UGANDA’S Ambassador to Pretoria, South Africa H.E Kintu Nyago who has a record of fighting for Bibanja holders in different parts of the country has saluted Buganda Land Board (BLB), an organisation set up by His Majesty The Kabaka to manage his land, for what he has called better treatment of bibanja holders.
Amb. Kintu Nyago says, BLB has perfectly handled tenants on Kabaka’s land in that, there are no eviction reports of bibanja holders as this is common to other mailo land owners and even on public land.
In an interview with this News Website, Ambassador Kintu Nyago said bibanja holders are happily settled on Kabaka’s land, no disturbances, they only have to pay Busuulu and enjoy staying on Kabaka’s land. He thanked BLB for protecting tenants on Kabaka’s land.
“Kabaka, through his Buganda Land Board (BLB), treats better bibanja holders on the Kingdom land than any other Mailo owners. There is stability for those on Kabaka’s land. People are more settled, there is no evictions like we see with other mailo land. I want to thank Kabaka and BLB on this.” Noted Ambassador Kintu Nyago.
He was speaking to us about how President Museveni can fight and end land evictions and his views on the proposed land ammendments to scrap mailo land tenure system in Uganda.
This proposal is campaigned for by the State minister for land Dr. Samuel Mayanja although public has strongly rejected it saying, it is being brought in bad spirit, targeting Kabaka’s land vowing never to support it.
In his view, Amb. Kintu Nyago said, “The land law we have is enough, we only need it’s implementation.The land ministry should not waste time in drafting land law amendment bill, the only solution to land eviction is availability of the land fund. You can’t take people’s land for free. Bring land fund, land owners will willingly sell it to Government.” 
He said, the system of land fund worked in Ankole and Kibale and President Museveni didn’t need an amendment of the land law to get mailo land in these areas.
Ambassador Nyago revealed, “It is not true that Mailo land is only in Buganda. In Ankole, Prince Barigye had Mailo land. Hon. Nathan Byanyima also had mailo land his grand father was a chief in Isingiro. They got chunks of land.
Government compensated Barigye and Nathan Byanyima using the land fund.” It is said, Hon. Nathan Byanyima used this money to start a bus company called Ibabu coaches. Each of the tenants on this land got Free-hold land titles. 
Nyago believes, who ever has a land title can easily get a bank loan and ventures into business, Agriculture, farming, etc. 
But if you don’t have a title, it’s hard to use that kibanja to develop because each time you try to put up any development, the land owner will block you. According to him, that is why here in Buganda, there is no development like in the Areas of say, Ankole. 
He asked, if land fund worked in Ankole and in Kibale where Prime minister Robinah Nabbanja comes from, why don’t they use the same approach here? 
“Why doesn’t Government get a land fund, call willing land owners to a round table and compensates them so that bibanja holders also get titles? Does this requires to first amend the land law?” He asked.
Kintu Nyago said, NRM performed poorly in Buganda during last year’s general election mainly because of poor handling of land issues not because of tribalism. 
He gave an example of Mubende which is dominated by Banyoro, Batoro and Banyankole but people didn’t vote NRM yet in the neighbouring district of Kakumiro where land fund was applied, NRM scored highly.
He revealed that, the rift between land owners and bibanja holders can easily be sorted out by land fund. 
Without this, minister Sam Mayanja is wasting time with his land amendments to scrap mailo land because it doesnt solve the land problem.
“There must be a win-win situation. You can’t take people’s land by force. My interest is to see president Museveni stay in power. Let him solve the land problem in Buganda by applying land fund approach he used in Ankole and other parts of the country. Land owners will be compensated and they will relinquish their land willingly. This will bring harmony in the country.” Said Ambassador Nyago.
He advised Lands minister Judith Nabakooba to take land fund in areas like Mityana, engage land owners, majority will willingly give away their land without first pulling of ropes and coming up with senseless land amendments.
“We don’t need a new Land law. That is a wastage of time and money. Instead, let there be justice. Land fund was used in Ankole, Isingiro, Kashari and Kibale, also bring it to Buganda.” Said Kintu Nyago. He gave an example of a one Bazongere who was a chief in Mengo. He had a mailo land in Kibale and was among the land fund beneficiaries.  
Asked whether land owners in Buganda will embrace land fund, he said yes because they are also fed up with land court battles, mob justice implicated on them by bibanja holders and some land Lords have lost lives like one man in Nakaseke who was killed by a kibanja holder. So if Government brings land fund, many landlords will give away their land.

