ROSE NALUBWAMA Kigozi, National Unity Platform  (NUP) Lord councilor representing Najja I, Najja II and Mutundwe – Kabowa in Lubaga South has denied ever receiving cash from President Museveni saying, those spreading this propaganda just have political vendetta against her.
This comes after a story published by ths investigative news Website about a section of Rubaga division National Unity Platform (NUP) councilors who were rewarded by President Museveni with UGX 30M each as a handshake for helping him disorgaize their party activities in Rubaga and he is set to send them cows for the job well done.
The News Editor Media was reliably informed how The Head of State was going to also give out cows to these councilors as a token of appreciation for job well done!
For the cash, it landed on the bank account of these councilors last month and those we talked to confessed, they got the NRM money and are very comfortable with it.
Councilors say, the list we published, their colleague Rose Kigozi was missing yet she is one of Museveni’s cash beneficiary!
“It is true we got President Museveni’s cash just like councilor Rose Kigozi whose name you have deliberately left out. She also ate the cash. Ok let her vomit it.” Said a certain councilor who requested for anonymity. 
This comes amidst fights amongst Rubaga division NUP leaders pointing fingers at each other for being moles, working for the enemy to bring down NUP!
When we reached her to tell us about the NRM money she got as alleged by fellow councilors, Rose Kigozi categorically distanced her self from ever receiving this money saying, “I’ have never received any money and I will never receive it.”
Fellow NUP councilors who received the handshake insist Rose Kigozi is lying, she got the money and very ready to produce the evidence if she continues denying.

FLASHBACK
Around October 2017 a few days after Hon. Robert Ssentamu Kyagulanyu had taken on the political scene in the country, NRM top strategists resolved to lobby councilors from Rubaga division and other four divisions making up Kampala Capital City Authority  (KCCA) to be taken to Kyankwanzi for what was referred to as patriotism and mindset change.
The lobbying started and majority of opposition councilors agreed because they were promised some cash. However, a few rejected the deal!
For example in Rubaga, councilors who rejected the deal included; Mulangira Asuman Ntale (Busega),  Janet Namuli (Namirembe Bakuli), Godfrey Kamya (Namirembe Bakuli), Henry Mukalazi (Mutundwe) and Joyce Nabbosa Ssebuggwawo (then Mayor Rubaga division).
Others, over 40 Rubaga councilors who included now NUP councilors Musa Lusembo Ndeeba III), Richard Jjuuko Kayima (Nateete II), Sharifah Nakitende (Women-Ndeeba) and now KCCA councilor Rose Kigozi boarded NRM bus to Kyankwanzi on November 17th 2017. The retreat took 2 weeks.
Before this group left, all councilors were given 183,000/= as deposit.
For councilor Henry Mpiima formerly representing Lubya 2 who was then an FDC member before crossing to NUP, his issues are not clear! However he is among the beneficiaries of UGX 30 NRM cash.
He however insists, although he got the cash, he didn’t go to Kyankwanzi but a group which went to Kyankwanzi said he was with them. 
On November 17, 2017, Lord mayor Lukwago alongside KCCA and other division councilors who didn’t go to Kyankwanzi held a presser at City Hall to condemn opposition councilors who were in Kyankwanzi.
It’s on record, Henry Mpiima attended this presser and his voice was loud while castigating fellow councilors for betraying the struggle to go to Kyankwanzi. 
Five days later, the same Mpiima was at Namboole during FDC delegates conference where Patrick Oboi Amuliat was elected FDC President. Mpiima was team Muntu! 
However, after the delegates conference, Mpiima was not seen again.  Some think, he boarded a bus to join his colleagues in Kyankwanzi.
Mpiima  denies ever stepping in Kyankwanzi and argues that he delegated ‘his brother’ a one Ssenkumba who at Kyankwanzi registered in the names of Mpiima.
On their return, councilor Musa Lusembo narrated to friends how facilitators at NALI Kyankwanzi taught them to hate religions, especially Islam that has a direct connection with acts of terrorism.
He said, they were trained to involve themselves in farming and other development activities but not to look at councilorship as a job.
“We were sold the NRM ideology and told that had it not been the current regime, none of us would be a councilor. ” Lusembo narrated to friends about their KyankwanzI trip.
On the closing day on 30th November 2017, Lusembo and fellow councilors thought Mr. Museveni was coming to ‘Pass them out’ but alas!
The president delegated then Kampala minister Beti Olive Namisango Kamya to close the retreat, which angered Lusembo and other other councilors in Kyankwanzi! Why do you think think the badly wanted Muzeeyi’s presence? Thank you, your guess is our guess.  
Councilors in Kyankwanzi openly told Ms. Kamya they wanted the president so that he can sort out their financial woes. In her response, she promised to lead them to the president on their return to Kampala.

MEETING MUSEVENI @ ENTEBBE STATE HOUSE
Two weeks later, Kyankwanzi councilors were taken to State House to meet President Museveni.
This is where Muzeeyi pledged to send each of them UGX 50M but directed, each councilor be given UGX 2M cash as transport refund.
At State House, councilor Sharifah Nakitende commended the president for his superb leadership and requested him to reject an ammendment in the  KCCA Act, that proposed that the academic qualification for a councilor should be S.6 or its equivalent.  Sharifah was seconded by councilor Deo Kasana from Makindye. Museveni directed Kamya to scrap away that clause from the amendment.

