‘I AM SORRY MADAM SPEAKER’, MP ZAAKE APOLOGIZES TO D/SPEAKER ANITA AMONG OVER AN INSULTING TWEET

0

NEWS EDITOR MEDIA

SINCE Monday this week when information on a plot leaked to relieve Mityana Municipality Member of Parliament Hon. Francis Butebi Zaake of his duties as Commissioner of Parliament, the legislator made a number of attempts to reach Deputy Speaker Rt. Hon. Anita Annet Among to apologie over an insulting tweet against the Deputy Speaker and beg for forgiveness, but all was in vain! It was not until he involved top officials of National Unity Platform (NUP) Party, leaders from ruling NRM Party, religious leaders and other political king makers, that Madam Speaker agreed to meet and receive Hon. Zaake’s apology.
The National Unity Platform (NUP) MP confessed before the Deputy Speaker that he is really embarrassed by his behaviour. He said it’s true, he didn’t manage his tempers well, “I accept full responsibility, I should have managed my emotions better”, MP Zaake told his boss Rt. Hon. Anita Among.
During a Parliamentary sitting presided over by Anita Among on Tuesday, February 15, 2022, a number of Members of Parliament wanted Zaake to be relieved of his duties as Commissioner Parliament of Uganda accusing him of misconduct and misbehaviour.
Zaake allegedly insulted the integrity of Parliament through social media in a post where he used offensive language against the Deputy Speaker in protest over what Anita told Parliament last week that the Mityana Municipality MP participated in athletics and won for Uganda Parliament a Gold medal during the East Africa Interparliamentary games in Tanzanisa last year, despite the fact that Zaake was tortured by security organs and got a fracture. Zaake took it as a mockery!
A section of MPs said their colleague went overboard, the language used in the post on his twitter page was beneath a member of parliament and sought his punishment by relieving him of the duties of Commissioner of Parliament.
Our sources at Parliament have just revealed to us that, when Hon. Zaake met his boss at Parliament and with his head bowed asked to be forgiven promising that never again will he run such a post on his social media page.
“Madam Speaker, I have come here in Peace! I have come to apologise for the embarrassment I caused you. I am very sorry madam Speaker, indeed the post tainted your image and the sanctity of Parliament. I pledge to do everything possible to clear the air. May I find forgiveness in you Rt. Hon.” A crestfallen Zaake apologised.
We are reliably informed, it is true, at first, a soft speaking Deputy speaker of Parliament who our sources say was so much offended by Hon. Zaake’s social media attack was so angry and did not even want to give him any audience.
“But because she is a loving mother who runs parliament with a loving and forgiving heart, Rt. Hon. Anita agreed to listen to MP Zaake.” Our sources at Parliament told this fastest growing news website.
Attempts to reach Hon. Zaake on phone for a comment, by press time were futile since he doesn’t answer or return our calls.
Political analysts say, although the tempers were high at Parliament as top religious leaders, Buganda Kingdom, opposition National Unity Platform (NUP) Party officials and the ruling NRM closely followed this matter, the ball was in the court of Deputy Speaker Anita Among who was offended.
If Deputy Spaker moves to forgive her MP by putting tough cautions, the rest will definitely be history.
We will keep you posted!