HOW WARS AND ARMED CONFLICTS ARE DERAILING AFRICA’S PROGRESS

AUTHOR and journalist Fareed Zakaria once observed that today, “The richest countries of the world are not in geopolitical competition with one another, fighting wars, proxy wars or even engaging in arms races or cold wars…You would have to go back hundreds of years to find a similar period of great power peace”.
According to Zakaria, the number of people who have died as a result of war (in the developed nations) is down 50 per cent this decade from the 1990s and it is down 75 per cent from the preceding five decades. In fact, it is said that these countries are living in the most peaceful times in human history. The political stability experienced in the developed world has allowed the creation of a strong economic system, which has enabled them to flourish and grow immeasurably. 
For instance, today, the average Chinese person is 10 times richer than he or she was 50 years ago and further estimates indicate that a third of all the babies born in the developed countries this year will live to be 100 years.
In Africa, on the other hand, armed conflicts and civil wars continue to be the order of the day and are only getting worse. An analysis of the most relevant events revealed that in 2021, there were at least 20 African countries with active armed conflicts. And as a result, more than 30,000 Africans were brutally killed, an almost ten-fold increase from a decade ago.

The growing violence and military tensions in African countries such as Ethiopia, Sudan, DR Congo, Libya and Mali, have led to huge loss of life, exacerbated urban problems, derailed social progress and are locking these countries into a downward spiral of intergenerational poverty.
The rising military spending by African states is absorbing a growing share of their already limited national budgets, in contrast to a general decline in other parts of the world. Available statistics show that military spending in Africa exceeded $43 billion in 2020, up from $15 billion in the 1990s. 
We need to understand this: When guns become a national obsession, all other social and developmental needs become a luxury. 
Former U.S President John F. Kennedy said on one occasion: “Mankind must put an end to war, or war will put an end to mankind.” And in my opinion, much of the armed conflict and violence in a significant number of African countries is driven by competition for resources, corruption, weak governance and a failure to manage the resultant ethnic diversity, as well as to build a common national identity.
There has been a consistent correlation between countries with lower GDP per capita, weak institutions and the likelihood of descending into armed conflict and civil wars. 
In Ethiopia, for example, a power struggle, a failed national election and poverty are among several factors that led to the crisis that has now spanned more than 2 years.
Well, it is true that sometimes the causes of these armed conflicts are as varied and complex as the challenges of resolving them, but in general, most actors – former and current – are almost after the same goals. 
And for some reason, those in power never learn from the past experiences – some are drunk with success and sick with ambition. It is painful to watch countries like Libya, Ethiopia, Senegal, Sudan and Ivory Coast getting engulfed in chaos, lawlessness and violence. 
This is because, not so many years ago, these countries were the envy of the continent (and perhaps the world), and were among the fastest growing economies. The impact of war has generated a series of lethal but indirect consequences on many African economies since the late nineteenth century, robbing them of their developmental potential and democratic possibilities. 
The African continent has had the slowest growth among all the continents in the world.   
Surprisingly, from a historical and global perspective, Africa has been no more prone to violent conflicts than other regions. Indeed, Africa’s share of the more than 180 million people who died from armed conflicts during the twentieth century is relatively modest: in the sheer scale of casualties there is no equivalent in African history to Europe’s First and Second World Wars, or even the civil wars and atrocities in revolutionary Russia and China.
But to many of the developed countries, war is a thing of the past and due to their ugly prior experiences, they learnt that using force perhaps shouldn’t be one of the first options in conflict resolution. Unlike Africa, they have consistently utilized other tools of engagement to achieve national objectives.
Yes, I am aware that the African Union (AU) has made a number of efforts in the past to avert this problem but most of them have failed miserably. 
Take the example of the “Silencing the Guns in Africa by 2020” project adopted by the AU in 2013. The initiative was intended to achieve a conflict-free Africa, prevent genocide, make peace a reality for all and rid the continent of wars, violent conflicts, human rights violations, and humanitarian disasters. The leaders hoped to have all the guns silenced by 2020. 
Obviously, instead of improving, the situation got worse as 2020 saw the unfortunate return of military coups in Africa after a long while and failure by the AU to effectively intervene has further cast the Organization’s credibility in further disarray. Contrary to what former drug lord Pablo Escobar said, not all empires are created of blood and fire, especially in the Modern world. 

