THE opposition National Unity Platform (NUP) Rubaga South MP-elect Aloysius Mukasa Talton Gold has finally responded to a petition filed by Democratic Party’s Eugenia Nassolo accusing him of bribing voters and for not being an eligible voter.
In Election Petition no. 07 of 2021 dated 19th March 2021, Nassolo is seeking the election of Hon. Aloysius Mukasa Talton Gold on January 14th 2021 as a member of Parliament for Rubaga South to be nullified.
For starters,  out of 14 candidates who contested for Rubaga South MP seat on January 14th 2021,  Aloysius Mukasa emerged the winner with 49,501 (Forty Nine thousand, five hundred and one) votes and Nassolo came second 12,893 (Twelve thousand, Eight Hundred ninety three) votes.
Through his lawyers of M/s Semuyaba, Iga & Co. Advocates, Hon. Mukasa has asked court to dustbin Nassolo’s petition saying it has no merit and is based on political mind games. He wants her petition dismissed with costs.

In a four page response dated 29th March 2021 to Nassolo’s petition already received by her lawyers of Ms Alaka & Co. Advocates and the Registrar of Court, Hon. Mukasa’s lawyers have told court that, “The 1st Respondent (Aloysius Mukasa) shall aver and contend, the Petitioner’s petition is frivolous, vexatious and without merit and is based on Political mind games and therefore the Petitioner’s prayers have no merit and can not be granted by this court and A PRELIMINARY POINT OF LAW SHALL BE RAISED THAT THE PETITION IS INCOMPETENT AND DOES NOT RAISE ANY CAUSE OF ACTION AND IS STATUTE BARRED.”
Lawyers have told court that Nassolo at the time of filing her petition, did not attach any Affidavit of any Registered voter of Rubaga Division South Constituency who ever personally received the alleged donations and gifts from Mukasa instructing them to vote for him and not NASSOLO EUGENIA. She has also not demonstrated how the said donations and gifts influenced the ultimate results of the elections.

MP-elect Mukasa’s response to Nassolo’s petition reads: The Petition is only supported by the affidavit of NASSOLO EUGENIA (the Petitioner) as a sole witness without corroborating evidence and it is improbable that the same person could have attended the incidents of donating of branded masks to voters by the 1st Respondent (Aloysius Mukasa), water tanks on 23rd November 2020 at Nateete market and Ndeeba trading centre and at the same time attend the incident of donation of and giving gifts to wit Sugar, salt and soap to Kabowa village, Nateete Parish and Najjanankumbi to unnamed voters and at the same time, be the same person to witness the giving of free Ambulance services to constituents and unnamed voters using Motor vehicle Reg. No. UBE 564 and another Toyota Hiace  with unnamed number plates at the various places of Ndeeba, Nateete, Najjanankumbi 1&2, Kabowa and Rubaga parish and at the same time be the person to witness the denotation and giving gifts of bunches of Matooke (Banana), Rice, Sugar and Oil to the unnamed  voters on 24th December 2020 in the Parishes of Ndeeba, Nateete, Najjanankumbi 1&2, Kabowa, Rubaga Parish and later in the Month of November be the same person to witness at the donation of 300 bags of Cement toward the construction of St. Peter’s Church Ndeeba which had been demolished by court Bailiffs.
“The Petitioner shall be put to strict proof thereof.” Says Hon. Mukasa’s lawyers.

In Mukasa’s prayers to court, his lawyers say, “WHEREFORE, the 1st Respondent Aloysius Mukasa) prays that this Honourable Court dismisses the Petition against the Respondent with costs and WHEREOF, the 1st Respondent prays that this Honourable court orders that;

  1. The 1st Respondent’s election as a Member of Parliament for Rubaga Division South Constituency was valid.
  2. The 1st Respondent was qualified to stand as a Member of Parliament for Rubaga Division South Constituency 
  3. The petition is incompetent and bad in law
  4. The petition be dismissed with costs.

MUKASA’S FULL RESPONSE
● Save as herein expressly admitted, the 1st respondent denies each and every allegation of the fact as if the same were specifically set forth and transversed seriatim.  
● The 1st  respondent admits the contents of Paragraph 1,2,3 and 4 of the petition (that EC declared Aloysius Mukasa as the winner).
The 1st Respondent denies the content of Paragraph 5 (a), (b), (c), (d) and (e)of the Petition (that Mukasa was not dully nominated) and The Petitioner shall be put to strict proof thereof. 
● The 1st Respondent further contends that, the said election was conducted in accordance with the Provisions of The Constitution of The Republic of Uganda, The Electoral Commission Act (as amended), The Parliamentary Act  2005 (as amended)and other laws relating to elections. 
● In answer to Paragraphs 5 (a), (b) (i) (a) and (b) (ii) (a) and (b), (c)(i), (d) (i), (ii), (iii), (iv) The 1st Respondent avers that at the time  of his nomination for Parliamentary elections for Rubaga Division South Constituency, he was a dully registered voter and had the requisite qualifications that are higher than the minimum education qualification required by law, in that, at the time of his election as directly elected member of Parliament for Rubaga Division South Constituency, he was properly qualified to be a Member of Parliament in that he had dully completed the formal education of Advanced level Standard or its equivalent.
● The 1st Respondent has fully completed and attained Uganda Certificate of Education (UCE) and had completed and attained Uganda Certificate of Education.

PETITIONER: Eugenia Nassolo
  1. The 1st Respondent was a registered voter and possessed a National Identity Card in the Names of MUKASA ALOYSIUS TALTON GOLD NIN no. CM8303010ALQJJ Card no. 019820473;
    a) The 1st Respondent Gazzetted his Deed Poll to clarify his names on the 28th September 2020 and advertised it on the 13th October 2020 in The National Gazette while the Electoral Commission set 21st November 2020 and 11th December 2020 as the cut-off date for the update exercise which was later extended to 23rd of December 2020 and upon the expiry of the update exercise period, The Electoral Commission published in the Gazette the display period from 19th February 2020 to 10th March 2020.
    b) The Petition ought to have checked for the Status of the 1st Respondent Registration Particulars and/or to raise objections/complaints relating to omissions from the National Voter’s register as The Electoral Commission during the display period of The National Voter’s register attended to and addressed all objections, omissions of particulars that were brought to its attention and none was ever presented by the Petitioner during that period.
    c) The Petitioner’s allegation in Pragraph 5 (b),(ii), (a) of The Petition is false as the 1st Respondent’s Gazetted Deed poll did not change his name but only clarified and confirmed the fact that MUKASA ALOYSIUS TALTON GOLD was born on the 15th Day of October 1983 to Mr. Kalyango Aloysius and Ms. Naiga Annet and upon his birth, his father named him MUKASA ALOYSIUS TALTON GOLD and he grew up and started attending school he adopted/assumed the use of all names to wit MUKASA ALOYSIUS TALTON GOLD.
    d) The Gazetted Deed poll further clarified that since the 1st Respondent’s names were many he requested to use his last names TALTON GOLD in the initials as ‘T.G’ and all academic credentials reflect the same. 
    e) The Gazzetted Deed Poll further clarified and confirmed that during the registration of his National Identity Card, he registered all his names in full as MUKASA ALOYSIUS TALTON GOLD
    f) The 1st Respondent did not disown or denounce his names of TALTON GOLD but just silenced them and used their initials in his academic credentials.
    g)The Gazetted Deed poll further clarified that MUKASA ALOYSIUS TALTON GOLD and MUKASA ALOYSIUS T.G refer to one and same person that is the 1st Respondent
    h) The Gazetted Deed Poll further clarified, proved and confirmed that the use of names of MUKASA ALOYSIUS TALTON GOLD and MUKASA ALOYSIUS T.G refer to one and the same person that is the 1st Respondent but he prefers to be identified by his full name of MUKASA ALOYSIUS TALTON GOLD as it appears on his National Identity Card.
    ● The 1st Respondent avers that it’s not true the above mentioned names were not clarified a year after the closure of the update of the National Voters  register by the 2nd Respondent.
    ● The 1st Respondent was a registered voter in Rubaga Division South Constituency,  Kampala Capital City, or at all, at all material times of the elections of January 14th 2021 for the Directly Elected Representative to Parliament for Rubaga Division South Constituency possessed a National Identity Card in the names of MUKASA ALOYSIUS TALTON GOLD NIN no. CM8303010AQJJ Card no. 019820473 and dully obtained a voter location slip corresponding with NIN no. 83030101ALQJJ Card no. 019820473 voter no. 68354659 Kampala District, Rubaga Division South, Rubaga Division, Kabowa Parish Polling Station Kabowa Catholic Church (A-N)
    ● Interchanging names or changing their order does not in itself make the academic certificate invalid and dies not mean change of the qualifications denoted by such a certificate and that the order of names does not go to the root unless cogent proof is shown that indeed a person is not whom they claim to be.
    ● In the conduct of the said Election of Rubaga Division South Constituency, there was full compliance with the provisions of The Constitution of The Republic of Uganda 1995 (As amended), The Election Commission Act Cap. 140 and The Parliamentary Elections Act, 2005 (As amended) and the Election was conducted in accordance with the Principles laid down in those provisions and this petition has not challenged the result of the election in any way and they should be confirmed as it was the 1st Respondent who won the election for Directly elected member of Parliament for Rubaga Division South Constituency with a very big margin.
    ● The 1st Respondent’s nomination and subsequent election as a directly Member of Parliament for Rubaga Division South Constituency was valid as under Section 13 (c) of The Parliamentary Elections Act, the 1st Respondent was qualified for elections under Section 4 of the Parliamentary Elections Act as Amended.
    ● The 1st Respondent won election as a directly elected Member of Parliament for Rubaga Division South Constituency with a fairly large margin.
    ● The 1st Respondent shall contend that he is not guilty of any format of bribery of voters before,  during or after the elections in Rubaga Division South Constituency as alleged by the Petitioner in Paragraph 5 (c), (a), (i), (ii), (iii), (iv), (v) and (vi) of the Petition.
    ● Matters contained in the Answer to the petition are further verified by the 1st Respondent’s affidavit attached herewith and more evidence to follow in form of affidavits of witnesses.

