AS President Museveni is set to address the Nation tonight in which many people are worried of fresh directives in a fight against Covid-19, Counsel Jude Mbabaali the Masaka LC V chairman wants the whole district shut down!
In a Statement released today evenning, Mr. Jude Mbabaali said, “The problem in Masaka is so serious. Last night, one of the confirmed Covid-19 case escaped and mingled freely with traders and customers in the arcade and in the process, the virus must have been spread. We are fighting the multiplier effect and we are determined. The danger is real. Our fear as leaders here is that government is too slow on some of these things hence the bold move we have taken, the law empowers us to do so.”
According to Mbabaali, the latest three confirmed positive cases by Ministry of Health are all from Greater Masaka region i.e Kalangala, Kinoni and Kabonera.
Jude Mbabaali says, “In exercise of the powers conferred upon me by Article 183(1)(a) of the Constitution of the Republic of Uganda as the political head of Masaka District, I am in consultation with fellow leaders of Masaka inclusive of elected, technical, medical and security teams and we are likely to enforce a total lockdown in the next 12 hours due to the real threat of Covid-19.”
The Statement reads that according to the information available from Masaka District Covid19 Task Force shows that they have a number of people amongst the community who got in contact with the confirmed cases and these are currently everywhere in arcades and shops transacting busness as usual but in the process spreading the virus.
“This is going to be done in good faith to limit the exposure to risk to the already suspected contaminants. We have the support of Central government on this matter. Police plus Kasijagirwa barracks have been put on notice to enforce this lock down without mercy when the time comes. So this is to alert you finalize on all that you have to do.” Ordered Masaka district Chairman.
He says in the meantime, they commend the good work by the district Covid19 Task Force based at Masaka Referral Hospital, though they haven’t recieved any monies from the centre to facilitate thier work, the job they have so far done is commendable.
CITY Lawyer Hassan Kiwanuka Male Mabirizi has contested the appointment of Mr. Rujoki Musinguzi as the new URA Commissioner General saying, it’s null and void, the president has no powers!
The no nonsense Mabirizi who is mostly remembered during the Mbale Age limit consitutional court hearing has told News Editor Online that, “President Museveni has contravened S.9 of URA Act. He lacks powers to directly replace URA head without Board’s recommendation. URA board recommends and the Finance minister appoints. Therefore Mr. Rujoki Musinguzi’s appointment is null and void.”
In her communication to URA staff today, outgoing URA boss Doris Akol has said, “His Excellency has just appointed Mr. John Musinguzi as new Commissioner General with immediate effect. Let’s welcome Mr. Musinguzi to the URA family and render him utmost support.”
Counsel Mabirizi says this is an illegality, the President has no powers.
Quoting the URA Act Mabirizi said, “S.9 of the URA Act says, the Minister shall appoint a Commissioner General of the Authority, on the recommendation of the board.”
“Yes the president can perform his minister’s work under the Interpretations Act but still, it’s the board to recommend who the next URA CG should be.” Says Counsel Male Mabirizi.
He has told us, “It is not applicable for a board to recommend a non staff. URA board can’t recommend someone who has been working say in State House to become URA Commissioner General because he has not been working under them.”
Going through the procedure to get the new URA boss, counsel Mabirizi has said, when they advertise that job, and interviews are conducted, they write a report to the Board depending on this report, recommendation is made for URA CG job.
He says, this was done because a Commissioner is not like a minister who can be appointed without professionalism.
“Let them tell us, when were the interviews conducted? Where is this report and which board recommended Mr. Rujoki Musinguzi for this job?” asked Male Mabirizi adding, “It is the same thing I objected to when army officers were appointed for police jobs. You can’t say, police Authority recommended army officers, because these are are not their staff.”
Asked whether he will contest Musinguzi’s appointment in courts of law, Male Mabirizi said, “I will let you know my next step. Good I have communicated my interpretation upon this appointment that it is null and void. It is an illegality and We are closely following everything.”
On sacking URA CG, counsel Mabirizi says, The same URA article shows reasons why a Commissioner General may be sacked. He cited misbehavior and inability to perform his/her functions.
“So Akol can’t just be fired. It is the Finance minister acting on advice of the Board after being satisfied that she misbehaved or that she is incompetent who can effect the sacking” Says Counsel Mabirizi.
He has told us, the Board has not recommended Musinguzi’s name and We need to know, what Akol did to deserve being sacked. The law is very clear on how one becomes Commissioner General and how he or she may be sacked.”
ON learning that His Excellency the President has shown her the exit, Nalongo Doris Akol penned a message to URA staff informing them how the struggle to liberate Uganda continues!
She must have even forgotten to thank President Museveni for giving her the opportunity to serve as URA boss.

Latest from church, God has sent Pastor Frank Nsubuga of the Worshippers Palace Church (WPC) Ndejje in Makindye Ssaabagabo Municipality to deliver a message to Mutundwe Christian Fellowship (MCF) Pastor Tom Mugerwa, about His stand on Covid-19 pandemic in Uganda!