A military siege is always expensive, costs both lives, time, energy and money. And with every battle we grower weaker. In the words of Dr Martin Luther King: “Why can’t we at long last grow up, and take off our blindfolds, chart new courses, put our hands to the rudder and set sail for the distant destination, the port city of peace?”. 
If we assume that life is worth living and that man has a right to survive, then we must find an alternative to war.

LUBAGA South legislator Aloysius Talton Gold Mukasa has sent a strong warning message to the people he has referred to as NRM opportunists not to risk ever thinking that they can cause a constitutional ammendment to deny Ugandans a right to elect their president.
Government has however denied any attempt to change election system in Uganda. Deputy Attorney General Jackson Kafuuzi on Wednesday said that information is fake.
A group of ruling NRM  party candidates who lost in the previous parliamentary elections are behind the proposal to have the country’s president elected by parliament not by adult suffrage.
Calling themselves ‘Transformer Cadres Association Uganda’ with Felix Adupa Ongwech who lost in the Kioga County MP election as the president, the group told journalists on Thursday that they have prepared several proposals that they want to present to the NRM national chairman for consideration.
“We have a proposal to amend electoral laws and other legislation to pave way for a hybrid parliamentary system where the head of government who also doubles as the Head of State is elected by parliament and local government councils.” Adupa told journalists.
They also proposed the creation of a Senate or Upper House in parliament. Members of the senate of Upper House will be nominated by political parties with representation in parliament. Representation in Senate will be according to strength of parties in the lower house. This is intended to rise the quality of debate in as far as legislation is concerned.”
The group told journalists that such a proposal would help reduce issues like the huge budgetary sums injected into elections by government every five years.