HERE IS WHY UGANDA’S OIL MAY BE WORTHLESS BY 2050

0

AUTHOR: BRIAN MUKALAZI
bmukalazi@ecmafrica.org

“In the name of the Joint Venture Partners and on behalf of TotalEnergies, I announce Final Investment Decision for the Lake Albert Development Project”, declared Patrick Pouyanné, the chairman and chief executive officer of TotalEnergies SE, in a ceremony held on Tuesday, February 1, at Kololo Independence Grounds in Kampala.
Described by many as “historic”, the announcement was met with great excitement and anticipation from government officials and a large section of Ugandans. It has literally given the country’s development journey a new lease of life.
Several oil and gas sector experts and analysts have predicted that this Final Investment Decision will massively boost the Ugandan economy, creating over 160,000 direct jobs and indirect jobs for Ugandans.
Relatedly, the Petroleum Authority of Uganda has ring-fenced some 25 fields, including hotel and catering, transport and logistics, security, civil works, human resource management, survey, and provision of labour, among others, for only Ugandans. I hate to be the bearer of bad news but, I think, these magical expectations could be all for nothing.
According to Wood Mackenzie, a respected Energy Research & Consultancy firm, global oil demand will fall by 70 per cent by 2050. The decline in oil output would lead to asset impairments and bankruptcy or restructuring for oil companies.
These fears have also been expressed by President Museveni who recently said that Ugandans should not be worried about the Okudiba (lack of market) of our crude oil, noting that there are multiple ways it can be deployed for the benefit of the economy.
Of course, the bleak future of the global oil and gas sector is being driven by climate change. Research indicates that the burning of fossil fuels – including oil, coal and gas – has been responsible for 86 per cent of carbon dioxide emissions in the past 10 years.
Mr. Pouyanné said that TotalEnergies was, “fully aware of the important social and environmental challenges [the project] represents” and aimed “to make it an exemplary project in terms of shared prosperity and sustainable development”.
However, in his response, Thom Allen, an oil analyst, noted that a typical barrel of light crude oil might produce around 390kgs of carbon dioxide when burnt and that “calling an oil project ‘low-emissions’ is a misnomer”. He also refuted TotalEnergies’ claims of low production costs, saying that the claims were misplaced.
The International Energy Agency (IEA), in its special report issued in May 2021, describes a roadmap through which the world could bring global energy-related carbon dioxide emissions to ‘Net Zero’ by 2050. But to attain this goal, the global oil demand alone would need to collapse by 75 per cent over the next three decades.
Further, the IEA Roadmap sets out more than 400 milestones to guide this global journey. In part, these milestones include, from today, no investment in new fossil fuel supply projects and by 2035, there are no sales of new internal combustion engine passenger cars.
The plans also include ensuring that by 2050, almost 90 per cent of electricity generation comes from renewable sources, mainly wind and solar PV. Solar energy is expected to be the world’s single largest source of total energy supply.
These efforts were also echoed during the COP26 Summit held in the United Kingdom (UK) last year. For instance, 34 governments and five development banks agreed to end financial support for fossil fuel projects, including oil and gas, by the end of 2022, shifting billions of dollars away from fossil fuels.
The Summit saw the official launch of the ‘Beyond Oil and Gas Alliance’, an initiative by Denmark and Costa Rica, to spur a global phasing out of oil and gas in line with IEA’s aspirations.
Furthermore, the Summit saw a declaration on zero-emissions cars and vans, committing signatories to work towards 100 per cent zero-emissions vehicle sales by 2035 at the latest in leading markets, and by 2040 globally. On its part, the UK confirmed plans to end the sale of all new diesel trucks between 2035 and 2040.

AUTHOR: Brian Mukalazi

Well, I should also mention that, as it is today, oil remains the dominant source of energy in lots of countries and still enjoys significant government support. But in light of the above resolutions, a major worldwide push to demonstrate and deploy clean energy technologies is on the horizon.
Many governments, especially in the developed world, are increasingly reprioritising their spending on research and development – putting them at the core of energy and climate policy.
Today, cars and trucks are going ‘green’ at a rapid rate in some countries. For example, in Norway, over 50 per cent of new car sales are electric vehicles. And in the United States, it is estimated that a third of all vehicles on the road will be electric by 2040.
In the end, what remains abundantly clear is that by 2050, the energy world will look completely different from today and countries such as Uganda may find themselves stranded with huge chunks of worthless oil.
But the only glimmer of hope could come from adaptation and proactiveness: Uganda’s oil business model should be restructured to adapt and prioritise management of carbon emissions across the value chain.
And on a brighter side, transitioning to a ‘Net Zero’ energy system will also offer countless opportunities for our economy. The jump in private and government spending may create millions of jobs in clean energy, including energy efficiency, as well as in the engineering, manufacturing and construction industries.
So, let’s cut the celebrations and get back to work once more!

