LUBAGA South legislator Aloysius Mukasa was today Wednesday arrested by Nateete Police alongside area KCCA councilor Rose Nalubwama on accusations of leading residents of Kabaawo Zone, Nalukolongo in Lubaga to demolish a wall fence an indian illegally built blocking a water channel.
According to Police, the area MP Mukasa and Lord councilor Nalubwama allegedly committed this offence on 31st, after a heavy down pour which saw off 2021.
His aide Mr. Ssegirinya today afternoom told this news website that, “Police want Hon. Mukasa to write a statement about what happened on 31st December 2021 concerning demolishing of a wall fence owned by an Indian in Kabaawo Zone.”
We are told, the MP was quizzed for some good minutes but all he told police officers was that, this Indian should instead produce permission he got from KCCA to construct a wall fence in a drainage channel which causes floods when ever it rains. 
Hon. Mukasa said his people are in danger because floods sweep away their homes and property due to an illegality made by such a stubborn Indian.
After writing a statement, the MP and Lord councilor were released on a police bond.

THE DAY RESIDENTS MOVED TO DEMOLISH THE INDIAN’S WALL FENCE 
Kabaawo zone was impassable! It had turned into a lake, floods swept away houses, shops and children are said to  have been taken by the water.
That day, angry residents in Kabaawo who for long have been asking this Indian to voluntarily demolish his fence in vain, decided to demolish it themselves to allow water flow.
As soon as they had started bringing it down, Hon. Mukasa who was called by the people he represents in Parliament, arrived together with Lord councilor Nalubwama.
The MP consoled his people who had been affected by the floods and without mincing words, told them how he has received reports about some leaders in Lubaga who were bribed by this Indian not to demolish the wall fence he illegally raised.
He said, “My people I want to sympathize with you for the damage meted on you by the floods because a reckless indian built in the water channel.”
“As your MP, I feel your pain but we will not allow corrupt leaders who conspired with this Indian to keep a closed eye on this illegal construction.” Said Hon. Mukasa.
Whereas he did not clear residents to demolish this wall fence, they were by themselves busy cutting pipes connecting the fence to bring it down.
This is when Police arrived and started firing in the air to disperse residents who were defiant.
They were heard saying, “We are tired of losing lives and property due to this Indian who blocked water flow as KCCA physical planning and some leaders in Lubaga keep mute because this Indian wet their beaks. We are here to clear the water way.”
Hon. Mukasa who was already on the side of his people asked police to stop firing bullets since this was like adding salt to the wounds of Lubaga South people. Police listened and ceased fire.  
The MP took some police officers around who also came to a conclusion that the wall fence was the main cause of the flooding.
There and then a meeting between residents and the Indian was convened in the presence of police officers and MP Mukasa.
This is when word moved around that the Indians had  bribed some Lubaga leaders have them cleared to continue building this wall fence.
The MP vowed to pick this up, engage these leaders and make vomit the indians’ cash or else,  he would take the matter up to Parliament.
Because these leaders we are going to expose very soon, don’t want to vomit what they ate, we are told they connived with the Indians to open up a case against Hon. Mukasa and Lord councilor Nalubwama.

KLA MINISTER’S REPORT ON WRANGLES AT MASANAFU-NAKUWADDE ABATTOIR BETWEEN WAKISO SLAUGHTER COMPANY & BUSINESSMAN MABANO LEAKS