PREPARE FOR A SHOWDOWN- MP MUKASA
While addressing mourners at Masuulita-Kanjeyo at the burial of councilor Evelyn Nakiryowa’s mother yesterday, Hon. Mukasa said, this country went into a guerilla war in 1981 and then rebel leaders pledged to bring rule of law and democracy, where Ugandans would choose leaders of their choice and determine which system of governance they want. It is not up to someone or a group of people to dictate who to lead them. Masuulita was one of the most affected areas during this guerilla war. Hundreds lost their lives and property.
Flanked by Lubaga councilors, Hon. Mukasa warned that, “If any one wants to destabilise this country, let him or her dare bring that nosense. What you saw in 2017 during the 10th Parliament age limit amendments debate was just a curtain raiser.”
“Wait and see what will happen, good, this time NUP is in the driving seat, expect a serious showdown country wide. They will have to first kill all Ugandans, otherwise, this will never pass.” Vowed Lubaga South legislator.
For starters, chaotic scenes broke out in Uganda’s parliament as MPs debated the contentious removal of the presidential age limit. 
Tempers flared and security men said to be officers from the Special Forces Command (SFC) donning suits raided MPs during a plenary session, beating and throwing out opposition legislators.
Although article 102 (b) was amended enabling President Museveni to run again in 2021, Ugandans remained divided on this and Uganda’s reputation was dented world over.
The opposition National Unity Platform MP Mukasa, who fellow politicians say is a silent strategist reminded the agitators to scrap right for Ugandans to elect their President that, what they will experience this time will be worse. Ugandans are ready to die defending their constitution.
In 1994, a Constituent Assembly was established to represent Ugandans and to debate the Draft Constitution prepared by the Uganda Constitutional Commission. In 1995 a Constitution for Uganda was enacted.
Hon. Mukasa said, Ugandans must exercise their sovereign and inalienable right to determine the form of governance for their country, having fully participated in the Constitution-making process and this will never be deterred.  
Lubaga South people have already notified their MP to vote against any attempt to deny citizens the right to elect their President because this is why NRA picked guns in 1981 to fitht dictatorship.
The constitution of the Republic of Uganda protects the right to vote. The right to vote is fundamental because it directly affects other rights to the extent that the leaders we vote into power determine whether the rule of law will be upheld or not. 
Every citizen of Uganda of eighteen years of age or above has a right to vote. This places a duty on every citizen of 18 years of age and above to register as a voter for public elections or referenda.
The constitution also places a duty upon the state to take all necessary steps to ensure that all citizens qualified to vote register and exercise their right to vote.
Hon. Mukasa said, “We will protect the rights of all citizens to elect their president. A Parliament which was raided by security forces, opposition MPs clobbered and some even got permanent fractures, can’t be empowered to elect President. What if the same forces raid parliament again, throw away and arrest MPs which oppose election of President to be done by Parliament? We are going to mobilise millions of Ugandans to fail this move. Enough is enough.” 
Quoting the Constitution of Republic of Uganda, the Preamble states that; We the People of Uganda: 
Recalling our history which has been characterised by political and constitutional instability;
Recognising our struggles against the forces of tyranny, oppression and exploitation;
We are committed to building a bright future by establishing a socio-economic and political order through a popular and durable national Constitution based on the principles of unity, peace, equality, democracy, freedom, social justice and progress.

HON. MINSA Kabanda, Minister for Kampala Capital City & Metropolitan Affairs has today officially handed over a newly refurbished ‘old taxi park’ to joyous taxi drivers and conductors who thanked her for helping them repossess their park.
Kabanda who was welcomed by Mr. Rashid Ssekindi, Mr. Mustafa Mayambala and Mr. Williams Katumba, the leaders of taxi operators in Kampala, however told hundreds of taxi drivers and conductors who gathered to show gratitude, not to thank her, but ‘their friend’, His Excellency the President of Uganda, Yoweri Kaguta Museveni.
Flanked by Kampala Central Mayor Uhuru Salim Nsubuga and her Personal Assistant Eng. Muzamiru Katumba commonly known as ‘Panadol’, Hon. Minister Minsa Kabanda revealed to Taxi operators that, “Please don’t thank me, I am here on behalf of your friend, our beloved president Yoweri Museveni who rescued Old Taxi Park land sold off by opposition leader John Ssebaana Kizito, then Kampala Capital City Mayor.”
“President Museveni is paying for the sins committed by opposition politicians. Now you know who truly loves you, who wants your job protected.” Said Hajjat Minsa Kabanda amidst chants from taxi operators who were heard thanking her for being approachable and a minister who listens and understands the common man in Kampala.
Minsa Kabanda said, reopening of the Old taxi park was delayed by tycoons who went to court on grounds that then KCC led by Democratic Party President Ssebaana Kizito sold them plots on the land where this park sits.
For starters, since the completion of the old taxi park refurbishment, there has been a deadlock between Kampala Capital City Authority (KCCA) and owners of the plots as taxi operators demanded to re-occupy the place.
For long, neither the city authorities nor the developers have been occupying the park due to legal gymnastics  and political stalemate.
The developers had court orders giving them powers to redevelop their plots.

