PARLIAMENT

SMARTLY clad in a light grey suit and a red necktie, Lubaga South MP Mukasa Aloysius Talton Gold today (Wednesday) morning at 9:45 am sharp, in the name of the Almighty God took an oath to be faithful and bear true allegiance to the Republic of Uganda, to preserve, protect and defend the Constitution.
Accompanied by his beautiful wife Lilian Kobugabe and mother Annet Nayiga among others, Hon. Mukasa also took a second oath of Member of Parliament to give faithful service to the 11th Parliament, support and uphold the Constitution of the Republic of Uganda as by law established.
Shortly after, Mukasa addressed media at Parliament and vowed to use this platform, to fight what he called discriminatory laws, killings and arrest of opposition politicians.

Speaking with the American accent, a fluent Mukasa said, “I am going to be a whistle blower, am going to be an eye opener, I am going to be a defender against repugnant actions of selfish leaders. I won’t myself and the House that I am going to be sitting in to be blamed for the current negativities that are happening in the country.”
The opposition National Unity Platform (NUP) party legislator said, “I am going to fight indiscriminate killings, indiscriminate arrests of our brothers and sisters in opposition.”
This comes at a time when hundreds of political prisoners are in jails.
MP Mukasa talked about the dilapidated economy saying Parliament where he sits must perfectly allocate tax payers money so as to help arrest poverty in the country.
Looking at his constituency, Mukasa said even though it calls for him to be a sacrificial lamb, he will, and no one will silence him as he fights to end floods in Lubaga every time it rains, unemployment and poor service delivery.
Asked about the allegations that his academic papers are questionable, Mukasa who is a graduate of Business Administration at Ndejje University advised those behind these false rumours to concentrate on productive issues or else, they will keep on getting embarrassed.
“We massively won the elections, we will always trounce such enemies of the people. ignore their intrigue, we will never be diverted. It is now time for the history of Lubaga South to be rewritten.”
“Here is the real legislator, the real voice of the voiceless, I have come for real business. I will never be a disappointment to my beloved Lubaga South voters.” Pledged successful businessman Mukasa Aloysius.
Mukasa, trounced the incumbent Paul Kato Lubwama and other twelve candidates including NRM’s Charles Kenneth Male, DP’s Eugenia Nassolo and SDP’s Samuel Lubega Mukaaku.

He massively beat other candidates who included; JEEMA’s, Kifampa Silaje, Mugga Adam Swift (Independent), Lufunya Derrick (Independent), faded politician Ken Lukyamuzi (CP), Buwembo Habib (FDC), Kiyingi Denis ( Independent), Nakanwagi Grace (Independent), Sebugwawo Mbidde Denis (Independent) and Kayemba Michael Oscar (Independent). ‘ELECTIONS ARE DONE, FREE OUR CHILDREN ROTTING IN JAILS’, DEMANDS MUFTI MUBAJE @ EID-EL FITRI PRAYERS, SAYS KILLERS OF INNOCENT LIVES WILL ALSO DIE

HIS Eminence Sheik Shaban Ramadhan Mubaje, the Muslim ultimate leader in Uganda has sent a tough warning to leaders killing innocent lives without mercy that they should know that they will also die, and pay for their sins, so let them tread very carefully. He demanded that all political prisoners are set free.
Muslims in Uganda joined the rest of believers around the World to commemorate Eid-El Fitri prayers upon the successful completion of this year’s holy Month of Ramadhan.
Speaking to hundreds of Muslims today Thursday morning Eid-El Fitri prayers at the National Mosque, Old Kampala, Mufti Mubaje asked President Museveni to free political prisoners now that elections are done and was yesterday sworn-in for the 6th elective term of office. A number of opposition National Unity Platform party members were arrested before, during and after the hotly contested Presidential elections. Calls from political leaders to free them have been futile.