DELAY OF HANDSHAKE
After like one year, Kyankwanzi councilors got angry over the delayed Kyankwanzi cash. Through then KCCA councilor Bruhan Byamugisha and madam Alice Kaboyo, they were taken to President Museveni’s Kisozi farm to demand for their cash. 
Muzeeyi only gave each of them 500,000 for transport refund and tray of unboiled eggs.
This time Mzee didn’t talk about their 50M pledge.
A third attempt by these councilors to claim the Kyankwanzi cash  was staged at State House Entebbe.This time round, they were man handled and dogs let loose on them.
During Mbaziira’s election as speaker Rubaga division last term, some little money was sent and given to these councilors and many NUP councilors led by Lusembo, feasted on Mbaziira’s cash.

UGX 10M TOUCH @ COUNCILOR’S BANK ACCOUNTS
During 2020 party primary elections,  each of the Kyankwanzi team members was given UGX 10M probably to help them in securing a party ticket because NRM wanted them back to council for mission accomplishment. Musa Mbaziira was assigned to coordinate these NUP councilors and make sure, they win during the 2021 elections. Unfortunately, only four returned. Musa Lusembo, Richard Kayima, Sharifah Nakitende, Muhammad Ssentamu and Rose Kigozi (KCCA councilor representing Lubaga B).

ADDITIONAL UGX 15M CASH SENT LAST MONTH
The day KCCA Speaker Zaharah Luyurika and other Authority councilors were released from Kigo prison,  the Kyankwanzi team received each UGX 15M. 
And the NUP councilors who got the money included; Musa Lusembo, Henry Mpiima, Rose Kigozi, Sharifah Nakitende and Richard Jjuuko Kayima.
We have been reliably informed, NRM government is very happy about the role these councilors have played in disorganising NUP in Rubaga, keeping it in endless wars and confusing party headquarters. 
We recently reported that,  some of these councilors had positioned themselves to be party mobilisation bosses in Lubaga and also influenced a one Fatumah Nabatanzi to add names of their favourites to the mobilisation committee. 
Thank God, the NUP headquarters jumped out of the trap and cancelled the appointed mobilisation committee.

OPPOSITION Political leader in Uganda Hon. Robert Ssentamu Kyagulanyi commonly known as Bobi Wine and wife Barbie Itungo yesterday Sunday hosted Muslim sheiks, imams, politicians and hundreds of muslim brothers and sisters to an Iftar dinner at their State House in Magere, Wakiso district.

Kyagulanyi and Barbie who were clad in Islam attires told their visitors that the tradition of breaking fast with Muslims during the Holy month of Ramadan is something they are always looking forward to. 
Flanked by Makindye mayor Haji Ali Kasirye Nganda Mulyanyama, NUP President Hon. Kyagulanyi told his guests that, “I am very grateful to all who joined us on this important occasion which was preceded by Duwa prayers for our nation as well as for our comrades in detention and those still missing. I am very grateful to His Eminence the Supreme Mufti, for sending such a big delegation to represent him at the event.” 
He wished all Muslims blessed last days of the Holy month.

 “May Allah (SWT) grant your supplications, and give us the courage to continue fighting for justice and equity.” Prayed Kyagulanyi.
This Iftar Dinner was attended by Members of Parliament led by Commissioner Francis Butebi Zaake, area MP Muwada Nkunyingi, Kampala Woman MP Hon. Shamim Malende, Hon. Aloysius Mukasa (Lubaga South MP), Hon. Betty Nambooze Bakireke, Hon. Abdallah Kiwanuka Mulimamayuuni, Joel Ssenyonyi among others.

BUT WHAT WOULD IT COST A RADIO/TV PHONE CALLER TO HAVE INFORMATION BEFORE CALLING INTO A SHOW? A CASE OF KATIKKIRO MAYIGA

TODAY Tuesday morning, together with another panelist, we were hosted by Ndugu Moses Kanala on Channel 44 tv ‘Arise and Shine’ political talk show!
Someone called into the show accusing Buganda Premier Charles Peter Mayiga for implicating government of Uganda officials who signed the Coffee agreement with an Italian company without consulting coffee farmers and other stakeholders! 

Owek. Mayiga’s ‘Emwanyi Terimba’ campaign has woken up many Ugandans especially Kabaka’s subjects to venture into coffee farming as a way of kicking poverty out of Buganda. How can government enter such a deal go without consulting Premier Mayiga on behalf of Buganda Coffee farmers, a leader who has almost traversed all Counties in Buganda calling upon Kabaka’s subjects to plant more coffee?
Now this caller ignorantly said, Premier Mayiga has no moral authority to accuse government on this blunder, alleging that, when Buganda Land Board introduced ‘Kyapa mu ngalo’ title give away, bibanja holders were not consulted. A total lie!
In my humble response, I educated this caller that Buganda Land Board had radio programs, TV shows, adverts in news papers, media briefings and general campaign on social media and all over the 18 Buganda counties to this effect, disseminating information to bibanja holders on Kabaka’s land, how it is important to register your Kibanja and why a Kibanja holder should go for a title  (Kyapa mu ngalo).
Bibanja holders willingly thronged Buganda Land Board offices to register their Bibanja and others successfully applied and got titles. Those in diaspora were also catered for.
Buganda Land Board kept on explaining to Bibanja holders on Kabaka’s land that A ‘Kyapa mu ngalo’ land title is a document that authorises and verifies ownership of mailo/bibanja owners on Kabaka’s land. This information was on every wall! 
Now I don’t know whether this phone caller had just landed from planet Mars not to know this information, but at least he would have used his smart phone to ask Mr. Google and be helped understand that all Buganda Kingdom programs,  all Buganda Land Board projects get 100% media coverage courtesy of BLB Spokesperson counsel Denis Bugaya, a very professional, brilliant, informed and approachable young man.