‘DONT INVOLVE US INTO YOUR PARTISAN & TRIBAL WARS’, ACHOLI MPS DEMAND APOLOGY FROM MP AKOL OVER THREATS AGAINST NUP PARTY

0

PHOTO: Kilak South Constituency MP Gilbert Oulanya (left) and other Acholi MPs have disassociated themselves from threats made by their colleagues yesterday to block NUP from accessing Acholi Subregion

NEWS EDITOR MEDIA

SIX members of Parliament who held a presser at Parliament yesterday and threatened to block opposition National Unity Platform (NUP) party leaders from accessing Acholi Subregion, are in hot soup!
A group of Acholi Members of Parliament have reacted strongly, disassociating from threats made by their colleagues against NUP Party. They have accused Kilak North consitituency MP. Anthony Akol and his team for playing partisan and tribal politics which they have vowed never to be part of.
Acholi MPs have demanded that Akol, as the Chairman Acholi Parliamentary Group apologises to the country and NUP party or they force him to resign.
In a Statement released by Kilak South Constituency MP Gilbert Oulanya, who is on frontline in a campaign against abduction, detention, torture and killing of Ugandans, has categorically put it clear that the views and opinions expressed by a fraction of ‘Acholi MPs’ during a press conference on Tuesday does not in any way reflect the position of all  MPs from Acholi subregion and should be treated as individuals’ tale.
Hon. Gilbert Oulanya statement reads, “The alleged demonstration by NUP’s supporters in the US totally had nothing to do with the personality of the Rt. Hon Jacob Oulanyah as an individual but rather a clear message to the Government of Uganda to improve on its healthcare system for all as projected in its national development plan.”
Without mincing words, Hon. Gilbert Oulanya said, “Those MPs headed by Anthony Akol, the chairman Acholi Parliamentary Group (APG) made very ambiguous accusation that taints our external relation goals and well being as Acholi.”
“For not being partisan and tribalistic, I implore the team to refrain from making such unnecessary statements in the name of APG. If they continue, then some of us who are clear minded will have no option but leave and form an independent coalition of right minded people who are objective and focused on the principles of unity and national development.” Reads statement by Kilak South MP.
He applauded all those MPs who refused to join the bandwagon purporting to be speaking for and on behalf of the Acholi people.
“Uganda and Ugandans must act as one. No one has a right of blocking any political party from doing it’s mobilisation work wherever they choose too. Hon. Akol as chairman, APG must apologize to Ugandans and NUP immediately, failure to do so, we shall call for his resignation, immediately.” Writes MP Oulanya Gilbert
The MP says, “There would be no need of sending high profile dignitaries including MPs, Ministers, Speakers, PS, Ambassadors and  Presidents abroad if the country had invested in equitable and sustainable health care system. The plea now is to at least improve on the existing health care facilities in a move to bridge the realised gaps with huge cost implication levied on the shoulder of innocent and vulnerable tax payers.”
He noted that, all regional health facilities from North to East, West to South and Central Uganda simply need an upgrade.
He says, with this at hand, all citizens will feel confident and proud of systems in place notwithstanding  the need to pay our doctors well beyond the pocket change they are earning now.
Looking at the labour export market in Uganda today, Hon. Oulanya noted that, Uganda’s highly skilled doctors are on transition to foreign land in search for better pasture.
He stated that, there is need for government to take on a deliberate move and walk the talk as stated by the president time and again about improving the working conditions of scientist  in Uganda.
“Less of that, we will live in illusion and languish in tears as is and will be.” Writes Kilak South MP.

NUP CAN’T BE BLOCKED IN ACHOLI – MP OJARA
Another legislator Okin PP Ojara, MP Chua West in Kitgum District, Acholi has weighed in and distanced himself from what Hon. Akol and other Acholi MPs said yesterday.
Hon. Ojara has referred to the threat to block NUP from Acholi Subregion as joke of the year.
He asked how can a registered political party under article 71 of the Constitution of the Republic of Uganda as amended be blocked  from carrying out its political activities in Acholi Subregion?
“As a National Political figure from Acholi Subregion, I find this statement sensational, emotional and recklessly driven. Given the fact that as Acholi Mps we can’t determine the conduct of any political party in our Subregion.” Revealed Chua West MP.
He reminded Hon. Akol and his colleagues that all registered political parties are legally binding.
“Therefore, I strongly disassociate myself from that statement and inform NUP leadership and any other political parties in the country that Acholi Subregion is part and parcel of Uganda.” Writes Hon. Ojara.
He told NUP that the statement issued by the members led by Akol is not a true representation of all the views of the MPs but rather for those who subscribe to that school of thought.
Ojara says, “I am  also cognizant of the fact that all political parties by law are required to operate anywhere and everywhere in the country so as  to ascertain a National character.”