Congratulating Mr. Museveni upon being sworn-in on Wednesday May 12th 2021, Mufti Mubaje said, “We call upon His Excellency the President to pardon all those in confinement due to this political situation in the country. Let them be released, let them enjoy the freedom with their families.”
“Some of them are Muslims, they wanted to enjoy Eid El-fitri with their families. So we plead Mr. President to pardon these people.” Said Mubaje who also called upon all Ugandans to come together, forget the past, get united and begin the normal life as usual.
Mufti Mubaje sympathised with Bodaboda riders whose motorcycles were confiscated and impounded on Tuesday for failure to observe curfew time.
He said, “I have seen thousands of these motorbikes at different police stations. It’s a desperate move by our youth to get daily bread. That is why they were still moving at late hours. Please, let them be pardoned at no cost and go back to their normal lives.”
During Eid prayers in which the Deputy Mufti His Eminence Sheikh Abdallah Ibrahim Ssemambo Tamusuza delivered the day’s sermon describing Ramadhan as a special period whereby the Almighty Allah showers his divine bounties on Humanity that nourishes the believers’ souls and  physical bodies through self discipline, Mufti Mubaje had no kind words against the International community that has gone mute about the war between  Israel and Pakistan.
Mubaje said, “For those who have been unable to fast due to one reason or another, sickness, those who are under confinement, those who are on battle grounds, we pray that Allah gives them peace.”
“And let those killing innocent lives have mercy and know that they will also die. We condemn in the strongest terms possible the invasion of the Israelis on our brothers and sisters in the West Bank which is taking place and is on going.” Said Mufti Mubaje noting that, “During the month of Ramathan, instead of allowing them to enjoy the worship of their Allah and the happiness of fasting, they are killing them, they are bombarding our brothers as we talk now.
And the international community is silent.”
Mubaje revealed that no body is coming out to condemn these high barbaric acts, except one or two Muslim countries.  He prayed that justice should prevail so that these people gain their freedom.
Talking about the Palestine people, Mubaje said, their land is occupied and no body seems to bother about their fate, whether this situation should continue endlessly or it has to stop.
“Those who are in wars globally, let them come to negotiating tables and resolve their conflicts peacefully instead of resorting to bloodshed. I think Covid-19 has hit human lives badly, it’s enough. Let leaders preserve the lives of our brothers and sisters in Palestine.” Urged Mubaje.
On completion of the Holy month of Ramathan, the Mufti urged Muslims to remain steadfast in worshipping the Almighty Allah and lead righteous lives that include being passionate towards vulnerable people as they have been doing during Ramadhan.
He beseeched the Almighty God to bless the souls of deceased  Muslims including UMSC Leaders who passed on  recently   and ease the suffering of people globally who are bedridden due to different ailments including  Covid-19 and inmates in different detention facilities.
He thanked all Embassies, NGOs and media for donating food items to the needy during the month of Ramathan and for sensitising the Muslims about the Holy month of Ramathan.
When he was called to address the Muslims, Nadduli thanked the Mufti and his team for the wonderful leadership at Uganda Muslim Supreme Council.
He also thanked Muslims for fasting comending them that, “I have not heard, seen or read from media who are very good smugglers, that a certain Moslem was seen coming out of a bar at night during Ramathan. Thank you and please continue observing your Islamic Faith.”
He talked about himself as a son of one of the 324 great warriors who fought the Islamic war from 1890 to 1892 making sure Islam remains strong in Uganda.
“We are here because they fought to save our religion.” Said Nadduli, the deputy Chairman of Uganda Muslim Supreme Council.
The prayers were attended by many dignitaries including His Eminence Sheikh Muhammad Ali Waiswa, the 2nd Deputy Mufti, Haj Abdu Nadduli,  UMSC Deputy Chairman/Former Central government Minister, UMSC Hon. Secretary General Ramathan Mugalu,  Hon. Haruna Kasolo, the Minister for Finance in charge of Microfinance, Hon. Isaac Musumba, former Minister, Haj Mutwalib Ssajabi Tezikuba, a retired Presidential Advisor, International Guests From US, Libya and UMSC Staff among others.

FRUSTRATED! DP LOSER NASSOLO LINKED TO GEN. MUHOOZI IN A SWAP DEAL TO TEAM UP AGAINST NUP MP MUKASA ALOYSIUS

FULL LIST of newly elected Members of the 11th Parliament of Uganda who will swear-in starting May 17th 2021 to May 20th 2021 is out!
Your own, Aloysius Mukasa Talton Gold, MP elect Rubaga South Constituency will be sworn in on May 19th 2021 and we are reliably informed, this successful businessman is planning to throw a mega party for his voters a few days after swearing-in, to salute them for electing him massively.
Meanwhile, Democratic Party’s Eugenia Nassolo who badly lost to Hon. Mukasa during the January 14th2021 elections has been linked to President Museveni’s son Gen. Muhoozi Kainerugaba in a bid to help her in an election petition she filed against the opposition NUP elected Lubaga South legislator.
“Ms. Nassolo is ready to work with NRM and will sign any deal provided Hon. Mukasa victory can be twisted and he is kicked out of Parliament. She is comfortable working with NRM than NUP.” Said a source from Nassolo’s camp who attended the meeting.

