SPEAKER ANITA AMONG SPEAKS OUT ON THE CONTROVERSIAL GOV’T-VINCI COFFEE DEAL

SPEAKER of Parliament Rt. Hon. Anita Annet Among this afternoon assured the country that the report of the committee on trade, Tourism and industries on the controversial coffee deal between the Government and the Uganda Vinci Coffee company Limited (UVCC) will be debated without failure.
This comes a few days after Rubaga North MP Abubaker Kawalya met Namirembe Diocese Bishop Rt. Rev. Wilberforce Kityo Luwalira and called upon Church of Uganda to join fight against, ‘The unpopular coffee deal’.
Speaking to the Anglicans who filled St. Paul’s Cathedral Namirembe to capacity, without mincing words,  Hon. Kawalya said, “Who ever wants to give our coffee to a foreigner is joking. We will not allow that to happen. I call upon all of you to support the fight to save our coffee. Government signed a bad agreement, join us to fight it.”
Kawalya, a former Speaker of Kampala Capital City Authority (KCCA), in the presence of Buganda Lukiiko Speaker Owek. Patrick Luwaga Mugumbule told the congregation that Buganda Kingdom’s Premier Charles Peter Mayiga has done a commendable job in rallying Kabaka’s subjects to plant more coffee through ‘Emmwanyi Terimba’ campaign, wondering how can government sign such an agreement without consulting Katikkiro.
Kawalya said, “You all know how our Katikkiro has been traversing the whole Kingdom calling upon Kabaka’s subjects to plant more coffee, then next day, government without consulting Owek. Mayiga, signs such an agreement giving our coffee to a foreigner and it expects us to agree with it? No way!”

As the area member of Parliament, Kawalya requested the congregation to rise up and resist this coffee agreement saying it was brought in a bad faith and has many loopholes.

‘PARLIAMENT WILL ACT IN PUBLIC INTEREST’, SAYS SPEAKER AMONG
During today’s sitting of Parliament, Speaker Anita Among categorically told Members of Parliament that she is aware of the sentiments that have been expressed by the public and assured them that Parliament will act in public interest.
“I want you to know that we work for the good of the common man and our Country and the report will be debated without fail.” Among noted.” She added: “The report is ready and we shall have it presented. We work and represent millions of people out there. This report will come and we shall debate it.” Speaker Anita assures public.
The speaker’s communication follows concerns from the public and MPs about the fate of the report. 
The speaker also dismissed allegations and fears that the report would not see the light of day because of the interests at play, insisting the House will stand with the citizens.
The report was handled by the Parliamentary Committee on Trade chaired by Mbarara City South MP Mwine Mpaka.

