ABOUT 3000 people have written to President Museveni in response to his facebook post about Parliament returning UGX 10B, they have saluted him on this move but also demands that State House vomits Billions of Covid – 19 money given to this office in a nearly UGX 1 Trilion Supplementary budget passed last Month!
Among them is Besigye whose view was shared on Museveni’s facebook page.
A total sum of UGX 932.8Bn was passed. On this, UGX 638.9bn, was allocated to seven ministries and dozens of government departments, agencies, universities, districts and others. 
Ministry of Defence took the lion’s share of Shs 458bn.
The money is picked from the Euro 600m (Shs 2.5tn) loan acquired by Government to provide budget support for FY 2019/2020. 


A number of activities as originally projected under the fourth quarter will not be implemented owing to COVID- 19 and this has provided the fiscal space for funding the emergency supplementary expenditure.
People are now saying, putting aside UGX 10B allocated to Parliament, President Museveni should look into pioneering returning tax payers money allocated to State House and other government offices which is in billions.
Besigye said, “One takes Shs 300Bn away from COVID19 fight for ‘Classified Expenditure’- meaning it’s purpose can’t be disclosed and has no process for audit- then ‘donates’ Shs 1.4m from his salary to COVID19 Task Force!”
“This happens as the paltry allowances of frontline healthcare workers are still unpaid; we’ve no ambulances &crucial equipment for health units; COVID19 testing countrywide, even for healthcare workers still lacking; still fundraising for food to save lives of millions…..” Says Besigye.

On Wednesday evenning Museveni posted that, “It is morally reprehensible for MPs to give themselves money for personal use when the country is in such a crisis; totally unacceptable to me and the NRM. They have entered themselves into a trap and the best way out is to donate the money to the districts where they come from.”
“I heard that some MPs went and bought things, you are not a purchasing officer of the state. This is public money, not personal money, if you spent it wrongly you will pay it back with your salary; this will be sorted out by the Auditor-General.” Said Museveni, warning MPs and ministers who interfered with “Our war on Coronavirus through distributing things they bought.”
“We are in an emergency; how did you distribute these things? What structures were you using? These are serious issues and political leaders should be perfect examples.” Said Museveni revealing that, this is why MP Francis Zaake was arrested. “How do you arrest Zaake for interfering with the anti-corona virus wars and you leave these ones of the NRM including ministers who are purchasing food and collecting people?” Asked Museveni. 
By press time, about 3000 people had commented on his post, where many are challenging his office to vomit over 300 billion alloted in the supplementary budget if he is to be with clean hands.
UGX 638Bn supplementary budget  was separately smuggled during Coronavirus Budget Stampede.
Parliament recently passed nearly a trillion shillings in supplementary (additional) budget of 2019/2020, just two months to the closure of the Financial Year.
UGX Shs 304bn supplementary budget to combat COVID-19 required urgent consideration nevertheless in accordance with the House Rules, but Shs 638.9bn was for the usual sectors; Office of the President, Ministry of Defense (UPDF) and others. 

SOME OF RESPONSES TO M7’S POST ON PARLIAMENT MONEY 
Patrick Matovu: That means you’re now supporting BOBI WINE  like us who was the first to reject Parliament money. He is a visionary leader like you. You’ve got a good replacement Mr. President. Thank you for seeing what he saw, that was right. Your support is highly recommended.
Kennedy Javura: This UGX 10Bn was ok when they were still plotting how to raid the treasury for over UGX 900Bn. They knew people would make noise but had to divert that noise towards MPs. Why now fight only the MPs token? he turns around to condemn the same thing that he sanctioned.
Depath Page: We all know that not only 10billions was taken but about a trillion under classified expenditure. This game was well calculated  to make sure citizens look at members of Parliament and leave out others who took the biggest share. 
Kojja Omugezi: The parliament passed a supplementally budget of 1trillion, Defence took UGX 459B, ICT ministry,  KCCA, RDCs and others bagged cash. Where is this money? 
Moses Kibuuka: From the same budget, State House was allocated Billions doubling Parliament money through classified expenditure. In all fairness, return that supplementary billions and Parliament also return the 10bn and we use it to reinforce our health facilities countrywide.
Pius Taye: But some departments took sacks of money, leaving peanunts to Parliament. Now they want to grab peanuts from the MPs without them returning the sacks full of billons. 
Beam Hilary: In all this, some people are the wholesellers while MPs are just retailers. They took over UGX 300B on the same budget and just donated 10B to MPs. Now the public is diverted to witch-hunt one who took just UGX 10B.
Semwanga Cathy Paulines: Tell us also about UGX 1 Trillion taken. Why only talk about the 10bn of  MPs? Where is the other money? 
Justine Nabwire: But the same budget that had the 10b for MPs also had over 300Bn for powerful offices. So what are they doing with COVID-19 money? Besides who drew that budget? Why did they include money for MPs and others like state house? What was the rationale for that budget line?
Ronnie Musinguzi: With all due respect Your Excellence, your State house was accorded Billions in this crisis. It is termed as classified expenditure. In otherwords, there is no accountability. Why condemn Parliament? 
Babi Arafat Dangote: Reverse psychology. The blame is on legislature for UGX 10Bn which most of them can account for and they are more close to the people. On the other side, over UGX 300Bn has not been accounted for. Anyway away from that you have some how put in place some serious preventive measures in the fight against Covid-19. 
Grace Kyejwe: Thank you Mr. President.  You also contributed 1.4M of your salary. Thank you once again.  Here is the thing, the Billions of shillings was passed under classified expenditure,  in these times I think only 100bn is enough. Kindly return the balance. The other good thing, the office of the President is catered for differently. I will thank you more when you return our money.
Stanley S Uganda: But then the state house was given UGX 300B in this covid -19 time. Isnt it wrong also? think about your voters who have no what to eat at this time than the next election..!
Ivan Kefa: These key notes about UGX10B and Hon. Zaake are highlights that we are beginning to question. Isn’t it part of an organised move to hide our conscience from Billions of classified supplementary budget?  
Masudi Shafi: That is all out of order even the district task force will do nothing with that money apart from the DHOs, the CAOs, DISOs, DPCs and some few health staff members who will seat and share the money among them selves. Imagine how do u allocate money to districts which haven’t got any case of covid 19 yet the locals are suffering with hunger due to lock down. 
Nick Nicholas: So MPs are wrong but other departments which bagged billions are right? This was just a diversion.  
Innocent K Wodonya: It’s indeed not allowed to allocate your self billions and attack those who only took UGX 10B. True we need accountability for the Parliament money, but what about .