On how bibanja holders on Kabaka’s land acquired/applied for Kyapa mu ngalo, this is the information which was spread everywhere to Kabaka’s subjects both in Uganda and Diaspora;  

  1. The first step is to visit Buganda Land Board office located in your county for registering your Land.You Can visit their website on the following Link: Buganda land Board
  2. Get the plot and block number for the mailo/bibanja where your land is Located on Kabaka’s Land;
  3. After that Obtain Consent form from Buganda Land Board at the Registry of Titles: Here the registry gives a ticket with the amount to be paid, which one takes to the bank to pay in full. This includes the Application fees and survey fees, which is equivalent to Ugshs.1, 600,000.
  4. One pays for the application and survey Fee at any Commercial Bank that has a Buganda Land  Bank Account and obtains a receipt that will later be presented again at the Buganda land Board registry to complete the procedure.
  5. Conduct a search at the Registry of Titles if you want and this is done after presenting the receipt of payment of the search fee from the bank
  6. At this time, one also picks up the consent to transfer application (in case where the Kabaka land was registered in other persons names..
  7. Attach all required documents like Transfer and Consent Forms, Mutation Form, Application for certificate of Customary Ownership and the Lease agreement (in cases where the applicant is leasing the land in question). It is not mandatory to use a lawyer to draw up the Lease agreement or conduct the transaction, but in this case, it would be common practice.
  8. After this, the land is valued for transfer purposes and for assessing and paying all other requirements and duties.
  9. Obtain income Valuation of property for transfer purposes by Buganda Land Valuer’s Office in order to determine tax clearance certificate and assessment form for payment of stamp duty from Uganda Revenue Authority: Once the BLB valuer has given his consent on the cost, the file is taken to the Uganda Revenue Authority, where an assessment form for Stamp duty is provided. The Uganda Revenue Authority also requires that anyone who purchases land valued at more than UGX 50,000,000.00 (approximately $20,000.00) obtain an income tax clearance, denoting the purchaser’s source of income for taxation purposes, before registration. At that time, the name of the designated bank will be provided.
  10. Payment of stamp duty at the designated commercial bank: In the first instance, there is an assessment form, which is taken to the bank, and payment is made. The Bank will inform the Uganda Revenue Authority that payment has been received. There is a reconciliation process between the Bank and the Uganda Revenue Authority, which can take up to 3 days.
  11. Present documents to the Buganda Land Board for purpose of making an agreement: The documentation Include signed Lease agreement, Receipts of stamp duty payment and Companies resolutions to buy and sell. Here the embossed lease agreement is given to the BLB for further assessment.
  12. An assessment form is given providing the amount to the paid for Land Title. This form will also provide the name of the designated bank where payment is to be made.
  13. One makes Payment of Land Title at a designated commercial bank to continue with the  process.
  14. A lease title is processed and handled over to the tenant after submission of signed agreement. This is the last stage of the lease process on Kingdom Land
    Now, let some one help me understand, where was the information about getting a monopoly foreign company from Italy to sell our coffee  before the signing of that unpopular agreement on behalf of coffee farmers, on behalf of coffee farmers? 
    I dont think this phone caller had the answer? Please phone callers, help us, first get information before you waste station airtime giving fake information! In early 2000s, there were radio callers like Bukenya Church Ambrose, Dominic Matovu, Ssalongo James Ssekinde owo mu Ndeeba, Zaakaliya Munnakayiba and others who were superb. Another generation of the Makolo Kavumas, Ssalongo Ssettumba, Isaac Mutyaba, Kaggwa mu Kirokole, Charles Lubinga, Mzee Mpologoma and other, took over. These ones were good. But now we have another set of callers and majority are totally ignorant about issues they are talking about. It’s sad but we will keep on educating them. Awangale Kabaka waffe!

ON WEDNESDAY this week, over three hundred inmates at both Kitalya min max Prison and Kitalya Farm Prison gave their lives to Jesus Christ after listening  to a wonderful message about reformation and repentance preached by Namirembe Diocesan Mission Secretary Rev. Samuel Muwonge and the Mission Team.
Rev. Muwonge was delegated by Rt. Rev. Wilberforce Kityo Luwalira, Bishop of Namirembe Diocese Church of Uganda to deliver the good news about salvation and also Easter packages so that the in mates would equally enjoy the happiness of the resurrection of Jesus Christ.
According to the earlier preparations, all was set for Bishop Luwalira to visit Kitalya inmates and spend a day with them, preaching and praying for the sick but at the last minute, some thing came up and the Humble Bishop delegated Rev. Samuel Muwonge.

Accompanied by Lawyers from the Diocese who authorities at the two prisons cleared to engage inmates for legal advise, Rev. Samuel Muwonge and the Mission Team were received by the leader of St. John’s Church of Uganda Kitalya Prison on behalf of Rev. Ssebina Ssekiziyivu.
St. John’s Church of Uganda falls under Namayumba Parish. St. John’s Church Kitalya oversees three churches. One is located inside Kitalya Farm Prison, another one in Kitalya Min Max Prison and third is one outside the two prisons where Mission Team from Namirembe were first received.
Mr. Kennedy Ariak, the head welfare Kitalya Farm Prison thanked Bishop Luwalira for the deep love he has towards prisoners at Kitalya saying, every Easter and Christmas, he sends them meat and other basic needs, but most importantly, the word of God which brings relief and leaves them less burdened.
He said, “Rev. Muwonge, send our regards to our Lord the Bishop of Namirembe and the Diocese at large. We want to thank the Diocese for thinking about Prisoners and in a special way thank OC Kitalya Farm Prison for allowing the word of God to be preached here.”