Sources privy to this news Website has revealed to us how a frustrated Nassolo is looking for a way to President Museveni or his son Gen. Muhoozi Kainerugaba in a swap deal to tame Hon. Mukasa as her election petition faces a hard rock.
Sources say, Nassolo has no problem with going to bed with NRM provided the ruling Party finds a way of influencing her petition and court throws out Hon. Aloysius Mukasa.
We are told, this DP woman is troubled after Mukasa she was trounced in round one when her application to serve him through a substituted service was dust binned by High court judge Esther Nambayo.

Click here; APPLICATION DISMISSED: MP ALOYSIUS MUKASA WINS NASSOLO IN ROUND 1 AS HIGH COURT REJECTS SUBSTITUTED SERVICE
In Election Petition no. 07 of 2021 dated March 19th 2021, through her lawyers of Alaka & Co. Advocates,  Nassolo is seeking the election of Hon. Mukasa Aloysius Talton Gold be nullified.
She is accusing him of bribing voters and for not being an eligible voter.
Hon. Mukasa, however, through his lawyers of M/s Semuyaba, Iga & co. Advocates asked court to dismiss Nassolo’s petition with costs saying it has no merit and is based on political mind games.
Out of 14 candidates who contested for Rubaga South MP seat on January 14th 2021, Aloysius Mukasa emerged the overall winner with 49,501 (Forty Nine thousand, five hundred one) votes and Nassolo came second with 12,893 (Twelve thousand, Eight Hundred ninety three) votes only.

Hon. Mukasa with his supporters

In a four page response dated March 29th 2021 to Nassolo’s petition, Hon. Mukasa’s lawyers have told court that, “The 1stRespondent (Aloysius Mukasa) shall aver and contend, the Petitioners petition is frivolous, vexatious and without merit and is based on political mind games and therefore the Petitioner’s prayers have no merit and cannot be granted by this court and A PRELIMINARY POINT OF LAW SHALL BE RAISED THAT THE PETITION IS INCOMPETENT AND DOES NOT RAISE ANY CAUSE OF ACTION AND IS STATUTE BARRED.”
“The Petitioner shall be put to strict proof thereof.” Vowed Mukasa’s lawyers.
The case has not been allocated a judge and this is not expected this soon.
We are told, Mukasa’s camp is very ready for the hearing and now advises Nassolo to mind about how to meet Mukasa’s costs because she has zero chance to win.
Asked about information moving around that Nassolo is seeking for NRM’s hand of help to win her petition, Mukasa’s camp has told us that, “She is just logging a dead horse. Let her just look for a job in NRM. Rubaga South constituency spoke loudly and no one will ever change their choice. Tell her to stop day dreaming.”

Byatandikira mu kibalo ky’Abazungu nga ne Kabaka asobola okuvuganya mu by’obufuzi bya Uganda nga naye alina okukola ekibiina avuganye. So, Obote yakozesa magezi g’Abazungu okusaanyaawo Obwakabaka. Eky’alinga nti Kabaka ky’ayagala, Abaganda be bamulwanirira, ne kikyusibwa nga ky’ayagala asooka kukirwairira. Obuyinza obumu ne budda mu mikono gy’Abaganda. Y’ensonga lwaki ebitaawuluzi byonna byatundibwa, ettaka ly’Amagombolola lyazimbibwako, ebiggwa eby’ennono ne bisengwako nga baalowooza Obwakabaka buweddewo.
Kati Obwakabaka bugenze okuddawo, ng’ebyokukolako bingi. Nga kati olina okuzzaawo Obwakabaka naye ate n’okusomesa abavubuka bakitegeere ekintu kye bazzeemu. Nti Kabaka buno bwe buvunaanyizibwa bwe era ennono egamba bweti ne bweti.

