THE newly created Masaka City is still in a lockdown shock, after a foolish Local Defence Unit (LDU) officer one Robert in broad day light pulled the trigger and ended the lives of a man and a pregnant woman on a bodaboda!

Minutes later, Robert who has been working at a beer depot in Masaka, also joined the three!
Unconfirmed reports show, the LDU man was shot dead by security operatives as they tried to disarm him. Another school of thought shows he committed suicide while some say, mob justice worked on him.
According to Masaka District LCV Chairman Jude Mbabaali, the sad incident happened in-front of Byansi Clinic on Elgin Street where the pregnant woman had gone for treatment and her husband had followed to pick her on a boda boda cycle. 
“The entire incident was captured by the CCTV cameras as seen in the video.” Chairman Mbabaali revealed to News Editor Media.
Reports say, the murdered bodaboda cyclist Francis Musaasizi was the LC I Chairman of Lutovu B village Kigeye parish Malongo sub county in Lwengo district where the woman has been resident.
The slain lady known as Jacqueline, insiders say, has been playing both the LDU guy and the LC 1 Chairman.
She is said to have been pregnant for the LC chairman and wanted to go for abortion so that she can continue confusing both lovers.

POLICE in Nabisaalu, Makindye Division, Kampala Capital City has arrested His Worship Bosco Lusagala, Makindye Division Deputy Mayor whon is a People Power top cordinator, over distribution of essential goods to his hungry electorates. 

We have talked to His Worship Mayor Haji Ali Kasirye Nganda Mulyannyama over the matter.
Case was registered on SD ref. 23/4/05/2020.

Hon. Lusagala a reknown Democratic party opposition youth leader was in the company of Jackline Nakajubi and Tony Muhumuza, both coordinators of opposition People Power Movement when he was allegedly caught red-handed by Police giving handouts to residents of Nabisaalu village goodies  comprising sugar, posho,beans  and soap. 

This act is in contravention of presidential directive to politicians distributing food to groups of people since through such concentrations, Coronavirus can easily spread.

President Museveni directed police that those arrested, must be charged with attempted murder!

Since, a number of People Power leaders have been arrested.

They include Mityana Municipality MP Francis Butebi Zaake now bedridden at St. Francis Hospital Lubaga after about 12 days of detention.

Another one, Hon. Francis Muganga, Iganga district People Power leader was yesterday Thursday released on Court bail after he was arrested on allegations of distributing food to hundreds of hungry people.

Hon. Lusagala’s relatives have expressed great concern for his life since by press time, they had not accessed him.

“After getting Hon. Zaake’s story about how he was tortured in the detention and seeing shocking photos, we are worried, Hon. Lusagala might be going through the same situation.” Said Moses Kalega, a family member.  

Just like it was in Iganga when Mugagga was arrested, in Makindye, residents have  applauded Lusagala’s generosity in this dire situation by coming up to assist the vulnerable persons in the area and standing up with them.

The police has however continued to caution politicians and community at large against violation of presidential directives warning that any one caught, will be arrested and prosecuted.

BUGANDA Youth Council (BYC), a Kingdom Youth Parliament has condemned in the strongest terms the continued inhuman and undignified treatment, torture and brutality inflicted on to a section of the population by the security agencies, Mityana Municipality MP Hon. Francis Butebi Zaake being one of the most recent.

Buganda Youth have vowed not to remain with folded hands as human  rights violations on Citizenry countinues during the Covid-19  lockdown and demand urgent arrest, prosecution and punishment of security officers persecuting Ugandans.

In a letter dated May 06th 2020, BYC Chairperson Paddy Kiganda Ssenkungu said, “The Buganda Youth Council has always followed reports and televised footage about the gruesome human rights violations by the Uganda Police and Army, the arrest and torture of the Mityana Municipality MP Hon. Francis Zaake being one of the most recent.”

The letter talks about other Ugandans who have fallen victim and they include Counsels Kakwenza Rukirabashaija, Francis Muganga and Abdullah Kiwanuka.

In a statement on how he was violently arrested on April 19th 2020 and torturedo in detention, Hon. Zaake who is curgently bedridden at Lubaga Hospital said, “At Mityana Police Station, I was dragged out of the vehicle and taken into the DPC’s office where I was brutally kicked and punched by uniformed and non – uniformed police and military officers.”

“This first round of torture was presided over and superintended by the said Mityana DPC Alex Mwine and Wamala RPC Bob Kagarura, both of whom had participated in my arrest.” Said Zaake who has already instructed his lawyers to sue Government and Top security bosses he named, for torturing him. 

Narrating this shocking story to media on Monday, Hon. Zaake said, “They lifted me and bundled me onto the back of the double cabin truck. I heard very vividly Kagarura giving instructions in Runyankole – “make sure he does not see”. It was at that point that they poured a substance in my eyes that gave me excruciating pain. I thought it was pepper spray and I would soon be able to see- but up to now, I can hardly open my eyes without feeling intense pain. All this while, I was handcuffed.”

Government however, through Internal Affairs State Minister Obiga Kania yesterday shockingly told Parliament that Hon. Zaake inflicted injuries onto himself.