WHO ARE THESE TYCOONS/COMPANIES CLAIMING OWNERSHIP OF PLOTS
They are;
■ Abamwe Transporters Ltd who owns plots 21-23 measuring 0.067 hectares on Burton Street
■ Kabale Distributors Ltd possesses plots 27-29 measuring 0.55 hectares on Ben Kiwanuka Street.
■ Contractors & Transport Services Lt
■ D.K.S Uganda Ltd
■ Key & Ham Investments Ltd
■ Aponye Uganda Limited, Lukyamuzi Investments Limited 
■ City Oil (U) Limited
■ Shumuk Industries Limited 
■ The Giant Eagle Mobile Phones & Accessories Ltd.
Reports show, eight of these companies own 0.501 hectares (1.24 acres) of the Old Taxi Park, which covers 3.53 acres. 
Before some of the plots were redeveloped, the Old Taxi Park measured 4.398 acres.
These companies got sub-leases from Kampala City Council (now Kampala Capital City Authority) in 2006.
However, they were unable to take over the land after taxi operators refused to vacate the park claiming ownership.
In the same year, the companies sued KCCA and later reached a consent judgement in January 2017.
Court ruled that both KCCA and plaintiffs will develop the park and suit properties on the periphery in accordance with the designs approved by the defendant.
Taxi operators however insisted that President Museveni ordered that they use the land for taxi operations. 
Court however put an injunction blocking KCCA from reopening the park for taxi operations.

HOW THE TAXI PARK HAS REOPENED 
Minister Minsa Kabanda today told taxi operators that, “On the directives of the President to reopen the park, we engaged those who own plots in taxi park and here we are, the injunction was removed. Continue supporting pro-people leaders, President Museveni proves that he is one.” 
Kabanda who reached Taxi Park at 3:10 pm said, President Museveni directed the park to be functional by the time schools reopen to ease transport.
The ministry of education has already confirmed, schools will reopen on Monday January 10, 2022.
Hajjat Minsa Kabanda said, the Memorundum of understanding between Government and developers of the old taxi park is that, they must construct structures that leave the taxi park at the ground and first floor and use other upper floors.
Minister who was taken around the taxi park recommended taxi operators for the observance of SOPs and urged them to go for Covid-19 vaccination.
She has also asked leaders to maintain peace and unity among taxi drivers saying, she doesnt want to hear about fights amongst drivers or conductors.
Minister directed that there should be order in the park, sanitation and that vendors shouldn’t be allowed in the taxi park due to Covid-19 SOPs observance.

Hajjat Minsa Kabanda also directed that all taxis operating on the roadsides must be evicted because space in the three gazetted parks which include Namayiba, Old taxi park and the new taxi park is enough.
She wants all guides in the park to have uniforms for easy identification and reminded drivers that they will pay some small revenue to KCCA who manages the city.

Mayor Uhuru who also thanked the President for responding positively to the appeal of leaders and taxi operators to reopen the old park, said political opportunists who have been spreading false information how the Park will never be returned to taxi operators, it’s time for them to eat their words.
He saluted Kampala minister Hajjat Kabanda, Works and Transport Minister Gen. Edward Katumba Wamala, State minister for Kampala Kabuye Kyoofatogabye, RCC Hood Hussein, KCCA Executive Director, leaders of Taxi operators and every body whose efforts have led to the reopening of this park.

She talked about deploying NRM cadres to handle cleanliness/sweeping of the park an assignment which will be handled by councilor Kaigo.

WORKAHOLIC MP ALOYSIUS MUKASA KICKS-OFF INSPECTION OF LUBAGA SCHOOLS AHEAD OF RE-OPENING

MEMBER of Parliament Aloysius Mukasa yesterday unexpectedly visited different schools in Lubaga South Constituency to inspect them and check with the management on whether they are prepared to receive pupils and students come Monday 10th January, 2022. The MP engaged school owners and staff.
This comes after The Head of State H.E Yoweri Kaguta Museveni on Friday last week directed that schools re-open on 10th January 2022 after a period of about two years when he closed them over the outbreak of Covid-19 pandemic.

