LENT is a solemn 40-day period in the Church’s liturgical year in which we prepare ourselves spiritually for the great celebration of Easter. The tradition of celebration of Lent for forty days is drawn from the experience of Jesus, who spent forty days in the desert fasting and preparing himself for his public ministry. The traditional spiritual practices of Lent: prayer, fasting and almsgiving, are as simple as they are challenging. The forty-days of Lent are intended to renew and deepen our spiritual life through prayer, self-denial and generosity to those who are poor and in need. There is one more traditional Lenten practice that we should not overlook: penance. Forgiving and being forgiven is the very essence of true conversion and during Lent, each of us take advantage of the opportunity to celebrate sacrament of reconciliation. Most Christians tend to concentrate on the negative dimension of Lent – giving something up, abstaining from meat, fasting, etc. to be sure, these penitential practices are extremely valuable as a means of self-discipline. Nevertheless, a genuine Lenten spirituality should also focus on the positive: doing something extra for God and other people. Lent offers us wonderful opportunities to grow in our relationship with God, by giving extra time to prayer or Scripture reading. The whole purpose of Lent is spiritual preparation for the coming of Christ in a new way into our lives at Easter, not beating ourselves up or feeling ashamed about our lack of spiritual progress. The deeper purpose is what is called a “metanoia,” a Greek word used often in the Gospels. That’s often translated as “repentance,” but its better translated as a complete change of mind and heart. So, it’s not about whether we were able to successfully give up chocolate, but whether our mind and heart are more willing to accept Jesus more fully into our lives.

These forty days of wandering, of being proved, of finding strength, and of bolstering faith are exactly what we need right now. From ashes and fasting to almsgiving and prayer, the spiritual deepening and awareness offered by the Lenten season invites us to a place of renewal, a place that, if we are honest, it wouldn’t hurt to spend some time in, individually and collectively these days. We are dust. We were born and we will die. The life we live in between these two moments is God’s gift to us. Recognizing our humble beginnings and our mortality is part of embracing the Lenten call to renewal. Full engagement in the renewal Lent calls forth is about examining and recommitting to the practices that ground our faith and remind us who we are and who we are called to be. The Lenten journey to conversion, which we undertake today with the entire Church, becomes, therefore, an auspicious occasion “an acceptable time” (2 Cor 6:2) – to offer ourselves once again as sons and daughters into God’s hands and to put into practice what Jesus says to us over and over again: “Whoever wishes to come after me must deny himself, take up his cross, and follow me” (Mk 8:34) The celebration of Easter cannot be fully understood and experienced without first taking the necessary time for reflection and evaluation to determine where we spiritually and morally stand as individuals and as a community before God. Christians would do well to embrace Lent in the spirit and mood of contemplation. Here is an opportunity to find again this excitement of bring a disciple of Christ. Let us use this Lenten season to reflect on our lives as Christians. May we all emerge from this season renewed, refreshed and rejuvenated in faith, spiritual life, and in our walk with God.

Has any one of your relative ever been taken for slavery?

ON March 25, the world, once again, commemorated the International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade, under the 2022 Theme: “Stories of Courage: Resistance to Slavery and Unity against Racism”. According to the United Nations, this year’s Theme was aimed at unblocking the millions of human stories behind the routinely quoted figures and facts. Stories of untold suffering and pain. Stories of families and communities ripped apart. But also, stories of awe-inspiring courage and defiance against the cruelty of the oppressors. For many Africans, even today, these stories about slavery and slave trade remain compelling beyond the complications of historical controversies and political disputes. The day honoured and remembered those who suffered and died as a consequence of the transatlantic slave trade, often known as the triangular trade, that was practiced across three continents. Estimates vary as to the number of Africans shipped across the Atlantic. But Tom Young, in his book, We Need to Talk About Africa, notes that: “In the 18th and 19th centuries the figure is likely to be somewhere between 12.5 and 14 million. From further back, say from 1500, the figure is possibly as high as 18 million”. Slavery has been, undoubtedly, one of the darkest chapters in human history. But as we continue to learn and pay tribute to the millions of men, women and children victimized by this tragic practice, we, the modern-day Africans, should take a moment and reflect on its impact on our times. The fact is, this ugly past continues to strain our present.