This was after Rt. Hon. Speaker Rebecca Alitwala Kadaga who visited Zaake at Lubaga Hospital and personally saw how the MP was wounded, directed Gen. Jeje Odongo minister for Internal Affairs to explain who tortured this legislator and why.

Jeje Odongo instead sent his deputy Obiga Kania to present the report which is questionable by public.

“This is Uganda, where police removes everything a suspect may use to injure him/herself or commit suicide before being taken into police cell, but still the suspect found away of injuring himself!” Wrote a senior journalist.

THIS MUST STOP – BUGANDA YOUTH COUNCIL 
“Cognizant of the guidelines given by the President in regard to food distribution during the ongoing lockdown and whereas Buganda Youth Council calls on the public to the same, security machinists in the Police and Army are also reminded that their primary duty is to protect the rights and life of all Ugandans without discriminations whatsoever, while enforcing the said directives.” Reads Buganda Youth Council letter. 

The Kingdom Youth leaders strongly contest the selective arrest of people who allegedly break the food distribution guidelines. 

Mr. Ssenkungu said, “This has been envisaged by the fact that, ruling NRM Party politicians including ministers have been seen and televised breaking the same guidelines but left scot-free while their opposition counterparts are apprehended.”

Buganda Youth Council also reminded security agencies that right to try and punish any suspect remains the duty and authority of only the Judiciary through Courts of law. 

“The current lockdown doesnot therefore offer police or Army a platform to torture Ugandans.” Said Buganda Youth leader.

Buganda Youth Council Speaker Allan Mayanja Sebunya said, youth are in great fear since they are the target.

BYC Speaker said, “Violation of human rights especially rights of the youth has increased. Look at how our brother Hon. Zaake was tortured to the extent that he lost the sight? What about Francis Muganga in Iganda who was put on gun point by two plain clothed security personels!”

“Hon. Zaake Butebi we stand with you as Buganda Youth Council, persecution in our Country must stop.” Says BYC Speaker Allan Mayanja Sebunya.

He said, it’s absurd that such acts are being done in the watch of young children.

Joining the Public,  Buganda Youth Council demands that Uganda Police Force and Army should;

  1. Issue a public apology for human rights violations inflicted onto Hon. Francis Zaake and other Ugandans during the lockdown. 
  2. Compensate Hon. Zaake for all loss and damages caused to him and his family as a result of torture inflicted on him.
  3. Investigate all security officers involved in persecuting Hon. Zaake and have them prosecuted.

TOUCHING STORY: HOW KAMULI SENIOR MIDWIFE FLAVIA NAMBI SUCCUMBED TO POST-PARTUM HAEMORRHAGE A CONDITION FROM WHICH SHE HAD SAVED MANY MOTHERS

ON Thursday morning, at about 10.00am, I learnt, with profound shock, of the death of one of the gallant daughters of Kamuli District, our staff Ms. Flavia Nambi an Enrolled Midwife and In-Charge of Kagumba Health Centre II.

I thank God that he gave me the courage to listen and comprehend the circumstances under which this great staff succumbed to Post-Partum Haemorrhage (PPH) at a private health facility, Premier Medical Centre, run and managed by one of our most skilled Senior Medical Officers, Dr. Fred Duku.

Life is really an irony; Flavia has lost the battle to PPH, one of the conditions whose management she had excelled in. She saved many mothers and their babies whose lives were on the line because of similar conditions; for she has been a time-tested, experienced and a dedicated midwife.  She saved many while working at Nankandulo HC IV and, just before her demise, in Kagumba HC II.

It is ironical, indeed, for Flavia used her skills as an armour to shield other women from death due to similar conditions; but she died with that shield (skills) in her hands and her brain-she couldn’t use them to salvage her own life. Irony…….irony……irony; life is, indeed, an irony and a mystery!!!!!

As I drove out of our trading centre this morning, I was stopped by two people from Nankandulo/Kisozi community in Buwenge; expressing their shock at the bad news of the death of their simple, approachable and dedicated Muzaalisa.

The Late was a very confident Midwife who loved to take on new challenges. About one year ago, she walked into the DHO’s office and greeted me with an infectious smile. After exchanging warm pleasantries, she told me she had come to ask me to make her the in-charge of Kagumba HC II, since the then in-charge was proceeding on study leave. She went on to tell me how she was hungry for new challenging roles aside from only being a midwife. By the time Flavia completed her presentation, she had already succeeded in convincing me that the young lady before me was several marks higher than a good number of the young midwives I had interfaced with in my role as DHO.

To further confirm my deduction about her, I encountered an uphill task convincing her then in-charge and supervisor at Nankandulo HC IV, Dr. Susan Kizaala and Sr. Prossy Kalembe Magimbi respectively, to release her to become in-charge of Kagumba HC II. They both reasoned that letting her go would somehow incapacitate the performance of their unit; because Flavia, according to them, was a very strong pillar in the ANC/maternity ward.

When we finally convinced them to release her, she, in a very short period proved to the office of the DHO that she was, indeed, up to the task. She proved to be a very promising health manager who positively surprised me with her unique performance at a role (in-charge) she had never played before. She has, in fact, been one of our best performing in-charges in the district.