Ekibuuzo: Bano abavuma Katikkiro n’okuyisa olugaayu mu Nnamulondo tebalina bika mwe bava? Lwaki tebibagunjula kuba Obwakabaka bwaddawo n’ebika weebiri?
Owek. Kyewalabye: Abafuzi b’Amatwale ne Obote okulumba Olubiri mu 1966 kyanafuya nnyo Obwakabaka ne kitwaliramu n’ebika. PLAN B DETAILS: BOBI FOREIGN FUNDERS WANT HIM IN PARLIAMENT TO GET LOP JOB, EYES SSEGIRINYA’S KAWEMPE NORTH MP SEAT

ANY SWAP DEAL? Hon. Kyagulanyi and Mr. Update Ssegirinya

NEWS EDITOR
newseditor.info@gmail.com

SECURITY operatives have landed into a deal allegedly hatched between 2021 Presidential candidate Robert Ssentamu Kyagulanyi and his foreign funders to find his way into the 11th Parliament so that he enthrones himself the Leader of Opposition ( LOP) an office they badly want to use and destabilize President Museveni’s new term which is beginning next month!
Their calculation is simple, with Bobi seated in the office of the Leader of Opposition, getting a budget of about UGX 10 Billion from the State coffers, having immunity as LOP and other emoluments, they can perfectly use this office to hit President Museveni and finally unseat his 35 years old government.
Their game plan is, LOP office will give Bobi Wine accessibility to traverse the whole country starting as soon as possible and any attempt to arrest the Leader of Opposition will trigger off riots making Uganda un governable for Mr. Museveni, hence the intervention of foreign powers.
In fact during a two-day NUP retreat in Jinja, among the seven resolutions, according to Mr. Kyagulanyi, he is going to “Have a countrywide tour to connect with our leaders, thank Ugandans for their support, open party offices, and engage in other party activities across the country.”

This was in a retreat for NUP leaders (NEC, MPs, District Chairpersons & Mayors).
It was convened for NUP leaders to reflect on their party, the just concluded elections, and how they ought to operate as leaders.
For those who didn’t know, Kyagulanyi plans of touring all parts of the country is intended to awaken up his supporters to fight for what he calls his ‘win’.
His foreign political architects want him to do this while he is the leader of opposition so that any attempt of arresting LOP will sound world over and of course foreign powers will respond.
We are exclusively told that, in one of the engagements foreign funders said that, four time Presidential contestant Dr. Kizza Besigye lost it because he had no official powerful political office when he commanded national riots and security organs would easily arrest him.
“In 2011 during walk to work riots, he had ceased being FDC party president. He was just a former Presidential candidate. This alone couldn’t give him immunity. So he was bartered until he gave up on the struggle.” One of Bobi foreign funders allegedly reasoned.
He allegedly advised that if there is a by election anywhere, Kyagulanyi should go for it and will massively win and officially becomes the Leader of opposition in Uganda.

A PETITION AGAINST SSSEGIRINYA
When Sulaiman Sserwadda Kidandala filed an election petition against Kawempe North Constituency MP elect Muhammad Ssegirinya over submission of forged academic documents for nomination to the Electoral Commission, many saw this as an opportunity for Kyagulanyi to contest and win in the by election of Kawempe North MP.
After all, Kawempe North Constituency and Kyaddondo East Constituency where Kyagulanyi has been the area MP, are neighbours.
Kidandala’s petition reads, “The nomination papers of Ssegirinya Muhammad were void, he was not duly nominated for election as a directly elected Member of Parliament for Kawempe North Constituency and did not complete a minimum formal education of Advanced Level Standard or its equivalent.”
We are told, on noticing that Kidandala has petitioned court to annull Ssegirinya’s election, Mr. Update was summoned to NUP Party headquarters to throw more light about his academic documents which are being contested.
Ssegirinya did not show up, instead went down town to demonstrate where he was arrested and thrown into Kitalya Government Prison before he was given bail after remand of three weeks.
What raises questions is, that morning when Ssegirinya was supposed to appear at NUP headquarters, he was seen being driven by a top party leader (names withheld) in his double-cabin pick-up around Kawempe.
What puzzles many is the motive behind this party boss not driving Ssegirinya to Party headquarters, but instead driving him down town where he was dropped.
Could it be about the alleged swap deal between Bobi and Ssegirinya that after the later realising that he has a bad case against Kidandala, now everything is being cooked up to handover seat to Kyagulanyi so that he appoints himself LOP like his foreign funders want it to be!
In fact this party official is the only person of a high rank at the Kamwokya based NUP Party who was allowed at Kitalya to visit Ssegirinya.
You don’t need to ask yourself why it’s Bobi’s aide Sauda Madada (nick name) not maama Naggirinya, who flew to Nairobi where the embattled MP elect is admitted.
She updates relatives about her patient’s status almost on daily basis.
(Details of Bobi-Ssegirinya deal, will be a story for another day).