YESTERDAY Sunday May 8, 2022, Rubaga North legislator Abubaker Kawalya led fellow members of Parliament to Namirembe Diocese mega Convention and later to a fundraising function for the completion of Mission House, on the invitation of Namirembe Diocese Bishop Rt. Rev. Wilberforce Kityo Luwalira and Diocesan Secretary Rev. Ssegawa.
The theme of the convention was: “You shall be my people and I will be your God” Jeremiah 30:22. It was organised by The Mission Department of Namirembe Diocese.
Speaking to the Anglicans who filled St. Paul’s Cathedral Namirembe to capacity, without mincing words,  Hon. Kawalya said, “Who ever wants to give our coffee to a foreigner Ms. Enrica Pinetti is joking! We will not allow that to happen. I call upon all of you, support the fight to save our coffee. Government signed a bad agreement, which we have strongly rejected. Please, join us to fight this deal.”
Kawalya, a former Speaker of Kampala Capital City Authority (KCCA), in the presence of Buganda Lukiiko Speaker Owek. Patrick Luwaga Mugumbule told the congregation that, Buganda Kingdom’s Premier Charles Peter Mayiga has done a commendable job in rallying Kabaka’s subjects to plant more coffee through ‘Emmwanyi Terimba’ campaign, wondering how can government sign such an agreement without consulting Katikkiro and coffee growers in Buganda and other regions of the Country.
Kawalya said, “You all know how our Katikkiro has been traversing the whole Kingdom calling upon Kabaka’s subjects to plant more coffee, then next day, government without consulting Owek. Mayiga, signs such an agreement giving our coffee to a foreigner and it expects us to agree with it? No way!”
As the area member of Parliament, Kawalya requested the congregation to rise up and resist this coffee agreement saying it was brought in a bad faith and has many loopholes.
Hon. Kawalya decried the skyrocketing prices saying people should leave the comfortable zone to demand for an urgent solution.
He said all this in the presence of two State ministers Owek. Joyce Juliet Nabbosa Ssebuggwawo (IT & National guidance) and John Mulimba (State minister in charge of Foreign Affairs).
Kawalya used this function to thank Rubaga North people for overwhelmingly voting him and proudly said, “I won at all polling stations in the constituency. Thank you for entrusting me with your votes, you will never regret.”
The day started with a service and had three preachers.
The first one was Ven. Can. Godfrey BK Buwembo from Nateete Archdeaconary
He talked about some parents who these days are confused, thinking about school fees for their children but asked them not to fear because God himself said, we will be his people and he will be our God.
“God knows what bothers us, he knows our needs, he knows all about us, he knows all the situations we are going through because he is the God and does everything in the Universe. He sees all attrocities you commit against fellow people .”He reminded the congregation. Those who torture people, God is seeing you so tread carefully. Jeremiah, in the Bible says, ‘When we acknowledge God, he will heal and renew us.’ ” Preached Ven. Can. BK Buwembo.
Another preacher The Very Rev. Jonathan Kisawuzi Ssalongo, who is the Dean St. Paul’s Cathedral Namirembe preached about giving to God and the importance of the Mission House.
He said, “When you find God’s treasury and he teaches you giving, tell me any one whose business collapsed for giving back to God? Yes, he or she can make a loss but still, the business booms again because God is the provider. Those who wisely chose to give back to God, they have received more blessings.”
Ssalongo Jonathan Kisawuzi asked, “Who of you young girls visits your boy friends and when you are leaving, he gives you exact transport, can you go back there? But most of us when we come to the Lord, we are slow in giving back know to God.”
He told church that when Mission House is completed, and it starts bringing money to the Church, it will help the Bishop to have source for contributions because people always ask, what do we gain from the Cathedral. 
“How do you feel when Bishop contributes 5M on behalf of the Diocese? As Diocese, we need source of income so that we can fund different projects. My lord the Bishop, Mission House needs to be completed quickly so that, work done so far is not be in vain due to the ongoing down pour.” Ssalongo Kisawuzi noted.
The Rt. Rev. Bishop Wilberforce Kityo Luwalira read from the book of Mark 8:25-27 and urged every one, “To see things in a right way. One who has God is capable of seeing things and understands whether what he or she does is wrong or right.”

FUNDRAISING FOR MISSION HOUSE: LOP MPUUGA GIVES SHS 2M
Later, Kawalya was invited by Diocesan Mission Secretary Rev. Samuel Muwonge to lead fellow MPs in fundraising for Mission House.
Before announcing his contribution of Shs 3M, Kawalya, who last year delivered bags of cement for Mission House, invited fellow MPs to contribute. Who gave what;

At the end of the function, Rev. Muwonge who heads Mission department in Namirembe Diocese announced that they had collected about UGX 92M cash and over UGX 50M in pledges.
He said, their target for the next phase is UGX 200M.
“I want to thank my Lord the Bishop of Namirembe, the Diocesan Secretary, the Dean and all people of God who have contributed towards Mission House. We have moved a long way but still need more funds. May God bless you abundantly.” Said Rev. Samuel Muwonge.
The function was coloured by different gospel choirs which included Gospel Elite Crescendo and Cathedral Choir.
Bishop Luwalira is expected to lay a stone on Mission House in September this year. In the same month, Mission department will hold another Convention from 11th to 18th. It will involve sports gala and praying for students who will sit for their final examinations at the end of this year.

NRM ACHIEVEMENT: UGANDA GETS MODERN, FUEL FRIENDLY CARS, BYE BYE SECOND-HAND VEHICLES!