REV. MUWONGE @ ST. JOHN’S KITALYA CHURCH OF UGANDA
Before he was urshered inside BOMA (Prison premises), Rev. Muwonge who travelled with members of the Mission team first conducted fundraising for window glasses of St. John’s Kitalya church of Uganda.
The lay leader took Rev. Muwonge through development projects they have taken so far which include cementing church floor, getting electricity and now they are remaining with fixing in glasses.
Present were; Cpl. Blessing Mugisha (Chairman Laity St. John’s Kitalya), Ariak Kennedy (Welfare, Planning and Development), Rosemary Nalongo, Pasika Ajwanga, Ongom James, Ayet Joyce,  Mbabazi among other leaders of St. John’s Kitalya Church of Uganda.

MISSION TEAM ENTERS KITALYA FARM PRISON & KITALYA MIN MAX PRISON
To manage time, Rev. Muwonge divided his team into two, one sent to Kitalya Min MAX Prison which has over 3000 inmates and another team entered Kitalya Farm Prison.
For those who have never visited the two prisons,  it’s just a stone throw from Kitalya Farm Prison to Kitalya Min Max Prison. Each team had lawyers who engaged inmates.

Rev. Samuel Muwonge led a team that went to Kitalya Farm Prison while lay leader St. John’s Kitalya Church of Uganda led the mission team which went to Kitalya Min Max Prison.
Kitalya Farm Prison, acccording to Prison records that day, had a total number of 1369 inmates. Of these, 609 were on Committal Remand while 763 were Convicts.
Gathered in tents ready for the service, hundreds of inmates were filled with joy on receiving Mission Team from Namirembe Diocese.
Facility Officer in Charge (OC) Andrew Kenneth Byekwaso together with other authorities urshered in Rev. Muwonge and his team.
Service started with praising and worshiping songs. Inmates present were seen singing and dancing for the Lord amidst sounds of drums and many were heard praying to God to give them another chance so that they areally released from the Prison.
Songs like: ‘Cast your burdens un to Jesus’, ‘This is the day the Lord has made’, ‘I will sing Hosana’ and others were played and the whole place was filled with the presence of God.

REV. MUWONGE PREACHING: INMATES GIVE THEIR LIVES TO JESUS
Preaching to hundrers of Kitalya inmates, Rev. Muwonge told them, “I have been sent by Namirembe Bishop Rt. Rev. Wilberforce Kityo Luwalira to wish you a happy Easter but most importantly, he wants you to believe in Salvation and give your lives to Jesus because that is why the son of God was crucified for our sins, for all of us to be saved.”
Amidst total silence from inmates, Rev. Muwonge a renown evangelist reminded Kitalya prisoners how blessed they are, because they are still have the breath of life. 
“There are those dying now, some were buried yesterday while some are already in the casket ready to be buried. Although you are in prison, God has spared you from death because he loves you.” Said Muwonge who was visiting Kitalya for a third time to deliver the word of God.
He told inmates that the two times he visited this prison, “I testify to God that some inmates I preached to, were later released and we are praying with them at Namirembe Cathedral. Believe in Jesus who was crucified, you too can also be delivered from this Prison and you go back home.”

Mission Team had among others, Mr. Kizito, Kenneth Ssemogerere, Munsimetta Moses, Samuel Ssempala, Ester Nankumbi,Wilfred Nsereko, Jjajja w’abaana Lwanga, Nabankema and Mumbere.
Others were; Jesca Mukalazi, Moses Matovu, Solomon Mulumba, Stella Nakirijja, Christine Matovu, Enoch Mpuuga and Daphine Nakandi.
Rev. Muwonge preached about God who sets free those in Prison. He went on to emphasize the unchangeable God who loves beyond measure and wants all of us to believe in Salvation. 
Reading in the book of 1 Corinthians 1:18, Rev. Muwonge said, “For the message of the cross is foolishness to those who are perishing, but to us who are being saved it is the power of God.”
He explained to the Kitalya Prisoners how Jesus is considering them worth that is why the son of God had to shed blood for their sins to be washed away.
“Some people are selfish but God is not to you and me. His son died because he wanted to save those who love him. 
God wants to have a relationship with you. He is not like man who changes, for him he doesn’t, his love is genuine. Believe in his son Jesus Christ, make him your friend, even in such a situation as what you are facing now, He is a friend who won’t forsake you.” Rev. Muwonge asked Kitalya prisoners who replied by asking him to pray for them, many repented and got saved. 
He talked about some people who think those in prison are the worst sinners reading them an extract from  Psalms 55:22 which says, ‘Cast your burden upon the Lord, and he shall sustain thee: he shall never suffer the righteous to be moved.’
Rev. Muwonge asked Kitalya prisoners to give their problems to Jesus, he has all it takes to solve them.
He warned them never to give satan a chance because his acts leads them to destruction.
“Ephesians 4:27 says don’t give Satan a chance. Many of you are here because you fell in Satan’s trap, he tempted and you gave him a chance. You are even asking yourself, ‘But why did I do this?
Never allow Satan to use you.” Said Rev. Muwonge adding that, “Even when you are still here, run away from sin, so that you don’t get other files. Respect security officers and ward leaders, abide by the rules and regulations governing this place, always be humble and prayerful, God will release you and you will return to your home, your family, your office, go back and serve God. Accept to be used by Jesus, he will set you free.” 
Mission department donated 100 Bibles both in English and Luganda, sacks of Sugar, Rice, Soap, sanitary pads and Bishop Luwalira bought them meat for Easter.
Rev. Muwonge urged inmates to read the Bible because there is message of hope, love and faith.
After the sermon, hundreds of prisoners put up their hands asking Rev. Muwonge to pray and lead them into salvation. 
“We have accepted Jesus as our saviour, pray for us Reverend.” Inmates who didn’t want to move away even an inch during service, cried out.
He asked them to stand up and almost the whole gathering took on their feet to confess Jesus Christ.

