THE Shadow Minister for Lands, Housing and Urban development also the Member of Parliament representing Nakawa East constituency Eng. Ronald Balimwezo has vowed to table a motion in parliament blocking city tycoons from grabbing the public land at the Old taxi park. The former Nakawa Municipality mayor has today told media that when he was a councilor in 2003, “I witnessed the fraud through which these tycoons purchased this land. I tried to resist the transaction but was over powered because they fraudulently purchased it with the help of Kampala LcV Chairman then the late Ssebana Kizito and the Minister of local government then Prof Tasis Kabwegyere.” The MP has vowed to resist this purchase now that he has the floor of parliament he also insists that the current leadership must use their mandate to stop this purchase. Kampala Capital City Authority Speaker Zahara Luyulika will tomorrow convene an emergency council meeting tomorrow Wednesday to deliberate on this matter among other raising issues which ensued while they were detained. Meanwhile Hon Nsubuga Balimwezo is calling upon the public to protect their properties or the mafias and most of which are being fronted by government officials are ready to grab every piece of land around but it’s the population to protect this public land.

RUBAGA North Member of Parliament Abubaker Kawalya has today evening visited Good Times Infant School in Kawaala, Rubaga Division where a domitory was gutted by fire last night, killing a P.6 pupil instantly! The very touched legislator, condoled with the parents, school leadership and pupils for this loss of life and property worth millions. “I am saddened by the death of our innocent pupil. Police should urgently investigate and come up with a report about the cause of this fire. I won’t relent until we get the truth.” Vowed area MP. Hon. Abubaker Kawalya was taken around the burnt dormitory. He donated 50 bags of Cement to help in rehabilitating the school.

The former KCCA Speaker, on assessing the problem, lashed at the ministry of Internal Affairs for failure to make it a priority in devolving Fire Brigade service to division level in order to minimise such challenges and for immediate response. In a statement released today by Kampala Metropolitan Police Deputy Spokesperson ASP Luke Owoyesigyire, the incident happened today 22.02.2022 at about 12:15am. It is alleged that pupils were in the dormitory (OLUPOT ” B” BLOCK) which is occupied by P.4, P.5, P.6, and P.7 when the fire broke out in their room. The children escaped through the front and back doors. Unfortunately, Amanya Mathew, an 11-year-old primary six pupil was left inside as he was fast asleep. He was burnt beyond recognition.

THE race for President in 2026 is pulling more youth in ruling National Resistance Movement (NRM) to declare interest. Already with supporters of Museveni’s son Lt. Gen. Muhoozi Kainerugaba and in-law Odrek Rwabwogo vowing to front them for the top office in the Country, former Premier John Patrick Amama Mbabazi’s boy has also declared, he will contest for President in 2026 come rainfall or sunshine. Young man Isaac Shakur Walusimbi, one of the politically brilliant boys groomed by JPAM looks to have come for a serious business and prepared to tussle it out with any one be it who, come party primaries. It is however still confusing, who is that invisible hand pushing Shakur Walusimbi to scratch the leopard’s something something. From what his aide Jamiru Kazibwe has revealed to this news website, preparations to front Shakur Walusimbi started as far as 2020, two years ago. “Shakur Walusimbi is unstoppable, he doesn’t mind about who else in the party eyes Presidency. If our party chairman Museveni is returning, no problem, race will be between him and youthful Shakur. If other camps will front candidates like we hear Gen. Muhoozi or Mr. Rwabwogo, very good, we will make them sweat plasma! As NRM youth, we are tired of being used as ladders for leaders, it’s our time and turn to lead and raise the party flag high.” Mr. Jamiru Kazibwe, a youth who is remembered for having started the Muhoozi project about 5 years ago, told this news website. Asked why he left Muhoozi’s camp for Walusimbi, Kazibwe who was speaking without mincing words clearly stated that NRM youth reached a concensus to front one of their own, who perfectly understands the generational cause, well indoctrinated with the party ideology, nurtured to be a resilient and that is how they endorsed Isaac Shakur Walusimbi. He said, “We don’t have any problem with other camps within the party, that is democracy. When time come, let them present themselves, we go to the party primaries and party decides. If it is Muzeeyi himself reruning, please let him be aware that he will face it off with none other than Shakur Walusimbi, a young man he verily knows.” For starters, Shakur Walusimbi is one of the NRM Poor Youth group members who made a declaration at Makerere Guest House in 2014 and rejected the Kyankwanzi declaration to have Mr. Museveni run for president as a sole candidate in the 2016 polls. Other NRM Poor Youth included Adam Luzindana Buyinza, Isa Kato, Richard Kirekyankuba and Vincent Kaggwa among others who were all JPAM’s blue eyed boys. They in fact started serious mobilisations country wide to resist Museveni’s sole candidacy and had it not been then Police chief Gen. Edward Kale Kayihura who went after them and many got arrested, their gospel was spreading like bush fire within NRM.