She didn’t exploit the challenges of working in one of the remotest areas in our district to present fake excuses for under performance, as would have been the case with a number of our health workers who look for any slightest limitation to dodge work, report late,leave early and present to us, their supervisors, a litany of excuses and demands.

My most recent and memorable encounter with this great musawo was late March this year when she expressed her willingness to voluntarily join the team of frontline health workers against COVID-19. It took me a good number of minutes and efforts to convince her to abandon the idea, arguing with her that it was not good to join that frontline when pregnant and an in-charge of a facility who was required to be her facility to ensure that the community there get the required services during this lockdown.

Kamuli District has lost a rare Muzaalisa; a musawo in the true sense of the word. The health fraternity is mourning an icon; a young, beautiful and educated lady who showed others that it was possible to have an embodiment of all these attributes and yet remain humble and dedicated to your work, but also manage a family and a marriage; a rare streak among our female health workers.

It is with a heavy heart that I say good bye to one of the dedicated, determined and courageous midwives of our time.

My prayers are with her young children and her entire close family members. May The good Lord comfort them all in this trying moment.

Fare Thee Well Gallant Daughter of Kamuli.

This eulogy will be incomplete if I don’t address myself to the following issues which have been raised to me by a number of concerned people:-

Why did she go to a private facility and not to Kamuli General Hospital?

One of the reasons is that she was convinced in her heart of hearts that she would get the best care at this particular facility. She had confidence in the Senior doctor there. 

I vividly remember when, around December last year, she raised the concerns of the mothers whom she had been referring to Kamuli General Hospital and they refuse to go there. 

Those who went there have been telling her of their unpleasant experiences from that Mulago of ours; ranging from the rude character of the staff to sheer negligence of the mothers by our staff.

Recently, when one of our health workers, Mr. Patrick Baghumaghe (Enrolled Nurse), lost his wife at this same hospital under unclear and unpleasant circumstances, Flavia was among the many concerned health workers who called me to express their concern about the way mothers were being handled at this hospital. 

She sarcastically asked me about the whereabouts of the substantive doctors that particular night when a wife of one of our own was left to be managed by an arrogant so-called internee?!!!!

Lesson:

As health workers, we must change our ways and start to love our jobs and respect our profession.

Rest In Eternal Peace, Woman of Valour, my friend, Flavia, MS Kagumba, as I have always referred to you, a statement that has always augumented your natural smile.

ARCHBISHOP KAZIIMBA BACKS M7 ON COVID-19 LOCK DOWN EXTENSION, GIVES CHURCH WAY FORWARD

THE Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, Archbishop of Church of Uganda has warned Bishops, Clergy and Christians that even when President Museveni lifts the lockdown, “We are not likely to return to ‘Business as Usual.’ We have begun a radical conversion process through ‘Business Unusual.’

In a statement released today Tuesday morning, His Grace Kaziimba has backed President Museveni extension of lockdown for 14 days after the elapse of 45 days saying, “We need to remember that it will give the Ministry of Health more time so they can accurately assess the extent of the virus in our communities.”

The Head of State yesterday night gave new guidelines in a war to defeat Covid-19 pandemic in which he lifted a few restrictions and extended lockdown for 14 days.

Archbishop Kaziimba who last week with other leaders of Inter-religious council met President Museveni at Entebbe State House, has told Bishops and the Church that, “As Archbishop of the Church of Uganda and her spiritual leader, I want to highlight several matters that will guide us as a church in the immediate future.”

ARCHBISHOP KAZIIMBA FULL STATEMENT TO BISHOPS, CLERGY AND CHRISTIANS 
Dear Bishops, Clergy, and Christians,

Praise God from whom all blessings flow!

On 4th May 2020, His Excellency, the President of Uganda, addressed the country on our status of combatting the coronavirus and Covid-19. 

He lifted a few restrictions to allow a limited number of enterprises to re-open, and also added the requirement of wearing a facemask in public to the existing guidelines of hand-washing and social distancing.

The additional two-week extension of the shutdown of transportation, however, will come as a big disappointment to many who were looking forward to the lifting of these restrictions on 5th May. 

As disappointing as it is, we need to remember that it will give the Ministry of Health more time so they can accurately assess the extent of the virus in our communities. 

This was surely not an easy decision for the President to make, but we must willingly receive it so we can promote life and all its abundance, as Jesus promised in John 10.10. 

Out of all of East Africa, Uganda has the fewest confirmed cases and no deaths. This is not something to boast about, but to thank God for His mercy and to appreciate the government and all Ugandans for working together so well. 

We have already been fully locked down for five weeks. I am sure we can pray for God’s strength to give us the grace to go for only another two weeks.

In my Charge on 1st March I called for each of us to experience a Conversion of our Head, our Heart, and our Hands. I never imagined that ten days later we would find ourselves in a global pandemic and not able to conduct ourselves with “Business as Usual.” Even when the lockdown is lifted, we are not likely to return to “Business as Usual.” We have begun a radical conversion process through “Business Unusual.”