‘BUY US TENTS, WE DON’T HAVE WHERE TO PRAY FROM’ – KITALYA PRISONERS CRY OUT TO NAMIREMBE DIOCESE MISSION DEPARTMENT
The head of Welfare Kitalya Farm prison asked Namirembe Diocese Mission Department to buy for them tents from where they will be gathering for service and Bible study.
“We don’t have where to pray from. These tents we are using today,were got  from our friends of other religions. Kindly buy us some tents now that the number has grown bigger.” Said Kennedy Ariak.
Rev Muwonge promised to reach out to people with good hearts to make  contributions towards buying tents for Kitalya prisoners.

LETTER TO BISHOP LUWALIRA ABOUT KITALYA MIN MAX PRISON CHURCH OF UGANDA 
Church began in August 2020 under the audience of Kitalya Min Max Prison Administration by the Grace of God, everything has moved well up to today.
Church is headed by warden Mbabazi Thomas Johnson,  Kyaligonza Muhoozi, head of Laity and Bill Nahabwe vc secretary Ntale Ronald, Steven Jjemba is Mission coordinator and Jackson Ssewanyana as Elder of church and Mark the choir master and church warden.

Challenges: 
Your Lord the Bishop, we humbly request Mission Department to provide us the following:
● Hymn books that can guide us in prayer
● Bibles both in Luganda and English
● Church Diary 2022 (Church calender) to follow the norms of church as far as the norms of Church of Uganda are concerned.
● Books to help us in Bible study&
● Send us some ministers to pray with us always due to the fact that God has given us a second chance
● Brothers who want Confirmation 
● Help us with table clothes used on Holy Table, and the wall and also Robe for the Cate chisel
● By doing that you will have fulfilled the Scripture in Mathew 25:35-40

Kitalya inter-religious committee has written to Inter-religious council Kampala and asked Rev. Muwonge to deliver the letter.
They have also requested for;

● Guide and prayer books for all religions
● Stationary e.g books,  ream of papers, pens
● Soap, razor blades and other cleaning materials
● Supplements like powder,  milk, silver fish, Glucose, soyabean, wheat flour, Rice, cooking oil, maize flour, millet flour

A FEW days in office, renown Journalist and political analyst Lukka Kagenyi who was recently appointed Manafwa District Deputy Residential District Commissioner by President Yoweri Kaguta Museveni has kick-started plans to have an accountability day for the district to make an awareness on how tax payers’ money is used and each coin accounted for.
The district accountability day is expected to be announced soon.
Mr. Kagenyi who our reporter found in office at 9pm at night, re-echoed how he is going to prioritize matters of accountability, value for money, economic monitoring of all government programs and security vowing that he will leave no stone unturned.
We found him perusing through financial reports submitted by the the District Chief Administration Officer (CAO) for the third quarter ended on March 31st 2022.
A Team Muhoozi Kainerugaba (MK) coordinator Eastern region and ruling NRM Party defender mostly on social media Mr. Kagenyi Lukka has already consented and promised to work with all leaders in the district to make Manafwa a model district.

WANTS LAW ON CIVIL SERVANTS’ BANKING

Menwhile, Mr. Kagenyi today participated in the site handover and ground breaking ceremony of Post Bank on Plot 3 Wesonga road, Manafwa town council. Speaking at the function, Deputy RDC Kagenyi called on area Member of Parliament Hon. Peter Werikhe to seek a leave of parliament and introduce a private members bill that compels all the 478.000 government workers to open up accounts and save with Post Bank since it is owned by govt 100%. He committed himself to make sure leaders in the district work as a team to make Manafwa a modal district in Bugishu Subregion.

For starters, Bugisu Subregion has districts which includes; Manafwa, Buduuda, Sironko, Namisendwa, Mbale, Bulambuli. “I want us to be a model district. We have to monitor health services and drugs in all government health facilities, All health centre III in the 25 subcounties and the Seven town councils making up Manafwa district must be monitored and perfectly supervised.” Said D/RDC Kagenyi.
He talked about visiting and inspect all government seed schools in every subconunty and to make sure that every parish has a government school.
“We also have to monitor the NRM manifesto implementation activities.” Kagenyi told district leaders.
Thanking Post Bank to open up a branch in Manafwa, Kagenyi ugued them to give first priority to sons and daughters of the district while Ivinghoe out jobs saying, Manafwa children have qualificatiins to work in a Bank.
He asked contractors to work with the given given timeline but they should desist from corruption and doing substandard or shoddy work.
All speeches were given during a meeting which was held in town council hall, before heading to the cite where Post Bank branch is going to be constructed. Others who gave speeches included District Chairperson, Post bank representative Mr. Herbert Niwagaba, area member of parliament Bubulo West, and D/RDC Lukka Kagenyi who handed over the site.