YESTERDAY on Friday January 14, 2022, Hon. Hajjat Minsa Kabanda minister in Charge of Kampala and Metropolitan Affairs was expected to release a report about her findings on the wrangles which rocked the abattoir located in the neigbourhood of Masanafu, at Nakuwadde-Bbira, Ssentema road, in Wakiso district. 
Businessman Godwin Mabano who is the landlord where the abattoir is located is at loggerheads with Wakiso City Slaughter House (U) Ltd, a company he legally and voluntarily entered with into a 25 years memorandum of understanding on February 21, 2019 to manage this abattoir through the directors of the herein slaughter company.
In less than three years, when business boomed at the abattoir, the landlord reportedly went against what was agreed upon in the MoU between the two parties leading to the arrest of Wakiso City Slaughter House (U) Ltd directors on charges of aggrevated robbery for which they pleaded not guilty saying they are tramped-up charges by a clique of people led by a one Abdul Lubega who were expelled from the company for indiscipline and incompetence.
Directors accuse Landlord Mabano for conniving with this clique to make false security reports so as  to have them arrested and their business taken over without any resistance.
Three directors and other five members of the company were brutally arrested by a group of security officials amidst gunshots which lasted for about 40 minutes at the abattoir as if they were arresting ADF rebels!
On their arrest, they were paraded in court and remanded at Kitalya Min Max Prison late last year. 
It’s unfortunate, one of the suspects Nicholas Kiridde died from Kitalya following his brutal arrest and torture! 
The three directors John Kaliisa, Christopher Kyazze commonly known as Rasta and Patrick Bampabula late last year were released on court bail, and the four Abbey Mugumba, Ethan Mukiibi, Robert Mutimula and Hamis Mubiru who were arrested on 21st September 2021, are still rotting in jail!

WHY MINISTER MINSA KABANDA INTERVENED
When the directors of Wakiso City Slaughter House (U) Ltd got court bail, they went back to the abattoir but were shocked to find a new company called Nile Abattoir formed to take over the abattoir with full support from the landlord Godwin Mabano who they accuse of betraying them.
The Wakiso Company directors however saw this as joke of the year saying they still had a 23 years running contract, there was no way Mabano could terminate it.
When they resisted, Mabano decided to close the abattoir. Traders petitioned Kampala minister who quickly intervened and directed that the abattoir shouldn’t be closed especially since  Christmas was approaching and they had to slaughter cows and goats.
Shortly after Christmas festive season, the minister on 6th January 2022 held a meeting with both parties at Wakiso district headquarters and listened to them. She gave them 9 days to come out with findings on how to resolve this impasse. After postponment, the report is now expected next week.
In this Part I of the story, the News editor intelligence team leaks what is expected in the minister’s report:

MOU BETWEEN THE LANDLORD & WAKISO CITY SLAUGHTER HOUSE  (U) LTD 
On February 21, 2019 the memorandum of understanding was made between WAKISO CITY SLAUGHTER HOUSE (U)LTD and GODWIN MABANO, the registered proprietor of land comprised in  Busiro Block 306 part of plot 4305 & 3893 measuring approximately 3 acres.
The MoU says, Mr. Mabano (the 2nd party) who is the registered owner of the land gave it to Wakiso City Slaughter House (U) Ltd (the 1st Party) to manage the same for the business of slaughtering cows, goats, sheep, renting rooms/Kiosks/stores/lock ups, stages for vehicles and motor cycles that transport meat, renting space to other persons with related businesses and other incidental business, the 1st party will manage the said land and business thereon on the terms herein contained in the MoU.
The MoU was signed by Godwin Mabano (for 2nd party) and Wakiso City Slaughter House (U) Ltd (for 1st party): John Kaliisa, Christopher Kyazze, Patrick Bampabura, Adam Lubega and Annet Birabwa, signed in the presence of William Rwabuhihi who originally acted as middle man between the two.

HOW THE PARTIES AGREED IN MOU:
DUTY OF THE 2ND PARTY
● The 2nd Party is the rightful owner of the land and he gave it to the 1st Party to manage it through its directors for running a business of slaughtering cows, goats & sheep and carrying out other related business on the same
● The 2nd Party shall be charged with the duty to develop the above mentioned land for better running of the business by the 1st Party and the same shall be done from time to time.
The developments shall be as follows;
a) Fix the metal in the slaughter house
b) Partitioning the slaughter house in three parts – slaughter part
c) cleaning of condemn house to destroy dead animals (6ft by 6ft) 
d) Putting pavers in front of the slaughter house
e) Toilet and bathrooms
f) A house for slaughtering goats 
g) Drainage for taking waste from the slaughter house
h) Room for cleaning the legs and heads of the slaughtered cows and goats 
i) Water, electricity and other related development as shall be agreed upon by the parties herein.
● The 2nd Party shall be honest to the 1st Party during the running of this business.