BOBI SPEAKS OUT ON LOP DEAL
During a retreat in Jinja, Bobi Wine had no kind words against those who leaked the LOP deal.
In a retreat where no journalist was allowed, a tough talking Kyagulanyi said, “Ugandans massively elected me as their president and you all know that we won. We are ready to fight for our victory. Please ignore rumours that i am targeting LOP office.”
One of the newly elected MPs (a female) stood up and confessed, “Mr. President, we share the same view with those asking you to join 11th Parliament and be our LOP. In fact we have engineered this talk.”
Kyagulanyi looked like he wasn’t interested in her talk.
He said, “Please stop it! I chose to contest for president not MP. You mean, all of you MPs here no one can be a LOP? That talk is intending to divert us from claiming our victory.”
However, Kyagulanyi did not allow deliberations about then who the LOP should be if he isn’t interested in the job.
What next? Wait for more details

‘KABAKA IS FOR US ALL, BUGANDA IS NOT SEGREGATIVE’, WRITES DR. ROBERT KIRONDE

0

Author: Dr. Kironde

OPINION

THE Great Kingdom of Buganda thrives on the principal of none segregation set by Nyatworo, the daughter of Labongo of the Gipil and Labongo fame.
Nyatworo is the mother of Rukidi Mpuga and Kato Kimera the first Bito Kings of Bunyoro and Buganda respectively.

GENESIS OF BUGANDA ON THE PRINCIPAL OF NONE SEGREGATION
Prince Kyomya from Bunyoro was exiled in the present day Acholi during the time of the great twins Gipil and Labongo. He fell in love with Nyatworo the daughter of Labongo. They had twins Rukidi Mpuuga and Kato Kimera under a Bito tree to become the first Bito soon after Kyomya lost his life.
After the death of Kyomya , Bunyoro lost the last Musiita King during a famine; a characteristic of Basiita. When it was announced that the king had been born the Banyoro were not interested in a king yet they were hungry.
The Acholi gathered millet escorting their son Rukidi Mpuga to become the first Bito King of Bunyoro.
During the regime of Rukidi Mpuga, the mother Nyatworo noticed the following; The sibling rivalry between Rukidi Mpuuga and Kato Kimera

The segregation against herself and many a person who had escorted the young King because of the height and darker skin.
Nyatworo advised Rukidi Mpuga to give the subcounty of Muwawa to the brother Kato Kimera which he did.
Nyatworo moved to Muwawa with Kato Kimera and was the defacto leader despite the fact that the son was the King.
She ruled Muwawa on the principle of none segregation creating relative peace. Because of the peace and stability in Muwawa, groups of people started to migrate in bundles (Buganda) thus the saying Muwawa the land where the Buganda live in peace. Yes that is where the name comes from.
You will note that of the fifty two clans in Buganda, Nyatworo and Kato Kimera only found three clans of Bushmen.
The 1. Mbwa
        2. Nkebuka
        3. Kikere
The rest of the clans are immigrants for example:

Nsenene from Ankole and Ngabi from Bunyoro
The above clans where actually from the Royal families of Ankole and Bunyoro that lost the succession wars in the respective Kingdoms.

PHOTO: Dr. Edris Kasenene

STORY BY HAJI NSEREKO MUTUMBA

IN this story, we bring you Moslems who have contributed whole heartedly towards Islam and the Muslim fraternity in Uganda, qualifying to be Muslim heroes though unsung.
In the first story, we shall extensively look at Dr. Edris Kasenene.

EDRIS SERUGO KASENENE

Sadiq Kasenene participated in religious battles between Christians and Muslims that ended at Kalagala in  Kabula, Lyantonde District. He later migrated to Kooki following his aunt who was the wife of the former Kamuswaga Kabumbuli II of Kooki Kingdom which later in 1868 became a traditional county of the 18 counties (Kamuswaga) of Buganda Kingdom.
Edris Serugo Kasenene’s father Rajabu Mukasa later migrated to Kakoma Village in Lwanda Sub-county, Kooki County – Rakai district. He served as Kakoma Village Chief for 15 years and later became the Head of Mbajo Ssiga in Ente Clan until his death in 1999.