PRIVATISATION and Investment Hon. Evelyn Anite has unveiled Uganda’s modern fuel efficient car making unit at the Automobile Group Uganda Company Limited. Congratulations NRM government for this step taken!
Speaking at an inspection tour of  the country’s biggest business park in Namanve, Minister Anite lauded the company for availing the country with a timely product that not only reduce the volume of used  imported cars in the country but also make fuel friendly cars.
“We welcome this initiative because it directly answers the challenge that we have as a country on fuel costs,” Minister Anite said.
She added, “Besides providing jobs for our people, this will also go a long way in helping our country in reducing on the high volume in very old and yet expensive imported cars in Uganda. And you find that most of such cars are emit gasses which are a big threat to our environment.”
She also revealed that the development is part of the country’s initiative to promote home generated products and services which are manufactured, promoted and sold under the ‘Buy Uganda, Build Uganda’ initiative. 
The BUBU drive is among others meant encourage the uptake of domestically made products as a means to promoting local talent, curing the long standing challenge of unemployment in the country also tone down levels of immigrant workers.
In his remarks, the Company Director Mr Anthony Liu revealed that the cars manufactured at the plant will not only be fuel efficient, but  also installed with state of the art equipment meant to reduce on carbon emissions thus sustain quality air in the country.
“We are going to sell our cars just as the sane rate of those that are at used car prices. For instance the pick-up double is just USD35,000 (Ug Shs125 Million) at zero mileage,” Mr Liu said before revealing that “we have already made 32 large trucks and 32 pick-ups.”
Mr Liu also revealed the cars are built on well researched technology that will not only ensure that the country gets economically viable cars but with a long span as well.
“So because we have very trustable technology, in the future we want to make the country’s cheapest brand new cars in Uganda and the region of East Africa,” Mr Liu said.
Additionally, the company also manufacturers air filters, cabin, oil and fuel filters under its subset strand known as the Uganda Filtration Technic Company Limited located at the Mbale Industrial Park.
Also Manufacturer air, cabin, oil and fuel filters under the company’s unit Uganda Filtration Technic Co. Limited located at the Mbale Industrial. Under the same strand research unit purposed to take on more Ugandan students enlarge knowledge base on the same.
The filters, among others, prevent the engine from premature abrasion, moisture, dehumidification, and no affection to air inhalation. 
The same branch of the company, research unit is set up to mainly absorb more Ugandan students as a means of widening the pool of experts in the line of work in the country.
“We may not be able to make most of the spare parts here but we believe we can make glasses, tyres. We look out for any Ugandan factory that has these materials and once they are tested to be fit for the cars we make, then we will definitely take them up,” Mr Liu said.
The company already intends to roll out the product to other parts of the country. Currently, the company has a branch nested at the Mbale industrial Businesses Park which manufactures filters that are fitted and used in the same cars.
These include Vigus 5 SWD pick-up trucks which are all designed to suit the conditions and terrain in East Africa and the African continent as well. 
Among the long term plans that the company has include accommodate intern students from both vocational institutions and University in the areas of Information Technology, computer science, mechanical engineering among others. 
“When these come, we train them in all the sectors and through the entire production line of the cars,”Mr Liu said before adding: “This is meant to expand the knowledge base in this area so that the same can be used in other factories.”
He further stated: “We trust that once we train as many Ugandans as possible then, the same labour force can be embraced and applied in local companies like the Kira Motor vehicles.”
With the launch of this development, Uganda joins the counterparts in the East African Community which among others includes Rwanda and Kenya that have since engaged in high-end initiatives and programmes to quench the thirst of ever growing demand for modern and brand new motor vehicles.
It is worth noting that most of the countries in the region have had a high reliance on second hand cars and have also had an adverse effect in the countries that they have been bought and used.
About the company, cars
Automobile Group Uganda Company Limited currently imports most of the spare parts from overseas for the first line of production. It however has plans to equipping native workers to learn and apply the same knowledge skills that can later be applied on producing spare parts for same within the country.
The company is to be headquartered in Uganda as central station so that it can make and churn out cars for ever growing thirst in the East African region.
Among the major products made by the company is the Vigus 5 4WD pick-ups both the single and double cabin versions. These come with one of the lowest fuel consumptions whereby with 8 litres, one is able to cover at least 100KM. The truck is gutted with Disc brake with ABS + EBD. Manual transmission 5 forward + one reverse. It has a sitting capacity of 5 persons within the double cab with an extended trunk for one’s extra goods or commodities.
All the cars manufactured under the plant are installed purify air quality. Specifically purify harmful gases, remove odors, reduce odors, reduce bacterial growth and also ensure that the car’s interior had a constant supply of fresh air.
Having the studied the Ugandan market and established that some of fuel station have adulterated fuel, the makers of the said car have filters that incase a driver unclean fuel, the dirt and water and filtered before releasing clean fuel into the engine for combustion.