DUTIES OF THE 1ST PARTY
● Management of all the businesses on the land mentioned herein and the welfare of businessmen and women.
● Marketing and attracting of new business persons to this business.
● Shall be responsible for monitoring the affairs of the business and ensuring harmony in the business 
●  1st Party shall ensure at all time that only lawful business is dealt in. This includes slaughtering cows  goats, sheep  renting rooms/Kiosks/stores/lookups stages for vehicles and motor cycles that transport meat, renting space to other persons with related business and other incidental business.
● The 1st party shall lay account to the 2nd Party from the rentals after one year of business 
● The 1st Party shall be responsible to attract persons to the business and market the business 
● To ensure hygiene at the place of business at all the times

MANAGEMENT OF THE BUSINESS
● The slaughter business and all related business shall be managed by the 1st Party or his agents/directors and the 2nd party or agent
● The 2nd Party will remain in personal control of the six (6) rooms already rented out near the gate and shall continue managing the same during the existence of the  business. 
● The 2nd party shall retain space on the land herein mentioned near the slaughter house to build the warehouse to run  his private business. 
● The parties shall from time to time call meetings for the proper management of the business herein every after four (4) months.
● The utility bills, taxes and other related dues shall be  paid from the money collected from business

FINANCES  AND SHARING OF PROFITS
● The 1st Party directors and Shareholders shall jointly work with the 2nd party or is agents in collection of money from every person running business on the land occupied by the 1st Party.
● The 2nd party shall take all the UGX Six thousands (6,000) collected by the 1st party for each slaughtered cow in the 1st year of the business and the 1st party shall take all the money collected from all other businesses on the land herein described. That should the business boom in the 1st year of business, the charges shall increase from UGX 6000 (Six thousands) to UGX 12000 (Twelve thousands) and the 2nd party shall be entitled to take all the UGX 12000 (Twelve thousands) in case of any increase in the fees charged on every cow slaughtered in the slaughter house on the land herein mentioned so longer as the same is in the 1st year of the business. This money does not include money collected from the goats, sheep and other businesses on the land in question.
● After the expiration of 1st year of business, the 1st Party shall take 25% and 2nd party take 75% of the money collected from all the business on the described land herein. This shall be after deducting the expenses involved in the running of the business.
● The increase of charges paid by the persons carrying out business on the above land shall be done by the management 

DURATION OF THE BUSINESS
The 1st Party and the 2nd Party agreed to run business for twenty five (25) years subject to renewal by mutual consent of the parties herein. The parties agreed to be meeting every after five (5) years to audit and review their business.

DISPUTE SETTLEMENT 
In the event of any dispute between the two parties, they agreed to choose a mediator to settle the matter before taking any other legal remedy.

GABULA NADIOPE IV IS KING UNTIL DEATH: BUSOGA KINGDOM DENIES ELECTION OF NEW KYABAZINGA, CLIQUE BEHIND THIS DRAMA EXPOSED