FIRST 100 DAYS AS DEPUTY RDC MANAFWA DISTRICT
Talking to us shortly after his appointment, Mr. Kagenyi who is talked about as a performer, committed himself to serve the people of Manafwa district without discrimination.
He saluted His Excellency the President for identifying him and promised to serve all people with one heart.
“I am not only going to monitor government programs but with all leaders in the district, we will make sure implementation is observed.” Said D/RDC Kagenyi Lukka.
He revealed to us the approach he will apply to make sure Manafwa becomes a model district. 
“I am going to use the approach of See, Look, Observe, before I put into Action.” Revealed Kagenyi.
He told us that, in his first 100 days as D/RDC Manafwa, he will liase with the district security committee to meet all LC leadership, identify their problems especially pertaining security. 
This will involve Secretaries for Defence and LC 1 chairpersons from every village.
Secondly,  Kagenyi is looking at carrying out boundary opening to know the Manafwa district boundaries versus those of their neigbours. This is intended to analyse the securiry threats to the district.
Addressing the pertinent issue of Parish develop fund, D/RDC Kagenyi says, the 81 parishes which make up Manafwa district will each get its money.
“And not only getting it but we will make sure we do follow up so that money given is used strictly for the intended purpose.” Said Kagenyi.
His other priority is one concerning accountability of tax payers money. He plans to start and launch an accountability day in Manafwa district.
He wants who ever gets government money, to give accountability. “We want to have value for money in Manafwa district. I want to make manafwa a model district, We have gone to work.” Said Kagenyi, a very calm and generous young man but very strict if it comes to work.

The petitioners have totally failed to raise the required signatures as by the law and even those who had signed the petition, it has been discovered most used fake signatures.
Instead, guns have been turned against NUP Mayor Zacchy Mbeeraze commonly known as Taata Namuli, councilors have started collecting signatures to impeach his deputy Rehema Sanyu Fugge and his executive over corruption,abuse of office, incompetence and indiscipline.
Mbaziira who is an NRM diehard and a darling to State House, defeated NUP candidate for Speaker Rehema Sanyu Fugge in a council of 64 NUP councilors out of 96 councilors. He won with 49 votes against 45.
Mbaziira’s NRM party had only 11 councilors, then! You can imagine how he defeated NUP with their biggest numbers!

Now, to impeach Speaker, petitioners needs 3/4 of all councilors that is a total of 64 councilors. They have failed to raise this number, so count impeachment petition dead!
“Let mayor Mberaze, his deputy Fugge and a group of indiscipline councilors who were suspended by Speaker Mbaziira continue serving their punishment, an eye for an eye revenge has failed to work,”
an NRM councilor told this news website today evening

WHO WANTED SPEAKER MBAZIIRA IMPEACHED
All started when Speaker Mbaziira on March 30th, 2022 wrote to NUP President Robert Ssentamu Kyagulanyi over the misconduct of Lubaga mayor Zacchy Mberaze Mawula, his Deputy Rehema Sanyu Fugge and a clique of 25 errant councilors mostly NUP party members.
He requested for a meeting with the NUP President over the misconduct of Mberaze, deputy Fugge and a group of councilors who had turned council into a market.
Excersing his duties under section 29c (a) &(b) KCCA 2019 as amended of presiding over all urban municipal council meetings and also charged with overall authority for preservation of order in council and ensuring the enforcement of rules of procedure in the council, Speaker Mbaziira suspended the Rubaga Division Urban Council Mayor Mberaze, deputy Fugge and other 25 councillors for indiscipline and abuse of decorum in the Ordinary Council meeting on 21th March 2022 at Jevine Hotel, Nabunnya road in Rubaga Division.
Mberaze and his clique walked out of this council called to honour fallen Speaker of Parliament Jacob Oulanyah.
Mbaziira notified Division Clerk, over his decision, who also wrote to the Director Legal. 
In the letter to Hon. Kyagulanyi, Speaker Mbaziira wrote, “Following the misconduct and issues of Lubaga Division Urban Council and being that National Unity Platform is the leading party in Lubaga, we have had a lot of challenges which need your immediate intervention as NUP President.”
“It is on this background that we seek for an engagement with you to get a way forward if we are to improve service delivery to our electorates.” Reads letter to Hon. Kyagulanyi, signed by Speaker Mbaziira.
Letter was copied to Shadow Minister for Kampala Capital City Authority and Metropolitan Affairs Minister Hon. Abubaker Kawalya, NUP SG, Chairman NUP Lubaga and all councilors of Lubaga.
Speaker Mbaziira vowed,  “We can’t allow would be exemplary leaders to take this council for a market. Those who walked-out will face penalties. We must respect this council and if there is any matter which needs urgency, let it be forwarded and we debate it.”
On receiving the letter, Kyagulanyi instead convened a meeting with councilors and directed them to impeach Speaker Mbaziira!

‘TURN COUNCILS INTO DEMOSTRATIONS’, KCCA COUNCILOR KEEYA JEREMIAH TELLS MBERAZE!
In a shocking statement from Lord councilor Jeremiah Keeya Mwanje to Lubaga mayor and NUP councilors, a day before they met Bobi Wine, he asked them to turn council meetings into demonstrations and riots saying, that is all voters want from them!!!
“Because there is totally nothing you will do in these council meetings. Expect no seriously business. Make councils ungovernable for Speaker Mbaziira and I can assure you, voters will vote for you again in 2026! This is what we exactly do at City Hall. We have our ring leader, when she moves out of council we just follow before even asking.” Said Keeya when he was called to talk to Lubaga NUP councilors on 31st March 2022, Thursday night when they had converged at mayor Mberaze’s Mutundwe home. He left many councilors shocked! For those who don’t know, even at City Hall, NUP forms the majority.