For many of us, the impact of lockdown has been much harder than the coronavirus itself. We thank the Government for their support and all those who have contributed so generously to the National Task Force. We also look forward to the Government’s plans to further stimulate the economy and support affected businesses and livelihoods.

We sincerely appreciate all Ugandans who have patiently endured this season with great personal sacrifice. The vulnerable among us have borne the weight of this exercise more than others, and we continue to pray for the Lord to feed you, even as He gave manna to his people in the desert during the Exodus. (Exodus 16) and as He feeds the birds of the air (Matthew 6.26).

The Way Forward:
As Archbishop of the Church of Uganda and her spiritual leader, I want to highlight several matters that will guide us as a church in the immediate future.

  1. The need for regular pastoral care among Christians has not changed just because we’ve been under a lockdown. In fact, the need has increased because of the fear and uncertainty many are experiencing. I call upon the government to recognize clergy and lay readers as “Essential Employees,” particularly in providing psycho-social services to Ugandans. If there is a sickness or death, clergy and lay readers are essential to providing community-based care, and should be respected by security personnel when they respond to such calls for prayer. I also call upon ordinary Christians to be your brother and sister’s keeper. Please make sure they have enough food. Please reach out to them over the phone to check on them. Make sure no one comes out of lockdown saying they were lonely. The Bible says, “Faith without action is dead.” (James 2.17)
  2. Large public gatherings are still not allowed. That means, we will still be observing “Worship from Home.” As I have said many times, we may be under lockdown, but Jesus was not locked down, nor is the Word of God under lockdown. Jesus rose from the dead, and He is alive and with us today, even in our homes. Church buildings may be closed, but thousands of home churches have opened up. 

a. You can organize your own family prayers, Bible reading, and devotion on Sunday mornings, in addition to your daily family altar;

b. Many congregations in every diocese are offering live-stream services every Sunday through Facebook and/or YouTube. Save your MBs to watch one of those services;

c. We sincerely appreciate all the Media Houses, especially Radio and TV stations, for availing airtime to broadcast worship services. National stations as well as local stations are broadcasting services in English and all our local languages. Please tune in to one of those broadcasts with your family. 
Remember, a family that prays together, stays together. 

  1. The first Sunday after this restriction is lifted will be a nation-wide General Thanksgiving in all our congregations to thank God for how He has preserved us. Please begin preparing now, even though we don’t yet know the date for the Thanksgiving.
  2. 3rd June Martyrs Day. Just as we celebrated Easter at Home, we will also celebrate Martyrs Day at home. It is not possible for us to gather at Namugongo on 3rd June, but we will gather in our homes. Details of our special virtual observance will be shared over the coming weeks, but begin preparing now to organize your family for this special remembrance. 
  3. Family relationships. For many, the forced time together as a family has deepened and strengthened family relationships, and we thank God for that. At the same time, however, there has been an increase in domestic and gender-based violence. I call upon our church leaders to support survivors of gender-based violence with compassion and pastoral support. I also call upon our churches to develop programmes that will do a better job of teaching families better communication skills and conflict resolution skills. Violence is never acceptable. Never.
  4. In the absence of a regular spiritual diet of Sunday church services and sermons, we have seen the need for our members to be better equipped to read, understand, and apply the Bible to their lives for themselves. I call upon our church leaders to develop programmes that will equip every Christian to be able to read, interpret, and apply the Bible to their daily lives in meaningful ways, and to also be able to teach their children in their homes the same skills. 
  5. I encourage Bishops and clergy to organize radio call-in programmes to give Christians an opportunity to ask their spiritual questions and get some answers. I encourage the media houses to avail airtime because of the value in providing such a community service. 
  6. Diocesan and Church Offices. We are still observing “Work from Home.” Directors of Provincial Directorates have been working from home during the lockdown, as well as Bishops and clergy. They are available by phone and should be contacted in the event of any need.
  7. Weddings.  Canon 2.36.2 of the Church of Uganda’s Canons states, “Every marriage shall be solemnized in the presence of at least five witnesses in addition to the officiating Priest.” From the perspective of the Church of Uganda, therefore, scientific weddings are also real Christian weddings. I can personally testify to the goodness of the Lord in such weddings, because my own son wed on 18th April in a scientific and Christian wedding. It was not the wedding we had imagined, but it was a glorious coming together of our son and daughter-in-law and our two families, and God blessed it powerfully. Another unexpected blessing was reduced stress for all of us and no one has any debt. So, I want to encourage those who have delayed getting married because of the cost. To youth and those who have been co-habiting, you may want to consider a scientific, Christian wedding. 
  8. Funerals. We offer our condolences to all those families who have lost someone during this time of lockdown. Burials will, obviously, continue, but with only the pastor and immediate family members in attendance and no more ten people. 

We thank God for those who have experienced healing from Covid-19 and I urge the community to not stigmatize those who are survivors. In fact, please celebrate their recovery and their return home. They are heroes and a walking testimony to the power of God to heal. 

We thank the Ministry of Health for their tireless devotion to ensuring the health of all Ugandans, and for the care they have given those who have tested positive. I also ask all Ugandans to remember we are also fighting malaria, a disease that claims far more people than Covid-19 has claimed. So, please sleep under a mosquito net!