LATEST from Obwakyabazinga bwa Busoga, the Kingdom has distanced itself from a document making rounds on social media titled: ‘Public Notice and declaration’, dated 3rd January 2022 in respect to matters of Kyabazingaship.
This Public Notice and declaration is said to have been made by a certain clique calling themselves Hereditary Saza Chiefs Royal clan of Obwakyabazinga bwa Busoga claiming they moved a vote of no confidence in HRH William Wilberforce Gabula Nadiope IV, thereby removing him as the Isebantu Kyabazinga of Obwakyabazinga.
This clique went ahead to declare Edward Columbus Wambuzi Mukoki the Zibondo of Bulamogi as the new Kyabazinga. 
The Kingdom has however branded this as a joke of the year!
According to a statement released by Dr. Joseph Muvawala the Katuukiro of Busoga, 
His Royal Highness William Wilberforce Nadiope Gabula IV is the King and firmly on the Kyabazingaship throne.
Owek. Muvawala has therefore implored the general public, Kingdom partners, friends of Busoga and all peace loving Ugandans to disregard the said Notice and treat it with the contempt it deserves.
The official Kingdom statement reads, “His Royal Highness William Wilberforce Nadiope Gabula IV, the legitimate Isebantu of Busoga Kingdom as duly elected on 24th August 2014, enthroned on 13th September 2014 and duly Gazzetted by the Government of Uganda on 24th, June 2019 under General Notice No. 649 of 2019, is firmly in office and performing his functions as enshrined under the Obwakyabazinga Bwa Busoga  Constitution and the relevant national laws.”
“The purported dismissal and election of a new Kyabazinga is false, illegal, misleading and intended at creating confusion and disunity in the Kingdom which all peace loving Basoga and Ugandans should shun and condemn.” Reads Premier Muvawala’s statement. 
It has been copied to H.E The President of Uganda, The Kyabazinga of Busoga, The Rt. Hon. Speaker of parliament, Permanent Secretary ministry of Gender, Labour and Social development, Chiefs royal council, Speaker Busoga Lukiiko, Isabakunganhia clans council, Minister of presidency and the Inspector General of Police.
Katuukiro has clarified that, The Kyabazinga once elected under the Constitution of Busoga and the Basoga culture, He reigns untill death.
He has said, the organs of Obwakyabazinga to it; the Busoga Lukiiko, the Cabinet, Clans Council, Abambedha Council, Chief Royal Council among others are duly performing their mandate and there should be no cause for alarm. 
The Kingdom has in the past seven years since enthronement of HRH the Isebantu Kyabazinga, registered tremendous success in areas of cultural promotion, unity, education, health, strategic partnership among others and there it will continue to build on for the social, cultural and economic benefit of our people. 
The Kingdom has thanked the Government of Uganda, the people of Busoga and partners that have been strong pillars in these efforts.
“Obwakyabazinga re-assures the General Public that these temporary developments just like several others before, shall be dealt with and managed. We encourage every one to remain calm and observe law and order.” Reads statement which is signed by the Busoga Kingdom Premier.

‘HERE IS WHY WE DON’T NEED AMENDMENT OF THE LAND LAW’, AMBASSADOR KINTU NYAGO ADVISES MUSEVENI, SALUTES BLB ON BIBANJA APPROACH