SENEGALESE American Singer Aliaune Damala Badara Akon Thiam, known mononymously as Akon, this week returned to Uganda for a special visit to Kampala’s richest businessman Hamis Kiggundu of Ham Enterprises (U) limited. 
They attended Eid El-fitir prayers together and later, tycoon Hamis Kiggundu hosted Money magnet Akon at the State-of-art – Ham Agro Industries Headquarters.
The 38 years property mogul Hamis Kiggundu revealed to his guest why  he has chosen to venture into Agricuture saying it is the only path to fight and end poverty in Uganda.
Recently Ham told journalists that he invested UGX 2B in this research and divided Uganda into 10 Aggro zones.
“I carried out soil tests in different areas. I went to Western Uganda and saw that it has livestock, in Central we can get fisheries, fruits, horticulture, we have Maize and coffee. But before setting up structures, systems and policies, that can fully accommodate Agriculture for instance, Ham Agro Industries, there are many things I must first work on.” Mr. Kiggundu told journalists.
To his guest Akon, billionaire Hamis Kiggundu said that he is going to make a lab so that he can produce quality seeds and also, open up Ham Agro Bank in partnership with farmers. 

Hamis Kiggundu believes that to promote agriculture in the country, Farmers have to control right from fertilizers they use, the pesticides and, “We have to train them in the best Agriculture practices because right now, many of their crops and produce can’t meet the market standards so they end up living the liability.”
About his plan to build storage facilities, Hamis Kiggundu told Akon that in Uganda there has been a problem of storage facilities.
“You find someone has 10 acres of maize but sleeps in a small house. At the time of harvesting, when he leaves maize in garden, it will get spoiled. When he harvests it, he has no where to keep it at home to dry it. Majority farmers have that problem of storage, So I want to set up big storage facilities.” Kiggundu told his guest.
He took him around Ham integrated processing plant and headquarters which is no different from white house. 
“What I am building”, Ham told Akon, “Will have capacity to engage big international markets like in Qatar, Middle East, Europe or Turkey that we can sign with them treaties with the help of government, say we can supply them maize worth UGX 2B.  Ham is is planning to work together with the farmers by financially empowering them.This he plans to do through Ham Agro bank.He hopes to give farmers a helping hand by not only buying produce from them but also working together all the way from planting to harvesting. 

Kiggundu wants to start right from the soil, yes it will require sometime but he says, if they give it a robust approach, within a period of two-three years, they will be able to have gone to parameters of quality controls.
He asked why plant more maize which can’t meet international standards?”
He says, other able Ugandans like will join him in this industry and do things like this and later, government will join.

He told Akon that Agriculture has capacity to employ all Ugandans if handled well, being that it is the backbone of our country. 
“There is more money in Agriculture than in Oil. Uganda has capacity to feed 500 million people. Our soil is fertile, we have rainfall and we have youth who have capacity to do the work.” Noted tycoon Hamis Kiggundu.
While addessing media recently, Kiggundu said,  “We have to use factors of demand and supply to see that, through a liberal economy we entice these youth to move back into agriculture. That should be determined by actual incomes not just taking them to gardens. One hears that all maize in Kiboga is on demand. Then he will sell away his bodaboda, goes back to the village to plant maize.”
This according to him, will kill urbanization. “Why is it that all people are running from villages to the cities can’t we move productivity back to our villages like it was before?”
He asked.