CHURCHES, MOSQUES WILL WAIT TO OPEN: M7, INTER-RELIGIOUS COUNCIL STATE HOUSE MEETING DETAILS EMERGE

THOSE who patiently waited for the elapse of the 21 Covid-19 lockdown days so that they go back to their respective Churches and Mosques for prayers and worship, you kindly need to hold on for sometime!

It has been sealed in a yesterday’s meeting at State House between the Head of State and leaders of the inter-religious council, places of worship where followers gather in big numbers to worship God will still remain closed until further notice.

President Museveni is expected to officially make a big announcement on this matter during tomorrow’s May 1st 2020 Labour day speech.

MEETING ON OPENING UP: Museveni and Inter-religious council leaders at State House

On Wednesday evenning, Museveni posted on his facebook page about his meeting with men of God.
He wrote: “Meeting with the council of presidents for the Inter-Religious Council of Uganda at State House Entebbe. We shared on how religious leaders can contribute and strengthen the current response on the COVID-19 pandemic.”

Members of the Inter-religious council in attendance included: Newly enthroned Archbishop of Church of Uganda The Most Rev. His Grace Dr. Steven Samuel Kazimba Mugalu, His Eminence the Mufti of Uganda Sheikh Shaban Ramathan Mubajje and Presiding Apostle Dr. Joseph Serwadda who is the leader Born Again Faith in Uganda.

Others were Kampala Archbishop Dr. Cyprian Kizito Lwanga, Pastor Daniel Matte the Uganda Union Adventist President and Dr. Bishop Joshua Lwere, the senior pastor of Grace Assembly Church, Kampala and Overseer of the National Fellowship of Born-Again Pentecostal Churches (NFBPC).

Contacted for what transpired at the State House meeting, whether they agreed with the president to allow God’s people to come back to their Churches next week after the expiry of lockdown, Dr. Serwadda had this to say, “The President is going to address the issue May 1st, Labour Day.”

This year’s Internationsl Labour day, according to minister Frank K. Tumwebaze won’t be celebrated as usual because of the Covid-19 Pandemic, H.E the President will make a televised address to the country.

Mr. Museveni, also in his facebook post did not elaborate more about his meeting with inter-religious council. Our sources at State House leaked to us how Museveni is not ready to open up Churches and Mosques.

However much religious leaders wanted to let free to do the work of God.

“The President insisted the war on Covid-19 is not over so there is no way he can risk opening such places of big concentration. He requested them to continue closing Churches and Mosques as they monitor together, the situation.” Sources told us.

It should be remembered that before closing places of worship, schools and  bars, the President first consulted Inter-religious council who gave him a green light.

Museveni who is expected to reduce on the lockdown restrictions after the 21 days some people thought will open up Churches and Mosques since the Coronavirus looks to have found no peace in Uganda.
The president has instead not considered this.

WHAT PEOPLE SAY ABOUT LIFTING BAN ON CHURCHES, MOSQUES 
Opio Moses: Next time, Mr. President, call the religious leaders to lead us in prayer before you address the Country so that we get the blessings of the lord for wisdom on how to handle Covid-19.
Francis Owoyesigire Light: Wonderful! A national thanksgiving ceremony should be organized and conducted as soon as possible for the victory God has given Uganda over COVID-19. I appreciate  these leaders for their quick response in the fight against the spread of the CORONA virus. This unity for the common good for Ugandans should continue. Those who don’t realize the urgency and significance of the Inter-religious council should be checked.
Felix Kyeyune: Good all of them have rested  waters during this lockdown, and I think Government should allow them to distribute relief to the vulnerable.
Robert Ekwang: The fact is the battle is not yet over. There is nothing special with Uganda not to get 50 cases in one day and our sufferings in the current lockdown will count nothing. 
So Mr. President, don’t be pressurised and you rush to open the country. Many people are complaining of  poverty but we should learn to save. It is this opposition that has made our citizens lazy because they always lie to them that whenever change comes, people will have freedom. Mr. President, don’t rush because we may badly crush.
Ochieng Naye Kainja: The church leaders should wait to open at least for more two months.
Hassan Kato: Don’t panic and  allow public gathering like Churches and markets to open. Look at our neighbors in Tanzania they are at 480,  DRC 494 Kenya 384,  Rwanda 212 and for Uganda despite 22 from our neighbors, we are still at 79. You can lift the lockdown but with tough restrictions.
Josephat Twinomukama: Mr. President, don’t allow religious leaders to mislead you and lift the directive on religious gatherings.
Frank Wafula: We hope for the best but let churches and mosques wait a bit before they can gather again.
Alex Mukonyezi: Please your excellence don’t open churches and mosques because they are gathering places. Look at how the virus is increasing in Tanzania. Open them last with schools.