BOBI, NUP COUNCILORS MEET, PLOT OVER MBAZIIRA’S IMPEACHMENT 
On Friday April 1st 2022, Hon. Kyagulanyi held a meeting with majority Lubaga NUP Councilors at Kamwokya NUP Headquarters and instructed them to immediatly start the impeachment process since they are the majority in council.
He joined a bit late and met when Party SG Lewis Rubongoya, Deputy Spokesman Alex Waiswa Mufumbiro and others had addressed these councilors. 
An angry Bobi asked his councilors how NRM a minority party produced a Speaker puting it to NUP councilors that they betrayed the party by voting Mbaziira, who serves People Kyagulanyi referred to as ‘blood suckers’,
“Because of that big mistake, that is why Lubaga is having endless fights amongst our NUP leaders. You had the numbers, how can you explain to me that we lost Speaker ship?” Asked Bobi.
“Now, since it’s you who voted an NRM Speaker, I direct you, go and vote him out. Mbaziira must be impeached so that NUP takes the Speakership of Lubaga division. And I want no excuses.” Roared Ghetto President.
Some brave councilors wanted Bobi to instead investigate mayor Mberaze and his deputy Rehema Fugge who they accused of causing disunity amongst council members because of their incompetence, showbiz and indiscipline.
Kyagulanyi however did not listen to the claims. Instead he directed all councilors to sign a petition and impeach Mbaziira so that fresh elections can be organised and a new speaker installed. To his disappointment majority councilors did not buy this move since they had no genuine case against Mbaziira.
“He convenes council meetings, gives all Honourable members chance to debate,  he even funded senior NUP councilors during campaigns, so which case are we really having against Speaker Mbaziira? I am worried, public might lose trust in most of us.” A certain NUP councilor was had telling a colleague during the Kyagulanyi-councilors meeting. 

SSEMAGANDA DIRECTED TO COLLECT IMPEACHMENT SIGNATURES 
After resolving to kick-off impeachment process, Party leaders in the meeting hand picked Councilor Ronald Ssemaganda to lead his colleagues in the impeachment of Speaker Mbaziira. 
It is not known why Ssemaganda who didn’t attend council meeting the day Mberaze, Fugge and a clique of errant councilors walked out, was picked to lead the impeachment.
He had no option, got the papers and every Councilor was ordered to append his or her signature by force, before leaving Kamwokya although majority councilors were still insisting that Mbaziira wasn’t the problem but Mberaze and his woman, Rehema Fugge. 
The impeachment petition was drafted there and then, and all councilors in attendance signed it. Those absent, were given phone calls to urgently report at the Party headquarters and append their signatures.

MORE CRACKS SEEN DURING ELECTION OF NUP CAUCUS CHAIRMAN
Because majority councilors pinned Mberaze and Fugge for leading un coordinated demonstration and raised that as the reason why they didn’t take part, leadership at Kamwomya resolved to elect a Lubaga Council NUP Caucus Chairman.
Mberaze and Fugge camp fronted Councilor Ibra Wasswa while another camp which accuse mayor and his deputy to be behind wars in Lubaga fronted Mutumba Ronald.

Elections were conducted and Mberaze’s candidate was defeated hands down. Ronald Mutumba, a Councilor from Lubaga South was elected NUP caucus chairman Lubaga division Urban Council. 

NUP COUNCILORS GIVE FAKE SIGNATURES 
In a move interpreted as an act of defiance, a big group of NUP councilors deliberately put fake signatures on the petition to technically kill the petition. And it has worked for the NRM Speaker.
On Thursday last week, NUP caucus chairman was meant to hold a press conference and update media about how far with signing of the petition but he didn’t.
Insiders say, when Mutumba realised that some signatures were fake, he chose to call off the press conference not to embarrass the party.
We are told, because majority NUP councilors still insist Speaker Mbaziira acted in accordance with the law to suspend mayor Mberaze, deputy Fugge and their other indiscipline colleagues, there is no reason as to why he should be impeached. 

DP, FDC & INDEPENDENTS STAND IN SOLIDARITY WITH NRM’S SPEAKER
Because FDC councilor Decleak Kamya was also suspended with Mberaze and his team, the petitioners counted on his vote and other votes from FDC, DP and Independents.
When they approached councilor Kamya, he asked them to allow him first consult what he referred to as the ‘United Forces’ which has councilors from DP, FDC and independents so that they agree to gang against the NRM Speaker.
On his return, Kamya shockingly told this clique that, “United forces doesn’t understand your petition, so they their decision is that they will not be used to fight your useless wars against Speaker Mbaziira. And I will also not sign your petition because I am member of the United forces.”
Now, although all the 63 councilors had signed petition to impeach Speaker Mbaziira, the absence of a 64th councilor to get the required number of 3/4 of all the councilors has presented a big hurdle.

MUSLIM CAUCUS BLOCKS IMPEACHMENT 
Another roadblock met by a clique which targets Speaker Musah Mbaziira is the Muslim Caucus.
In their meeting, all Muslim councilors including majority from NUP resolved to block the petition saying, they can’t be used to fight a brother, Musah Mbaziira.
“What will we really tell Allah? That we were influenced by earthly things to betray a brother? No way. Musah Mbaziira is our brother, we will stand with him.” Said a member of the Muslim caucus who is from NUP Party.
Mberaze and Fugge had a plan that if Musah Mbaziira is impeached, they install their partner in crime, Jjuuko Kayima whose true religion isn’t known. For he keeps shifting from religion to religion. 
Muslim councilors say, they are not fools to replace Musah Mbaziira with Jjuuko Kayima!