DR. SSENFUKA’S TOUCHING STORY ON HOW HE TREATS & CURES DIABETES AND CANCER SHOCKS ROTARIANS @ INTERNATIONAL HOTEL MUYENGA MEETING

LAST WEEK on Wednesday April 26, 2022, Dr. David Ssenfuka was invited by Mr. Kenneth Mugisha President Rotary club on behalf of Rotarians at International Hotel Muyenga in Kampala as a guest Speaker about his miraculous herbal medicine which treats and cures uncommunicable diseases, Diabetes and Cancer! 
His shocking story left them shaking heads while many craved for his phone contacts!
The LEONIA-NNN Medical Research and Diagonastic Centre Director was accompanied by Medical Doctor Moses Mpairwe and a team of his lawyers led by counsel Joshua Buyinza.
In attendance was Dr. Grace Nambatya Kyeyune the Director of Research at the National Chemotherapeutic Research Institute (NCRI) who saluted Dr. Ssenfuka for his research and asked him to work closely with the Ministry of Health to see how best his research can be supported to save lives.
NCRI is a state owned research and development institute in natural products and tradional complementary health systems.
Addressing Rotarians on behalf of Dr. Ssenfuka, counsel Joshua Buyinza revealed that, “LEONIA-NNN-Medical Research & Diagnostics Centre Ltd has evolved to its present form organically where we have responded to a need with appropriate actions.
“Our forerunner and founder Mr. Ssenfuka’s story, of late is inseparable with the herbal formulations that have proved instrumental in the treatment  of incurable diseases like Diabetes and Cancer. His story has been told endlessly and it has left listeners bewildered by the way fortune unfolds.” Counsel Buyinza told Rotarians. 

SSENFUKA’S STORY:  A WONDER DOCTOR TREATING & CURING CANCER AND DIABETES 
Dr. Ssenfuka grew up with his grand mother, now deceased, the late Nalongo Leonia Namuganga Nakiwala whose initials are reflected in the name of his company in memory of her illustrious career and fellowship in traditional medicine. 
Nalongo Leonia’s knowledge in traditional medicine was slowly passed on to Ssenfuka through the spirit of goodwill who pursued and discovered that the story of the herbal therapeutics she used contained ingredients that have curative effects for Diabetes Mellitus and Cancer.
The journey of discovery, though was realised by coincidence, later took on the course of scientific inquiry, when analysts at the Uganda National Chemotherapeutic Research Institute (UNCRI) investigated the metabolic action of the ingredients found therein and found them effective to cure Diabetes.
This was confirmed during the trials conducted after conducting the safety toxicity tests on drugs. 

WHY SSENFUKA HONOURED ROTARIANS’ INVITATION
He said, “Our presence today before you Rotarians is significant. It is worth the time given the long history of ideals that Rotary has come to be synonymous with the world over.”
Ssenfuka noted that, The values of Service, Fellowship, Diversity, Integrity, Leadership under motto of service above self through sustainable projects have been the norms worth emulation and the envy for high achievers.
“We are therefore privileged to be hosted to this fellowship to share with you our sojourn of achievements in a sphere that has not been so pleasantly received but in which we have affirmed to forge on ahead without fear of limitations.” Ssenfuka told Rotarians.
What shocked Rotarians most, Mr. Ssenfuka David is not a medical Doctor nor a pharmacist or Botanist. He hasn’t acquired any academic achievement higher than Ordinary level.
However, hundreds of cancer and Diabetes patients who were on death bed but responded to his treatment and regained their lives, feel comfortable to address him as Dr. Ssenfuka.
Worth admiration is the fact that, so many academic achievers would be pitted to notch the accolade of such discoveries albeit the same going to the humble like Mr. Ssenfuka David. 
“Who knows what the limelight we would swim into had he been of such achievement! But we can also comprehend that God designs his plans in ways that should defeat human understanding.” Counsel Buyinza told Rotarians.
He said, in honouring their invitation, Dr. Ssenfuka thought it catchy that he shouldn’t lose such an opportunity of sounding alarm bells to the willing Rotarians.
At Leonia, the sick have been reconditioned to a health life free of Diabetes and Cancer. Treatment and cure have been realised, physical and mental health for the sick and their care givers have been revamped, healing has caused consequential Psycho-social therapy and life expectancy has been invigorated.
As a result there has been registered increase in production, thus bringing about marginal increase of wealth, poverty has been reduced (because diseases contribute to poverty), Happiness (for family, community, society) had been restored, the mortality curve from these uncommunicable diseases is marginally falling, employment is being provided.
“National income will therefore gradually shift upwards, the annals of Academic knowledge are getting richer and we are all susceptible to enjoying National pride.” Said Counsel Buyinza, adding that, “But at the same time, we have witnessed masses of people yearning for our herbal medicines, the young, the teens, and the aged  the privileged and the disadvantaged, the capable and the disabled, the lowly, the high and the mighty.”
“We meet and interface with them, with their faces craving and asking for more, but unknown to them, is the reality that our sources are limited and our hands are equally limited to reach as many as we would want.” Decried Dr. Ssenfuka. 
For instance, he has so far faced a limitation of scholarly inexperience partly caused by the hazards associated with intellectual exposure. 
Sharing the plant sources for essay writings and publications is hampered by the fact that Mr. Ssenfuka will no longer have a secret to trade and protect and yet furthering clinical trials requires well researched and published works.
They have been dispensing medicines on basis of community sittings. 
“It is the minimum acceptable way available for us to operate as per the law. Supplying the drug to other dispensaries would violate the National Drug Policy & Authority Act Regulations.” Rotarians told. 
This appears acceptable depicting the traditional way by which medicines were prescribed and administered. 
Dr. Senfuka and his team has continued in that way because their drugs have not yet reached the standardised level minimally required to distribute it. A standardised drug will be a key milestone which will enable these drugs to reach the masses. 
Currently,  they are faced with a threat of foreclosure for want of Government approvals to dispense their drugs.