Ruling NRM Party National Youth cordinator Eng. Joseph Mukasa Ssewava has shockingly narrated how at night God appeared to him in a vision and sent him to spread the good news about Ugandan President being the consecrated God of Africa with super natural powers!
This comes ahead of today’s Presidential address, where the Head of State is expected to update the country about the battle on Covid-19.
“Uganda is going to be a tourist country because of Yoweri Kaguta Museveni. Those who hate President Museveni will die and perish. Because if you disobey President Museveni, you will be disobeying God. Yoweri Kaguta Museveni is God of this country, the God of Africa.” Reveals Ssewava who claims to have got a vision at night.

Ssewava says, from what God told him, in a vision, there is no doubt, Coronavirus pandemic will be defeated in Uganda and Africa at large because the Black continent has a God in President Museveni whose power comes from that of the Heavenly God.
“In the Vision, Heavenly God told me, President Museveni who is the God of Africa will defeat Coronavirus just like he defeated Hiv/Aids, Ebola and Polio. I was told to spread the Good news everywhere that Museveni is the new Messiah. He came to liberate Uganda, Africa and the whole world.” Says Ssewava in a recorded audio shared to all NRM platforms.
“Today, the whole world is on its knees because of Coronavirus. But who can not see that the Prophet Museveni is around and doing wonders in his Country. In Uganda, Covid- 19 cases are few and the victims are miraculously getting healed.” Said Ssewava. He continues to say that Uganda is the only country which does not need police to put into action Presidential  directives. 
Opposition People Power Movement has however blasted Joseph Ssewava calling him a joker, seeking for cheap popularity.
People Power’s Aloysius Mukasa who eyes Lubaga South MP seat in 2021 has said, “Calling Mr. Museveni God is a blaspheme. It makes me question Joseph Ssewava’s personal definion of GOD. Let him desist from referring to his personal wishes as God’s vision. Advise him to stop that madness.”

OUR MAN: Lubaga South peoole show solidarity to their own Aloysius Mukasa

Mr. Aloysious Mukasa recently won an opinion poll for the in coming Lubaga south MP beating incumbent Kato Lubwama who got only one vote, Eugene Nassolo also one vote, lawyer Xavier Katabalwa got one vote and Samuel Lubega Mukaaku nil!
“In his narative”, says Aloysius Mukasa, “I see nothing justifying in terms of facts and records. Let him be informed that as always this regime has failed with its curing approach. The best approach always, is prevention.”
Aloysious Mukasa says no God will fold his hands as leaders like Francis Butebi Zaake, are innocently tortured by his Angels. 
Speaking to News Editor Online, Ssewava has said that it is up to those disobeying God’s message, as a messenger he has done his role.

SSEWAVA: HOW GOD APPEARED TO ME ABOUT M7 
In the audio recording, Ssewava says;
“Ladies and Gentlemen who are listening to this audio, it is 5:30am. I have got a vision and got the following words to go and spread the message that President Museveni is a Prophet, he is a Messiah, He is the God of Africa, so Coronavirus will not kill us because we have our God with us.”

POWERFUL: Police boss humbles himself to greet Ssewava during a certain function

Ssewava a reknown Musevenist says, If you have been following President Museveni since 1986, he came after seing a vision and was sent by God himself. 
“Not only in Uganda or Africa, but in the whole World, President Yoweri Museveni is the most admired leader and wherever he goes, every one yearns for his handshake. President Museveni is a tourist attraction, in the whole of Africa, our president is the most prestigious tourist attraction.” Says Ssewava according to the vision he got last night.
A 35 yrs old youngman, Ssewava in his audio says since 1986, God sent President Museveni to deliver Uganda, to liberate Africa and the whole world, only that Whites took long to understand President Museveni.
“But here in Africa, Africans understood him at the word go. He started by fighting Polio Pandemic amidst opposition that children should not be immunised but he persuaded the masses and Uganda is a Polio free Country.” Acknowledges Ssewava.
He says Museveni fought Tuberculosis, fought ignorance by giving free education to Ugandans, from there, he fought and defeated HIV/Aids that was killing our people, him and our beloved maama First lady Janet Kataha Museveni created awareness.

In the recorded audio Ssewava says, “Those days, having Aids was looked at as an  abomination and you would be stoned to death if people realised that you have Aids. But because we had a Prophet, our Messiah who was sent by God to liberate Africa, President Museveni wisely launched ABC (Abstain, Be faithful or Use a Condom) campaign to tame the virus.”
He noted that, in Africa, Uganda was the first country to talk and sensitize masses about Aids. Whites started coming to Uganda out of admiraion for President Museveni.
He initiated the anti corruption campaign walk and the trek in Luweero triangle where  Prophet Museveni was showeducated the youth that you can walk miles.
He says, today, youth are walking to villages, some of the girls are even walking half naked.
Ssewava talks about Jesus Christ saying people took long to understand Jesus.

Herod directed his men to go for him but they refused saying, he is very popular, loved by his people.

He again directed them to go arrest him, but they replied, ‘Sir, it is impossible.’
“Ugandans, some people are like King Herod, they will take long to understand how powerful president Museveni is, But I want to tell you, open your eyes and see.  We have the God of Africa, he is in Uganda. God bless you, am happy I have delivered the message.”