While slavery as a legitimate institution disappeared and no official slave markets are being currently operated, the vice continues to be practiced invisibly. The existence of human trafficking and forced labour, suggests that people are still trading on this historical baggage. The 2018 Global Slavery Index revealed that over 9.2 million people in Africa are living in modern slavery, making up nearly a quarter of all humans trafficked around the globe. In addition, nearly 40 percent of Africans trafficked are in forced labor and the victims are forced to work extensive hours in extremely dangerous conditions. It is, unfortunately, true that some corners of the world continue to practice slavery or what is left of it. Most recently, the Middle East countries, especially Qatar, Saudi Arabia, the United Arab Emirates and Bahrain, have been in the spotlight regarding the inhumane treatment of the increasing numbers of migrant workers. Stories coming out of these countries indicate that lots of migrant workers from Africa, some of whom being victims of human trafficking, are exposed to extreme forms of exploitation or abuse. Many are said to have been constantly deprived of their dignity, physical comfort and rights. Elsewhere, people of African descent continue to confront racial discrimination, marginalization and exclusion. The political, economic and structural power imbalances rooted in colonial rule, enslavement and exploitation, still deny equality of opportunity and justice. And as such, many experts argue that slavery left a permanent mark on Africa and remained a key contributor to our slowed progress, economic stagnation, and political instability. But let’s pose for a minute and ask ourselves: What has been the role of African leaders in the promotion or confrontation of modern slavery? Well, as was observed much earlier before, modern-day slavery is also, in fact, said to be partly orchestrated by African leaders. Tom Young argues that, in the past, some African kings were complicit in facilitating the sale of African captives. Not only was slave trade organized by Africans, the practice of slavery itself was widespread in Africa. A wide variety of African rulers were able to determine the conditions, political and commercial, under which they would deal with outsiders. Slave traders had to negotiate the purchase of slaves – they could not dictate terms – and many were required to wait on the coast for their human cargo to be brought to them. They had to pay some sort of local tax and abide by local rules and norms. Similarly, in today’s case, slavery appears to be a collaborative enterprise – to some extent – between the offenders and some governments or their officials. Many of the atrocities committed against victims, say migrant workers, have occurred under the watchful eye of African governments but no tangible action has been taken to avert the vice. It’s true that many things have changed in Africa since the days of slavery and slave trade, some for the better. Some African countries such as South Africa, Botswana, Kenya and Ghana, are now classified as “Middle-income”. Some provide a degree of welfare and other services for their people. Many have sustained quite high rates of economic growth. But slavery, in a modern-day version, remains a major thorn in the foot. Africa needs to stand up in solidarity against slavery of all kinds. There’s need to develop clear plans, oversee their implementations and subsequently maintain the results. We should develop our Human capital, increase the education levels and skills of African populations. Experts point to the fact that only 60 percent of Africa’s 15 to 24-year-olds have completed primary school, and only about 20 percent have gone beyond lower secondary school. Such a shift will not solve all problems, it will not fully abolish modern-day slavery, but it will revitalize the energy of the 1.37 billion people in Africa.

FREDRICK Lubwama, an Industrial Chemist and a Petroleum engineering technologist by proffession who contested for Kawempe North MP seat in 2016 and narrowly lost to Hon. Latif Sebaggala Sengendo is back in the puzzle! Exclusive information coming from Kamwokya, the opposition National Unity Platform (NUP) headquarters shows, party bosses are rolling heads on what can be done if government refuses to release Kawempe North Member of Parliament Muhammad Ssegirinya who was arrested alongside Makindye West MP Allan Ssewanyana commonly known as Bwiino. About six month ago, the two were aarested over six counts related to murder. Also, rumour making rounds says, the two areated Members of Parliament Hon. Ssegirinya and Hon. Allan Ssewanyana might come out of prison with a new beat, not the renowned one of Mr. Update or Bwiino Ssewanyana. This follows a recent press conference organised by Speaker of Parliament Rt. Hon. Annet Anita Among at Parliament and donated UGX 5M cash to Ssegirinya’s wife, another UGX 5M to Ssegirinya’s mum and UGX. 5M to Allan Ssewanyana’s wife. There are fears that Ssegirinya and Allan Ssewanyana might take bitter pills and denounce NUP or activism for them to be pardoned by the powers that be.

NUP officials who talked to us but asked their names to be withheld told us, Speaker Anita Among and some NRM MPs like David Kabanda who is a President Museveni’s blue eyed boy seem to be very close to the two arrested MPs than officials from their party NUP. “This is unbelievable. We were shocked to see wives of our comrades and Ssegirinya’s mother receiving money from Anita Among, in front of cameras without even notifying NUP. Yet when we went to Kigo that very day they went to Anita’s offie to reveive the money, one of those MPs stopped us from meeting his wife to deliver money for upkeep.” Said a top source in NUP, adding that, “Even that very wife has not been picking our phone calls yet for Anita Among, she picks. She even refused to show up at the NUP headquaters when leaders called her. We sometimes feel, something is not right with our colleagues.”
LOOKING FOR PLAN B According to reliable information, party bosses are likely not to be waiting for more shocking news. They are already identifying names of would be perfect substitutes and this investigative news website can exclusively confirm that of these, three names carry higher chances. They includes former contestants Sulaiman Kidandala, Hon. Latif Sebaggala Ssengendo and former UYD dangerman Fredrick William Lubwama. However, Lubwama is likely to beat the other two being that, Kidandala and Latif are taken to be prodigal sons who chose to defy the party directives when they were denied party flag in 2021 but the chose to run as independents. After losing to NUP candidate, Kidandala went to court to nullify Ssegirinya’s victory saying he had no academic papers. Kidandala lost on technicalities. So his chances to be considered are very slim. For Latif, he confused the party when he stood down for Ssegirinya, went for Lord mayor, jumped out of Lord mayor race, returned to contest for member of Parenament well knowing that party had already given flag to Ssegirinya. NUP bosses, the two can nolonger be easily be sold to Kawempe North voters.