‘NRM CEC NEVER DISCUSSED FRONTING OULANYAH FOR SPEAKER’, SAYS GEN. NALWEYISO, READY TO SALUTE KADAGA

GEN. PROSCOVIA Nalweyiso, the most high ranked female soldier in the Uganda Peoples Defence Forces (UPDF) hierarchy has watered down what Hon. Ruth Nankabirwa has been telling Members of Parliament that there is a 2016 Central Executive Committee (CEC) resolution to front Rt. Hon. Jacob Oulanyah for the 11th Parliament Speaker.
She categorically said, she salutes Kadaga as the Speaker, not Oulanyah.
CEC is the top organ of the ruling National Resistance Movement (NRM) party which Hon. Nankabirwa has been referring to while decampaigning Rt. Hon. Rebecca Alitwala Kadaga who has already shown interest for another term as Speaker of Parliament.
It is constituted of the National Chairperson, 1st National Vice Chairperson, 2nd National Vice Chairperson(female), 6(six) Vice Chairpersons representing the Regions of Uganda- East, Central, North,West, Kampala and Karamoja, the Secretary General, National Treasurer, Deputy Secretary General and Deputy National Treasurer.
Others are: Chairperson of NRM Parliamentary Caucus, All Chairpersons of the National Special League Committees, Chairpersons of Commissions, and such number of National Secretaries and Deputy National Secretaries as NEC may determine.
Nankabirwa who is the Government chief whip recently told Parliament how it was agreed upon in a 2016 CEC meeting, to give Kadaga one more term as the Speaker and then in 2021 handle over to Jacob Oulanyah.
Although Speaker Kadaga, a senior CEC member kept on denying knowledge about this deal, Nankabirwa insisted there is a CEC resolution to this effect. 
“Before CEC gave out flag for Speakership to Rt. Hon. Kadaga in 2016 it was agreed upon that this is her last term and next will be Rt. Hon. Jacob Oulanyah. So this is his turn, not for Kadaga.” Nankabirwa told MPs.
Gen. Nalweyiso, a president Museveni’s senior advisor on Security and Defence has however said, Nankabirwa is telling lies.
On Friday night, while featuring on ‘Bwebyali si bwebiri’ political talkshow on radio Bilal 94.1fm, a Uganda Muslim Supreme Council (UMSC) owned radio station at Old Kampala, Gen. Nalweyiso said, “May be during the said CEC meeting I was either drunk or dozing because I don’t remember such a resolution.” 
She told Mr. Ismail Kalumba Butannaziba the talkshow host and listeners that, “By 2016 i was no longer boozing and you will never find me dozing in any meeting. No resolution was made to favour Oulanyah, i am not aware of it.”
This most powerful and feared female soldier in UPDF said, as a person who sits in CEC, there is no such decision taken on who should be the Speaker of the 11th Parliament.
This was after Kalumba asked her to clear the air whether it’s true, CEC, five years ago made a decision on who the next Speaker will be as Nankabirwa alleges.

DENIES FIGHTING KADAGA
Gen. Nalweyiso used this time to respond to allegations made by Speaker Kadaga on Wedsday that this bush war historial uses State House Hotline to call and intimidate members of Parliament who are supporting her Speakership bid.

While launching her campaign task force in Munyonyo on Wednesday,  the Speaker of parliament accused Nalweyiso and Nankabirwa of duping MPs that they are on orders of the President to campaign for Oulanyah.
“Is true you fight Speaker Kadaga? That you are busy calling and intimidating Mps telling them how State House wants Oulanyah for Speaker. Is that true?” asked Kalumba.
She replied that its false. “It hurts me a lot when I hear that. I have been sick for about 7 or 10 days. I got that false information about me that I am decampaigning Speaker Kadaga! Now, if I can’t dictate to my grand children to vote President Museveni, how can I do it to Members of Parliament on which Speaker they should vote? I can’t and I have never.”
She said, there is no way she could start calling and intimidating Members of Parliament whom she doesnt even know because most of them are new.
“Apart from a certain young boy called Kabanda (Kasambya County NRM MP-Elect) who with his colleagues I was assigned to rent for them an office, i do not know the other new Mps. Now how can I call people who are not known to me and intimidate them not to support Kadaga?” Asked Nalweyiso.

She asked, “What do I really know about Oulanyah? I have enough problems. I was hurt when they wrongly accused me. If need be, I will bring out my phone print-out to disapprove those accusing me of calling and intimidating Mps.”
According to Nalweyiso, it seems such MPs are just creating a situation for them to get money from the Speaker. She challenges Speaker Kadaga to name Mps called and intimidated. 
Gen. Nalweyiso said, there is no way she can call and campaign for Oulanyah before the top party organ rules on this.
She says, if she did not call MPs to intimidate them during uplifting of age limit debate or during removal of term limit, how can she do it on electing ‘a mere Speaker’?
“What do I need at Parliament? I have never and will never call any MP on the issue of the Speaker. I only know my 10 MPs (UPDF representatives). I would have instead called these ones. But still, me I don’t believe in threatening someone.” Clarifies Nalwayiso.
“If I am to talk about Oulanyah, he is a coward. See how he was chased out of Parliament for a full year. No one can do that to Nalweyiso.” Said this NRA bush war historical.
Nalweyiso says, i last talked to Oulanyah a few months ago when he was with his boss Kadaga at Mosa Courts (Owned by Alhaji Moses Kigongo). They were having a meeting.

I HAVE NO BUSINESS WITH NANKABIRWA – GEN. NALWEYISO
She has denied ever working with Nankabirwa to bring down Kadaga saying she only knows her as a daughter from Kiboga. 
“I don’t even have time to sit with her over the issue of the Speaker. I only talk to Nankabirwa when I have been sent to. And Mzee has never sent me to tell her to campaign for Oulanyah. Unless President Museveni has directed me to do so, then I will comply because he is my earthly God. But he is yet to do so.” Said Gen. Nalweyiso.

