff that need to remain on duty. Take for example, the Uganda Revenue Authority. These must remain on duty.

Because our goods are still coming from outside Uganda. Some officials need to clear those goods and collect taxes. So the administration of URA must make crucial decisions and see how many people are needed to be on duty on a rotational basis. 

So in government departments, you can’t say everybody go home because then, the economy will shutdown. 

Each department should work out the essential staff to remain on duty. 

Even in the districts, the district officials can identify bodabodas who can deliver food and other cargo to wherever it is needed. 

This crisis will teach us other methods of doing business because here we are not saying that don’t do business, but do business without too much human movement and especially using shared means of transport. 

However even if you have not shared means of transport, like for instance going to the supermarket, if you have your vehicle, how many people can be allowed in a supermarket at the same time?

This isn’t like other markets, this is a high class type. If there is too much overcrowding there, people entering leaving, it may become a problem. 

So that is why, even for all these groups, it is better to be used by few people. The bodabodas can change. Instead of carrying people which cause risk, they can start carrying things from the supermarkets and markets to different locations. It is really orientive. The way of doing business without exposure.

In Kampala, companies will be identified and licenced to start doing the delivery business using bodabodas. But I don’t want corruption and bribery and I would like to know whether there will be any limit, because that is the main point.

So be careful in blocking some bodabodas and allowing others. Let them work provided they are not carrying people.

Park all Gov’t cars

Now finally, now that we have got cases in other parts of Uganda other than Kampala and Entebbe, we have a system of getting samples from suspected people all the way to Entebbe for testing.

There are teams even near the villages who do the monitoring. These informed trained people can be found at the hubs which normally are the Health centre IV’s. I hear there are over 100 hubs in Uganda.

Now there you have people who know how to take samples. And when samples are taken, they know how to send them to Entebbe using Posta buses. These buses should not carry people. They only carry mails and now these samples. 

The teams in the country may need transport to go to the villages where they hear danger. That is why therefore, I am directing all government vehicles in the district should to be centralised except the ones of the army and police.

But vehicles for Agriculture, vehicle for social control, the vehicle for magistrates, any government vehicle should put at the district headquarters under the command of the district health officer assisted may be by a police officer or an army personnel, So that when they get information about any case, they directly go and pick the victim.

This excuse of we can’t go because we don’t have a vehicle,  those vehicles will be there. We are going to struggle to make sure there is enough fuel for them.

Therefore countrymen, there is a verse in the Bible, from the Book of Isaiah 26:20 “You go in the house, lock yourself in, shut the door and wait for the anger of the Lord to pass.”

So please you people, when Isaiah was writing, it must be like 4000 years ago. So what we are dealing with are not new things, they have been there in the past and handled. 

The other day I was telling you about the smallpox epidemic, which my grandparents and great grand parents were telling us about. I was lucky to find my great grandmother alive. She died in 1957.

So she was a young woman when there was that epidemic in1893. My relative Kashokora who was from  Mzee Amos’ mother’s side was affected by the small pox but she survived it.

However there were others who were not affected at all although they were living in that area. Remember there was no vaccine, there was nothing else, how they survived was through avoidancestors.  That is how smallpox ended. So cooperate.  

The eight people who are being treated, the first ones,  are doing well. Temperatures have come down.  The other one, whose temperature is still up,we are still studying  the situation.

PEOPLE POWER supreme leader Hon. Robert Ssentamu Kyagulanyi aka Bobi Wine who a few months ago declared his intention to contest against president Museveni in 2021 Presidential elections has joined the ruling government to fight Covid-19 disease in the country.

In his newly composed song titled ‘Coronavirus alert’, the Ghetto gladiator has rallied Ugandans against fighting the spread of Coronavirus pandemic.

The video is already out and features artist Nubian Li.

In this 1:54 minutes song that has gone viral on social media, Kyaddondo East Member of Parliament has said, “The bad news is that everyone is a potential victim, but the good news is that everyone is a potential solution…Sensitise the masses to sanitise, keep social distance and quarantine.”

Kyagunyi’s song which is not political, is yet to be aired on tv and radio waves but it is being shared widely on social media platforms including those of NRM members like that of NRM Buganda region.

Last week, Hon. Bobi Wine visited different places donating masks and sanitizers to people alerting them of this deadly virus that has spread in different countries like wild fire.

Fellow People power leaders like Aloysius Mukasa who is the Lubaga South 2021 People Power MP candidate was in the places of Nalukolongo,  Nateete,  Mutundwe, Ndeeba, Busega and other places senstizing masses against Corona virus .He also gave out sanitizers and other things needed in this fight.

Mukasa who is a reknown businessman in Ndeeba and Najjanankumbi  (Lubaga South) told the News Editor Online that, “Politics aside, we need to support all measures by government in fighting against Coronavirus. Team Aloysius Mukasa is already on ground to senstize our people and donate to  them. We love them during the time of joy and sad situations like this one. We will fight together.”