It is clear that the world has been shaken during this pandemic; our own personal lives have been shaken, too. At the same time, the Bible makes it clear that such shaking of the world is intended to remove “what can be shaken – that is, created things – so that what cannot be shaken may remain.” (Hebrews 12.27) This Bible passage concludes with this powerful exhortation, “Therefore, since we are receiving a kingdom that cannot be shaken, let us be thankful, and so worship God acceptably with reverence and awe, for our ‘God is a consuming fire.’” (Hebrews 12.28).

OWEK. MAKUBUYA SPEAKS OUT ON M7-MENGO BRIBE ALLEGATIONS MADE BY HIS DETAINED AIDE

CHIEF Palace Advisor of Buganda Kingdom Owek. Apollo Nelson Makubuya (ANM) who doubles as Deputy Board Chairman Buganda Land Board (BLB) has finally spoken out on the arrest of his former Personal Assistant Jonathan Mwesigwa over allegations he made that the Kabaka of Buganda received a bribe from President Yoweri Museveni.

In a Statement released over the weekend, Makubuya a highly respected senior counsel has strongly disagreed with the views of his former PA saying, “Neither Kabaka nor Mengo, was bribed by the President.”

Mwesigwa, a Lawyer by profession was last week arrested by a team of security operatives led by Uganda Police and other sister agencies to help in the investigations that the Kabaka of Buganda received a bribe from President Yoweri Museveni.

In his article titled, ‘Mmengo Chose Cars Over Federo to Fight Covid-19’, published on his Facebook page and circulated widely on Whatsapp and other  social media platforms, Mwesigwa alleged that when President Museveni visited Banda Royal Palace in February 2019, he took a bribe to His Majesty the Kabaka of Buganda that led Mengo to forego Federo demands and settle for vehicles and wages for Kingdom
ministers.

Analysts say, this is a serious crime and the allegations, have the potential to cause anarchy within the Kingdom of Buganda and Uganda at large as they portray the government as one that gives bribes and the Kabaka as one who accepts bribes.

Insiders put it to Mwesigwa that he must have had evidence before he published these allegations given that he is the Private Personal Assistant to Apollo Makubuya, who is a Senior Palace Advisor to the Kabaka of Buganda.

In the said article Mwesigwa alleges that, “You may recall that on February 5, 2019 Kabaka Mutebi II hosted President Museveni at his Bbanda Palace over secret talks—the official version of which was reported by the press. One wonders, though, why the eleven car consignment of i.e., eight Toyota Land Cruisers and three Toyota TX Prados was not declared as part of the deal!”

“The answer, one believes, lies not solely in some fundamental moral failings of the current (mis)leadership at Mmengo, but rather in understanding why it chose to ‘hire’ corruption and yield to Museveni’s apparent politics of patronage—fully knowing (B)Uganda’s objectives of severing his cords
of manipulation, exploitation, encirclement and strongman-ness inter alia.” Mwesigwa’s article reads.
Mwesigwa further alleged that “Mmengo ought to know that the salary and car deal is disastrous to Buganda’s reputation, the well-being, will, wishes and aspirations of her people; and to the trifling harmony and unity with fellow Ugandans.”

Now intelligence want Mwesigwa to adduce evidence over his allegations.

MAKUBUYA SPEAKS OUT
Owek. Makubuya who happened to be Mwesigwa’s boss until months ago has distanced himself from the later and his views saying they are baseless so he must be interrogated to find out what his motive was in spreading lies against the two Principals.

Makubuya, a former Kingdom Deputy Premier has said,“There are spurious stories on social media linking me to Jonathan Mwesigwa’s arrest.
Mwesigwa ceased being a Mengo employee and my Assistant three years ago. He is not my Personal Assistant or my spokesman. He is responsible for his views.

News Editor has been reliably informed that since then, one Maria Kizza replaced Mwesigwa as Makubuya’s PA.

A senior counsel with attachments to Mengo has told this Website that,“Those are young men who are just excited by little fame. I think Owek. Makubuya should dissociate himself from such reckless young men. They will tarnish his name.”

Makubuya is one of the most trusted Kingdom officials, very close to Kabaka Mutebi.

Him and Kabaka have been friends since their youthful days in United Kingdom.

TRUTH ABOUT KABAKA – M7 BANDA PALACE MEETING
On February 05th 2019, Kabaka Mutebi hosted President Museveni at his Banda Palace on an official function attended by Kabaka’s brother Prince David Kintu Wasajja, other Princesses and top Kingdom officials.