KYAMUSWA County MP-elect Moses Kabuusu has blasted elements in Forum for Democratic Change (FDC) who are attacking party elected Members of Parliament for attending Rt. Hon. Rebecca Alitwala Kadaga’s function in Munyonyo on Wednesday as she commissioned her campaign Task-Force.
This FDC MP has instead advised them to find something else to do because their wars don’t add anything to the party!
Speaker Kadaga hosted a number of gazetted legislators for the 11th Parliament and talked to them on why she is again presenting herself for Speakership.
Among the invited MPs, where those from the opposition FDC who included Mama Cecilia Ogwal (Dokolo district Woman MP), Fransis Mwijukye, Moses Kabuusu, Dr. Batuwa Timothy Lusala Jinja South, West Constituency,
Harold Tony Muhindo of Bukonzo County East, Godfrey Katusabe Bukonzo West among others. They saluted this Kamuli district woman MP for her selfless leadership.
Their attendance and support shown to Kadaga did not go well with some FDC members who seriously attacked them via social media for what they termed as betraying their mother party. One Barnabas Nasasira Kifefe from FDC on Wednesday posted on his facebook page that, “On 18th March. 2021, the Fdc institution held it’s second NEC meeting in 2021, at our party headquarters. Non of those MPS attended the meeting. The invited people were the outgoing mps and the incoming mps. The agenda was to discuss the speakership race and other secretive matters. As FDC party, we have a candidate and that’s the Kira Municipality MP Ssemujju Nganda.”
“It’s annoying to see FDC party Mps in this multiparty system of governance, attending NRM’s Kadaga speakership meeting.” Said FDC’s Nasasira.
FDC is fronting Kira Municipality legislator Hon. Ibrahim Ssemujju Nganda for Speakership. 
However, all indicators show, this veteran journalist has been rejected by his own colleagues from the Najjanankumbi Blue-Party.
Hon. Kabuusu has said, FDC Mps should be left to freely listen and interact with all candidates before they elect their best Speaker. 
In a statement released by MP Kabuusu who is a lawyer by profession, election of a Speaker of Parliament is a business of members of parliament who have sworn in and it’s the first Business of the house which they will execute when time comes. 
“Parties with biggest numbers of members of parliament have always won elections and where there is some form of alliance or cooperation between the opposition party and the party with the biggest numbers, then some opposition party members can scoop some positions but not that simple and with that hatred and divisionism you want to promote.” MP Kabuusu’s statement to FDC members attacking them for attending Kadaga’s meeting, reads. 
He said, “I discourage blackmail and propaganda, don’t endanger the only few 32 MPs FDC party has got. If you know how the party headquarters or the party itself benefits from having a single MP, please value the 32 you have and don’t tarnish them. You do not know how they managed to win an election. It wasn’t only because they were party flag bearers but a combination of many factors.”

ON SSEMUJJU NGANDA
In his statement posted on his Facebook page, counsel Kabuusu shockingly revealed that, “I have since my election not received any telephone call from Hon. Ssemujju Nganda either congratulating me upon my victory or asking me to vote him for Speaker whether as a friend or a party member.”
“I have not received any telephone call from Hon. Jacob Oulanya congratulating me upon my victory or asking me to support him so is DP’s Richard Ssebamala.” Said FDC MP Kabuusu justifying why he attended Kadaga’s function.

KABUUSU’S FULL STATEMENT
There are two points which I think I should respond to regardless of the relevance of the debate hereunto.

MOSES KABUUSU: Kyamuswa County MP-Elect
  1. I personally never attended the NEC meeting at the party headquarters despite having been invited on 18th March 2021. The invitation was on short notice and yet I had two court sittings on that day. 
    I discussed it with the Party secretary General Hon. Nandala Mafabi and agreed that I would stand with the party on the resolutions the NEC would have taken if communicated in time. 
    I must admit I have not gone to the party to know what decisions or resolutions that were taken but I still have time and I will get them, analyse and endeavor to execute them.
    I should also be open and clear that no such agenda was supplied or intimated against the invitation. I am unlucky if u personally received it earlier before the NEC meeting, for I did not.
    I must boldly tell you that unlike today when I won an election as a party member, I have been in active politics and I will still be but I have learnt one thing, political offices and positions go and you stay without regard to profession and or nature of job you do.
    So I couldn’t abdicate my advocate clients duty I had earlier fixed. 
    If u have ever been a litigant you know the pain there is in not seeing your lawyer in court giving an excuse that he has gone to discuss speakership at a party headquarters. 
    You do not know how cases are fixed in court and missing a court day your case may get another date same day the following year. I took the opportunity cost to attend my client’s courts to attending a meeting whose resolutions I would follow at a later date.
  2. On Candidate Rebecca Kadaga’s campaign launch at Munyonyo,
    I must admit, on invitation I attended the meeting. 
    Like the invitation of FDC NEC meeting, this one also had no agenda. I arrived a little bit late considering the time I was invited. I realized Hon. Kadaga in her speech she was comissioning her campaign task force and I listened to her speech and commitments, I listened to some of her supporters guiding her would be voters on why Kadaga and not Oulanyah. 
    I left before lunch because I had to attend to my father who is sick and needed some expensive medicines which I personally had appointed to buy and take to him. I introduced myself in the meeting and waved my FDC V signs high. 
    I liked Rt. Hon. Kadaga’s strategy that she invited Mps from different political parties and wished that they supported her.  Its not bad, not evil and not offensive to attend any candidates meeting and listening to them all. I always encouraged people who supported me to also attend other candidates’ campaign meetings and have reasons to remain supporting my candidature or resent me from an informed point of view and having a competitive advantage. 
    I still encourage politicians to always attend candidates meetings of whatever party or personalities if you may.  I will still attend Kadaga, Oulanyah, Ssemujju Nganda and Richard Ssebamala’s meetings when they invite me in the event that I am able and available.

MP Mukasa’s camp has laughed at Nassolo calling her a political failure whose petition lacks substance and should not be given much time.
“You read it, it’s full of gaps, mistakes, errors and lies. She was rejected by the electorate and now thinks will dupe court to give her what she doesnt deserve? What a day dreamer! Let her lawyers serve our MP, that will be a walk over.” Said a supporter of Lubaga South MP-elect Mukasa, who asked for anonymity.
He adds, “You don’t go before court with dirty hands. Her tents are all over the Constituency,  and everything she donated. Why waste court’s time?”

A successful businessman who is among Hon. Bobi Wine’s top confidants, Hon. Aloysius Mukasa contested on opposition National Unity Platform (NUP) party ticket, massively winning Nassolo Eugenia and other twelve candidates to be declared winner by The Electoral Commission Kampala Returning officer.
Other candidates were; Male Charles Kenneth (NRM), Kifampa Silaje (JEEMA), Kato Lubwama Paul (Independent), Mugga Adam Swift (Independent), Lufunya Derrick (Independent), Ken Lukyamuzi (CP), Lubega Samuel Walter Mukaaku (SDP), Buwembo Habib (FDC), Kiyingi Denis ( Independent), Nakanwagi Grace (Independent), Sebugwawo Mbidde Denis (Independent) and Kayemba Michael Oscar (Independent).
Aloysius Mukasa polled 49,501 (Forty Nine thousand, five hundred and one) and Nassolo came second 12,893 (Twelve thousand, Eight Hundred ninety three) votes.
In fact, no MP candidate in Kampala won with such a high percentage apart from Aloysius Mukasa and Shamim Malende (Woman MP-elect Kampala). 
Nassolo who is said to have ran one of the best bankrolled campaigns in which she donated tents, heplones, masks, water tanks among others items, has instead petitioned court to cancel Mukasa’s election on allegations that he donated 300 bags of cement to St. Peters Church Ndeeba.

In her petition, she also puts it to Mukasa that he used his private car to take helpless-sick people to the hospital!
Citing Section 68 (1), (7) & (8) of the Parliamentary Election Act, the petitioner Nassolo Eugenia says, “Mukasa Aloysius and his agents with his knowledge and consent or approval during the election period and with the intent directly or indirectly to influence voters to vote for him and to refrain from voting her gave out donations and gifts like branded masks, water tanks with words, ‘Aloysius Mukasa MP Rubaga South’, to voters on 23rd November 2020 at Nateete Market and Ndeeba Trading Centre.”