HOW DR. SSENFUKA ASKED ROTARY TO INTERVENE
He said, “We are well appraised of the virtues by which Rotary was founded and on which it has been  fostered. Values of Service, Fellowship Diversity, Integrity, Leadership and Service above self. We seek to establish production plants,  Joint ventures, out growers, Academic and scholary Collaborations, Partnership, Developers, Philanthropists, Donors, etc all intended to incite innovative, academic, social and economic excellence.”
Ssenfuka and his team believe and have hope that if Rotarians envisage virtue in their future prospects of alleviating mankind of diseases of infirmity, that Rotary extend a hand of service above self in any of their programmes vastly made known to Rotarians for a future so sustainable like they have ever imagined.
Rotary has been engaged previously in cancer runs for no greater purpose than to save lives. 
Dr. Ssenfuka think that, if developing infrastructure for cancer management, offering cancer screening and treatment services, promoting cancer awareness, and building human resource capacity for cancer management have been the causes of the Uganda Rotary Cancer program; adding another cause of promoting a cancer cure shall be a grandeur cause that Rotary would be proud to be associated with.
In tandem, to achieve those causes has been Dr. Ssenfuka’s program to go on rampage through media to create awareness of the need for early screening, general health and medical knowledge and increasing the interface time of health practitioners to the public.

APRIL 17, 2022  was Easter Sunday, the resurrection day of Jesus Christ.One very big lesson for us to learn is that, ‘We must obey God rather than worldly things. ‘
Although you are going through many hardships such as loans, family challenges, and anxiety, sickness, lack and loss of jobs among others, remain humble and be obedient to the risen Lord. 
Many will try to stop you or hinder your progress but our risen lord is encouraging us today to remain hopeful and continue spreading the gospel of True love, hope and peace since he is the way, the truth and Life.
Sometimes we behave like Simon Peter who had left his work of evangelization to go fishing, and in the end, he caught nothing. So, my dear brothers and sisters, we are called to remain hopeful and continue spreading the gospel message of hope, in order not to catch nothing. 
When we remain with him, and stay in him, he will surely reward us just like he did to his disciples. They caught many fish due to Jesus’ guidance. So, friend, don’t get bored and quit your family, job, or any hard situation due to challenges ABC-Z, stay around him, you will catch many opportunities. 
Life is a journey that needs patience to overcome it’s hardships like faith, we need to remain connected to Him. 
If you leave or accept any wrong directions due to pressure of the world you will catch nothing. Stay on the network of Christ.
Let us pray: ‘We pray for God’s providence and mercy in order to learn from Jesus and be humble like the disciples amidst of the challenges we encounter.’ Amen!