FROM a Tv short break, Joan Lule Nakintu, the ‘Cocktail Show’ host on Top Television took it on: “Welcome back dear our viewers. Today we are honoured to have on this show, the most beautiful and intelligent lady in Uganda,  Miss Uganda Oliver Nakakande.” “She also graced this country when she represented us in the Miss World pageant UK last year.” Said Joan on a show she co-hosts with Remmie, Kim and Jaqi.

MISS UGANDA 2019/2020: Oliver Nakakande

A graduate in investigative journalism from Middle Sex Community College Boston in USA, Joan commonly known as ‘The iron lady’,  turned to her guest and asked, “By the way Nakakande, you lost (in UK). How did you feel?”
This is where madness in the show started from,  Nakakande said, such a question should never be asked while Joan looked like that was her star question, she wanted an answer.
Miss World 2019, the 6th edition of the Miss World pageant was held on December 14th, 2019 at the ExCeL London in London, United  Kingdom.
Previous Miss World Vanessa Ponce de Leon of Mexico crowned Toni-Ann Singh from Jamaica, her successor. 
The runners up included Ophely Mezino from France and Suman Rao from India.
Nigeria’s Douglas Nyekachi finished fifth.
The rest is now history, Uganda Communications Commission  (UCC) suspended The Cocktail Show @ Top tv pending investigations. 

WHY JOAN DESERVES A PAYRISE: RADIO & TV CONSULTANT JOEL ISABIRYE SPEAKS OUT
On analysing the show, Joel Isabirye says, Top TV journalist Joan Lule deserves a payrise for her bold question to Miss Uganda, Oliver Nakakande.
Mr. Isabirye has said, “At the risk of being vilified by a highly charged social media group, I will stand up and say Joan Nakintu Lule did nothing wrong in her interview with miss uganda. In fact on the contrary, Joan has faced unprecedented cyber bullying.”
According to the XclusiveUg, Isabirye watched the clip of the interaction between Joan and Miss uganda.
“My view from a professional stand point was that Joan asked the hard question. Miss Uganda should have been prepared by her handlers that public life will be just like that.” Says Joel Isabirye.
He said Miss Uganda should have played it down for example by answering that, ‘Winning is not about the crown, but the opportunities that are derived from it.’
“I think that is what Joan wanted from her, to look at her participation as a glass half filled than a half filled bottle. It is unfortunate, Miss Uganda was defeated by the interviewer’s intellect and she messed up everything.” Noted Joel Isabirye.

He asked, “Going by Joan’s hard question, what is wrong with putting it straight that someone lost and you would like to know how they made sense of it?”
Citing FUFA President Eng. Moses Magogo who had to suffer significantly hard criticism from sports panelists as Uganda Cranes struggled to find its feet, Isabirye said, you need to read how sports commentators write or listen to how they speak to see the meaning of bashing. 
“Did Magogo run to social media or the Uganda Communications Commission (UCC) crying? No, because he knew that this is the nature of public life.” Isabirye continued to ask, “How about those who had to bear aggressive criticism from Andrew Mwenda on Andrew Mwenda Live, did they run to social media after their interviews or UCC?”
“Or President Museveni who was roasted alive by FDC Spokesman Ibrahim Semujju Nganda, twice on Capital Gang. Did he call UCC to take action against the show moderator?” Asked Joel Isabirye.
He said, Joan Nakintu Lule should instead be given a pay rise, especially for creating such an opportunity for the show to trend.
“Since when did putting it to the interviewee that, “YOU LOST” in Miss World Pageant, when she actually did not win, become a violation of minimum broadcasting standards as those who lodged a complaint to UCC are claiming? What if Joan had instead said that Miss Uganda was not beautiful, would social media have run to the International Telecommunications Union (ITU)?” Asked Joel Isabirye.
Isabirye advised that, the moment you step into public life, get ready for bashing and difficult questions at interviews. Choose which to respond to and which to ignore. However the response must be carefully thought out.
He stated that,  “Unless falsehood is spread about you, or conduct that is racist, sexist, against your religious beliefs, against your physical disability etc…then that becomes an issue….”

THEN WAS IT A BAD APPROACH 
TO A GOOD QUESTION? 

According to the directive from UCC Executive Direction Irene Kaggwa Sewankambo suspending the tv show pending investigations, “The complainant alleges that during the broadcast of the show ‘Cocktail,’ the presenter or host was unprofessional, failed to meet journalistic principles or ethics, and thus breached the broadcasting standards.” 
It is alleged that during the show, Ms Joan Lule Nakintu the show host was unfair, lacked objectivity and impartiality required of a presenter.
On this, Joan has already apologised.
However analysts say, all started from a good question asked by Joan and Nakakande chose to dodge it by ranting against the host.
“She must have asked the question with an aim of helping Nakakande bring out her other achievements despite the fact that she didn’t win the main crown. Miss Uganda  instead answered the question in a demeanor manner and totally went off-track only returning to the question when it is already late.” Said a reknown tv political show host in Kampala.

MISS WORLD 2019/2020: Previous Miss World Vanessa Ponce de Leon of Mexico crowning Toni-Ann Singh from Jamaica, her successor. 