Posters out
For those who don’t know, after these boys had mounted too much pressure on their party not to close doors for other candidates who wanted to contest for president, axed NRM SG who then doubled as Prime minister Amama Mbabazi announced that he was contesting for the president under the pressure group called Go forward. Because he knew how these boys had possibility to disorganise his camp, President Museveni did not give them any chance. He invited NRM Poor Youth at State House Entebbe and asked them not to fight him. He held meetings with these boys on different days until some of them surrendered although their man Amama Mbabazi contested and Muzeeyi had to make alliances to tame JPAM who insiders say, he knew him in out. This time around, the boys are fronting one of their own and it looks they are very much determined to take on the old man without fear or favour! But who is behind Shakur Walusimbi and if he insists on running in NRM primaries, won’t it end the Capt. Maguru way who dared the big man during party primaries? This is a developing story. We will keep updating you, dear our esteemed readers.

POLICE has confirmed death of a pupil after fire gutted a fourth school last night at about 12:15 am, just in a period of less than two months. This tragedy happened at a school in Kawaala, Rubaga division just a few meters from Kawaala Police Station days after Rubaga South legislator Hon. Aloysius Mukasa asked Parliament during the 3rd sitting of the 3rd meeting of the 1st session of the 11th Parliament to task the Minister of Internal Affairs to explain how well Police fire brigade is prepared to deal with fire outbreaks in the country, but in vain! During a plenary presided over by The Rt. Hon. Deputy Speaker Anita Annet Among, MP Mukasa said this was a matter of National Importance and “As leaders, we just can’t fold our hands and look on as our children continue being killed by such fires and property worth billions lost.” It is sad, last night another school was been burnt and innocent life lost! A statement released by KMP Deputy Spoksperson Luke Owoyesigire today afternoon, the territorial Police at Old Kampala have this morning registered a serious incident of a fire outbreak that left one child dead. “The incident happened today 22.02.2022 at about 12:15am at Good Times infant Primary School Kawaala, in Rubaga Division Kampala District.” Reads police statement. It is alleged that pupils were in the dormitory (OLUPOT ” B” BLOCK) which is occupied by P.4, P.5, P.6, and P.7 when the fire broke out in their room. Owoyesigire said, “The children escaped through the front and back doors. Unfortunately, Amanya Mathew, an 11-year-old primary six pupil was left inside as he was fast asleep. He was burnt beyond recognition.” We have been told, the Police Fire Prevention and rescue services responded and put down the fire but it wasn’t in time. “The deceased’s remains have been conveyed to city mortuary Mulago. Investigations to ascertain the cause of the fire have commenced. More details will be communicated as soon as they come in.” Says ASP Luke Owoyesigyire.