In her petition she further alleges that Mukasa Aloysius; 
● Donated Sugar, Salt and soap to voters on 23rd December 2020 at Kabowa Village,  Nateete Parish and Najjanankumbi.
● Gave free ambulance services to constituents using motor vehicles no. UBE 564W & ANOTHER Toyota Hiace which were branded in the colour and stickers of his images and pictures with inscriptions, ‘Lubaga South Mukasa Aloysius T G – Mission 2021’ in the parishes of Ndeeba, Nateete,  Najjanankumbi 1 & 2, Kabowa and Rubaga Parish. 
● He donated and gave gifts like bunches of matooke (Banana), Rice, Sugar, and oil to voters around 24th December 2020 in the parishes of Ndeeba, Nateete, Najjanankumbi 1 & 2, Kabowa, Rubaga Parish.
● That around the month of November 2020, Mukasa gave a donation of 300 bags of cement towards the construction of St. Peters Church Ndeeba which had been razed by court bailiffs.
● Did not complete a minimum formal education of Advanced Level Standard or its equivalent 
● Did not complete and attain a Uganda Certificate of Education
● He bribed voters contrary to section 61 (1) of the Parliamentary Act.

■ Declare that Mukasa was not duly elected but the Petitioner
■ An order that the election of Mukasa as a member of Parliament for Rubaga Division South be set aside

■ An order that the respondents pay the costs of the petition

NASSOLO WILL BE DEFEATED AGAIN – MUKASA’S CAMP
Speaking to Mukasa’s camp how they feel now that Nassolo wants court to throw out their MP, they advised her to be prepared for a third defeat in a period of less than six months.
“The first defeat she encountered was at NUP Headquarters where she had camped for a party ticket. On sensing that the vetting committee will instead give the ticket to a hardoworking Mukasa Aloysius who passed the test, Nassolo ran to Balintuma road for the DP ticket.” Said Mukasa’s camp.

The second defeat was on January 14th 2021 when Nassolo’s results were four times less than Mukasa’s results and the camp says, the third defeat will be this election petition.

Mukasa holds a Bachelors in Business Administration from Ndejje University, Advanced Certificate in Business Administration, Uganda Advanced Certificate of Education and Uganda Certificate of Education are all certified. On issues of academic qualifications, our MP is very qualified.” Said MP Mukasa’s camp.

About the donation allegations,  the camp says, Nassolo must produce evidence beyond reasonable doubt.
“It’s true our MP is known for being very generous and for years, he has been extending a helping hand to the needy. But as a super observant of the Parliamentary election Act as amended, he couldnt commit illegal practices or other offences under this Act. So Nassolo’s allegations are baseless.” Mukasa’s camp told this News website. 
They were shocked that in her petition, Nassolo mistakenly brands Mukasa’s private car of Drone type reg. No. UBE 564W to be an ambulance asking whether this DP lady knows what is an ambulance and it’s features.

“We don’t want to waste time on this empty petition. We shall meet in court but advise her to be ready to pay heavily for her lies. Lubaga South people will stand with their member of Parliament as he defeats Nassolo in round three.” Vowed Hon. Mukasa supporters.

FORGED Academic documents your own ‘Mr. Update’ Muhammad Sseggirinya submitted for nomination to the Electoral Commission have landed into problems a top official of the opposition National Unity Platform (NUP). He is now facing arrest over fraud!
NUP Secretary General Davis Lewis Rubongoya has been cited in the duplication, falsefication, impersonation, alterations and forgery of Sseggirinya’s academic documents and both gentlemen are in hot soup!
This comes after former Deputy Lord mayor Sulaiman Serwadda Kidanda petitioned court on allegations that Kawempe North MP-elect Muhammad Ssegirinya submitted forged documents to be nominated by the Electoral Commission on 15th October 2020.

Through his lawyers of Alaka & Co. Advocates, Kidandala has asked court to instead declare him as the duly elected Kawempe North Constituency member of Parliament.
In his Petition to court Kidandala states that, “The non-compliance with the provisions of the Parliamentary Election Act as amended, and failure, affected the result of the election in a substantial manner in that, the nomination and the subsequent election of Ssegirinya Muhammad as a directly elected Member of Parliament for Kawempe North Constituency was invalid.”
“The nomination paper of Ssegirinya Muhammad was void, he was not duly nominated for election as a directly elected Member of Parliament for Kawempe North Constituency and did not complete a minimum formal education of Advanced Level Standard or its equivalent.” Reads the petition.
The petitioner Kidandala prays to court that, “Declare me other than Ssegirinya Muhammad, who won the election for the directly elected Members of Parliament for Kawempe North Constituency.”
The three grounds on which Kidandala based his petition are very strong! All indicators show, Ssegirinya will be thrown out of the 1th Parliament and court won’t hesitate to declare Kidandala the duly elected Kawempe North constituency member of Parliament.

Insiders say, Ssegirinya and NUP bosses will be interrogated for this forgery.
We are told, Bobi Wine has already squeezed Rubongoya’s balls on how  such a blunder came up which has caused total shame to this popular opposition party.
For Kidandala, he has a very good case, unless otherwise.

THE UNTOLD STORY
In March 2020, Hon. Robert Ssentamu Kyagulanyi invited Kidandala for an urgent meeting.
This is when Bobi asked Kidandala to help him formulate People Power Movement since he (Kyagulanyi) was going to run for president in 2021.
Bobi said, “I know you my brother as a strategic thinker, a good planner and a very hardworking young man. You have been  the Democratic Party National Organising Secretary for years. We want your super experience to help us build People Power as we transit into a political party.”
Kyagulanyi told a listening Kidandala how he wanted him traverse the whole country, set up structures which will in return help to identify suitable candidates for 2021 polls.
In his response, Kidandala said, “I have no objection my brother, but I wish to tell you that I am going to run for Kawempe North MP in 2021. So most of my time, I give it to my people in Kawempe for early preparations.”
Bobi asked him not to worry, he will give him full support but before that, they should embark on the main goal of building People Power together.
For starters, Kidandala is one of the most brilliant young men in DP who for years organised activities and structures for this oldest political party in Uganda.
In fact, Kidandala was very much influential in building momentum for Nobert Mao to take over DP Presidency in a 2010 Delegates Conference in Mbale. 
How did he do that, we shall come back to that in another story!
Fast forward, Kidandala was stationed at the People Power secretariat in Kamwokya and perfectly organised this pressure group as it grew up into a political party.
Setting up leadership structures in NUP and assigning roles, was entirely done by Kidandala.

KIDANDALA BETRAYED
It all begun with rumours in NUP how top leadership were not willing to give Kidandala a party ticket for Kawempe North MP, that secretariat didn’t want to lose his brain.  
Later, a clique of NUP youth said to be in touch with party top bosses started spreading Ssegirinya’s gospel.
Kidandala approached Bobi and reminded him about their agreement. He instead assured him how all will be well.
During the vetting process in NUP, it is said, Ssegirinya didn’t forward his academic documents to the NUP committee for verification.

This was deliberate and SG Rubongoya is said to have been behind this game. He personally received and hid Ssegirinya’s documents in his office so that they aren’t accessed by any committee member.
Now don’t ask how Ssegirinya beat Kidandala for a Kawempe North MP ticket. The rest is history! 
Unsatisfied Kidandala supporters in NUP asked him to contest as an independent. He finished second in an election won by Muhammad Ssegirinya.

HOW SSEGIRINYA’S DOCUMENTS LEAKED
In February, a few days after Ssegirinya was declared a winner for MP Kawempe North, someone in Rubongoya’s office landed on hidden Ssegirinya Richard’s academic documents. Amidst questions on why they were kept separately, this person thought they would be of importance to Kidandala. That is how they landed into his hands.