WHY FREDRICK LUBWAMA It’s true he has never officially denounced his DP Party but he has been an ally to NUP. In fact he was contacted last year to be NUP special envoy in the Diaspora due to his consistency in fighting for a democratic governance, human rights and rule of law. We are told, Lubwana agreed to work with NUP although he insisted, wanted to concentrate on Kawempe North Politics. His teams are already on ground strategising for 2026 polls. On January 1st 2022, Fredrick Lubwama was invited by different groups of his supporters. They showed him support promising that at the right hour, they are ready to front their son of the soil. NUP strategists must have got info that Fredrick is doing ground work and might be hard to break. Better to court and recruit him as their full General. Not being a political armature, Mr. Lubwama is well traversed with the politics of Kawempe North, a constituency where he was born. A well to do young man who is in politics not to look for a job or starting capital, he is a great mobilizer, well educated and can perfectly articulate issues on the floor of Parliament. Asked what a person with well a paying job want in politics a dirty game, one of Mr. Lubwama supporter told this news website that, “It is his desire to transform Kawempe and continue with some of the development initiatives which he had started before he left Uganda for further studies. There is alot of things which can be done to uplift our society. We verily know the problems affecting not only Kawempe North but Uganda at large. We will offer ourselves to serve this country with one heart.”

Katikkiro signed the condolence book at Parliament and later entered into a meeting at the VIP lounge with his host, Speaker Anita. Meeting was attended by Deputy Speaker, LOP and other leaders. On behalf of Buganda Kingdom, Katikkiro extended heartfelt condolences for the loss of Rt. Hon. Oulanyah. He congratulated Speaker Anita and deputy Tayebwa upon their election last week. He pledged support to their leadership and urged them to lead a united Parliament and also give priority to matters of National importance. NATIONAL Unity Platform President Robert Ssentamu Kyagulanyi commonly known as Bobi Wine is set to meet Rubaga Division Urban Council Speaker Musah Mbaziira, an NRM diehard, over the misconduct of Lubaga mayor Zacchy Mberaze Mawula, his Deputy Rehema Sanyu Fugge and a clique of 25 errant councilors mostly NUP party members, this investigative news website can authoritatively report. This comes after a letter by Speaker Musah Mbaziira to NUP President Robert Ssentamu Kyagulanyi dated March 30th 2022, requesting for a meeting over his councilors’misconduct. Excersing his duties under section 29c (a) &(b) KCCA 2019 as amended of presiding over all urban municipal council meetings and also charged with overall authority for preservation of order in council and ensuring the enforcement of rules of procedure in the council, Speaker Mbaziira suspended the Rubaga Division Urban Council Mayor Mberaze, deputy Fugge and other 25 councillors for indiscipline and abuse of decorum in the Ordinary Council meeting on 21th March 2022 at Jevine Hotel, Nabunnya road in Rubaga Division.Mberaze and his clique walked out of this council called to honour fallen Speaker of Parliament Jacob Oulanyah. Mbaziira has already notified Division Clerk, over his decision, who we are told, has also written to the Director Legal. In the letter to Hon. Kyagulanyi, Speaker Mbaziira wrote, “Following the misconducts and issues of Lubaga Division Urban Council and being that National Unity Platform is the leading party in Lubaga, we have had a lot of challenges which need your immediate intervention as NUP President.” “It is on this background that we seek for an engagement with you to get a way forward if we are to improve service delivery to our electorates.” Reads letter to Hon. Kyagulanyi, signed by Speaker Mbaziira.
NRM MAN: Musah Mbaziira
Letter was copied to Shadow Minister for Kampala Capital City Authority and Metropolitan Affairs Hon. Abubaker Kawalya, NUP SG, Chairman NUP Lubaga and all councilors Lubaga. For starters, NUP forms the majority of councilors in Lubaga council. Out of 94 councilors, NUP has over 60 councilors. Speaker Mbaziira vowed, “We can’t allow would be exemplary leaders to take this council for a market. Those who walked-out will face penalties. We must respect this council and if there is any concern, kindly raise it and let members have deliberations, and we agree on what to do next. Don’t just bring here your hooliganism, if they are no longer interested in representing their voters, let them resign.” The walkout of happened on Monday this week, during an ordinary council convened by Speaker Mbaziira at Jevine Hotel in Lubaga. A day before, President Museveni had announced the death of Oulanyah who passed on from a Seattle Hospital in United States of America.