UGANDA’S Ambassador to Pretoria, South Africa H.E Kintu Nyago who has a record of fighting for Bibanja holders in different parts of the country has saluted Buganda Land Board (BLB), an organisation set up by His Majesty The Kabaka to manage his land, for what he has called better treatment of bibanja holders.
Amb. Kintu Nyago says, BLB has perfectly handled tenants on Kabaka’s land in that, there are no eviction reports of bibanja holders as this is common to other mailo land owners and even on public land.
In an interview with this News Website, Ambassador Kintu Nyago said bibanja holders are happily settled on Kabaka’s land, no disturbances, they only have to pay Busuulu and enjoy staying on Kabaka’s land. He thanked BLB for protecting tenants on Kabaka’s land.
“Kabaka, through his Buganda Land Board (BLB), treats better bibanja holders on the Kingdom land than any other Mailo owners. There is stability for those on Kabaka’s land. People are more settled, there is no evictions like we see with other mailo land. I want to thank Kabaka and BLB on this.” Noted Ambassador Kintu Nyago.
He was speaking to us about how President Museveni can fight and end land evictions and his views on the proposed land ammendments to scrap mailo land tenure system in Uganda.
This proposal is campaigned for by the State minister for land Dr. Samuel Mayanja although public has strongly rejected it saying, it is being brought in bad spirit, targeting Kabaka’s land vowing never to support it.
In his view, Amb. Kintu Nyago said, “The land law we have is enough, we only need it’s implementation.The land ministry should not waste time in drafting land law amendment bill, the only solution to land eviction is availability of the land fund. You can’t take people’s land for free. Bring land fund, land owners will willingly sell it to Government.” 
He said, the system of land fund worked in Ankole and Kibale and President Museveni didn’t need an amendment of the land law to get mailo land in these areas.
Ambassador Nyago revealed, “It is not true that Mailo land is only in Buganda. In Ankole, Prince Barigye had Mailo land. Hon. Nathan Byanyima also had mailo land his grand father was a chief in Isingiro. They got chunks of land.
Government compensated Barigye and Nathan Byanyima using the land fund.” It is said, Hon. Nathan Byanyima used this money to start a bus company called Ibabu coaches. Each of the tenants on this land got Free-hold land titles. 
Nyago believes, who ever has a land title can easily get a bank loan and ventures into business, Agriculture, farming, etc. 
But if you don’t have a title, it’s hard to use that kibanja to develop because each time you try to put up any development, the land owner will block you. According to him, that is why here in Buganda, there is no development like in the Areas of say, Ankole. 
He asked, if land fund worked in Ankole and in Kibale where Prime minister Robinah Nabbanja comes from, why don’t they use the same approach here? 
“Why doesn’t Government get a land fund, call willing land owners to a round table and compensates them so that bibanja holders also get titles? Does this requires to first amend the land law?” He asked.
Kintu Nyago said, NRM performed poorly in Buganda during last year’s general election mainly because of poor handling of land issues not because of tribalism. 
He gave an example of Mubende which is dominated by Banyoro, Batoro and Banyankole but people didn’t vote NRM yet in the neighbouring district of Kakumiro where land fund was applied, NRM scored highly.
He revealed that, the rift between land owners and bibanja holders can easily be sorted out by land fund. 
Without this, minister Sam Mayanja is wasting time with his land amendments to scrap mailo land because it doesnt solve the land problem.
“There must be a win-win situation. You can’t take people’s land by force. My interest is to see president Museveni stay in power. Let him solve the land problem in Buganda by applying land fund approach he used in Ankole and other parts of the country. Land owners will be compensated and they will relinquish their land willingly. This will bring harmony in the country.” Said Ambassador Nyago.
He advised Lands minister Judith Nabakooba to take land fund in areas like Mityana, engage land owners, majority will willingly give away their land without first pulling of ropes and coming up with senseless land amendments.
“We don’t need a new Land law. That is a wastage of time and money. Instead, let there be justice. Land fund was used in Ankole, Isingiro, Kashari and Kibale, also bring it to Buganda.” Said Kintu Nyago. He gave an example of a one Bazongere who was a chief in Mengo. He had a mailo land in Kibale and was among the land fund beneficiaries.  
Asked whether land owners in Buganda will embrace land fund, he said yes because they are also fed up with land court battles, mob justice implicated on them by bibanja holders and some land Lords have lost lives like one man in Nakaseke who was killed by a kibanja holder. So if Government brings land fund, many landlords will give away their land.

HOW WARS AND ARMED CONFLICTS ARE DERAILING AFRICA’S PROGRESS

AUTHOR and journalist Fareed Zakaria once observed that today, “The richest countries of the world are not in geopolitical competition with one another, fighting wars, proxy wars or even engaging in arms races or cold wars…You would have to go back hundreds of years to find a similar period of great power peace”.
According to Zakaria, the number of people who have died as a result of war (in the developed nations) is down 50 per cent this decade from the 1990s and it is down 75 per cent from the preceding five decades. In fact, it is said that these countries are living in the most peaceful times in human history. The political stability experienced in the developed world has allowed the creation of a strong economic system, which has enabled them to flourish and grow immeasurably. 
For instance, today, the average Chinese person is 10 times richer than he or she was 50 years ago and further estimates indicate that a third of all the babies born in the developed countries this year will live to be 100 years.
In Africa, on the other hand, armed conflicts and civil wars continue to be the order of the day and are only getting worse. An analysis of the most relevant events revealed that in 2021, there were at least 20 African countries with active armed conflicts. And as a result, more than 30,000 Africans were brutally killed, an almost ten-fold increase from a decade ago.