DETECTS FRAUD 
With his colleagues Vincent Mayanja and William Kamulegeya,  Kidandala critically looked at Ssegirinya’s academic documents submitted at NUP. This is when Mayanja said, “Pimbas Secondary School, a private school can not be having index number reading U0053. Such numbers are for historical schools like Lubiri Secondary School, Mengo Senior, Kings College Buddo not Pimbas.”
William Kamulegeya also noted something! “By 2009, UNEB was not awarding certificates having a student’s photo. How come Ssegirinya’s has it? This certificate can’t be authentic.”
Lastly it was Kidandala himself asking how could Ssegirinya score 5BCBB in S.6, results which are not easily got!

KIDANDALA GIVES LAWYERS INSTRUCTIONS 
He instructed counsel Lydia Nakyejwe of M/s Alaka & Co. Advocates to write to Electoral Commission to give him documents Ssegirinya Muhammad submitted for nominstion, which EC did.
The file had the exact academic documents which leaked from Rubongoya’s office.
Kidandala then instructed his lawyers to write to Uganda Examination Board to verify the academic documents Ssegirinya Muhammad submitted in Electoral Commission for nomination which were UACE for 2009 in the names of Ssegirinya Richard with Index Number U0053/754 of Pimbas Secondary School and a UCE for examination year 2007 in the names of Ssegirinya Richard under index Number U0053/054 of Pimbas Secondary School

On 17th March 2021, UNEB responded saying;
i) Verification of Academic Documents of Ssegirinya Richard U0053/054 (2007) U0053/754 (2009).
ii) Candidate U0053/054 is Nampiima Sarah who sat at Mengo Secondary School not Ssegirinya Richard sitting at Pimbas Secondary School
iii) Candidate U0053/754 (2009) is Nabadda Maureen who sat at Mengo Secondary School not Ssegirinya Richard sitting at Pimbas Secondary School. 
UNEB concluded that, the certificate serial numbers U1884798 and A0964827 whose copies Ssegirinya submitted to Electoral commission are NOT authentic documents issued by the Board. 

KIDANDALA GOES TO COURT: HERE IS THE FULL PETITION
Your humble petitioner Serwadda Sulaiman Kidandala is a person who was a candidate at the above mentioned Parliamentary Elections for Directly elected Member of Parliament for Kawempe North Constituency. 
I stood as an Indipendent together with Ssegirinya Muhammad on ticket of National Unity Platform  (NUP), Kasenge Tom John Fisher (NRM), Sebaggala Abdulatif Sengendo (Independent), Mathias Mulumba  (DP), Rodgers Sendawula (ANT), Muhamood Mutazindwa (FDC), Robinah Nanyunja on ticket of Ecological Party of Uganda (EPU) and Burrows John Lumu (Independent).
The Returning officer of the Electoral Commission returned Ssegirinya Muhammad as validly elected having polled 41,197 (Forty One thousand, One hundred and ninety Seven) votes as opposed to Kidandala who came second and polled 7,512 (Seven thousand five hundred and twelve) votes.
The Electoral commission (the second respondent) gazetted these results on the 17th day of February 2021.
I state that;
I. Ssegirinya was not duly nominated for Directly Elected Member of Parliament for Kawempe North Constituency and his nomination papers were or void in that:
a) Ssegirinya’s nomination was not accompanied by the names and signatures of a minimum of ten persons who are registered voters in Kawempe North Constituency supporting his nomination.

b) Ssegirinya was not qualified for elections under under Section 4 of the Parliamentary Election Act as amended;
i) He did not complete a minimum formal education of Advanced Level Standard or its equivalent
● He did not complete and attain a Uganda Advanced Certificate of Education (UACE).
● He did not complete and attain a Uganda Certificate of Education (UCE).
ii) Ssegirinya Muhammad was not a registered voter;
● He registered his Deed Poll to change his name one year after the closure of the update of the Voters Register by Electoral Comission  (The Second Respondent).

Deed Poll; Change of Name dated 27th September 2015 bearing a stamp of URSB dated 13th July 2020. And it was gazetted on 13th July 2020. It was published in the Monitor Newspaper of 14th July 2020. Yet voter update exercise ended around December 2019. 
●  Ssegirinya Muhammad not a registered voter in Kawempe Constituency,  Kampala Capital City, or at all, at the time of elections of January 14th 2021 for Kawempe North Constituency Member of Parliament.
 
c) Ssegirinya did not comply with the provisions of Section 4 of the Parliamentary Election Act as amended;
● Contrary to Section 76 (a) of the Parliamentary Election Act as amended, Ssegirinya Muhammad personally or with his knowledge and consent or approval forged Uganda Advanced Certificate of Education (UACE) and Uganda Certificate of Education  (UCE) documents relating to the holding of the election.
● Contrary to Section 76 (a) of the Parliamentary Election Act as amended,  
Ssegirinya Muhammad personally or with his knowledge delivered to the Returning officer of the Electoral Commission a Uganda Advanced Certificate of Education (UACE) under Index Number U0053/754 of Pimbas Secondary School P.o.Box 1901 Kampala in the names of Ssegirinya Richard knowing it to be forged.
● Contrary to Section 76 (a), of the Parliamentary Election Act as amended, Ssegirinya Muhammad personally or with his knowledge delivered to Electoral Commission Uganda Certificate of Education  (UCE) under index Number U0053/054 of Pimbas Secondary School P.o.Box 1901 Kampala in the names of Ssegirinya Richard knowing it to be forged.
● Contrary to Section 79 of the Parliamentary Election Act as amended, Ssegirinya Muhammad not being a registered voter committed the Electoral offence when he voted in the election of 14th January 2021.

d) Ssegirinya’s nomination paper was not signed and countersigned in accordance with subsection  (1) of Section 11 of the Parliamentary Election Act as amended:
● Contrary to Section 11 (1) (c) of the Parliamentary Election Act as amended, Electoral Commission’s Returning officer nominated Ssegirinya Muhammad on 15th October 2020 without the names and signatures of a minimum of ten persons who are registered voters in the Kawempe North Constituency supporting the nomination of Ssegirinya Muhammad.
● Contrary to Section 13 (a) of the Parliamentary Election Act as amended, Electoral Commission failed to regard the nomination papers of Ssegirinya Muhammad invalid or void when they were not signed and countersigned in accordance with subsection (1) of section 11 of the Parliamentary Election Act as amended. 
● Contrary to Section 13 (c) of the Parliamentary Election Act as amended, Electoral Commission nominated Ssegirinya when he was not qualified for Elections under section 4 of the Parliamentary Election Act as amended.  

e) AND THAT, the non-compliance with the provisions of the Act, and the failure affected the result of the election in a substantial manner in that; The nomination and subsequent election of Ssegirinya Muhammad as Kawempe North MP was invalid.

PIMBAS SCHOOL BOSSES SPEAK OUT
Pimbas Secondary School headmaster Daraus Wamala has clearly said their school index number is U1549 not U0053 on Ssegirinya’s academic documents.
He further stated that their school’s P.O.Box number iso 1173.
“Yes Ssegirinya was our student but he didn’t sit final exams from our school.” Said Pimbas Secondary School Headmaster.