It was during this visit that President Museveni directed the ministry of Lands, Housing and Urban Development, to return all land titles belonging to the Buganda Kingdom.
“We discussed a number of pending issues particularly those concerning the Kabaka  and Central Government to ensure that all verified land titles that were returned to the Kingdom of Buganda be transferred into the names of the Kabaka of Buganda as by law established” said the Katikkiro of Buganda Charles Peter Mayiga who attended the Banda meeting.
Before the two Principals went into a private meeting, they held a discussion with Kingdom and government officials where, President Museveni also directed that outstanding monetary arrears to the Kingdom be paid in the next three financial years.
“The money is in three categories; there are rental arrears amounting to six billion shillings, in respect of Kigo, and Makindye barracks and other places. So the president directed the ministry of finance to immediately pay three billion out of that” Mayiga told media after the
President’s visit. According to Buganda Premier Mayiga, most of the land titles that were confiscated from the monarchy by the central government during the 1966/7 were not transferred into the names of the Kabaka.

“Following the 2013 agreement between the government of Uganda and the Kingdom of Buganda, the government undertook to return to the Kingdom all that land that was confiscated in 1966/7. The challenge we have experienced
is that the titles have not been transferred to the names of the
Kabaka of Buganda” said Katikkiro.
Buganda Kingdom for long time pushed for recovery of its land that was confiscated by the central government during the 1966 crisis which led to the exile of Sir Edward Muteesa then Kabaka of Buganda to Britain
where he later died of poisoning. This happened after Kabaka Mutesa clashed with President Milton Obote.
Some of the financial compensation accrued from properties, like Muteesa House in London which was sold by the government of Uganda
valued at 30 billion shillings and Plot 52 along Kampala Road which houses King Fahad Plaza valued at .14.1 billion.
“So the president directed that 23.5 billion be included in the national budget 2019/2020, and then the balance of 23.5 billion be included in the national budget 2020/2021” said Owe. Charles Peter Mayiga.

The meeting was attended by Attorney General, William
Byaruhanga and State Minister for Privatization and Investment, Evelyn Anite from the Central government.

ALTHOUGH she is known to be a very strong woman, at a certain moment, Rt. Hon. Rebecca Alitwala Kadaga the Speaker of Parliament had to get a hankie to wipe away tears as bedridden MP Francis Butebi Zaake narrated his shocking story on how he was tortured!
Seing in disbelief how this youthful MP struggles to regain his life and sight at St. Francis Lubaga Hospital, how he painfully forces himself to tell his story to the Speaker of Parliament, Kadaga said, “I am a strong advocate against human rights abuse and this among other incidents, I intend to take up with relevant authorities.”
NRM’s Justine Nameere, daughter to Agriculture minister Vincent Bamulagaki Ssempijja has written to Kadaga thanking her for vowing to hunt down those who tortured Zaake but asked also, “Please go ahead and investigate the reasons for his continued torture.”
Kadaga who reached Lubaga Hospital amidst tight security, had a one on one with the Hon. Zaake. After carefully following Zaake’s story, the Speaker had this to say, “Those who tortured Hon Zaake will be brought to book and will definately pay for their sins. I am saddened to hear about acts of torture that continue to be meted out on some Ugandans; it’s sad that this was  inflicted upon a Member of Parliament.” 
She said, “What makes every one wonder is that When Hon. Zaake was arrested, he seemed to cooperate and walked himself to a van; it was shocking to see him days later being carried to court on a stretcher writhing in pain.” The Honourable Speaker Kadaga assured Zaake of all support needed. She vowed that Parliament will do everything possible to bring to light those who tortured him and what their motive was.
Zaake who lost sight and can only identify you by hearing your voice told Speaker Kadaga that on his arrest he did not put up any form of resistance and kept on telling security officials how he was ok with the arrest but he was innocent.
“When they broke into my house, I told them I have no problem with being arrested and I didn’t resist. They hand cuffed me and was thrown into a van. It was as if I was being thrown into hell.They all looked like angry lions starved for years and now supplied with my meat. I will never forget that night!” Narrated MP Zaake.
Zaake is generally in a lot of pain, he mostly complains of a throbbing headache, painful chest, his legs and waist are wounded, he is unable to see and can’t feel some of his fingers.
He told Kadaga that those who tortured him were asking why he joined Hon. Bobi Wine in People Power to fight the government and when ever he told them how he was ready to die rather than support injustices and corruption, he was hit more!
“I lost my conscience and I went into coma! Thank God I can now speak and tell who is speaking to me although I can’t see you.” Hon. Zaake told Speaker of Parliament.
One of the MP’s attendants told Speaker Kadaga that they were so much shocked to see police officers taking Hon. Zaake to Mityana Court on a stretcher! 
Thanks to the judge who bravely said, Hon. Zaake was supposed to be in the Hospital not in the court because he couldn’t take plea.” Said a family member to a listening Kadaga.
The Speaker later told media, that she visited Hon. Zaake to see and understand his situation.
“It’s however, reassuring to notice that Hon. Zaake is responding to treatment. Let us keep him in prayers.” She said.
For starters, Kadaga and Hon. Zaake are very good friends.
In fact at a mega party Zaake organised on winning Mityana Municipality seat Speaker Kadaga who had functions in Kamuli begged elders to allow him speed of to Mityana in Buganda and officiate at her newly elected MP’s party.
At a function held at Butebi Village in Mityana, Kadaga thanked Mityana Municipality for voting a bright youngman and promised to give him floor to forward his electorates’ views.
When Parliament was attacked and Zaake beaten, Kadaga wrote to President asking him as the Commander in Chief or armed forces about security men who raided Parliament and beat up her MPs. 
She visited Zaake at his Nalumunye home.
She also visited other legislators who were affected.
Insiders say, the day Zaake was arrested in Mityana, Speaker Kadaga had just called the MP and talked to him for almost 30 minutes.
What the two leaders talked about, will be a story for another day.