WHAT DID MP MUKASA SAY? In a parliamentary sitting presided over by Rt. Hon. Anita Annet Among, MP Mukasa told Parliament that before Parliament went into recess last year in December, he raised a matter relating to the preparedness of Police Fire Brigade in responding to emergencies such as fire outbreaks in Uganda. He was seeking an elaborate response front the Hon. Minister of Internal Affairs on the matter. “Rt. Hon. Speaker, I was referring to rampant fire outbreaks in which many lives have been lost and property worth billions destroyed.” Said Hon. Mukasa. Speaking with an American accent amidst ululation from the excited Hon. Members, Hon. Mukasa told Parliament that the rate at which fire is gutting down businesses is alarming and yet the poorly planned mushrooming storeyed buildings which are being erected across the country, the many housing structures which do not allow access of fire emergency by police fire brigade especially in slum areas and the slow response by police fire Brigade are rendering the problem unmanageable. “Since December when I raised this very matter Rt. Hon. Speaker and Hon. Members, the country has witnessed an escalation of serious fire incidences especially in school domitories where innocent young pupils perished in fires and uncountable property destroyed!” Said Rubaga South legislator. Hon. Mukasa reffered to five pupils who died in a fire on 15th January 2022 which gutted New Crest Junior at Kibedi Day and Boarding Primary School in Kawempe Divion,Kampala District and another one at St. John’s Primary School in Kyotera district. About ten days later, where fire gutted another dormitory.

SINCE Monday this week when information on a plot leaked to relieve Mityana Municipality Member of Parliament Hon. Francis Butebi Zaake of his duties as Commissioner of Parliament, the legislator made a number of attempts to reach Deputy Speaker Rt. Hon. Anita Annet Among to apologie over an insulting tweet against the Deputy Speaker and beg for forgiveness, but all was in vain! It was not until he involved top officials of National Unity Platform (NUP) Party, leaders from ruling NRM Party, religious leaders and other political king makers, that Madam Speaker agreed to meet and receive Hon. Zaake’s apology. The National Unity Platform (NUP) MP confessed before the Deputy Speaker that he is really embarrassed by his behaviour. He said it’s true, he didn’t manage his tempers well, “I accept full responsibility, I should have managed my emotions better”, MP Zaake told his boss Rt. Hon. Anita Among. During a Parliamentary sitting presided over by Anita Among on Tuesday, February 15, 2022, a number of Members of Parliament wanted Zaake to be relieved of his duties as Commissioner Parliament of Uganda accusing him of misconduct and misbehaviour. Zaake allegedly insulted the integrity of Parliament through social media in a post where he used offensive language against the Deputy Speaker in protest over what Anita told Parliament last week that the Mityana Municipality MP participated in athletics and won for Uganda Parliament a Gold medal during the East Africa Interparliamentary games in Tanzanisa last year, despite the fact that Zaake was tortured by security organs and got a fracture. Zaake took it as a mockery! A section of MPs said their colleague went overboard, the language used in the post on his twitter page was beneath a member of parliament and sought his punishment by relieving him of the duties of Commissioner of Parliament. Our sources at Parliament have just revealed to us that, when Hon. Zaake met his boss at Parliament and with his head bowed asked to be forgiven promising that never again will he run such a post on his social media page. “Madam Speaker, I have come here in Peace! I have come to apologise for the embarrassment I caused you. I am very sorry madam Speaker, indeed the post tainted your image and the sanctity of Parliament. I pledge to do everything possible to clear the air. May I find forgiveness in you Rt. Hon.” A crestfallen Zaake apologised. We are reliably informed, it is true, at first, a soft speaking Deputy speaker of Parliament who our sources say was so much offended by Hon. Zaake’s social media attack was so angry and did not even want to give him any audience. “But because she is a loving mother who runs parliament with a loving and forgiving heart, Rt. Hon. Anita agreed to listen to MP Zaake.” Our sources at Parliament told this fastest growing news website. Attempts to reach Hon. Zaake on phone for a comment, by press time were futile since he doesn’t answer or return our calls. Political analysts say, although the tempers were high at Parliament as top religious leaders, Buganda Kingdom, opposition National Unity Platform (NUP) Party officials and the ruling NRM closely followed this matter, the ball was in the court of Deputy Speaker Anita Among who was offended. If Deputy Spaker moves to forgive her MP by putting tough cautions, the rest will definitely be history. We will keep you posted!