NEW NOTORIUS YOUTH GROUP PLOT TO FOIL M7’S SWEARING-IN LEAKS, VOWS TO MOBILISE 5M RIOTERS IN CITIES

COMMANDED by a no nonsense young man Mutaasa Kafeero who is said to be a well trained returnee from Iraq and Afghanistan where he was working with security organs, Uganda security has received intelligence briefing about a group of youth plotting to disorganise President Museveni’s swearing-in function slated for May 12th 2021 saying he was wrongfully declared winner of the January 14th 2021 General elections.
These youths have started positioning themselves in different parts of the Country, mainly in cities mobilising and sending messages to all youths about their campaign dubbed, ‘The Time is now, Museveni tajja kulayira’. 
Security minister Gen. Elly Tumwine has sent them a tough warning not to even think about disorganising the presidential swearing-in celemony, saying, they will be dealt with accordingly. President Museveni was declared winner of the recently concluded presidential elections beating Hon. Bobi. Just in the same line, Gen. Proscovia Nalweyiso who is a presidential advisor on security matters on Friday last week featured on 94,1fm radio Bilal hosted by Ismail Kalumba Butannaziba and directed all rioters to be arrested.
This most ranked female officer in UPDF said, “No one will stop President Museveni from being sworn-in. Those are jokers. Ok, let them try, they will face it rough. Any one attempting to disorganise our peace and stability must be arrested henceforth and prosecuted.”
Mutaasa Kafeero has however responded to the two Generals, saying, “We are not worried of being arrested, abducted or even killed like many of our brothers and sisters. We are only worried of the next generation because as we are speaking, the whereabouts of hundreds of youths is not known, the exact number of death and those still alive is not known, and yet more arrests are being made.”
Quoting Franklin Roosevelt, former USA President, Mutaasa Kafeero said, “The only thing we have to fear, is fear itself. If we want to overcome oppression, then we must be fearless.”
Calling themselves The Red Top Youth Brigade, this group says they are not in any way connected to National Unity Platform (NUP) Party leader Robert Ssentamu Kyangulanyi aka Bobi Wine although they believe he is the rightful winner of January 14th 2021 presidential elections not NRM’s Yoweri Kaguta Museveni.
“It is on this basis that we can’t allow the loser to instead be sworn-in as our President. Time is now to stop this circus. There will never be such a function, we are well positioned in every corner of the country, city to city, mobilising to launch National wide riots.” Announced Mutaasa Kafeero, who insiders say, worked together with the late Maj. Joseph Robinette “Beau” Biden III in the two major wars of Iraq and Afghanistan and also in other Arab countries when Beau was still the envoy.
Maj. Beau was son to USA newly elected president Joe Biden. He was the eldest of three children from the marriage of U.S. President Joe Biden and his first wife, Neilia Hunter Biden. He was a Major in the Delaware Army National Guard. 
Mutaasa was for three years PA to Gen. David Howell Petraeus a retired United States Army General and public official. Petraeus relinquished command of U.S. and NATO forces. 
“I am still in touch with my mentor Gen. Petraeus. Mr. Museveni is aware.” Mutaasa told this news Website in a private interview.
Addressing media in Kampala over their next move, a fearless Mutaasa Kafeero said, “We launched a campaign that stops Mr. Museveni from swearing-in as our president because we strongly believe that he is not the legitimate winner of the recently concluded General elections. Yes he participated in the elections but was defeated by Mr. Robert Ssentamu Kyangulanyi amidst so many election malpractices.”
Mutaasa Kafeero noted that, as kidnaps and abductions of hundreds of youths from different parts of the country is on going, many are innocently detained while others allegedly killed under the watch of the President.
“As Red Top Youth Brigrade we believe such a leader, who is the Chief in Command (CIC) of the Armed Forces should not be given another chance to lead this country.” Says Mutaasa.
For starters, Red Top Youth Brigade which Mutaasa Kafeero commands was started by a group of Iraq returnees. Their activities were mostly seen shortly after the 2016 Presidential elections where they had running battles with security organs putting pressure on the State to release Dr. Besigye.
They threatened to set Kampala ablaze if Dr. Kizza Besigye was not released saying his arrest was unconstitutional.They gave government an ultimatum of seven days or else, they take action.
For those who dont know, Red Top Youth Brigade were the ones who introduced Red berrets before Kyagulayi’s People Power Movement jumped on the wagon.
They are known to be fearless, very determined and very much connected especially to European Union and American Embassy.
In fact, Mutaasa Kafeero is that young man who alongside Eng. Dafala Ssenjako took Members of Parliament by a surprise when they dived from the Parliamentary Gallery into the plenary in protest against acute corruption in the country while legislators looked to be  tight lipped.
At first, some MPs took off for their dear lives suspecting that Parliament had been attacked by terrorists.
The two youth were brutally arrested and spent month at the Government’s Luzira Maximum Prison.
On their release, they vowed to start where they had stop in a fight against corruption, injustice and bad governance.
During the nominations of Presidential candidates for 2021 General elections, Mutaasa Kafeero was among the first who declared their intentions to stand for president and notified Electoral Commission (EC).
He was however not nominated citing sabotage by EC top bosses whom he says, were dancing on the tunes of the NRM leadership.
He  says, he gathered signatures from 108 districts although EC wanted 98 districts but EC after getting a call from the ‘Above’ did not allow him to appear on the ballot paper and that is how his bid was paralysed.
“The Financial Intelligence Authority (FIA) confiscated my USD 2M charging me with a funny case of Money laundering which of course I will win. How can you say that a presidential aspirant is laundering money? Who can traverse the whole country without money? Mr. Museveni used trillions in campaign. What is then USD 2M friends had fundraised to run my campaigns?”
Puting this aside, this Red top Brigade commander says, Kyagulanyi won the Presidential elections, so he should be sworn-in as the new President not Mr. Museveni.
An outspoken Mutaasa told media that, “We can’t fold our hands and let Mr. Museveni impose himself by force on Ugandans. You can’t use violence and intimidation for you to ursup people’s power. This will not be entertained.”
“We have already sensitised our people from all urban centres and even the smallest trade centres across this country. They are all aware and that we must start preparing to make sure the Chief justice does not swear-in a wrong President in May.” Noted Mr. Mutaasa Kafeero.
Asked about how they will effect this amidst tight security, Mutaasa proudly said, “The way we beat Parliamentary security hands down, is the way we are going to do this. We are masters in the game, just know we will take them by surprise. We have senstized the whole country, it’s a call for everyone to stand up and say no to an illegitimate president.”
He called upon the intellectuals, religious leaders, cultural leaders, the business community and every one who agitates for peace, justice and fairness to rise up, embrace Red Top Brigade as they demand for a true winner to be declared and sworn-in as president.
He said, “Every body is going to take part in the demonstrations as we send a signal to those in government that people voted for change so their leader Robert Ssentamu Kyagulanyi should take over.”
Quoting Article 29 of the Uganda Constitution, Mr. Mutaasa Kafeero noted that, it gives Ugandans a right to demonstrate about what they are not contented with. 
“And in this very matter of kidnapping, detention and killing of our innocent people, exiling Ugandans as hundreds are running out of the country for their dear lives, Ugandans fleeing via Nairobi, via Tanzania and other neighbouring countries because the country is full of fear. We must stand up to stop this madness before it gets to the worst.” Mutaasa told media.
On why they are choosing that path to sabotage presidential swearing – in ceremony yet Kyangulanyi withdrew his election petition from the Supreme Court clearing President Museveni’s re-election, Mutaasa said, “But court blocked evidence pining EC and Mr. Museveni on vote rigging across the country, vote stuffing and other election malpractice. What was on the minds of Supreme Court Justices while doing this?”
“Opposition supporters were brutalised during campaigns, others killed, meetings dispersed by ruthless security officers, candidates were stopped from accessing some radio stations where they were supposed to address their supporters.  This is why the Red Top Brigade can not allow Mr. Museveni to be sworn-in.” Said Mutaasa, adding that, “Besides this, do you want us to go to court for our brothers and sisters killed,  kidnapped and others rotting in jail? Does it requires me to go to court to prove that kiddinaping innocent Ugandans is illegal?”
Asked what are their demands are, his answer was, “We want him to step out peacefully to allow the rightful presidential election winner take over and serve Ugandans or else, Red Top Brigade and all other Activists and stake holders in this country will sabotage that swearing-in function.”
On allegations that it’s Hon. Kyagulanyi behind this group after his announcement that the matter be taken to the public court (protests and riots), Mutaasa Kafeero strongly objected.
He said, It’s true they agree with Hon. Kyagulanyi but they are not mobilising on his orders.
“This is a joint command. Red Top Youth Brigade totally agrees with Hon. Kyagulanyi that we must rise up against impunity, torture, kidnap and vote rigging in this country.” Mutaasa Clarified.
Asked whether they have notified police about their planned National demonstrations, he replied that when the  going gets tough, it takes high moral standards to understand that things are no longer under control. 
“Our institutions like Police where we would run were destroyed and are now working on the President’s order. We are discussing human rights and freedoms not Police or the courts. Both have failed to defend human rights and freedoms. If both have partnered with the tormentors then it calls for us all to rise up and protest this marriage.” Mutaasa told media in Kampala.
On when their riots and demonstrations are commencing, he said very soon. “We have been secretly mobilising, telling Ugandans that this isn’t about Red top Youth Brigade, Kyagulanyi, Dr. Kizza Besigye or other political party leaders, but about all Ugandans.”
Whether his group has talked to key opposition political figures in the country about the Museveni won’t swear-in campaign,  Mutaasa said yes they are aware that the only way to go is by protest and demonstrations until the regime is down. 
When we asked Mutaasa whether he is not worried of being arrested or picked up by drone over his campaign against Museveni swearing-in, he said, “Some of us have been arrested countless times, when I was arrested for diving into Parliament, my bones were dislocated, although my body is injured, my heart is stronger than never before.”
“I have to stand up and fight with resilience so that  Ugandans won’t go through what I went through when I was arrested. The challenges we go through can’t weaken us spiritually or mentally, they can only weaken the physical body.” He told media.