“As our church, we continued travailing in prayers and intercessions asking God to end the COVID-19 scourge in our country and the world at large, The Holy Spirit spoke this message to us and it must be taken seriously and urgently. The voice ordered me to immediately deliver this message to you.” Pr. Nsubuga told Pr. Tom Mugerwa.
The Holy Spirit sent Pr. Nsubuga to deliver this message: “God loves Uganda because Uganda seeks after Him and recognizes Him as their God. However Uganda MUST do two things to escape my wrath. Fully trusting in Me and to go deeper in worshiping Me.”
Pr. Nsubuga received this message during a prayer closet on March 22nd 2020.
After National prayers on March 21st 2020 at State House Entebbe, His Excellency the President posted this on his Facebook page:
“The idea of these national prayers I accepted it because from my experience, prayer has always worked even in the past, according to scripture.”
Museveni wrote, “I believe in God because of my experience, I believe that there is God and I have given that testimony even in the books I have written. I have seen in my life that there are things not done by me, but another power- God.”
“I am glad we are praying, but even as we pray, we must also continue doing as much to battle coronavirus. God created us in his own image and gave us the power to establish dominion over nature. Eventually, we shall defeat COVID-19.” Museveni posted.
In neighbouring Tanzania, President John Amos Pombe Magufuli (JPAM) has isolated himself in intercession to seek for God’s help and save his Country from deadly Coronavirus.
HOW GOD ANSWERED
Just a day after the National prayers, the Holly Spirit told Pr. Nsubuga, “I would have already stopped the COVID-19 plague but what i command the World to do is NOT what is done. You are still disobedient to my Holy instructions.”
“I demand that people should leave their evil ways and turn to me otherwise my anger has risen against the entire humanity.” The voice talked to Pr. Nsubuga during intercession.
On asking God to save the western world, the Holy Spirit said: “God intends to leave them to continue dying because they don’t recognize God as their Maker. They worship their wealth and Technology.”
With over thousands of deaths rising by the hour, European countries have been affected the most.
Pr. Nsubuga said, the voice was harsh on this: ‘Bagira bafa okutuusa nga bategedde nti nze Katonda.”
Citing Jeremiah 12:12 and Isaiah 2:14-22, Ezekiel 7 Nsubuga urged Ugandans to turn fully to God and forsake witchcraft, homosexuality, envy and all sorts of evils Ezekiel 7.
“May God bless Uganda and make tnis country the remnant nation Psalms 91, Psalms 33:12.” Said Pr. Nsubuga.
Mutundwe Christian Fellowship Pastor Tom Mugerwa thanked Nsubuga for being a humble servant of God.
Youthful Nsubuga is an Accountant by profession, former Guild President Uganda Martyrs University in Uganda.
RULING NRM politician Abraham Luzzi who eyes Mityana Municipality constituency in 2021 has saluted security agencies for their efforts geared towards fighting Coronavirus in Uganda, however he has asked them to handle Ugandans like human beings.
Speaking to this News Website, Mr. Abraham Luzzi said, “Our message is simple, let’s follow the government guidelines to slow the spread of the deadly Corona virus and finally fight this pandemic out of Uganda.”
“I however want to request our security agencies who are puting in force the president’s directives to kindly stop harassing and beating people, enforcement does not necessarily mean, clobbering our mothers, fathers, sisters and brothers. It’s a total shame!” Says Haji Luzzi.
He noted that, there is no need to cause more pain to people amidst such trying moments and for sure the President cant support such harrasment.
“Let us instead talk to our people in a very reasonable way, support each other, let’s sensitise them other than hurting our dear ones. Also let’s work in any safe way under the guidelines in order to provide for our families.” Advised Mr. Luzzi.
To the youth who have been seen involving themselves in looting and stealing, this youthful politician urged them to desist from such acts saying, the law will be tough on them.
KAMPALA Capital City Authority Speaker Alhaj Abubaker Kawalya has called upon regulatory body Uganda Communications Commission (UCC) to review the sanctions put against community radios commonly known ‘Ebizindaalo’ to be used in community sensitization against deadly Covid -19 pandemic.
In a Statement released on behalf of the Council Authority he heads, Speaker Kawalya said masses should be educated about the National cause of fighting the spread of Coronavirus and that community radios are very vital in this service.
“This is the time to apply all measures to make sure the message against Covid -19 reaches all our people. As the Authority of KCCA, we call upon UCC to review their sanctions and clear community radios. This is a voice for our communities. And areas without Bizindaalo, government should improvise.” Said Speaker Kawalya.
On Internet charges, Kawalya said, “In the same vein, the Internet Services Providers are urged to provide special education packages to allow continued learning by students.”