He says, “Instead of Nakakande answering Joan’s tricky question, she instead posed off with her diploma in journalim, demanding Joan’s apologize for asking her why she lost. Miss Uganda would have deflected the question and answer it perfectly.”
This high ranked tv show host in Kampala says, “I dont think Joan intended to insult Nakakande. I think Miss Uganda has issues with self estem. When asked a question about how she felt on losing in UK, she there and then told Joan how she was offended”

MISS UGANDA IN TOP TV STUDIOS
She came with another show host Remmie Male who our investigations show, the two are very good friends.
No wonder, Remmie didn’t calm down both parties, she instead sided with her friend Nakakande and fueled her hence the show going out of hand. 
Nakakande wasn’t briefed that the show has other hosts. She thought,  it’s Remmie Male who is hosting the show. But Joan was the show driver.

DRAMA THE NIGHT NAKAKANDE WON MISS UGANDA CROWN 
The 25 years old, won Miss Uganda pageant on 26th July 2019 in a pageant which was dominated by drama from self-proclaimed boss-lady Zari Hassan, a famous socialite the lead judge and Anita Fabiola the MC. 
When she was called up on the stage to announce the top three finalists, Zari caused a stir.
Zari demanded to have the results read to her attracting booing from the audience that lasted for about five minutes in protest of her behaviour.
She then thrust manila papers with names of the three finalists at Ms Anita Fabiola, one of the night’s mistress-of-ceremonies, repeatedly commanding her to catch them mid-air.
When Fabiola told Zari she was being disrespectful to everyone, the boss lady paused the announcement of the three finalists and went on the defensive attracting more boos from the guests.
She only stopped her antics after being told off by Ms Fabiola that this was not the place for such strange manners. Oliver Nakakande was finally announced the winner.

JAMES Kabengwa, a Journalist who authored a contentious article in the Monday April 20th 2020 Daily Monitor Newspaper offending His Majesty the Kabaka of Buganda Ronald Muwenda Mutebi II and insisted his story was based on facts, has finally apologised!
In this highly contested article entitled ‘How US fallout with Mengo froze Kasubi Tombs funds’, on page 2 column 2, Kabengwa alleged that the US Embassy gave the Buganda Kingdom USD 250,000 for the Kasubi Royal Tombs reconstruction. 
It further alleged that the Kingdom failed to account for the money and the US Embassy and the Kingdom are at loggerheads.

American Government has since refuted Daily Monitor Newspaper article calling it a false story, saying Buganda Kingdom is in the U.S Government good books.
Mr. Phil Dimon, Spokesman US Embassy in Kampala said in a statement that, “The United States government supports the preservation of cultural heritage around the world, and we look forward to the opportunity to collaborate with the Buganda Kingdom.”
Phil Dimon said the U.S. Embassy in Kampala provided financial assistance to the Buganda Kingdom several years ago for a cultural preservation project at the Kasubi tombs. 
Unfortunately, kingdom officials were unable to use the money for the project by the specified project end date. 
“In accordance with standard procedures, we asked for the money to be returned, and kingdom officials returned the money.” Mr. Phil said, clearing the Kingdom’s name.
Punching more holes in the Daily Monitor story against Buganda Kingdom, the US Embassy in Kampala using their verified Twitter handle denied ever giving the Kingdom USD 250,000 (Shs950 million) collaborating with the Kingdom that they only awarded (only) USD 5,000 (Shs14.9m at the time) which the Kingdom returned to the American Embassy after the implementation period had elapsed. 
The money was meant for an information board at the Kasubi Royal Tombs. 
U.S Embassy says, “On April 20, Daily Monitor published a story incorrectly asserting that the US Embassy provided USD 250,000 to the Buganda Kingdom for a cultural preservation project at the Kasubi Royal Tombs. To correct the record,  the amount we contributed was USD 5,000 (not $250,000 as the story said).”
“Kingdom officials were unable to use money by the project end date and returned it.” Reads the Statement.
The US Government has categorically stated that, “America and Buganda Kingdom maintain relations based on cultural exchange and in keeping with our status as a foreign diplomatic mission. We look forward to working with the Buganda Kingdom and other Kingdoms in Uganda on cultural projects in the future.”
Kabaka directed Kingdom Attorney General Owek. Christopher Bwanika to write to The Managing Monitor Publications Ltd, demanding UGX 5B and an apology over a publishing what was referred to as  a blatant false story, twisted and wholly malicious with an intention to portray the Kingdom of Buganda in negative light and present it’s leadership as dishonest. 
“Failure to abide with in 5 days of receiving  this notice, we shall proceed to sue the Monitor Publications Limited and the Editor to claim heavier damages and costs for Liberal under the laws of Uganda. Stand duly warned.” Reads Buganda Kingdom notice which was duly received by Daily Monitor Ltd.
Owek. Bwanika said, “Buganda Kingdom has at all times, prior to the publication of that article, been enjoying a cordial relationship with the US Embassy, the US Government and the Citizenry. The allegation is intended to deter future engagements with the Kingdom’s strategic partners.” 
“We therefore demand that Monitor Publications Limited and the Editor admit liability to pay damages and forthwith,  withdraw the false story and publish a prominent apology on front page to the Kabaka of Buganda, the Katikkiro of Buganda, Cabinet and officials of Buganda Kingdom and the People of Buganda at large.” Says Bwanika, a prominent advocate in Kampala. 
Owek. Noah Kiyimba, minister of Information, Protocol and Kingdom Spokesman told News Editor Media that, the grant by the U.S Embassy in Kampala was supposed to be utilized within a specific timeframe. 
“This wasn’t possible mainly due to the ongoing works at the tombs. In order to fulfil the terms of the grant, the Kingdom of Buganda refunded the money on January 12th, 2017 and was issued with an official receipt.” Says Owek. Noah Kiyimba.
On learning about Kabaka’s intention to sue, James Kabengwa wrote, “Go ahead, file the suit, thats when you will understand the meaning of the word Quack. Figures are correctable. But the fact is I even concretized more by embassy and was reinforced by Mengo.”