MEMBERS of The Uganda Women Parliamentary Association (UWOPA) have unanimously declared their support for Speaker Rebecca Alitwala Kadaga rejecting Jacob Oulanyah, Government Chief Whip Ruth Nankabirwa’s candidate for The 11th Parliament Speaker.
Calling Kadaga their star player who can not be substituted by any sane football club which is looking for a win, Women  MPs say, they can not allow all the three arms of Government to be led by men.
“We have a male president who heads The Executive and at the same time, a male Chief Justice heading Judiciary. So to their deputirs. We can’t allow another man to head Legislature or else, women emancipation will become useless.” Quoted one of the women MPs, who attended a meeting where Kadaga was endorsed by UWOPA.
The group which also include direct constituency elected MPs and some male legislators summing to 280 members, uniformly stated that Kadaga should be the Speaker of 11th Parliament and that they won’t listen to any one diverting them.
Nankabirwa who in January lost to NUP’s Christine Kaaya for Kiboga District Woman MP is vending Oulanyah for Speaker.
Through their Association, Women Mps made the announcement at the Golf Course Hotel on Friday during a meeting to drum up support for the passing of some pending Bills affecting women in the society. 
The UWOPA Chairperson, Pamela Kamugo Nasio told the cheering participants that the two arms of Government including the executive and the judiciary are being spearheaded by men and their deputies and that calls for reserving Parliament for women. 
“We have come here to get solutions for the issues affecting women and we cannot forget about our involvement in the governance of this country. The head of executive and his deputy are men, the head of judiciary and his deputy are also men, automatically meaning a woman should be in charge of Parliament,” Pamela said. 
President Yoweri Museveni is the head of executive deputized by Edward Ssekandi and the Chief Justice, Alfonse Owiny Dolo is deputized by Richard Buteera.
She continued that the woman they want is none other than Rebecca Kadaga.
“Our strongest voice in this country is Rt. Hon. Rebecca Kadaga. We are strongly behind her to make sure she heads the 11th Parliament.” Said UWOPA.

Kadaga is facing competition from her deputy Jacob Oulanyah, who is saying the former has exhausted her two terms and it is now his time to ascend to Speakership. 
To his disadvantage, Owiny Dolo also comes from Acholi sub-region just like Oulanyah leaving Eastern and Central Uganda with no one, apart from Kadaga, heading any arm of Government or deputizing. 

PROFILE
Rebecca Alitwala Kadaga is a Ugandan lawyer and politician who has been Speaker of the Parliament of Uganda since 19 May 2011. She is the first woman to be elected Speaker in the history of the Parliament of Uganda. She succeeded Edward Ssekandi, who served as Speaker from 2001 to 2011. She is also the current Member of Parliament (MP) for the Kamuli District Women’s Constituency, Busoga sub-region, a position she has held since 1989.
She was born in Kamuli District, Eastern Uganda, on 24 May 1956. Rebecca Kadaga attended Namasagali College for her high school education. She studied law at Makerere University, graduating with the degree of Bachelor of Laws (LLB), in 1978. She went on to obtain a Diploma in Legal Practice from the Law Development Center in Kampala in 1979. In 2000, she obtained a Diploma in Women’s Law from the University of Zimbabwe. In 2003, she obtained the degree of Master of Arts (MA), specializing in Women’s Law, also from the University of Zimbabwe. In 2019, Nkumba University, a private university in Uganda, awarded Kadaga an honorary Doctor of Laws degree. 
Between 1984 and 1988, she was in private law practice. From 1989 to 1996, she served as the member of parliament for Kamuli District in the District Woman’s Constituency. She served as the Chairperson of the University Council for Mbarara University, between 1993 and 1996. During 1996, she served as Secretary General of the East African Women Parliamentarians Association.
From 1996 to 1998, Rebecca Kadaga was the Ugandan Minister of State for Regional Cooperation (Africa and the Middle East). She then served as Minister of State for Communication and Aviation from 1998 to 1999 and as Minister for Parliamentary Affairs from 1999 to 2000. She was elected as Deputy Speaker of Parliament in 2001, a position that she held until 19 May 2011, when she was elected Speaker of Parliament.
Following the February 2016 general election, Kadaga was unanimously re-elected as Speaker of Parliament on 19 May 2016.

THE State House has categorically disowned and described as “propaganda of rag” a report circulating on social media that the deputy speaker of parliament Jacob Oulanyah has been endorsed for Speaker.
The senior presidential press secretary, Mr. Don Innocent Wanyama told this News Website that the report should be ignored.
“It is good for journalists to be able to source their own stories, not relying on propaganda of rags,” said Mr. Wanyama.
The team campaigning for Oulanyah on social media has since yesterday circulated the story also published on some online news sites. The story did not quote anyone from the State House on record but instead picked what the Government Chief Whip, Ruth Nankabirwa said on the floor of Parliament on Wednesday.
The tactic is however not new as team Oulanyah rely on propaganda to sell his candidature.
President Yoweri Museveni, as the chairman of the ruling National Resistance Movement party, has a say in the Speaker elections but he has remained quiet and is not expected to openly come out to support a candidate.
The current political situation gives Rebecca Kadaga leverage against Oulanyah in a number of areas.
The first advantage of going to deliver a third term for Kadaga is Gender. The head of executive and his deputy are men, the head of judiciary and his deputy are also men, and automatically meaning a woman should be in charge of Parliament.
President Yoweri Museveni is the head of executive deputized by Edward Ssekandi and the Chief Justice, Alfonse Owiny Dolo is deputized by Richard Buteera.
The powerful Uganda Women Parliamentary Association has already declared their support for Kadaga for Speaker.
The second advantage on Kadaga’s side is regional balance, a critical and inescapable issue in Uganda’s politics.
President Museveni and Justice Owiny Dolo come from Western and Northern respectively making it hard for Oulanyah from North to succeed in becoming Speaker of Parliament. Kadaga’s stiff challenger can only come from Central or Eastern and for now there is none.

2021 MITYANA Municipality MP contestant Abraham Luzzi commonly known as ‘Mbazzi ewaata’ has put NRM ruling party loss specifically in Buganda to its inability in foreseeing and recognising the political strength of NUP leader Hon. Robert Ssentamu Kyagulanyi and his superb game plan.
Youthful Luzzi,  President Museveni’s blue eyed boy has now urged NRM Party not to waste time mourning but quickly return to the drawing board and strategize on how to claim back Buganda territory.
In the on going elections, NRM has performed poorly in Buganda and most parts of Busoga. The young NUP party has demonstrated might in these regions. Top NRM leader are asking themselves, what went wrong, why the party has been wounded that much, blaming each other for the incompetence.

During an interview with News Editor Media, Mr. Luzzi said days of mourning and blame games must stop, the ruling party has all it needs to correct mistakes and win back areas captured by NUP.
Congratulating Hon. Francis Butebi Zaake who defeated him in Mityana Municipality MP polls, Mr. Luzzi said, “My brother Zaake carried the day. He is our MP. He has been added five more years. I congratulate him and I am ready to work with him for the betterment of Mityana. I concede and therefore call upon others who lost elections to do the same so that we move on as a country. Avoid acts of violence and instability. Me I will continue serving Mityana people in my other projects as we fight poverty and youth unemployment.”