In all schools he visited, MP Mukasa was taken around classes, toilets, school kitchens and dormitories. He asked to be taken to sanitising points and be briefed on how these schools are prepared to observe SOPs. Hon. Mukasa commended those that had painstakingly tried to put things in order and for those whose conditions were apalling, he directed the management to immediately work on them or risk being stopped from receiving students on Monday until everything is done in the right order.
He has also urged school owners not to over raise school fees saying parents are not doing well financially since most of their businesses and work were hit by the Pandemic.
“As the Member of Parliament for this constituency, it’s my responsibility to make sure that come monday, our children report to resume their studies in schools with a conducive learning environment. We can not allow children to study from dilapidated classrooms. That is why I am inspecting all schools in Lubaga South.” MP Mukasa told headteachers of the schools he visited.

He requested them not to, “Over raise school fees. It’s true you were affected by Covid-19 but also many parents lost their jobs and businesses.”
His inspection started in Najjanankumbi at Train Up a Child School and Summer Blue Nursery and Primary School-Kabowa where the head teacher Olivia Namuli told the MP that they are no longer receiving financial aid from the ministry of Gender.
Another school the MP inspected was Disney Junior where the head teacher assured him that they will not hike school fees because this is the time they need to help parents to return their children at school.
Hon. Mukasa has however called upon parents to forego other needs and return their children to school warning those who will hesitate will be handled by the law.
This news website has found out that a good number of schools which were badly hit by the pandemic have closed down.
Some of these schools were renting structures and the owners couldn’t manage paying rent arrears. They decided to close.
Others are in a sorry state, they lack seats, buildings need to be renovated and in need of Government support.
Area member of parliament has pledged to meet officials from the Ministry of Education to see how these schools will be bailed out so that they can be able to reopen and give excellent services to the students.
Hon. Mukasa is expected to continue with school inspection tomorrow.

KCCA SHADOW MINISTER ABUBAKER KAWALYA WRITES TO KAMPALA MINISTER TO STOP EVICTING STREET VENDORS

HON. ABUBAKER Kawalya, the Shadow minister in charge of Kampala Capital City Authority (KCCA), also Member of Parliament for Rubaga North Constituency has today Tuesday January 4, 2022 written to his counterpart Minister Minsa Kabanda requesting her to stop the on-going eviction of street vendors saying these operations are not supported by any law.
He says, KCCA directive to evict street vendors is, “Rudimentary, cruel and not backed by any Law.”  KCCA Enforcement team is carrying out operation against street vendors and many have been forcefully evicted, some arrested and manchandise confiscated.
In a letter copied to Lord Mayor Ssalongo Erias Lukwago, Executive Director Dorothy Kisaka, Authority Council Speaker KCCA Zahara Luyulika and all Authority Councilors, MP Kawalya who is the former Speaker KCCA has said, “I take strong exception of the exercise because their is no Law, Ordinance or by-law that makes street trading illegal in Kampala.”
We are reliably informed, street vendors petitioned KCCA Shadow minister Kawalya on the conduct of the KCCA Enforcement Team who have directives to flush-out them, arrest and confiscate their merchandise.