MBERAZE, FUGGE & 25 COUNCILORS SUSPENSION Like we informed you in a story we published on Wednesday, Speaker Mbaziira suspended Mberaze, Fugge and a group of councilors from council sessions. Using his discretion under Rule 53 of the Council Standard Rules of Procedure, Speaker Mbaziira has directed Division Clerk to Council Lubaga Division Urban Council, “To communicate the above suspension to these errant members as directed under Rule 53 (7) of the Council Standard Rules of Procedure.” In a letter to Division Clerk to council dated March 29, 2022, Speaker Mbaziira said, “During the previous Ordinary Council meeting held on March 21, 2022, at Jevine Hotel, a total of 25 councilors led by Deputy Mayor abused the decorum of council by shouting on top of their voices, insulting fellow members, undressing in council chambers and putting on ‘PRISON ATTIRES’, ordering the exit of council members, ordering the adjournment of council, failing to fulfil the council duty of presenting the report of the deputy mayor thereby interrupting Council business.” According to Speaker Mbaziira, Council consequently resolved under MIN. NO. KCCA/LDUC, 01/03/2022 that these errant members be suspended from both Council and Committee sessions and make an apology or a letter of expression of regret at the end of their suspension. Speaker Mbaziira attached a copy of members suspended for further reference.
WHAT HAPPENED Mberaze, Fugge and a group of councilors first signed for the allowance of 210,000, took tea and eats then after, walked out in protest, a few minutes after council speaker Mbaziira asked members to rise on their feet, take a minute of silence in remembrance of departed Rt. Hon. Speaker of Parliament Jacob Oulanyah.* Our inside sources in the office of Lubaga Speaker have revealed to us that, Mbaziira is very much disappointed by Mberaze and Fugge who chose to walkout at a time council was honouring the departed Speaker of Parliament of Uganda, vowing to punish them for their misconduct. Before Mberaze and team walked out of the council, Speaker Mbaziira said, “I am saddened by the demise of the 11th Parliament Speaker Rt. Hon. Jacob Oulanyah, which occurred in Seatle, United States of America on March 20, 2022. He has always fought to serve truthfully and equally despite political differences in our country.” Lubaga Speaker said, It’s unfortunate that Oulanyah passed on before fully serving his nation. Mbaziira talked about Oulanyah as a very vibrant and mighty gentleman with quite abundance of character as evidenced by his legacy since the day he took office, to the day God called him. His deeds have greatly impacted the nation and shall forever be recognised and remembered. “Let’s stand on our feet for a moment of silence and pray for our colleague and all our departed loved ones to continue resting in eternal Peace, Amen!” Said Speaker Mbaziira. He also asked council to officially welcome new members, councilor Wasswa Edward Gulu for Kasubi and Hellen Butayi councilor representing Nakulabye. Mbaziira expected Mberaze and his deputy to take to the floor and pay tribute to the fallen Speaker of Parliament but they instead chose to lead a protest and moved out of a council meeting. Other councilors mostly from NUP Party looked at Mberaze, Fugge and a clique of fellow councilors in disbelief, since they were not aware of what was going on. Fugge who led the protest after taking to the floor, sang the Buganda anthem something which has been condemned by fellow councilors. She tried to woe councilors to follow her and leave an empty council hall, but she was instead embarrassed after majority NUP councilors rejected her deal. A one Yusuf Katabira told her off saying, “We are here to use this platform to address the issues affecting the people we represent. Now, if we don’t use this council and instead protest, then we will be playing cheap politics.” However councilor Dennis Magomu one of those who moved out said the protest was about skyrocketing basic needs prices. Katabira and other councilors did not agree with this reasoning. They said, “Where was the consesus? Did we first sit and agree on the walk out as opposition or NUP councilors? Who sanctioned the walkout? Was it NUP caucus? So you thought we would join such a useless protest we were not informed about? Any matter affecting our electorates must be raised on the floor, we deliberate about it, vote or pass a resolution to Kampala Capital City Authority council headed by NUP Speaker Zahara Luyirika or Parliament of Uganda.” Those who did not move out include the 39 NUP councilors. For starters, this council has about 64 NUP councilors and they are the majority. Katabira who was supported by other councilors like Luyinda accused Mberaze of playing childish politics. They gave an example of railway land where people were being evicted, matter was brought in the council and it was fully resolved. “We did not have to protest and strip naked just like Mberaze’s team did. We are leaders, let us learn how such matters are solved. We must be orderly.” Said Luyinda. Former KCCA councilor Ismael Ddamba Musajjatasuliraawo rubbished councilors who say they walked out due to sky rocketing commodity prices saying, Lubaga urban council has no connection, whatsover, with the high prices or how they should be cut. NEWLY elected Speaker of Parliament Rt. Hon. Anita Annet Among is today Friday expected to hold talks with Buganda Kingdom Premier Owek. Charles Peter Mayiga