NAMED! KAMPALA ARCADES LANDLORDS SEAL OFF SHOPS AMIDST COVID-19 LOCKDOWN DEMANDING TENANTS 3-MONTHS RENT

KAMPALA Central legislator Muhammad Nsereko has shockingly revealed how some landlords of shopping arcades in the capital city have heartlessly sealed off shops demanding that their tenants clear three-months rent amidst Covid-19 National lockdown.

The named Land lords are the usual suspects led by Drake Lubega and Mansoor Matovu commonly known as Yanga.

Tenants have pleaded with the landlords not to seal their shops citing Presidential directives of shutting down the city and the fact that businesses are not operating. However the arcade owners seem not to want to listen.

“We also have bank loans and our bankers are giving us endless calls at the end of every month. We have no option but to seal off shops and no one will be allowed to access his or her shop without paying rent for three months.” Said one of the arcade owners on the condition of anonymity.

Nsereko has instead put the blame on  President Museveni for not being straight on the issue of Banks, landlords and tenants as he announced total lockdown and sending people home saying, “We advised the Head of State on how to handle this matter but he all the time tells us how they will talk with the banks! Now landlords have sealed off shops demanding for three-months rent. Where do they expect tenants who are ‘quarantined’ in their homes to get money for rent? And the government is tight-lipped on this?”

“Landlords also claim they have loans to pay. I warned from the beginning of the lockdown that without handling loans of all Ugandans, an economic crisis is a reality Government must take responsibility.” Hon. Nsereko has said.

Abbey Kaddu, has however reminded Hon. Nsereko that, “Different banks (Stanbic, DFCU, Centenary, Tropical, Equity and others) have been calling upon those with loans to come and talk to their bankers and have the loan issue renegotiated basing on the prevailing situation. It needs all stakeholders to really give it serious thought.”

In response,  Nsereko has said, “You can’t pay what you didn’t make even if it’s 20 years. That’s why governments in other countries have borrowed to make bail outs for all their citizens.”

Banks calling clients to discuss loans have been challenged to remember that the country is in a total lockdown, both private and public transport were banned and president directed Ugandans to stay home. “So how do these banks want their clients to get to the banks so that they negotiate the loans? Let the bankers apply common sense or expect a mass demonstration after Lockdown.” Warned a concerned citizen after reading the Arcade owners’ excuse on sealing off shops until they are paid rent for three months.

Wondering why traders’ body KACITA is so silent about sealing off of shops by landlords during the lockdown, Mactosh Ib has written to MP Nsereko and telling him that its high time MPs took up this issue or else after lockdown lots of conflicts will arise. 

Angella Namirembe has said, “We were told not to pay rent during this lock down as though the government will give a hand some how as far as payment is concerned.”

“I know of landlords who depend on their rentals for a living. And considering how the distribution of posho is taking a snaiks speed, you are bound to sympathise with them. Secondly it’s given out to prioritized citizens after the chairman pointing at someone they think is vulnerable. Quite absurd!” Says Namirembe.

Bebeto Mukisa has wants the Central Business District (CBD) MP Nsereko to find a solution for the traders. He said “Personally I don’t know whether my shop is sealed off or not. Waiting to go there after lockdown. But incase it’s sealed as our MP what should we do?”

Sumaiyah Kyakuwa has supported landlords’ move to seal off shops saying that the arcades are a source of income to the owners and they have families to look after

Ahmed Kiyaga want Nsereko to table this issue in Parliament so that The House gives a pronouncement on this matter of National importance.

One identified as Muwaala Wa Nsubuga has told MP Nsereko that the issue is not only about arcade owners but even other landlords that are chasing tenants from their houses due to failure to pay rent in time.

“But people are not working. Every one is at his or her home. Businesses were closed, so are some offices. Where do they want us to get money and pay rent?” Says Muwaala wa Nsubuga asking Parliament to hurriedly sort out the loan issue or else, the situation is likely to get out of control.

Vincent Nzaramba has written to MP Nsereko looking at Uganda government as one which is only mindful of basic needs.

“Remind yourselves of ‘Abraham Maslow’s Hierarchy of Needs’ to inform yourselves the  basis of President Museveni’s labour day speech and his mind. Food, clothings, shelter, and security is the first level in the hierarchy of human needs. Sex and others follow in the second level.” Said Nzaramba explaining that, “It is by keeping the population in the first level that he can to a certain degree succeed in the construction of a dynasty. He detests a commercial and intellectual class because it has interests to promote, protect, and defend. He has even gotten tired of buying it out because it is growing everyday.”

“So, during a crisis like this, he sees nothing but an opportunity to destroy a commercial and intellectual class and relegate them to the hand and hoe economy.  Uganda’s economy is largely agrarian  and mostly subsistence. These subsistence farmers feed themselves and take their children to UPE and USE Schools. They don’t give him much trouble but demand for physical security from him.” Reveals Nzaramba.