DON’T ACHOLINISE EVERYTHING – SANTA OKOT
Aruu North Constituency legislator in Pader Sant Okok shares the same school of thought with colleagues who demand an apology from MP Akol and group.
Hon. Okot believes Acholi MP must behave as National leaders but not Acholinizing everything.
“The campaign and condemnation on torture in general and human right violation should continue by all including  those in Apaa without diversion.” Writes MP Santa Okot.

SPEAKER OULANYAH CALLS DEPUTY ANITA AMONG ABOUT HIS HEALTH, HERE IS WHAT HE TOLD HER

0

PHOTO: Deputy Speaker presiding over Parliament yesterday

NEWS EDITOR MEDIA

THOSE speculating about the illness of the Rt. Hon. Speaker Jacob Oulanyah, should pose a bit and read this!
A few hours to yesterday’s plenary,  Speaker Oulanyah who traveled abroad last week for further medical attention as advised by his family doctors called his deputy Rt. Hon. Anita Annet Among and asked her to extend his greetings to Hon. Members of Parliament.
Delivering this message to House members yesterday,  the Rt. Hon. Deputy Speaker asked members and the country at large to ignore what she termed as ‘social media lugambo’ speculating over health status of the Speaker, “He is positively responding to the treatment, I have just talked to him hours ago and he asked me to send his greetings to you all.”
“Tell all MPs, I love them”, Speaker Oulanyah calls his deputy Anita.
This communication came at a time when the House and Country at large were asking questions about the health of Oulanyah following what is trending on social media.
Deputy Speaker said, “I wish to inform the Country that the Speaker of Parliament, Rt Hon. Jacob Oulanyah has been unwell for the last two weeks. During that period he was receiving medical attention from Mulago National Referral Hospital.”
She told House that, the Medical Experts at Mulago in consultation with his personal doctors, decided to refer him for further specialised medical attention out of the country.
“Subsequently on Friday, 4th February 2022, the Rt Hon. Oulanyah travelled out of the country. We pray for his speedy and complete recovery.” Among who presided over yesterday’s sitting said, calming down members of parliament especially from Acholi Sub region where Oulanyah comes from.
Meanwhile,  Deputy Speaker yesterday congratulated the Minister of Justice, the Attorney General, the legal and Parliamentary Affairs committee, the shadow Attorney General, the opposition side and all the honourable MPs for all the input that made it possible to pass the Succession Amendments Bill 2021.
This bill was passed yesterday awaiting President Museveni’s accent.

‘U’RE A DESERTER’, LOP MPUUGA BLASTS HON. ANTHONY AKOL FOR BETRAYING OPPOSITION ON CAMPAIGN AGAINST DETENTION & TOURTURE, DEFIANT MP SPEAKS OUT

0

PHOTO: Kilak South Constituency in Acholi MP Gilbert Oulanya (left) standing in solidarity with opposition colleagues at Parliament led by LOP to boycott Plenary over Abduction, detention and torture of Ugandans. His fellow MP Akol from Kilak North Constituency defied!

NEWS EDITOR MEDIA

THE Leader of Opposition (LOP) Mathias Mpuuga Nsamba has blasted Forum for Democratic Change (FDC)’s Kilak North Constituency Member of Parliament Anthony Akol for what he calls defying opposition stand to boycott plenary over Human Rights situation in the country.
In a tweet by the Leader of opposition, whereas all opposition members of Parliament boycotted yesterday’s sitting, it’s only this MP Akol who stood out as lone opposition Member siding with the oppressor.
“We shall know them by their actions”, tweeted angry LOP Mpuuga.
Last week, opposition Members of Parliament led by their LOP walked out of Parliament protesting continued detention, torture and killing of Ugandans especially opposition politicians and supporters by security organs in the country.
Cases of abduction, detention, torture and killing of opposition politicians and supporters are on rise in Uganda.  In fact, Parliament led by Deputy Speaker Rt. Hon. Anita Annet Among has strongly condemned acts of torture and urgently want this to stop because it’s against Uganda’s constitution.
Now, in yesterday’s presser at Parliament, opposition unanimously resolved to maintain the boycott and even launched a move to censure Hon. Jim Muhwezi, the Security minister for failing to perform his duties. The Leader of opposition (LOP) has lodged an official notice to the clerk of Parliament and officially informed the office of the Speaker of Parliament. Yesterday morning, LOP Mathias Mpuuga convened a shadow cabinet meeting at Parliament from where they resolved to censure security minister Jim Muhwezi. If the censure motion is successful, this will be the second time Muhwezi is censured.