in the VIP lounge ahead of the return of Rt. Hon. Jacob Lokori Oulanyah’s body later in the day. In a message from Mr. Joseph Sabiiti who is the Press Secretary to Speaker Rt. Hon. Anita Among, Katikkiro Mayiga will reach at 9am. “On his arrival, Owek. Charles Peter Mayiga will sign the Condolence book of fallen Speaker Rt. Hon. Jacob Oulanyah at Parliament on Friday at 10am. He will thereafter hold a short meeting with the Rt. Hon. Speaker in the VIP lounge.” Reads a message from Mr. Sabiiti. We are told, the two, Speaker and her guest will address media at Parliament. According to our sources at Bulange, Mengo the headquarters of Buganda Kingdom, members of Premier Mayiga’s entourage will have Kingdom ministers and Speaker of the Great Lukiiko (Buganda Parliament). At Parliament, Mayiga and his team will be received by among others, leadership of the Buganda Parliamentary caucus headed by Butambala County MP Muhammad Muwanga Kivumbi. This news website has learnt that, Premier Mayiga will use this visit to congratulate Rt. Hon. Anita Among upon her election as Speaker of Parliament. He is also expected to whisper at Speaker Anita about Hon. Francis Zaake’s woes. Yesterday, Katikkiro Mayiga received Chief Justice Owiny Dollo at Bulange Mengo, who went their to deliver his apology to His Majesty the Kabaka of Buganda Ronald Muwenda Mutebi over lies Chief justice made against Buganda’s King. In his address, Mayiga thanked His Lordship Chief Justice Owiny-Dollo for his apology saying, “The people of Acholi and the people of Buganda have more in common than what divides us. Actually we share a common history. We should therefore focus on preserving the dignity of the late Jacob Oulanyah.” “We should give him a deserving send-off next week, with his contributions to Uganda not eluded by debates and discussions and anger well knowning that, we have undertaken this process and I don’t think that there is more that needs to be done other than moving forward.” Mayiga told Chief Justice and other very important people who escorted Owiny-Dollo to Bulange Mengo. WHAT YOU NEED TO KNOW ABOUT OWEK. CHARLES PETER MAYIGA Believed to be the 43rd Katikkiro of Buganda Kingdom, Owek. Charles Peter Mayiga is a lawyer by profession, a cultural leader and author. Katikkiro Mayiga was appointed to that position by the Kabaka of Buganda, His Majesty Ronald Muwenda Mutebi II of Buganda, in May 2013, replacing Engineer John Baptist Walusimbi. Charles Peter Mayiga was born in Kasanje Village, Kabonera Parish, Masaka District, Central Uganda. His parents are Ssaalongo Cyprian Mukasa and Nnaalongo Rebecca Kyese Mukasa. He started his education at Butale Primary School and Nkoni Primary School. Went to St. Henry’s College Kitovu and Kitante Hill School, O’Level education. He completed his A’level at St. Mary’s College Kisubi. Holds a Degree of Bachelor of Laws (LLB) from Makerere University and a Diploma in Legal Practice, obtained from Law Development Center, Kampala. Started working in 1991. Charles Peter Mayiga has been working closely with the elders of the Kingdom of Buganda, sharpening his knowledge and understanding of the customs and traditions of Buganda. In June 1991, Charles Peter Mayiga was appointed Admnistrative Secretary and assistant to the Secteray General of the Ssaabataka’s Supreme Council (the name given to Buganda Lukiiko at the time since it was still outlawed under the 1967 Constitution). Later, he was appointed Principal Administrative Secretary up to 1994. He was appointed to member of the Lukiiko in 1994 and in 1995, Ssaabasajja Kabaka appointed him Deputy Minister in Charge of the Lukiiko. In 1996, he named minister of the Youth. In the same year, he was named Minister for Youth and Cabinet Affairs. In 2002, the Kabaka appointed him Minister of Youth, Cabinet Affairs and Lukiiko Affiars, Information and Kingdom Spokesman. He served in that capacity until he was appointed Prime Minister of Buganda in May 2013. Charles Peter Mayiga is a Law Partner in Buwule Mayiga & Company Advocates, based in Kampala. He is married to Margaret Mayiga, an alumnus of Trinity College Nabbingo. LAST week, this investigative news website leaked a story about instructions given by Lubaga Municipality Council Speaker Musah Mbaziira to the disciplinary committee to investigate and punish mayor Zacchy Mberaze, deputy Rehema Sanyu Fugge and 25 councilors over indiscipline. Mbaziira also vowed to engage NUP Party secretary General Lewis Rubongoya about the indiscipline of some of his party councilors saying instead of representing and working for the people, they are busy playing street and showbiz politics. He however thanked majority councilors who ignored Mberaze and Fugge, shunned their useless protest and remained seated in the council. “We can’t allow would be exemplary leaders to take this council for a market. Those who walked-out will face penalties. We must respect this council and if there is any concern, kindly raise it and let members have deliberations, and we agree on what to do next. Don’t just bring here your hooliganism, if they are no longer interested in representing their voters, let them resign.” Said a tough speaking Speaker Mbaziira. The walkout of Mberaze and his clique happened on Monday this week, during an ordinary council convened by Speaker Mbaziira at Jevine Hotel in Lubaga. A day after President Museveni had announced the death of Oulanyah who passed on from a Seattle Hospital in United States of America.