SERVICE TO ISLAM & MUSLIM FRATERNITY
HE is the founder of Kawempe Muslim Secondary School which was established with help of Uganda Government in 1984 as a special gift to Kawempe Muslim Primary School in appreciation of its excellent performance in both academic and co-curricular activities for over ten years since 1976 under the headship of Edris Serugo Kasenene, then Headmaster.
In 1983, the UPC government came up with a policy of establishing a secondary school in every constituency in Uganda. By the end of that year, the policy was implemented and in 1984 four secondary schools were established in the four constituencies of Kampala namely; Kampala East, Kampala West, Kampala North and Kampala South. Strong UPC leaders would determine the locations of those secondary schools. Accordingly, Aggrey Awori located Luzira Church of Uganda Primary School to house the secondary school for Kampala East Constituency, Erisa Kironde located Kitebi Primary School to house the secondary school for Kampala West Constituency, Jaberi Bidandi Ssali located Kalinabiri Primary School to house the secondary school for Kampala North Constituency which included Kawempe area at that time and since Kampala south had no strong UPC guy, Mr. Olwata Omara the City Education Officer who was a staunch UPC guy and a Catholic, located Gaba Catholic Primary School to house the Secondary School for Kampala South Constituency.
While interacting with the City Education Officer early in 1984, Edris Serugo Kasenene requested him to negotiate a fifth secondary school for Kawempe Muslim Primary School since the idea of starting a private one had failed. The Education Officer agreed with him and started the process of the acquisition of the school. On 24th February, the Education Officer Mr Olwata Omara came to school with good news that the government had accepted to establish another secondary school in the constituency at Kawempe Muslim School in honour of its continued good performance.
That is how Kampala North Constituency got two government secondary schools at the same time.
The first registration of this secondary school was Kawempe Secondary School omitting the word ‘Muslim’.
Kasenene returned it to the Ministry of Education and Sports he demanded for the inclusion of the word Muslim arguing that if it was an appreciation for the good performance of Kawempe Muslim Primary School, the name of the Secondary School should tally with that of the primary school which was Kawempe Muslim Primary School.
Mr. Tom Mugoya, the then Chief Inspector of Schools and his Assistant Mr. Vicent Obyero in charge of registration of secondary schools agreed with him to issue a new registration of the newly established government secondary school in the name of, ‘KAWEMPE MUSLIM SECONDARY SCHOOL’ as it is popularly known today.
On 2nd March 1984, the school was inaugurated at Kawempe Muslim Primary School in its main hall by the then Provincial Educational Officer Mr. Steven Maloba assisted by Mr. Olwata Omara, the then City Education Officer.
Kasenene came up with a delegation that approached Juma Zukuuli Sect at Kyadondo Hill in the same area for a temporary accommodation of the newly established school which later became its permanent seat.
Following the above information, some people refer to him as the Founder of Kawempe Muslim Secondary School.

AS A UMSC MEMBER OF GENERAL ASSEMBLY AND SECRETARY GENERAL
In May 1987, Haji Kasenene was elected Member of Uganda Muslim Supreme Council (UMSC) General Assembly representing Rakai District for five years and in July, 1996 he was elected Acting Secretary General of UMSC until December 2000.
In the following UMSC General Elections that were concluded in the same month, he was elected substantive UMSC Secretary General to serve a seven-year term ending in December, 2007. He was the first Secretary General since to formally hand over office since 1972 when UMSC was started. He  was again re-elected Member of UMSC General Assembly in May, 2013 during General Elections representing Central Region.