Shadow cabinet meeting at Parliament yesterday

Over one hundred opposition MPs including those from Acholi sub region like Kilak South MP Gilbert Oulanya where Akol comes from, were joined by other members of Parliament to boycott the plenary. Shockingly, Hon. Akol defied the opposition position and attended.
This angered Leader of Opposition, referring to him as a deserter whose actions are uncalled for if they are to have team work and solidarity in the 11th Parliament.

MP AKOL SHOOTS BACK
In his tweet replying to LOP Mpuuga, Hon. Akol said, “The leader of opposition lacks focus. I and Hon. Akello Lucy the Woman MP Amuru district consulted him that we have issues concerning Acholi sub region in House i.e Apaa Land conflict, cattle rustling and issues of Rt. Hon. Speaker Jacob Oulanyah. What step did you take as LOP?”

MP Akol in Parliament yesterday

MP Akol’s full statement reads: I am the chairman of Acholi Parliamentary Group, I had 3 issues concerning my people;

  1. Issue of Apaa where 4 people were killed. I raised the issue on Tuesday last week and the response from Government was today (Tuesday).
  2. I raised the issue of the health of Rt Hon Speaker to the Deputy Speaker. Deputy speaker decided to communicate on that and I had issues to be raised on the matter.
  3. Three people were killed in Agago District by cattle Restlers and the matter was comming today (Tuesday). I and my Woman MP, Akello Lucy consulted LOP to allow us attend only today’s session which he refused.
I am in Opposition by choice and i didn’t consult Hon Mpuuga when i was going to pick my nomination form. I consulted my voters who are being killed since 2012. In 2017 over 14 people were killed in Apaa, we lost 3 people killed in August last year.  I account to my voters who brought me to parliament but Hon Mpuuga can’t make me a member of Parliament for Kilak North. Do you think he was going to walk out of the house at the time of the killings in Masaka?
When you talk about Human Rights violation in this country,  my record is clear when I wrote minority report on Nalufenya torture chamber which was closed because of my minority report. I am a straight forward politician who will speak the same thing day time and even at night. No body will push me to NRM with that kind of loose talk.
I have respect for Hon Mpuuga but I think he should revise his method of work. What was wrong for him to call me to his office first other than going straight to attack me on social media. Any attack on me on issues of Acholi is attack on Acholi sub region.

LOP’S OFFICE POURS COLD WATER ON AKOL’S DEFENCE
Mr. Sadab Kitatta Kaaya, the communications officer office of Leader of opposition poured cold water on Hon. Akol’s defence.
Kitatta said it is not true that Hon. Lucy Akello attended yesterday’s plenary as Hon. Akol wants public to believe. It’s only Akol who attended, but all opposition MPs even those from Acholi Sub region boycotted. So Akol can’t be more Acholi than his colleagues who come from that region.
Sadab said, “As an ex-officio member of the Shadow Cabinet, Hon. Lucy Akello has been part of all the opposition planning meetings including today’s meeting shortly before the Press Conference. She left with Hon. Joel Ssenyonyi to go for a COSASE meeting. I can authoritatively say that she didn’t ask the LOP for permission to attend Plenary but instead told the meeting to include the people abducted from Apaa on the list of the missing persons.”
He clarified, “Hon. Lucy Akello reported that 26 youths had been abducted from Apaa, and, she said, ‘Apaa is one polling station were Hon Kyagulanyi overwhelmingly defeated M7 even when he didn’t have agents there.’ This is the Akello, Hon. Akol says that she with him attended yesterday’s plenary which is false.”

HOW PUBLIC ATTACKED MP AKOL
Isa Kato (NRM): Hon. Akol is just wasting time on petty issues. We must think as a Country. Did this barbarian come out to complain when Women were being killed in Wakiso and other parts of Buganda? These primitive politicians must not be given chance to promote their primitivity. Let all Ugandans stand together when issues arise.
Moses Kyeyune (journalist): Apaa issue is merely an Acholi affair but not a national issue. On table there’s a national crisis about torture and illegal detentions. Mixing things would be diversionary.