MBERAZE, FUGGE & 25 COUNCILORS SUDPENDED We can reliably inform you our esteemed readers that, Speaker Mbaziira has finally suspended Mberaze, Fugge and a group of councilors from council sessions. Using his discretion under Rule 53 of the Council Standard Rules of Procedure, Speaker Mbaziira has directed Division Clerk to Council Lubaga Division Urban Council, “To communicate the above suspension to these errant members as directed under Rule 53(7) of the Council Standard Rules of Procedure.” In a letter to Division Clerk to council dated March 29, 2022, Speaker Mbaziira said, “During the previous Ordinary Council meeting held on March 21, 2022, at Jevine Hotel, a total of 25 councilors led by Deputy Mayor abused the decorum of council by shouting on top of their voices, insulting fellow members, undressing in council chambers and putting on ‘PRISON ATTIRES’, ordering the exit of council members, ordering the adjournment of council, failing to fulfil the council duty of presenting the report of the deputy mayor thereby interrupting Council business.” According to Speaker Mbaziira, Council consequently resolved under MIN. NO. KCCA/LDUC, 01/03/2022 that these errant members be suspended from both Council and Committee sessions and make an apology or a letter of expression of regret at the end of their suspension. Speaker Mbaziira attached a copy of members suspended for further reference.
WHAT HAPPENED Mberaze, Fugge and a group of councilors first signed for the allowance of 210,000, took tea and eats then after, walked out in protest, a few minutes after council speaker Mbaziira asked members to rise on their feet, take a minute of silence in remembrance of departed Rt. Hon. Speaker of Parliament Jacob Oulanyah.* Our inside sources in the office of Lubaga Speaker have revealed to us that, Mbaziira is very much disappointed by Mberaze and Fugge who chose to walkout at a time council was honouring the departed Speaker of Parliament of Uganda, vowing to punish them for their misconduct. Before Mberaze and team walked out of the council, Speaker Mbaziira said, “I am saddened by the demise of the 11th Parliament Speaker Rt. Hon. Jacob Oulanyah, which occurred in Seatle, United States of America on March 20, 2022. He has always fought to serve truthfully and equally despite political differences in our country.” Lubaga Speaker said, It’s unfortunate that Oulanyah passed on before fully serving his nation. Mbaziira talked about Oulanyah as a very vibrant and mighty gentleman with quite abundance of character as evidenced by his legacy since the day he took office, to the day God called him. His deeds have greatly impacted the nation and shall forever be recognised and remembered. “Let’s stand on our feet for a moment of silence and pray for our colleague and all our departed loved ones to continue resting in eternal Peace, Amen!” Said Speaker Mbaziira. He also asked council to officially welcome new members, councilor Wasswa Edward Gulu for Kasubi and Hellen Butayi councilor representing Nakulabye. Mbaziira expected Mberaze and his deputy to take to the floor and pay tribute to the fallen Speaker of Parliament but they instead chose to lead a protest and moved out of a council meeting. Other councilors mostly from NUP Party looked at Mberaze, Fugge and a clique of fellow councilors in disbelief, since they were not aware of what was going on. Fugge who led the protest after taking to the floor, sang the Buganda anthem something which has been condemned by fellow councilors. She tried to woe councilors to follow her and leave an empty council hall, but she was instead embarrassed after majority NUP councilors rejected her deal. A one Yusuf Katabira told her off saying, “We are here to use this platform to address the issues affecting the people we represent. Now, if we don’t use this council and instead protest, then we will be playing cheap politics.” However councilor Dennis Magomu one of those who moved out said the protest was about skyrocketing basic needs prices. Katabira and other councilors did not agree with this reasoning. They said, “Where was the consesus? Did we first sit and agree on the walk out as opposition or NUP councilors? Who sanctioned the walkout? Was it NUP caucus? So you thought we would join such a useless protest we were not informed about? Any matter affecting our electorates must be raised on the floor, we deliberate about it, vote or pass a resolution to Kampala Capital City Authority council headed by NUP Speaker Zahara Luyirika or Parliament of Uganda.” Those who did not move out include the 39 NUP councilors. For starters, this council has about 64 NUP councilors and they are the majority. Katabira who was supported by other councilors like Luyinda accused Mberaze of playing childish politics. They gave an example of railway land where people were being evicted, matter was brought in the council and it was fully resolved. “We did not have to protest and strip naked just like Mberaze’s team did. We are leaders, let us learn how such matters are solved. We must be orderly.” Said Luyinda. A RENOWN Team Muhoozi Kainerugaba (MK) coordinator for Eastern region, ruling NRM Party defender, journalist and a political analyst, Mr. Kagenyi Lukka was last week appointed by the Head of State, His Excellency Yoweri Museveni as the new