“The Council beseeches schools to put in place initiatives to continue educating children through Social media including WhatsApp and YouTube.” Said Speaker Kawalya, who eyes Lubaga North MP seat in the next General elections.
The statement reads: In my consultation with Honourable Councillors, the Clerk to the Council and the Health Authorities, i issue the following message in addition to the government’s measures to prevent the onset of Coronavirus in Kampala Capital city.
KCCA SPEAKER KAWALYA’S FULL STATEMENTFellow Kampalans, as you are all aware, Coronavirus is here with us and many activities remain banned and closed until further notice.
All Educational Institutions in Kampala have closed; congregational prayers suspended in Churches, Mosques and open air all done in the interest of our peoples’ health.
Also banned are mass meetings such as the workshops, conferences, election related assemblies, introduction ceremonies, wedding meetings, weddings, stag parties, funeral wakes, bar parties, motor rallies, beach parties and sports – including football matches.
Therefore, the Authority Council advises that all of us act swiftly come out to fight the spread of coronavirus/COVID-19 in our city.
All employers whose businesses are still open are urged to set strict health and preventive measures to guard against the spread of coronavirus in their workplace.
All non-essential services such as bars shall remain closed. Only essential services like duukas, supermarkets, hospitals, pharmacies and banks shall open, praying the situation doesn’t worsen.
While restaurants and shopping malls remain open, businesses are also encouraged to deliver meals, goods and services to customers in order to avoid crowds.
The Authority Council supports the additional measures taken by the Directorate of Public Health Services and Environment by providing washing amenities such as soap, water and buckets at the car parks, bus parks and other points of entry to public spaces.
We also encourage all proprietors of business especially those in high risk jobs with hair salons and vegetable markets to be aware of symptoms of Covid-19.
Such as high temperature, coughing, sniffing and sneezing by customers to provide similar conveniences including sanitisers to the public.
The Council recognises the businesses that have come up to support initiatives to combat coronavirus by reducing mobile transaction fees and those that have repurposed their production lines to make hand sanitisers.
We also call upon other corporations to offer the much needed assistance in their line businesses.
The banks are urged to cut interest rates for their borrowers because production is certain to reduce which will affect the purchasing power of workers.
Therefore, our call to everyone is to view the Coronavirus pandemic in an interconnected way in if we should mitigate its impact on Kampalans.
We implore fuel companies to reduce the pump prices of diesel and petrol so that transporters are able to deliver staple foods such as matoke, maize, millet and beans.
On our part, the Authority Council will meet in due course to review the risk management plan for Coronavirus that is in place and suggest additional emergency measures or even by-laws concerning the same.
Such assessment will include measures which KCCA has undertaken to safeguard the people in quarantined shelters, protection of the homeless and street children, the use of communal water sources such as water wells, protected springs and water taps.
It is hoped that by devising pragmatic solutions to alleviate Coronavirus, the Authority Council will have impact on the way the public complies with the recommended guidelines such as social distancing.
Last but not least, we as Kampalans need to come together for the health of everyone by taking care of our personal bodies and behaviour around everyone else.
Let us remember to sneeze into our elbows, keep social distance and avoid the shaking of hands with each other.
Let us remind our children to avoid loitering, read their books and do some simple physical exercises while at home.

SELFLESS Nakaseke South Member of Parliament Paul Ssemakula Luttamaguzi who this week wrote to Speaker of Parliament authuorizing her to deduct a sum of money from his monthly salary to fight against Covid-19 spread, is indeed a generous young man.
Latest from Nakaseke, this opposition MP has today cut over 200 bunches of Matooke from his gardens and he is going to give them away to hungry bodaboda riders, taxi drivers and conductors in the townships of Semuto, Kapeeka and Nakaseke who are no longer working after the presidential directive.
Luttamaguzi is also giving out sacks of cassava and UGX 500,000 (Five hundred shillings only) to each of the over 20 bodaboda stages in his constituency.
The give away function is today at 10am in Nakaseke.
Speaking to the News Editor Online, Hon. Luttamaguzi said, “These days, our people are experiencing the most hard moments just like it was during the NRA bush war which left Luwero Triangle and Nakaseke in particular in acute poverty.”
“This Saturday morning i have decided to cut bunches of bananas from my gardens at camp Luttamaguzi to give them away to my friends the Taxi drivers and conductors operating at Semuto, Nakaseke and Kapeeka stages in Nakaseke South.” Said Hon. Luttamaguzi.
He says, “Each will take atleast two bunches of bananas, half sack of cassava and each taxi stage will receive UGX 500,000/=, for the moment.”
Also each bodaboda stage in township of Semuto, Kapeeka and Nakaseke will each receive 500,000 this Saturday.
“I have decided to first help these groups because their gardens (jobs) were closed by the directives of President. We can’t sit by as our people are dying of hunger. United we will stand, and surely we will overcome this situation.” Noted MP Luttamaguzi.