“In the name of the Joint Venture Partners and on behalf of TotalEnergies, I announce Final Investment Decision for the Lake Albert Development Project”, declared Patrick Pouyanné, the chairman and chief executive officer of TotalEnergies SE, in a ceremony held on Tuesday, February 1, at Kololo Independence Grounds in Kampala. Described by many as “historic”, the announcement was met with great excitement and anticipation from government officials and a large section of Ugandans. It has literally given the country’s development journey a new lease of life. Several oil and gas sector experts and analysts have predicted that this Final Investment Decision will massively boost the Ugandan economy, creating over 160,000 direct jobs and indirect jobs for Ugandans. Relatedly, the Petroleum Authority of Uganda has ring-fenced some 25 fields, including hotel and catering, transport and logistics, security, civil works, human resource management, survey, and provision of labour, among others, for only Ugandans. I hate to be the bearer of bad news but, I think, these magical expectations could be all for nothing. According to Wood Mackenzie, a respected Energy Research & Consultancy firm, global oil demand will fall by 70 per cent by 2050. The decline in oil output would lead to asset impairments and bankruptcy or restructuring for oil companies. These fears have also been expressed by President Museveni who recently said that Ugandans should not be worried about the Okudiba (lack of market) of our crude oil, noting that there are multiple ways it can be deployed for the benefit of the economy. Of course, the bleak future of the global oil and gas sector is being driven by climate change. Research indicates that the burning of fossil fuels – including oil, coal and gas – has been responsible for 86 per cent of carbon dioxide emissions in the past 10 years. Mr. Pouyanné said that TotalEnergies was, “fully aware of the important social and environmental challenges [the project] represents” and aimed “to make it an exemplary project in terms of shared prosperity and sustainable development”. However, in his response, Thom Allen, an oil analyst, noted that a typical barrel of light crude oil might produce around 390kgs of carbon dioxide when burnt and that “calling an oil project ‘low-emissions’ is a misnomer”. He also refuted TotalEnergies’ claims of low production costs, saying that the claims were misplaced. The International Energy Agency (IEA), in its special report issued in May 2021, describes a roadmap through which the world could bring global energy-related carbon dioxide emissions to ‘Net Zero’ by 2050. But to attain this goal, the global oil demand alone would need to collapse by 75 per cent over the next three decades. Further, the IEA Roadmap sets out more than 400 milestones to guide this global journey. In part, these milestones include, from today, no investment in new fossil fuel supply projects and by 2035, there are no sales of new internal combustion engine passenger cars. The plans also include ensuring that by 2050, almost 90 per cent of electricity generation comes from renewable sources, mainly wind and solar PV. Solar energy is expected to be the world’s single largest source of total energy supply. These efforts were also echoed during the COP26 Summit held in the United Kingdom (UK) last year. For instance, 34 governments and five development banks agreed to end financial support for fossil fuel projects, including oil and gas, by the end of 2022, shifting billions of dollars away from fossil fuels. The Summit saw the official launch of the ‘Beyond Oil and Gas Alliance’, an initiative by Denmark and Costa Rica, to spur a global phasing out of oil and gas in line with IEA’s aspirations. Furthermore, the Summit saw a declaration on zero-emissions cars and vans, committing signatories to work towards 100 per cent zero-emissions vehicle sales by 2035 at the latest in leading markets, and by 2040 globally. On its part, the UK confirmed plans to end the sale of all new diesel trucks between 2035 and 2040.
AUTHOR: Brian Mukalazi
Well, I should also mention that, as it is today, oil remains the dominant source of energy in lots of countries and still enjoys significant government support. But in light of the above resolutions, a major worldwide push to demonstrate and deploy clean energy technologies is on the horizon. Many governments, especially in the developed world, are increasingly reprioritising their spending on research and development – putting them at the core of energy and climate policy. Today, cars and trucks are going ‘green’ at a rapid rate in some countries. For example, in Norway, over 50 per cent of new car sales are electric vehicles. And in the United States, it is estimated that a third of all vehicles on the road will be electric by 2040. In the end, what remains abundantly clear is that by 2050, the energy world will look completely different from today and countries such as Uganda may find themselves stranded with huge chunks of worthless oil. But the only glimmer of hope could come from adaptation and proactiveness: Uganda’s oil business model should be restructured to adapt and prioritise management of carbon emissions across the value chain. And on a brighter side, transitioning to a ‘Net Zero’ energy system will also offer countless opportunities for our economy. The jump in private and government spending may create millions of jobs in clean energy, including energy efficiency, as well as in the engineering, manufacturing and construction industries. So, let’s cut the celebrations and get back to work once more!