deputy Resident District Commissioner (D/RDC) for Manafwa district located in Bugishu Subregion, Eastern Uganda. He has already consented and promised to work with all leaders in the district to make Manafwa a model district. Politicians and city tycoons in Kampala are still congratulating Kagenyi Lukka, a gentleman who is well known in circles of powerful businessmen. He is a close friend to property mogul Sudhir Ruperelia and his son Rajiv Ruparelia. For those who remember the party organised by tycoon Sudhir a few weeks ago when he defeated Bank of Uganda in the Supreme Court, Sudhir was seen hugging Kagenyi, thanking him for standing with the family. It’s on record, Kagenyi a regular tv show panelist used his shows to advise Bank of Uganda not to make financial blunders against Crane Bank Ltd, but officials at the Central Bank were adamant! Through his articles published by The Edge news website, Kagenyi who is a graduate with a Bachelors in Business Administration identified loopholes in the Bank of Uganda – Crane Bank take over deal and alerted Central Bank not to be misled, but in vain! His articles and analysis he made on TVs about the Bank of Uganda – Crane Bank Ltd hullabaloo won him recognition by financial experts and was therefore invited in a number of conferences as a Speaker. In politics, if you want to test Kagenyi’s anger, attack President Museveni, his son Gen. Muhoozi Kainerugaba or NRM Party! You will see him with gloves off! Being a journalist has not in any way barred Kagenyi Lukka from demonstrating his support and loyalty to NRM leadership. He has openly spread the Team Muhoozi gospel in Eastern Uganda, reached out to hundreds of youth using funds from his pockets to support activities involving youth. In a tweet by EALA MP Fred Mukasa Mbidde who doubles as Democratic Party (DP) Vice President, he congratulated his long time friend Kagenyi Lukka and thanked him for his consistence is supporting a party and leaders of his choice. It’s true, Kagenyi has never staggered in politics since his University days at Kyambogo University. He has been a yellow boy 311. Writing in his hard English, Hon. Mbidde tweeted, “My brother Kagenyi Lukka, my fervent and unfeigned contrafibularities to you upon your appointment as Deputy RDC Manafwa. You have always been paradigmatic to inferential deductive discourse in your defence of President Museveni, Gen. Muhoozi Kainerugaba and your party NRM.”
ABOUT KAGENYI LUKKA Born 41 years ago, Kagenyi is a typical Mugwere from Budaka district. He comes from the lineage of Princes known as Abakomolo which produces Bagwere Cultural leaders. Bakomolo originated from the present day Butebo district formerly part of Palisa. Kagenyi was however born in Buganda at Mengo Hospital, Margaret ward by a Muganda mum, the late Margaret Nabukalu of Lugave clan. Mama Kagenyi was coming from Kyanuuna Parish, Namayumba Subcounty, Wakiso district. About his late father Ephraim Mujomba Kintu, he was a Mugwere. He came to Kampala as a youth in 1950s and in 60s, got married to his love Margaret Nabukalu. Kagenyi Lukka started his education at Bat Valley Primary School, went to Buganda Road Primary School and sat Primary Leaving Examinations (PLE) from a village school. He passed very well and was admitted at Kibuli Muslim Secondary School. He was elected Luwangula Hall prefect. Kampala Central Member of Parliament Muhammad Nsereko and Nile Post Editor Edris Kiggundu were in the same hall with Kagenyi. He was their prefect. Bruhan Byaruhanga, former KCCA Deputy Speaker, was classes ahead of Kagenyi, Nsereko and Kiggundu. Kagenyi Lukka sat for his UACE at Old Kampala Secondary School from where he was admitted at Kyambogo University.
PRESIDENTIAL APPOINTMENT: Kagenyi Lukka, Deputy RDC Manafwa district
After his graduation, he went for Kyeyo but things didn’t work out as he expected. He returned to set up a media empire and Kagenyi Holdings which deals in Project Proposals, Work Plan and Property Management. Because he was so vibrant in promoting President Museveni at Kyambogo University, in 2001 Dr. Kazza Besigye who was contesting against President Museveni sent for him. We are reliably informed, Kagenyi was in company of John Kikonyogo and veteran journalist Tony Geoffrey Owana. Dr. KB wanted to sign the three gentlemen but Kagenyi openly told him how he can’t serve two masters at ago. “I am a staunch supporter of President Museveni. I will never betray him. Sorry Doctor, I have to go…” Said Kagenyi. He picked his note book and left Kasangati home, Besigye’s residence. He was followed by Tony Owana, leaving John Kikonyogo behind, who until today, is FDC’s deputy Spokesperson. Since then, Kagenyi has been an ardent NRM member and a supporter. In 2020, he contested in NRM MP Primaries and narrowly lost to Robert Kasolo for Ikiiki County in Budaka district. During primaries, Kagenyi organized sports events, supported education and gave out free spraying pumps to farmers’ groups in his district. When he lost, Budaka people wanted their son to contest as an independent in the general elections saying the party primaries were not free and fair. Kagenyi however refused saying, he will go with the party position. He in fact campaigned for Robert Kasolo and he won to become area MP. That shows how loyal Kagenyi is to the NRM Party.