I APOLOGISE – KABENGWA
In a statement of apology posted on his facebook page today Morning, James Kabengwa has said, “Apologies for offending His Majesty the Kabaka Ronald Muwenda Mutebi, Buganda Kingdom, Katikkiro Charles Peter Mayiga over the US, Buganda Kasubi Tombs story.”
“My friends Owek. Waggwa Nsibirwa, Denis Jjuuko,  Denis Bugaya and every one, my apologies. My loyalty to Kabaka and Katikkiro is undoubtable.  I had no intention to annoy them. There was no ill intention.” Writes Kabengwa.
His apology was copied to Buganda Kingdom Official, UGANDANS AT HEART(UAH) COMMUNITY,  Daily Monitor, cbs fm emmanduso 89.2,  BBS Terefayina and U.S. Embassy.

In a statement released by Hon. Bobi Wine on Thursday evenning, he was denied access to his colleague and asked to return today (Friday) or any other day.

Bobi Wine has said, “As soon as I arrived at the hospital with Nubian Li, they deployed more police officers armed to the teeth with anti-riot equipment! You can imagine the fear!”
“When I was detained at Makindye after such a horrendous torture ordeal, they made sure no body could see me so as to buy time. They only allowed people see me after making sure i was in better  better shape!” Said Bobi Wine.
MP Zaake, who is the People Power National Youth cordinator was arrested on Sunday over allegations of distributing food to hungry Mityana people, yet this was banned by President Museveni.
The Head of State directed police to arrest and charge with attempted murder, politicians found distributing food relief during Covid 19 lockdown.
In his address, Museveni said, “In the meantime, arrest the opportunistic and irresponsible politicians who try to distribute food for cheap popularity. Those are very dangerous to the health of the people.”
“When you try to distribute food or money in such a situation, people gather around you. Many people can be infected in that process. You will, therefore, have caused the sickness or death of those people. Anybody involved in that effort will be arrested and charged with attempted murder.” ordered the President.

Security on alert

However Lawyers are saying, the President has no mandate to ammend the laws.
“Ammendment of statutes is a preserve of the legislature. He is not a member of the National assembly therefore, he has no mandate to amend the laws.” Said counsel Moses Kabuusu, former Kyamuswa member of Parliament.
City lawyer Male Mabirizi when approached for interpretation,  had this to say: “President Museveni did not cite any law under which the politicians would be charged with attempted murder yet he was addressing the Nation and illegally directing the Police Force.”

BOBI ON ZAAKE’S ARREST
Bobi Wine alleged that, when men in army uniform arrested MP Zaake from his residence at Buswabulongo in Mityana, he was beaten so badly not necessarily because of distributing food, but for supporting People Power.
Kyagulanyi who last year declared intentions to contest for President in 2021 yesterday said, “Today has been a very emotional day for me. It has brought back the memories of the Arua ordeal and the many other times I have found myself alone, surrounded by people who are on no other mission but to hurt me and ensure the world does not get to know.” 
“Today has also given more meaning to our struggle for freedom, democracy and human rights. It has been yet another reminder that we must fight and win our freedom or die trying.” Wrote Bobi Wine.
He continued to say, “Our brother and comrade Hon. Francis Zaake Francis was beaten so badly! The man who was very energetic on Sunday is now being treated at the Iran-Uganda hospital in Naguru.”
“These past days, people have been denied access to him, including his personal doctors, lawyers and family members. They have allowed a few people to see him although they were all prohibited from going in with phones so that they don’t take pictures of him” Bobi writes in his statement.
Bobi says, ” Those that have sneaked in to see Hon Zaake talk of unspeakable things done to him. Upon arrest, they did not even talk much about food distribution, it was all about intimidating him and demanding that he stops opposing government!”
“Comrades, we must remain alert and demand for what is due to us. We must not allow them have their way. Free Zaake, Free Uganda, Freedom in Sight.” Bobi wrote.

DETAILS OF A NOTICE TO DAILY 
MONITOR NEWSPAPER

In a letter dated April 22nd 2020 and addressed to both the Managing Director and the Managing Editor, Monitor Publications Limited, Owek. Bwanika put it to the story author one James Kabengwa for threatening the Kingdom of Buganda to publish an injurious article regarding a grant the US Embassy awarded the Kingdom of Buganda. 
“Kabengwa menacingly presented altered documents which the Kingdom officials challenged and clearly pointed out to him to be false. He was told the truth of the matter and reffered to the US Embassy in Kampala to verify the facts.” Reads Buganda Kingdom notice to Monitor Publications ltd bosses.
Owek. Bwanika said, The Embassy set the record straight but Kabengwa still went ahead and falsely and maliciously wrote and caused to be published an injurious article because that was his intention.
“True to what he promised and set out to do,  he proceeded to write a false and injurious article which you published, claiming that the US awarded the Kingdom USD 250,000.” Wrote Buganda Kingdom Attorney General.
To Kabengwa bosses, Owek. Bwanika says, when their journalist wrote lies, they went on to publish the said article, fully aware that it was a false allegation.
“We challenge Kabengwa, Monitor Publications Limited and the editor to produce evidence and specifically the agreement reffered to in the article of USD 250,000 awarded to the Kingdom of Buganda by the US Embassy in Kampala and was unaccounted for.” Reads the Notice.
Buganda Kingdom pins Kabengwa that his intentions as he claimed in his Whatsapp messages exchanged with Kingdom officials was to tarnish the Kingdom’s name and present it’s leadership as dishonest people.
Owek. Bwanika says, “The article written and published about the Kingdom of Buganda and it’s officials is false in all material particulars and amounts to Libel for which you are reliable to pay heavy damages and costs for the injury caused to Buganda Kingdom.”
He goes on to say, “In its ordinary and natural meaning, the article portrays the Kingdom and it’s officials as thieves, criminals, unscrupulous and dishonest people who were unfit to be in leadership or deserve to be trusted by the US Government or any other person or entity.”
The article complained of, Owek. Bwanika says, has caused enormous reputational damage to the Kingdom of Buganda, it’s officials and people of Buganda at large.
“The publisher and the editor of Daily Monitor are liable for Damages for Libel for the Injury caused to the Kingdom of Buganda arising from the false and Malicious article.” Notice reads. 
It is on this note, according to Advocate Bwanika that the Kngdom of Buganda holds Daily Monitor Publications Ltd liable in damages reckoned to be over Uganda Shillings 5,000,000,000 for the injury and suffering caused to its people.