ANOTHER PETITION TO IMPEACH MBERAZE’S EXECUTIVE IN HIGH GEAR 
Meanwhile, as Petition to impeach Lubaga Speaker fails to kick-start, another petition to throw out Mayor Mberaze executive is in high gear!
Led by councilor Moses Luyinda, by press time, over 40 councilors had already signed this petition, including NUP councilors.
Those who need prayers not to be slaughtered by angry councilors who say they have failed their duties includes; Deputy mayor Rehema Fugge, councilor Clement Kizza, Fatumah Muguluma and Emmanuel Kizza.
The petitioners have gathered evidence of corruption, abuse of office, incompetence and indiscipline saying the three should be thrown out and Mberaze appoints new executive.

Reason why Mberaze’s executive has reasons to worry, the process to impeach them is as easy as eating matooke while impeaching Speaker is like milking a rock?

LENT is a solemn 40-day period in the Church’s liturgical year in which we prepare ourselves spiritually for the great celebration of Easter. 
The tradition of celebration of Lent for forty days is drawn from the experience of Jesus, who spent forty days in the desert fasting and preparing himself for his public ministry.
The traditional spiritual practices of Lent: prayer, fasting and almsgiving, are as simple as they are challenging. The forty-days of Lent are intended to renew and deepen our spiritual life through prayer, self-denial and generosity to those who are poor and in need. 
There is one more traditional Lenten practice that we should not overlook: penance.  Forgiving and being forgiven is the very essence of true conversion and during Lent, each of us take advantage of the opportunity to celebrate sacrament of reconciliation.
Most Christians tend to concentrate on the negative dimension of Lent – giving something up, abstaining from meat, fasting, etc. to be sure, these penitential practices are extremely valuable as a means of self-discipline. Nevertheless, a genuine Lenten spirituality should also focus on the positive: doing something extra for God and other people. Lent offers us wonderful opportunities to grow in our relationship with God, by giving extra time to prayer or Scripture reading.
The whole purpose of Lent is spiritual preparation for the coming of Christ in a new way into our lives at Easter, not beating ourselves up or feeling ashamed about our lack of spiritual progress. The deeper purpose is what is called a “metanoia,” a Greek word used often in the Gospels. That’s often translated as “repentance,” but its better translated as a complete change of mind and heart. So, it’s not about whether we were able to successfully give up chocolate, but whether our mind and heart are more willing to accept Jesus more fully into our lives.

These forty days of wandering, of being proved, of finding strength, and of bolstering faith are exactly what we need right now. From ashes and fasting to almsgiving and prayer, the spiritual deepening and awareness offered by the Lenten season invites us to a place of renewal, a place that, if we are honest, it wouldn’t hurt to spend some time in, individually and collectively these days.
We are dust. We were born and we will die. The life we live in between these two moments is God’s gift to us. Recognizing our humble beginnings and our mortality is part of embracing the Lenten call to renewal. Full engagement in the renewal Lent calls forth is about examining and recommitting to the practices that ground our faith and remind us who we are and who we are called to be.
The Lenten journey to conversion, which we undertake today with the entire Church, becomes, therefore, an auspicious occasion “an acceptable time” (2 Cor 6:2) – to offer ourselves once again as sons and daughters into God’s hands and to put into practice what Jesus says to us over and over again: “Whoever wishes to come after me must deny himself, take up his cross, and follow me” (Mk 8:34)
The celebration of Easter cannot be fully understood and experienced without first taking the necessary time for reflection and evaluation to determine where we spiritually and morally stand as individuals and as a community before God.
Christians would do well to embrace Lent in the spirit and mood of contemplation. Here is an opportunity to find again this excitement of bring a disciple of Christ. Let us use this Lenten season to reflect on our lives as Christians. May we all emerge from this season renewed, refreshed and rejuvenated in faith, spiritual life, and in our walk with God.

BY the rivers of Aswa, we always sat, with Piety and sobriety, listening to the infinite treasures as imparted from our leader, Jacob Lokori Oulanyah.
By the beautiful cedars of Palaro, we always stood, watching countless crowds waving, at the graceful and majestic movement of our senior Lokori, as he passionately inspired the hearts and minds of the young.
By the serene atmosphere of Odek, we surely loved hosting, Jacob Lokori Oulanyah, with pomp and glamour, dancing the Bwola tunes, to the acclamation of our Acholi mothers.
By the heavenly summation of Laliya, we ever quickened our footsteps, in anticipation of the well known philanthropist, Jacob Oulanyah, who fathered so many opharns, with social welfare and clan comfort, granting them a new dawn of life.
By that Paradise of Owalo, we raised up our alms in thanks giving, on learning with empirical evidence, that Jacob Oulanyah impacted Nations, from Asia to the Pacific, from London to Mary Land, well admired for his virtuosity, in world statesmanship.

By that Citadel of Awach, Ker Kwaro Acholi, we surely sat with our elders, beholding the armour of Justice, Jacob Oulanyah, dissolving Clan conflicts with Precision and Concision, just with clarity and ease.
By the living wells of Palaro, we recall with sacred memories , the angelic tones of women and girls, in Praise of male dominion and fatherly embrace, well exercised by Jacob Lokori Oulanyah. 

By the tedious gardens of Unyama, indeed we harvested our soghurm and maize, with fond memories of paternal reverence, for such a man of Prowess and eminence, Ladit Jacob Speaker Oulanyah. 
Fare thee well banner of Perpetual Sanctity, Jacob Lokori Oulanyah! This is all, from Gulu, with awesome love.