The growing violence and military tensions in African countries such as Ethiopia, Sudan, DR Congo, Libya and Mali, have led to huge loss of life, exacerbated urban problems, derailed social progress and are locking these countries into a downward spiral of intergenerational poverty.
The rising military spending by African states is absorbing a growing share of their already limited national budgets, in contrast to a general decline in other parts of the world. Available statistics show that military spending in Africa exceeded $43 billion in 2020, up from $15 billion in the 1990s. 
We need to understand this: When guns become a national obsession, all other social and developmental needs become a luxury. 
Former U.S President John F. Kennedy said on one occasion: “Mankind must put an end to war, or war will put an end to mankind.” And in my opinion, much of the armed conflict and violence in a significant number of African countries is driven by competition for resources, corruption, weak governance and a failure to manage the resultant ethnic diversity, as well as to build a common national identity.
There has been a consistent correlation between countries with lower GDP per capita, weak institutions and the likelihood of descending into armed conflict and civil wars. 
In Ethiopia, for example, a power struggle, a failed national election and poverty are among several factors that led to the crisis that has now spanned more than 2 years.
Well, it is true that sometimes the causes of these armed conflicts are as varied and complex as the challenges of resolving them, but in general, most actors – former and current – are almost after the same goals. 
And for some reason, those in power never learn from the past experiences – some are drunk with success and sick with ambition. It is painful to watch countries like Libya, Ethiopia, Senegal, Sudan and Ivory Coast getting engulfed in chaos, lawlessness and violence. 
This is because, not so many years ago, these countries were the envy of the continent (and perhaps the world), and were among the fastest growing economies. The impact of war has generated a series of lethal but indirect consequences on many African economies since the late nineteenth century, robbing them of their developmental potential and democratic possibilities. 
The African continent has had the slowest growth among all the continents in the world.   
Surprisingly, from a historical and global perspective, Africa has been no more prone to violent conflicts than other regions. Indeed, Africa’s share of the more than 180 million people who died from armed conflicts during the twentieth century is relatively modest: in the sheer scale of casualties there is no equivalent in African history to Europe’s First and Second World Wars, or even the civil wars and atrocities in revolutionary Russia and China.
But to many of the developed countries, war is a thing of the past and due to their ugly prior experiences, they learnt that using force perhaps shouldn’t be one of the first options in conflict resolution. Unlike Africa, they have consistently utilized other tools of engagement to achieve national objectives.
Yes, I am aware that the African Union (AU) has made a number of efforts in the past to avert this problem but most of them have failed miserably. 
Take the example of the “Silencing the Guns in Africa by 2020” project adopted by the AU in 2013. The initiative was intended to achieve a conflict-free Africa, prevent genocide, make peace a reality for all and rid the continent of wars, violent conflicts, human rights violations, and humanitarian disasters. The leaders hoped to have all the guns silenced by 2020. 
Obviously, instead of improving, the situation got worse as 2020 saw the unfortunate return of military coups in Africa after a long while and failure by the AU to effectively intervene has further cast the Organization’s credibility in further disarray. Contrary to what former drug lord Pablo Escobar said, not all empires are created of blood and fire, especially in the Modern world. 

A military siege is always expensive, costs both lives, time, energy and money. And with every battle we grower weaker. In the words of Dr Martin Luther King: “Why can’t we at long last grow up, and take off our blindfolds, chart new courses, put our hands to the rudder and set sail for the distant destination, the port city of peace?”. 
If we assume that life is worth living and that man has a right to survive, then we must find an alternative to war.