2021 RACE: GHETTO BOY COMPOSES CAMPAIGN SONG FOR MAKINDYE EAST MP IBRAHIM KASOZI, CALLS OTHER ASPIRANTS POLITICAL JOKERS

A YOUNG man called Fahim Ndahiro commonly known as Little Faggie from the Ghettos of Mityana has composed a campaign song praising Hon. Ibrahim Kasozi, Vice Chairperson the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) as a dangerous striker who shouldn’t be substituted by Makindye East voters come 2021 polls. 

Little Faggie says, “MP Kasozi has become our role model and whenever we see him squeezing corrupt officials in COSASE, We admire his mode of conduct, serving without favor or fear. We sometime get to think, Mafia will sabotage his work but thank God, he gets stronger each passing day.”

In his song titled ‘Hon. Kasozi ggwe asinga’, Little Faggie lists MP Kasozi’s over 50 achievements in just 4 years he has represented Makindye East in Parliament saying, such dangerous strikers are indispensable, those thinking of uprooting him in 2021 should stop day dreaming.

Hon. Kasozi was so excited  by this song and asked Little Faggie how he managed to compile both constituency and Parliament activities that the MP has carried out since being sworn in. 

He said, “In fact I need to give you all that you need to shoot a video in the constituency and at Parliament so that we showcase all that has been done. For us in Makindye East, we talk less and work more.”

The old adage ‘When you do good, you feel good’ has come true in MP Kasozi’s life when someone unknown to him composed a song about his good works.

The reknown generous MP has given this Ghetto boy a blank cheque to help promote his talent. Kasozi made this pledge after being touched by Little Faggie’s talent.

Faggie though young is able to string words together and put important issues which affect the lives of common people in melody.  In his song he particularly weighs heavy on leaders to give accountability to voters.

Handing him a music flash with this campaign song, Little Faggie thanked MP Kasozi for serving with one heart and accomodating every one without discrimination based on partisan politics.

In response, Hon. Kasozi said, “I am very happy that youth of your age closely follow their members of Parliament and task them to fulfil their promises. We will facilitate you and record videos of such songs to help you develop your talent and also financially benefit from your sweat.”

KASOZI’S 2021 CAMPAIGN SONG

The composed song talks about Kasozi who has changed lives of Makindye East youth, women and the elderly through Kasozi Foundation. He is supporting different groups in the constituency to fight poverty and unemployment.    

“You have not disappointed your voters. We always see you interrogating thieves and pressing the corrupt in COSASE to vomit tax payer’s money. You have indeed stood on the side of the oppressed.” Little Faggie says in his song. 

Kasozi’s committee is probing into the dubious acquisition or repossession of more than 300 properties from the Departed Asians Properties’ Custodian Board (DAPCB) and he has interrogated many would be untouchables. 

One of them, an FDC top official threatened to hire FDC goons to embarrass Kasozi at Parliament for failing to spare fellow party members. 

Faggie says “when Hon. Kasozi ordered for the arrest of this FDC member, i realised that such calibre of leaders is uncommon.” 

Hon. Kasozi has also given capital to Little Faggie’s manager one Badman Black to start buying and selling coffee so as to pull himself out of the abyss of poverty.

M7 CLEARS 10 BILLION PARLIAMENT CASH: KARUHANGA & ODUR LOSE AS MONEY IS WIRED ON MPS’ ACCOUNTS BEFORE COURT ORDER ISSUED

THE UGX 10B was yesterday finally sent to Members of Parliament bank accounts a few minutes to Midday, moments before the court order was issued stopping the Parliamentary Commission from dispensing it to Legislators.

We have been reliably informed that, MPs with accounts at Cairo International Bank, Centenary Bank and ABSA have already gotten notifications that UGX 20M has been credited on their accounts.

Yesterday morning, Ntungamo Municipality MP, Gerald Karuhanga and Erute South legislator Jonathan Odur petitioned court seeking to halt the Parliamentary Commission from paying Shs 10 billion to MPs to fight Covid-19 epidemic.

Hours later, the Civil court in Kampala issued an injunction stopping the Parliamentary Commission from dispensing the UGX 10B to Legislators.

Karuhanga and Odur’so celebrations did not last long after learning that their court order was useless, Parliament, Accountant General and BoU had beaten them on the thread of time. By the time we went to press money was already on MPs bank accounts. 