PROCESSING THE UMSC H’QUATERS OLD KAMPALA LAND TITLE
During his tenure as UMSC Secretary General, he worked on the acquisition of the land title of UMSC Headquarters at Old Kampala Hill. It should be noted that since 1972 when President  Idi Amin Dada donated 12 acres of land covering Old Kampala Hill to the the Muslims of Uganda to establish their headquarters; the subsequent UMSC leaders had to work on the acquisition of the land title to that effect. At the beginning of his tenure as Acting Secretary General of UMSC in July 1996, Haji Kasenene discovered that the land title had not been acquired. He accordingly approached Dr. Raphael Kamuhangire, the then Commissioner for Antiquities, Ministry of Trade and Tourism seeking acquisition of the land title.
Dr. Kamuhangire showed him records indicating that Plot 1 Old Kampala hill had been gazeted as a Monument of Captain Lugard at the beginning of the last century and that it had to be degazeted to change its use for another purpose.
He started the process and worked closely with the officials of that Ministry including Dr. Kamuhangire. Eventually in 1998 H. E. Yoweri Kaguta Museveni wrote to the Minister of Lands directing that UMSC should be given a Land Title of 10 acres instead of 12 as originally stated. However, during process the Captain Lugard Monument and the Flag Spot which had been encircled by the mosque structure became obstacles to the title acquisition.
To solve the problem, as the Secretary General of UMSC, he caused a meeting which sat at the venue that included the then ministers; Hon. Francis Ayume – Minister of Lands, Water and Minerals, Hon. Med Kaggwa – Minister of Presidency and Hon. Moses Ali – Minister of Trade and Tourism to discuss the issue of the monument.
About the issue of the land title, Dr. Kasenene states;
“In that meeting it was resolved to relocate the monument and the flag spot on the same. The resolution was forwarded to the President who had sanctioned the acquisition of the land title by UMSC on that hill for consent. In his response, the President endorsed the relocation of the Captain Lugard House and the flag spot to the lower part of Old Kampala Hill in the two acres  to allow smooth construction of the National Mosque since a national mosque was more important than the monument.  In the same letter, the President said that the original architectural structure and bricks should be maintained during its relocation showing its originality.
When it came to the question of who would relocate the Lugard House, the Ministry of Trade and Tourism demanded that UMSC should meet the cost of relocating that house and should show commitment to that effect to facilitate the acquisition of the title. After realizing that the relocation of Lugard House was going to be the obstacle of getting the title, the Secretary General wrote of commitment to that effect.
After that commitment, Ministry of Trade, and Tourism accepted to release the land and thereby issued a letter releasing that land to be degazeted for another usage as the law establishes. Short of that, UMSC would not get the land title for that land.
When the Leader of Great Jamahiria of Libya accepted to complete the National Mosque, Haji Kasenene presented the commitment letter of relocating the Lugard House to the Libyan Engineers led by Dr. Muhammad Shukur. They commended his decision which paved way to get the land title and they immediately started the relocation construction work. The Lugard House was reconstructed keeping its originality as directed by the President and was duly handed over to the President’s Office even before the National Mosque was started”.

CONSTRUCTION OF THE NATIONAL
MOSQUE

In July 5th 2002, Dr. Kasenene as the Secretary General was among the five man delegation led by H E the Mufti of Uganda Sheikh Shaban Ramadhan Mubaje which went to meet the Leader of Libya Col Muammar Gadhafi requesting him to complete the National Mosque which had stalled since 1974.  Other members included late Sheikh Ahamada Mukasa, Sheikh Habibu Kagimu and Prof. A. Mukwanason Hyuha.
Dr. Kasenene says that;
“We were received by officials of World Muslim Call Society who later introduced us the next day to Col Muammar Gadhafi in his home city of Sirite. After some discussion with the Leader, he accepted to complete the National Mosque and sent us to meet his officials led by Dr Sharif in Tripoli for further discussions and modalities. In Tripoli, Dr Sharif told us that the Leader had designated a team of engineers led by Dr. Shukri who should come with us to assess the project which was under the hands of Concorp Company. It was agreed that vacant site should be handed over to the Libyan engineers from Muslim World Call Society. The Libyan engineers assessed the project and promised to come back to be handed over the vacant site.
This meant that UMSC had to remove Concorp from the site. I led the removal of Concorp and requested Kiwagama Quantity Surveyers of the project to give UMSC a situational Report. I travelled to Nairobi to meet Govan Associates Actecture and Calbro Engineers of the same project to ask them to give UMSC relevant documents of that effect. Also, UMSC contracted Seka Associates and an independent Engineering Firm to assess the stalled project whether it could be continued. In November, 2002 the Mufti of Uganda H.E Sheikh Shaban Mubaje handed the project to the Libyan Engineers. Later, the Libyan Engineers discovered that the work done on the project was shoddy and thus it was condemned. It was removed and a new structure as it stands now was planned. The removal of the stalled structure was met with stiff resistance from a cross section of Muslims. However, Members of the UMSC management stood their ground and work of the new structure went ahead” Dr. Kasenene narrates.