NUP CAUGHT US UNAWARES – LUZZI
Speaking about how NUP swept almost all elective positions in Mityana, Kassanda, Kiboga, Luweero, Nakaseke, Masaka, Wakiso, Mpigi, Bukomansimbi, Kalungu, Butambala, Kampala and other parts of Busoga, Mr. Luzzi said ruling government was ambushed and hit by the strong youth wave.
“We didn’t see this coming, most of us were asleep. What a political ambush! Now that the enemy has hit us the first time, let us go for retreat, get more prepared and then attack in 2026. We are superb at this game.” Said Luzzi.

Results of the NRM Primaries in Mityana which forced Luzzi to seek for DP ticket

For starters, this football philanthropist who has been bankrolling Ssingo County FC in Buganda Masaza cup last year in September contested in NRM Primaries only to leave the party later, on allegations that a certain clique had rigged for a weak John Mary Bugembe, husband to State minister for Kampala, Benny Namugwanya Bugembe.

Luzzi a day he was nominated on DP ticket to contest for Mityana Municipality MP

A dissatisfied Luzzi instead defected to opposition Democratic Party (DP) winning a ticket to contest for MP Mityana Municipality.
A few days to January 14th 2021 polls, Luzzi announced how he was for candidate Yoweri Kaguta Museveni just like DP VP Fred Mukasa Mbidde shunned Party candidate Norbert Mao to drum support for NUP’s Kyagulanyi.
In fact, videos of Luzzi receiving funds from promoter Balaam Barugahare to mobilize for president Museveni in Mityana hit social media.
Luzzi later confesed before press how he had received facilitation to mobilise and protect candidate Museveni’s votes in Mityana.
His campaign truck was branded by both Museveni and his photos in DP colours. He doesn’t regret dropping Mao for president Museveni.
He told us, “Since childhood I have been a staunch president Museveni supporter. Because some opportunists rigged me in primaries, it doesn’t make me hate mympolitical role model president Museveni. Yes my friends in DP endorsed my candidature but for president I was for H.E Yoweri Museveni.”
DP remained mute as Luzzi was mobilising for candidate Museveni.
He says although NUP wanted President Museveni to get no votes in Mityana, his last minute mobilisation saw NRM Presidential candidate bagging some good votes in the district.
Luzzi thinks if they can go into early mobilisation, stop in-fighting, work on service delivery, fight unemployment and hire more youth for government programs, NRM will reclaim it’s glory come 2026.

CAUTIONS NUP
Saluting NUP for putting up a good show during elections,  Luzzi said, “For sure, you have worked hard and efficiently. You have given everybody a surprise of the century. Keep it up and we are proud of you as a country.”
He said, NUP exhibited a lot of commitment and these young men and women made it against all odds.
“You have not only talked about what should be done for our country but you have participated, contested and won on different levels. Ugandans have entrusted you, go and serve with one heart, be exemplary, don’t start wars with other leaders in government. Please, have respect to elders.” Said Mr. Luzzi.
He wants NUP Principal not to condon acts of social media bullying, abuses and inciting violence saying public is looking up for their alternative leadership.
To NRM, Luzzi urged them to embrace a political co- existence and exhibit proper judgement and advocacy to work with other political parties saying this is what multi party political system of governance and democracy calls for.

“I pray, we put all our efforts, creativity and time towards activities that add value to our country, let’s promote a healthy and meaningful debate on social media and elsewhere, let’s not look at NRM and other political parties, government or personalities as enemies anymore. We are all children of the soil.” Urged Luzzi.
He called upon all political forces to spread the godpel of love not hatred or insults against different personalities, organisations, opposition politicians or government officials.
Apologizing to all those he offended during this hottest political season, a soft speaking Luzzi said, “Let us all say sorry to one another. Let us open up a new chapter of love and respect and co-existence. As an NRM and President Museveni’s supporter, I will use any possible meansto promote love, forgiveness and understanding especially between NUP and my NRM party.”
He advocates for reconciliation and rehabilitation of the situation for a better Uganda without wounds and hatred for each other. 
He offered himself to open up a debate for a good Uganda every one wants by calling upon all political players starting with, “My party Chairman and the president elect H.E.Yoweri Kaguta Museveni and the most charismatic youthful leader of NUP Hon.Kyagulanyi to put aside all challenges, pride and ego and we create a meaningful platform for dialogue to forge a way forward.”

SPOTLIGHT: DP TREASURER BABIRYE KABANDA, NRM TOP BOSS IN A SECRET DEAL OVER ELECTION RESULTS

JUST a day to January 14th 2021 General elections, dirty games intending to influence election results have started.
Masaka district is in spotlight after opposition Democratic Party treasurer money magnet Mary Babirye Kabanda is said to be in bed with ruling NRM’s Robert Asiimwe who is contesting for MP Kimanya-Kabonera against NUP’s Dr. Abed Bwanika. Babirye Kabanda is Masaka woman MP and also doubles as DP treasurer. She is said to have borrowed Norbert Mao’s DP about Shs 700M to buy party headquarters @Balintuma in Mengo. In fact that is why she is too close to Mao and chose to open a war against all Masaka MPs who defected from DP to NUP.
What the two, Babirye Kabanda and Robert Asiimwe are chasing after would definitely leave many unanswered questions in opposition at a time when another DP MP candidate for Mityana Municipality Abraham Luzzi defected to President Museveni’s camp and is now kicking NUP’s Hon. Robert Kyagulanyi Ssentamu,  left, right and centre. 
For starters, DP’s Luzzi was paid by President Museveni’s blue eyed boy Balaam Barugahare to go and disorganise opposition camp in Mityana.
Luzzi confessed to having received this money and these last campaign days, he has been seen campaigning for President Museveni.
Insiders say, Babirye and Asiimwe are cooking up something that is feared to be involving Masaka district EC returning officer a one Agaba.
Those in the race against Babirye Kabanda and Asiimwe must watch the two with a very sharp eye.
It’s not known whether that juicy deal the three; EC’s Agaba,  Babirye Kabanda and Asiimwe are allegedly chasing involves huge sums of money since Kabanda is known to splash cash like a Bank owner.
Our footsoldiers in Masaka have cited a one Musinguzi who is acting as a broker between the three.
Could it be about the final results which will be declared by this very returning officer Agaba? Some sources say, about three days ago, a top security chief in Masaka met polling assistants and gave them orders. A day later, Babirye Kabanda, Robert Asiimwe and Sarah Kiyimba allegedly met with presiding officers at Sarah’s mum home to seal the deal. Yesterday, Lwasa is said to have held a meeting wI think polling assistants and there are fears that he might have given them codes.
In such elections, there has been reports of some candidates cutting deals with returning officers and Electoral commission has on many occasions sent warning bells to their staff.
Featuring on KSTV recently,  EC Spokesman Paul Bukenya said some malpractices in the election process are engineered by incompetence of some EC staff but warned that if any one is caught, he or she will face it rough.  
He said, “Yes we have reports that some of our people involve themselves in vote rigging.  EC has no place for such undisciplined staff. Any one caught,  will pay for his sins.” 
There is a tendency amongst some contestants to influence returning officers to change results and be declared winners.
“You find a candidate who brags around that he will be declared the winner by the returning officer whether he genuinely wins or not. It is sad to note that a big number of contestants even in this election have banked their winning on returning officers. EC must watch out. Names of some returning officers have been read out in such bad deals.” Said a source.
Babirye Kabanda is facing a tight race with NUP’s iron lady Juliet Kakande for Masaka woman MP while Asiimwe is having sleepless nights over NUP’s Dr. Abed Bwanika’s dominance in Kimanya-Kabonera.
Last opinion polls put Dr. Abed Bwanika in the driver’s seat showing that he is the favourite Kimanya-Kabonera MP.