MAN OF ACTION! DEPUTY RDC KAGENYI LUKKA WRITES TO MINISTER MILLY BABALANDA OVER GAME PLAN TO FIGHT CORRUPTION IN MANAFWA DISTRICT

KAGENYI Lukka, the newly appointed Deputy Resident Commissioner (DRDC) Manafwa district has written to the line minister Hon. Milly Babirye Babalanda, through his immediate boss, explaining his game plan to fight and end all acts of corruption, embezzlement and mismanagement of public funds in Manafwa District. 
The two paged letter was copied to the Secretary office of the President, Head RDC secretariat, Chairperson LCV Manafwa, CAO Manafwa, District Internal Security Officer and District Police Commander,  Manafwa.
Mr. Kagenyi revealed to Minister Babalanda about his plans to introduce an Accountability Day in Manafwa district in order to create a value for money system where all Government employees and contractors will openly account to the public on implementation of projects.
“The Constitution of Uganda provides that all Public Offices shall be held in trust for the people. Therefore, all persons placed in positions of leadership and responsibilities shall in their work be answerable to the people.”
Reads Deputy RDC Kagenyi’s letter.
He said this Accountability day is one of the measures that shall be taken to expose, combat and eradicate corruption, abuse of power by the holding political and other public offices.
In the same vein, DRDC Kagenyi said having an Accountability day will also act as a monitoring vehicle for various Government projects in the District and also re-activate the duty of all citizens to combat corruption and misuse or wastage of public resources as enshrined under Article 17 of the Uganda Constitution.
The different expected activities during the District Accountability day will include among others; The Presentation of the the Periodic Performance Report, Presentation of Financial Reports, Presentation of Internal and External Audit Reports, conducting staff performance Appraisal and Presentation from the public and Local leaders on the progress and implementation of government projects in the district.
He also talked about non-structured mechanism of Accountability that largely involves public participation such as community Barazas, community dialogues, public open days that will directly be incorporated in the activities leading to the Accountability day.
Kagenyi told Minister for Presidency that, “The Accountability day in my view, will help to reduce on corruption tendencies within the technical staff and the contractors and also enhence effective service delivery and timely completion of government program.” 
He ays, the Accountability day should be fixed in the first 7 days of the new month after completion of every quarter.
“The District Accountability officers and all Contractors implementing government projects in Manafwa district including; CAO, Town clerks  Subcounty chiefs and all Heads of department should be prepared and get used to this new initiative that is geared at propelling Manafwa district to greater heights in terms of development and timely delivery of Government projects and service to the people.” Reads DRDC Kagenyi’s letter.
On Friday last week, Mr. Kagenyi went to areas of Buwagogo, Buwangani and Bweswa to sensitize locals on neighborhood watch with an aim of identifying criminals and fighting criminality. 
In his address to the different wanainchi, the workaholic RDC challenged the residents to be part and parcel of the crusade that will free their communities of criminals.
“The NRM government under President Museveni ushered in peace that we enjoy on a daily basis and in return you’re able to address issues of fighting poverty. However, criminals want to destabilize our peace which we as his representatives cannot allow”, he said noting that being vigilant is all the people should do in addition to reporting all suspicious characters to the authorities in his pursuit of a crime free Manafwa district.
DRDC Kagenyi  appealed to locals to embrace government programs since it’s one sure way of being part of the beneficiaries.
In his bid to make Manafwa the model district in the entire Bugisu sub-region as regards service delivery in line with government programs of Parish Development Model, Emyooga, Operation wealth creation among others, Deputy RDC will ensure his crusade is an all inclusive campaign that will bring on board the CAO, Town clerks, Parish chiefs, sub-county chiefs such that supervision is water tight with no room for error in addition to having value for money from the government coffers.