It’s on this ground that Hon. Kawalya has written to The minister for Kampala and Metropolitan Affairs Hajjat Minsa Kabanda asking her to reverse the on-going operations to evict Kampala street traders.
Hon. Kawalya has told minister Kabanda that, as a stakeholder by virtue of being one of the Kampala Legislators and also, the Shadow Minister for Kampala, he disagrees with the operations because they are illegal, KCCA must be guided in its day to day business.
He guided that, what would be emphasized is possession of a permit by these street traders which KCCA has surprisingly failed to give.
“Emphasis should be put on the rationale behind KCCA failing to put in place a mechanism that could at least help Street traders acquire permits, yet they (Street traders) are willing to comply and put money in State coffers.” Revealed Former KCCA Speaker Abubaker Kawalya, adding that, “I am of a view that this is the civil way of handling the matter and when implemented, can create harmony and spur great economic activity through creating employment.”
Minister Kawalya quoted Section 7 (c) of the KCC Act (as amended) saying, the Authority is responsible for promoting economic development in the Capital City.
“The purpose of this letter therefore is to kindly request you to reverse the directive because it’s illegal and greatly affects our people” Writes National Unity Platform (NUP) legislator.
Kawalya, since his days as lord councilor representing the people of Rubaga North at KCCA has been very vocal about issues affecting Kampala people. Political analysts say, this is why he managed to beat Doreen Nyanjura in a very hot race for KCCA Speaker and when it came to the Rubaga North MP race in January 2021, it was a walk-over for this youthful politician.
Kawalya humiliated the then incumbent Moses Kasibante and then KCCA Minister Beti Olive Namisango Kamya. 
He massively won at almost all polling stations and was among the first winners to be declared by the Electoral Commission.
The down to earth MP organised a mega party to thank Rubaga North voters for entrusting him with their votes. Hundreds of Rubaga North people ate and drunk for almost two days.
During the lock down where hundreds of families were starving, a generous Kawalya donated food to almost all families in Rubaga North.
He donated food and cement to Namirembe Diocese which was received by Rt. Rev. Wilberforce Kityo Luwalira.

A few months ago, MP Kawalya hosted a team of 20 members of Parliament in Rubaga North led by Hon. David Lukyamuzi Kalwanga (Busujju County) and they donated building materials to Anglican and Catholic Churches, plus cash to market vendors. 
In Kampala, Hon. Kawalya is regarded as one of the most hardworking and irreplaceable Members of Parliament. No wonder, he has stepped in to stop eviction of Street vendors.

‘KCCA ENFORCEMENT OPERATIONS TO EVICT STREET VENDORS NOT BACKED BY LAW’, SAYS AUTHORITY COUNCILORS

AUTHORITY councilors have cautioned KCCA enforcement team on their operations to evict, arrest and confiscate goods sold by vendors saying there is no draft by law through which these operations are carried out.
This guidance was given by lord councilor Hakim Kizza Sawula on behalf of other councilors.
Kizza who represents people as Councilor Rubaga North at City Hall was addressing media today, after enforcement teams ruthlessly arrested vendors in operations carried out mostly in Central Business District (CBD).
He disclosed that, “So many times KCCA has lost billions of money in cases arising from such illegal operations like during the times Ms. Jennifer Ssemakula Musisi was the Executive Director. So many people who were illegally  evicted sued and KCCA had to compensate them. The current technical wing led by madam Dorothy Kisaka is making the same mistake.”
Among the laws that KCCA Councilors are pushing for include Kampala trade order management ordinance, Kampala public market management ordinance, Kampala public transport management ordinance, Kampala out door advertisers management ordinance among others.
Authority councilors want Attorney General to see that these laws once passed by the council are implemented to guide the city order not enforcement to wake up and carry out operations without any law backing them.
In the operations carried out today Tuesday, KCCA enforcement team was backed up by police officers who apprehended the defiant street vendors and also confiscated their merchandise.
These operations have been on since late last year following the directives by the Kampala minister and the RCC for Kampala in the move to decongest the city, bring trade order and also enforce the Covid-19 guidelines.
The disgruntled vendors said it’s not their wish to be on the streets but it’s poverty forcing them and besides it’s time to take back children to schools they badly need money.
Kampala Capital City Authority Councilors have vehemently condemned these operations terming them as an illegality.