LUBAGA South legislator Aloysius Talton Gold Mukasa has sent a strong warning message to the people he has referred to as NRM opportunists not to risk ever thinking that they can cause a constitutional ammendment to deny Ugandans a right to elect their president.
Government has however denied any attempt to change election system in Uganda. Deputy Attorney General Jackson Kafuuzi on Wednesday said that information is fake.
A group of ruling NRM  party candidates who lost in the previous parliamentary elections are behind the proposal to have the country’s president elected by parliament not by adult suffrage.
Calling themselves ‘Transformer Cadres Association Uganda’ with Felix Adupa Ongwech who lost in the Kioga County MP election as the president, the group told journalists on Thursday that they have prepared several proposals that they want to present to the NRM national chairman for consideration.
“We have a proposal to amend electoral laws and other legislation to pave way for a hybrid parliamentary system where the head of government who also doubles as the Head of State is elected by parliament and local government councils.” Adupa told journalists.
They also proposed the creation of a Senate or Upper House in parliament. Members of the senate of Upper House will be nominated by political parties with representation in parliament. Representation in Senate will be according to strength of parties in the lower house. This is intended to rise the quality of debate in as far as legislation is concerned.”
The group told journalists that such a proposal would help reduce issues like the huge budgetary sums injected into elections by government every five years.

PREPARE FOR A SHOWDOWN- MP MUKASA
While addressing mourners at Masuulita-Kanjeyo at the burial of councilor Evelyn Nakiryowa’s mother yesterday, Hon. Mukasa said, this country went into a guerilla war in 1981 and then rebel leaders pledged to bring rule of law and democracy, where Ugandans would choose leaders of their choice and determine which system of governance they want. It is not up to someone or a group of people to dictate who to lead them. Masuulita was one of the most affected areas during this guerilla war. Hundreds lost their lives and property.
Flanked by Lubaga councilors, Hon. Mukasa warned that, “If any one wants to destabilise this country, let him or her dare bring that nosense. What you saw in 2017 during the 10th Parliament age limit amendments debate was just a curtain raiser.”
“Wait and see what will happen, good, this time NUP is in the driving seat, expect a serious showdown country wide. They will have to first kill all Ugandans, otherwise, this will never pass.” Vowed Lubaga South legislator.
For starters, chaotic scenes broke out in Uganda’s parliament as MPs debated the contentious removal of the presidential age limit. 
Tempers flared and security men said to be officers from the Special Forces Command (SFC) donning suits raided MPs during a plenary session, beating and throwing out opposition legislators.
Although article 102 (b) was amended enabling President Museveni to run again in 2021, Ugandans remained divided on this and Uganda’s reputation was dented world over.
The opposition National Unity Platform MP Mukasa, who fellow politicians say is a silent strategist reminded the agitators to scrap right for Ugandans to elect their President that, what they will experience this time will be worse. Ugandans are ready to die defending their constitution.
In 1994, a Constituent Assembly was established to represent Ugandans and to debate the Draft Constitution prepared by the Uganda Constitutional Commission. In 1995 a Constitution for Uganda was enacted.
Hon. Mukasa said, Ugandans must exercise their sovereign and inalienable right to determine the form of governance for their country, having fully participated in the Constitution-making process and this will never be deterred.  
Lubaga South people have already notified their MP to vote against any attempt to deny citizens the right to elect their President because this is why NRA picked guns in 1981 to fitht dictatorship.
The constitution of the Republic of Uganda protects the right to vote. The right to vote is fundamental because it directly affects other rights to the extent that the leaders we vote into power determine whether the rule of law will be upheld or not. 
Every citizen of Uganda of eighteen years of age or above has a right to vote. This places a duty on every citizen of 18 years of age and above to register as a voter for public elections or referenda.
The constitution also places a duty upon the state to take all necessary steps to ensure that all citizens qualified to vote register and exercise their right to vote.
Hon. Mukasa said, “We will protect the rights of all citizens to elect their president. A Parliament which was raided by security forces, opposition MPs clobbered and some even got permanent fractures, can’t be empowered to elect President. What if the same forces raid parliament again, throw away and arrest MPs which oppose election of President to be done by Parliament? We are going to mobilise millions of Ugandans to fail this move. Enough is enough.” 
Quoting the Constitution of Republic of Uganda, the Preamble states that; We the People of Uganda: 
Recalling our history which has been characterised by political and constitutional instability;
Recognising our struggles against the forces of tyranny, oppression and exploitation;
We are committed to building a bright future by establishing a socio-economic and political order through a popular and durable national Constitution based on the principles of unity, peace, equality, democracy, freedom, social justice and progress.