MY FIRST 100 DAYS AS DEPUTY RDC MANAFWA DISTRICT Talked about as a performer, Mr. Kagenyi has committed himself to serve the people of Manafwa district without discrimination. Speaking to this investigative news website, Kagenyi saluted His Excellency the President for identifying him and promised to serve all people with one heart. “I am not only going to monitor government programs but with all leaders in the district, we will make sure implementation is observed.” Said D/RDC Kagenyi Lukka. He revealed to us the approach he will apply to make sure Manafwa becomes a model district. “I am going to use the approach of See, Look, Observe, before I put into Action.” Revealed Kagenyi. He told us that, in his first 100 days as D/RDC Manafwa, he will liase with the district security committee to meet all LC leadership, identify their problems especially pertaining security. This will involve Secretaries for Defence and LC 1 chaimen from every village. Then the local councils mobilise locals around the district. Secondly, Kagenyi is looking at carrying out boundary opening to know the Manafwa district boundaries versus those of theor neigbours. This is intended to analyse the securiry threats to the district. Addressing the pertinent issue of Parish develop fund, D/RDC Kagenyi says, the 81 parishes which make up Manafwa district will each get its money. “And not only getting it but we will make sure we do follow up so that money given is used strictly for the intended purpose.” Said Kagenyi. His other priority is one concerning accountability of tax payers money. He plans to start and launch an accountability day in Manafwa district. He wants who ever gets government money, to give accountability. “We want to have value for money in Manafwa district. HON. MILLY Babalanda, minister in charge of Presidency has disowned a one Ronald Kasekende who some media reports have been misleading public that he is the newly appointed RCC Masaka City. Minister has cleared the air that, on the list released on Thursday and signed by the appointing Authority President Yoweri Kaguta Museveni, Masaka RCC is Katende Ronald who has been attached at the Office of NRM National Chairman (ONC) Kyambogo not any one else. “Public and in particular Masaka people should not be duped. There was no mistake made in the official list of RCC/RDC reshuffle released on Thursday. It is Katende Ronald who was appointed, not any other person. You are asked to remain calm, the new RCC will take over office very soon.” Line minister Milly Babalanda told journalists today evening.

Minister Babalanda cameout at a time when people in Masaka were being confused by Kasekende Ronald’s supporters on how their man is the rightful appointed RCC and that, it was a typo the list to have Katende Ronald. This news website had been informed how Kasekende who had spent about 4 years on Kyeyo in Germany returned home a few weeks back to be enthroned as Masaka RCC. There have been reports, how Kasekende Ronald got invitation to State House tomorrow Monday, to be briefed on how he will take over Masaka City RCC’s office. Minister Babalanda says all these are lies and has warned Kasekende to desist from impersonation or else, he will be dealt with accordingly. NRM supporters in Masaka had risen up in protest, saying they can’t allow two brothers Kasekende Ronald and Kambugu to be appointed RCC and another one as Deputy RDC Lwengo district yet both were staunch opposition members who led goons to insult ruling party officials in last year’s General election. NRM Youth like Bulegeya, NRM Chairman Katumba, Ssenkungu and others had already vowed to cause havoc in Masaka City if it’s true that Kasekende is the new RCC. “We will not allow this boy who has been insulting leaders of the ruling party to be appointed RCC. Over our dead bodies.” NRM leaders in Masaka city vowed.
What Kasekende Ronald posted today Sunday and shared on a Masaka WhatsApp group showing how God has been good to him. He used words in Gospel artist Wilson Bugembe’s song ‘Mukama obadde mulungi gyendi’. Many interpreted this to be thankful for being appointed RCC. Minister says, it is not true
Shockingly, even in opposition, leaders including NUP’s Masaka City Mayor Florence Namayanja had stamped the ground, saying they can’t allow Kasekende to be posted to Masaka City as RCC accusing him of being stubborn. What will surprise you our dear readers, mayor Namayanja, Kambugu and Kasekende are related. But don’t see eye to eye. Namayanja and Kambugu share a dad while Kambugu and Kasekende are sons of the same mother. It is alleged, Namayanja blocked Kambugu from getting NUP ticket in last year’s election, forcing him to contest as an independent. The three relatives were Democratic Party members who joined NUP just months to General elections. However, for Kasekende who was serving as a youth councilor on DP ticket last term, he did not contest in last year’s election since he wasn’t in the country. Namayanja and her brothers are at loggerheads and the appointment of Kambugu as Deputy RDC was bad news to the city mayor. Watch the space!