‘SPEAKER KADAGA & MPs, JUST IGNORE JUDGE ELUBU’S ILLEGAL COURT ORDER’, SAYS LAWYER MALE MABIRIZI

WHEN I set out to stand by rule of law, I meant it and that is why although the Judiciary has been my worst tormentor, when Pius Bigirimana purported to reduce the Registrars’ and Magistrate’s allowances, I filed a case to reverse that.

Because Judicial officers equally need our protection when invaded by those who take themselves to be the law.

I now have no choice but to defend Kadaga and Parliament up to the East African Court of Justice because it has been invaded yet its capacity to defend self is crippled since it has to depend on the Executive and the Judiciary which are its invaders.

Today, I write to defend Parliament and in particular, its leader, Rt. Hon. Rebecca Alitwala Kadaga because this is the time she needs our protection, notwithstanding my knowledge that she has undermined Rule of Law in the past but she is now caught up by my saying that collapse of Rule of law is like a hailstorm which ravages crops of both the pagans and the religious.

Although the sovereign authority of Uganda lies in the people as stated under article 1 of the Constitution, Parliament as an arm of Government is superior to both the Executive and the Judiciary and the framers of our Constitution were deliberate in providing for Parliament under Chapter 6, Executive Chapter 7 and Judiciary Chapter 8.

In one of the symposiums at the Law School, Prof. George Kanyeihamba was clear that the arrangement of the chapters was resisted by some people who wanted the executive to come first but the majority insisted on  Parliament because of its closeness to the people.

In his book; The Search for National Consensus; The making of the 1995 Constitution, Benjamin Odoki, former Chief Justice who was the chairperson of the Constitutional commission wrote on page 331 that “Parliament is the symbol of representative government and voice of the people…In Uganda, the main concerns of the people about Parliament included the failure of legislature to be representative of the people…manipulation by the executive…”

What is happening is manipulation by the Executive aided by the already manipulated judiciary which had no shame in making an order in the same words said by Museveni a day before the order of 29th April 2020 on all televisions and radios.

The order given by Judge Elubu telling MPs how to spend money was clearly illegal and in contravention of Article 156(1) of the Constitution which provides that “The heads of expenditure contained in the estimates, other than expenditure charged on the Consolidated Fund by this Constitution or any Act of Parliament, shall be included in a bill to be known as an Appropriation Bill which shall be introduced into Parliament to provide for the issue from the Consolidated Fund of the sums necessary to meet that expenditure and the appropriation of those sums for the purposes specified in the bill.”

Therefore, without an appropriation Act or a Supplementary appropriation Bill, no one can decide how moneys are to be spent.

Indeed, the Judge acted illegally in contravening the supplementary appropriation Act without hearing the main case but merely on an application to maintain the status quo.
Article 126(1) provides that “Judicial power is derived from the people and shall be exercised by the courts established under this Constitution in the name of the people and in conformity with law and with the values, norms and aspirations of the people.”

Hence courts must follow the law but what happens when a Judge ignores the law and instead proceeds as if he is a fake witch doctor who does not refer to any book? IN MY OPINION, THE PUBLIC IS NOT BOUND BY SUCH ORDER AND IT SHOULD IGNORE IT AS IF NOTHING HAPPENED.

The Uganda Supreme Court has made this clear that even courts are not bound by illegal decisions.

In Uganda Revenue Authority Vs Rabbo Enterprises (U) Ltd & Anor Uganda Supreme Court Civil Appeal No. 12 OF 2004, Prof. Lialian Tibatemwa-Ekirikubinza stated that “I further take note of the fact that in Meera Investments, Kanyeihamba JSC did not discuss the meaning of the phrase “subject to the provisions of this Constitution?’, found in Article 139 (1) of the Constitution, a phrase which, as already discussed in this judgment above, places the powers of the High Court within the wider context of the constitution as an entire document.

Further still, the learned Justice did not address his mind to the cardinal rule of law that while adjudicating matters touching the constitution, a court must read the constitution as an integrated  whole with no particular provision destroying the other. Article 139 deals with the power of the High Court to resolve disputes and so does Article 152 (3).

The learned Justice did not address his mind to the need to give effect to the purpose of the legislature in providing for the establishment of Tax Tribunals while aware of the ‘unlimited” original jurisdiction of the High Court.

For these two identified lapses, I find that the Meera decision was made per incurium. To that extent, I am not bound to follow the Meera decision cited by Counsel for the respondent as authority for the proposition that Article 152 (3) does not oust the unlimited original jurisdiction of the High Court in some taxation matters.”

Therefore, just like the Supreme Court did in ignoring that decision, let MPs also ignore that illegal order because respecting it will empower weakling judges to make more illegal orders.

Be that as it is, this is matter I am going to put before the East African Court of Justice in my novel case against all Museveni’s evils during this Covid-19 Period.

This is because eroding Parliamentary superiority over the executive and the Judiciary amounts to eroding the people’s ability to control what is going on in government.