HOW NUP BOY DEFEATED NRM SQUADS TO BE DECLARED MBARARA UNIVERSITY GUILD PRESIDENT

NEWS EDITOR MEDIA

YESTERDAY night, opposition National Unity Platform (NUP) Party candidate for Guild President elections at Mbarara University of Science and Technology (MUST) Mr. Jastus Mugenyi Kizito trounced National Resistance Movement (NRM) candidate to be declared the winner.
For starters, Mbarara is a home district for President Yoweri Kaguta Museveni, who is the NRM National Chairman. His candidate’s loss must be a very big blow and an embarrassment to the ruling political Party.
MUST electoral commission declared NUP’s Mugenyi winner. He polled 1767 votes. He was followed by NRM’s candidate Isaac Muyanja with 731, Beda Witness had 268 votes and candidate Victor Mugambe got 238 votes.
Party President deployed Ms. Jolly Mugisha, the NUP Vice President in charge of Western Uganda.

WINNER: Jastus Mugenyi, MUST Guild president – Elect

Thanks to Mr. David Musiri from the Party secretariat in Kampala who was sent to Mbarara University to secure Jastus Mugenyi’s victory.
Election campaigns were marred with intimidations from security organs however, defiant NUP supporters soldered on until the declaration of results.
Students painted Mbarara with red, white and blue, the NUP colours and throught campaigns were seen singing songs praising the Ghetto Gladiator Hon. Robert Ssentamu Kyagulanyi as their President.
They had vowed to take on who ever tampers with their victory.

OPPOSITION WALK OUT STARTS TO BITE, NRM GOVERNMENT CHIEF WHIP WANT TALKS

0

LOP Mpuuga with Opposition MPs in Uganda at the stairs of Parliament after walking out of the session in protest, today Thursday

NEWS EDITOR MEDIA

THOSE WHO thought this was a usual walk out of Parliament of Uganda by opposition members of Parliament, you need to read this!
Today’s walk out looks to be too painful to the ruling NRM government although they are the majority in the 11th Parliament.
Just a few minutes after Leader of Opposition ( LOP) led about 100 opposition Members of Parliament citing torture, continued arrests and kidnap of people in Uganda most especially supporters of the opposition, the Government Chief whip (GCW) Hon. Thomas Tayebwa tweeted how his government is going to look into opposition Members’ issues, “…and (we) respond accordingly).
Hon. Tayebwa has written, “Whereas it is a right of our colleagues in opposition to walk out of a parliamentary session, I feel there was still room for engagement in the issues they are raising. They have walked out on us but we won’t walk out on the them.”

Hon GCW Thomas Tayebwa

While addressing members of Press at the Parliament stairs, LOP with MPs mostly from opposition National Unity Platform (NUP) have given NRM government an ultimatum if they are to return to Parliament or else, opposition takes action.
They have however not revealed to media, which action they will take if political prisoners are not released.
Responding to Tayebwa’s engagement,  Hon. Mpuuga has said, “To the Hon GCW, how much waiting remedies torture, extortion, extra judicial killings and enforced disappearance of citizens! Who is being investigated or persecuted for the above crimes.”
However Hon.CGW has shot back, “My brother LOP, of course neither waiting nor walkouts remedy torture. I implore you to attend plenary on Tuesday as guided by Rt. Hon. Anita Among to receive statement from Government. You presented your case, we will make a comprehensive response. That is what civility demands.”
Political analysts now think, ruling Party is worried of opposition’s plan B, that is why they urgently want to engage them. Rubaga South MP Aloysius Mukasa has told us, they are ready to press on until Government releases all political prisoners in detention. He said, “We have been very peaceful and we thought NRM people will release our colleagues Hon. Muhammad Sseggirinya and Hon. Allan Ssewanyana and other political prisoners but it seems they wanted us to be more tough. Yes we will.”
This comes at a time when KCCA Speaker Hon. Zahara Luyirika and a group of Lord councilors who are members of NUP have today demonstrated in Kampala against unlawful activities of evicting Street vendors and hawkers, confiscation of their merchandise and  brutally arresting many of them.
Police responded by arresting KCCA Speaker and her councilors.