Latest from the Kamwokya based opposition Party headquarters, top leaders want thorough investigations into these allegations and if it’s found to be true, Mubiru will face disciplinary action. This is meant to be a lesson to others who think they can strike such deals within this party.
This fastest growing News Website can reliably report that, NUP Party is not ready to take lightly a letter dated November 11, 2021 that is said to have been written by Councilor James Mubiru and addressed to Prime Minister Robinah Nabbanja,  requesting for financial bail out of UGX 25M to go for medication in Nairobi, Kenya.
In this letter, James Mubiru allegedly told Rt. Hon. Nabanja how his NUP Party President Robert Kyagulanyi Ssentamu, Leader of opposition Mathias Mpuuga Nsamba, opposition members of Parliament, Mayors and members of Diaspora have disappointed him, no one is willing to give him money for treatment hence running to NRM.
“I have tried to look for funds from political leaders including my party president Hon. Robert Kyagulanyi Ssentamu, the Leader of Opposition, Members of Parliament, Mayors, the Diaspora community, etc but what I can say is that, I am so disappointed by their slow response yet my situation is worsening. It is on this ground that I humbly request for financial support and my budget stands at 25M to facilitate my travel to Kenya to start medication of which i so far have only 6M.” Reads letter said to be from Mubiru to Primier Nabbanja.
The letter talks about how Mubiru was abducted, tortured and put in detention at CMI in March 2021 and later remanded at Makindye Prison where he was under incarceration for more than 6 months.
He got a court bail by the Miltary court martial in August 2021. “I was admitted to Rubaga Hospital due to the health condition I was in by then. Medical check up was carried out and i received some medication. However, I was advised by the doctor basing on the report to go for further medication and check up on finding complications in my liver. I request for your financial help.” Reads a letter to Nabanja written on councillor James Mubiru’s official headed paper.
Mubiru who by press time was still insisting that he is at Agakhan Hospital in Kenya under medication and that he is likely to be transferred to another Hospital in the United States of America.
In another letter dated December 30, 2021 which Mubiru has confirmed in the sent audio to be its author, he has said, It is not true that he wrote a letter to Prime minister Nabbanja asking for financial help and also informing her how NUP boss Hon. Kyagulanyi and other party officials refused to give him financial help to seek further medication.
This letter says, “This is completely wrong because my party has playedd a tremedous role to see me back on my feet. It should be noted that even before i went to Kenya, my party paid the bills in Lubaga hospital and Mulago hospital were the first tests were done and doctors recommended further health investigations abroad.”

MUBIRU TO BE INVESTIGATED OVER NRM’S CASH – NUP LEADERSHIP
Our sources from Kamwokya have however, today evening told this news website that where smoke is, so is fire. There must be investigations into this allegation to find out whether Mubiru is clean or not.
An insider who asked for anonymity said, “There are so many querries about councillor James Mubiru which NUP officials want to dig deeper. Did he author that letter blackmailing our Party President, LOP, MPs and other leaders? Is it true Mubiru has been soliciting money from opposition leaders and our members in the Diaspora? Is it true that he was admitted at Aghakan Hospital? Can he produce proof of admission and source of funding? He got a loan of about UGX 100M as KCCA councillor and instead bought a house in Namungoona, how come he didn’t use that money to finance his medical bills to save his life, instead of resorting to fundraising? Mubiru is all over social media, chatting and sending audios. Is this the person who says he is in critical condition at Agakhan Hospital and is therefore soliciting money to be taken to another Hospital in USA?”
We are told there are so many unanswered questions about Mubiru’s sickness. One school of thought states that this councillor is playing games and conning people. They swear that he is not in hospital but somewhere else feasting on Pork and Beer. 
For those knowing Agakhan Hospital, its for the privileged and to be admitted there, you must be a well to do not a mere councillor who is paid UHX 5.5M a month. When we consulted our sources at the KCCA finance department, they denied footing hospital bills for councilor James Mubiru.
This looks to be the reason why NUP Party bosses want proof that Mubiru was admitted at Agakhan Hospital not mere taking photos while covered in blue bedsheets with words ‘Aghakan Hospital’, which can also be printed by Nasser road boys here in Kampala.
There have been rumour making rounds that some party leaders are in bed with NRM big shots to spy and sabotage NUP activities. 
If Mubiru is among, this time he will be netted, the party is seriously in need of answers from him.