HOW M7 DEFENDED CASH GIVE-AWAY 

Insiders have informed us that during Monday’s Cabinet meeting, President  Museveni said that, “MPs are better than the thieves in Kampala. The money will truly reach villagers through the MPs.” 

He was allegedly opposed by a few ministers but after Government Chief Whip, Ruth Nankabirwa’s submission, those on opposition changed goal posts.

We are told, Prime minister Ndugu Ruhakana Rugunda and Foreign Affairs minister Sam Kutesa initially opposed the idea and had proposed that Ministers set the record to return the money.

In a heated cabinet meeting that sat at State House Entebbe, President Museveni told off a number of Ministers who were lobbying him to block the 10 billion shillings allocated to the Parliamentary Commission for MPs to fight COVID 19.

A source that attended the meeting but preferred anonymity told this media that Museveni supported giving MPs money on grounds that it will finally be distributed among ordinary Ugandans.

“President said unlike the thieves in Kampala, when MPs receive the 20 million, they will share it with the citizens in their respective constituencies which is a good thing”. A source told the News Editor Online.

In the past weeks, parliament has been criticised over a decision to give each legislator 20 million for among other things, sensitising their constituents against COVID- 19.

However several MPs including the opposition Chief Whip and Kira Municipality MP, Ibrahim Ssemujju Nganda have defended the money give away saying, they will use it to procure food for their constituents who are starving as a result of the government measures to prevent the spread of the deadly virus.

However  the parliamentary commission maintains that such criticism is misguided since 10 billion accounts for far less than 10% of the 932 billion shillings supplementary budget passed by parliament on 7th April.

Under this budget over 400 billion approved under classified expenditure with 304 billion shillings allocated to mitigate the negative effects of COVID -19

Of this, 104 billion shillings was allocated to the Ministry of Health, 77 billion to the Security Ministry, 59 billion to Relief and Disaster Preparedness for food distribution, 36 billion for Ministry of Local Government, Ministry of ICT 6 billion and KCCA 2 billion shillings.

The 20 million according to sources in the Parliamentary Commission has already been wired on the personal account of each MP despite a High Court ruling ordering a stay of the same.

THE Kyabazinga of Busoga Kingdom His Highness Isebantu William Wilberforce Kadhumbula Gabula Nadiope IV  together with Rt. Hon. Rebecca Alitwala Kadaga Speaker Parliament of Uganda have launched the Busoga Covid-19 rescue food package programme to feed millions of hungry Busoga People during the lockdown.

Kadaga, the benevolent Kamuli dustrict woman member of Parliament donated 40 tonnes of Maize flour alongside other contributions worth millions.

Later, Speaker Kadaga, Busoga’s iron lady said, “Instead of waiting for government largesse, we opted to be proactive; to rescue the most vulnerable in our sub region’s urban centres from starvation. Personally, I contributed 20 tonnes of maize flour worth UGX 40M. In total, including goodwill from the sub region, we marshalled items worth UGX 200M.”

Busoga people have massively welcomed the idea saluting Kyabazinga and Speaker Kadaga for this move.

Annet Emetak posted on Speaker Kadaga’s Facebook page and said, “Yes this is what we were supposed to do in the first place. Actually you can also pick our money that the kyabazinga gave to the Covid -19 National task force such that it can help the people of Busoga.”

The Kyabazinga of Busoga contributed UGX 85M to the Covid-19 National Taskforce.

It was delivered by Katukiro Dr. Joseph Muvawala, accompanied by the Kingdom ministers to minister Mary Karooro Okurut, in the presence of Speaker Kadaga. 

On this function, Kadaga urged the central government to hatch out plans to feed the urban poor in other parts of the country.

Emetak says, “I wonder how u can give money to the task force yet busoga region has people suffering too.”

Still on launching Busoga Covid-19 Busoga relief food package, Prof Aminsi Menya said, “Nice move, instead of waiting for the government of Kampala and Wakiso we as Basoga can save our people.”

Henry Munaaba Dhikusoka wrote,  “We appreciate the effort and initiative by the Kingdom and the office of Rt. Hon Speaker Rebecca Alitwala Kadaga. Keep it up.”

In Parliament, MPs echoed the need for the Covid-19 Food Relief Programme to be rolled across the country and key among these legislators was Kasese Woman MP Winnie Kiiza.

However, 1st Deputy Premier, Gen. Moses Ali said emphatically that this will not be possible!

Analysts say, because of the slowness exhibited by the Covid-19 National Taskforce in the distribution of the relief food and because other parts of the country have been left out in this program, leaders have resorted to plan B. Donating specifically for their people.

It is not known whether this doesn’t contradict with the president’s directive in which he banned politicians and other leaders giving out foodstuffs to people saying, they can only donate to the Task force.

In fact Museveni ordered police to arrest such leaders and charge them with attempted murder.

On Sunday, Mityana Municipality MP Francis Butebi Zaake was arrested on allegations of distributing food to hungry Mityana people.

On Sunday, while reading out those who donated to the Task Force, President Museveni read out Ssenninde Foundation owned by Wakiso district woman MP who doubles as State minister for Primary Education Rosemary Nansubuga Ssenninde. She donated food stuffs but clearly marked  them, “For Wakiso district.”

Other leaders like Hon. Fred Mukasa Mbidde, Hon. Haruna Kasolo, Hon. Latif Ssebaggala Ssengendo (Kawempe North) have also contributed foodstuffs clearly marked for their constituents.