‘NO FREE MONEY FOR COUNCILORS’, MUSEVENI DIRECTS KAMPALA MINISTER TO PUT DEFIANT COUNCILORS OFF PAY-ROLL

PRESIDENT Museveni has directed Kampala Minister Hajjat Minsa Kabanda to stop payments of councilors who deliberately abscond from council meeting calling it corruption if councilors are paid tax payers money which they haven’t worked for.
A tough speaking Museveni also directed that, KCCA ED Dorothy Kisaka, through Kampala minister should takeover Urban councils where councilors are misbehaving so that tax payers are able to get services they deserve without any disturbances.
Museveni said, “I am told there are councilors who are indisciplined, they cause violence in council meetings instead of having discussions on how to give our people services. I don’t want to hear that you are paying those lazy councilors tax payers money. If they don’t want to work, please send them away and don’t pay for what they have not done. There is no free money in government. I don’t want to hear that you are promoting corruption.” 
President says, he doesn’t want violence in Kampala and those councilors who are ringleaders must be sent back home, stop paying them and work should be done by the technical wing of KCCA just like it was when Lord mayor Lukwago was impeached in 2013. 
If the presential directive is put into consideration, that means, councilors with Bank loans will be in trouble since KCCA ED will not be paying them salaries.
This comes at a time when opposition National Unity Platform leaders have ordered their councilors at Rubaga Urban Council to boycott council meetings convened by NRM Speaker Musah Mbaziira.
Today, Speaker Mbaziira has called for a council meeting and the order paper has solid waste management but NUP which has majority councilors have stopped them from attending today’s council.
This is because, Speaker with the guidance of the Learned Attorney General suspended 25 indiscipline councilors and mayor Zacchy Mberaze for two ordinary council meetings and two committee sittings.
According to councilor Ronald Mutumba who is the chairman NUP Caucus Rubaga Urban Council,  any councilor who will attend today’s Special council will have disobeyed the party which dictated that no councilor should go for council sittings. 
Councilor Alex Kyagaba yesterday told us that, “We agreed not to attend today’s council as NUP councilors. We petitioned the minister to impeach Speaker Mbaziira and therefore has no moral authority to convene a council meeting. We don’t expect any NUP councilor to attend.”
This has been re echoed by Rubaga North MP Abubaker Kawalya saying, there is a party position for all NUP councilors not to attend today’s council until further notice.
“As party, there are unresolved issues in Rubaga urban council. So we asked all our councilors not to attend council meetings until we come up with a solution.” Said Hon. Kawalya.
Speaker Mbaziira has however laughed at NUP defiant councilors saying, they are risking losing their seats.
“The law is very clear, if they abscond from four council sittings, they automatically forfeit their seats. Let them continue boycotting, by the time they wake up, they will no longer be councilors.” Said Speaker Mbaziira.
We are told, today’s council will determine the next step. If NUP councilors boycott and the quorum of 35 councilors fails, Mbaziira will call for another meeting on Monday ando see whether NUP will abscond until four sittings and the NUP councilors will cease to be councilors.
There are also some councilors who have been dodging council sittings. Mbaziira has already written to them warning that if they continue, they will lose their seats.
This makes NUP councilors to be at the crossroad, their party leadership is stopping them from attending councils while they risk losing their seats.
In Kawempe Urban council,  KCCA has already taken over council business after suspending council sittings indefinitely. This was after the councilors’ demonstrations to put pressure on government so that it releases Kawempe North MP Mihammad Ssegirinya.
ED Kisaka directed Kawempe councilors to go home. This is exactly what likely to happen in Rubaga if councilors continue boycotting council sittings.
President Museveni says, amidst this drama, councilors should not be paid tax payers money.

NAME & SHAME: HERE ARE THE 10 OPPOSITION POLITICAL OPPORTUNISTS WHO WANTED COURT TO THROW OUT NUP MP CHRISTINE NDIWALANA, COUNCILOR JEREMIAH KEEYA TOP ON LIST

LAST week on Thursday April 28, 2022, KCCA councilor Jeremiah Keeya Mwanje must have coiled his tail on hearing that a panel of three justices of Appeal had dustbined Masaka High Court’s decision which nullified the election of National Unity Platform’s Hon. Christine Nandagire Ndiwalana as Bukomansimbi North member of Parliament last year.
It is said that, Councilor Jeremiah Keeya, who represents Kasubi – Kawaala Parish at City Hall, moreover on NUP ticket had vowed to slaughter his cock if Court of Appeal throws out Hon. Christine Ndiwalana and declare Bukomansimbi North seat vacant! Thank God, He did not allow this to happen!
In a unanimous decision of three justices Stephen Kiryabwire, Stephen Musota and Christopher Gashribake, the trio agreed with Hon. Christine Ndiwalana faulting the trial Judge Her Lordship Lady Justice Ketra Kitarisibwa Katunguka for entertaining the issue of being nominated without proper academic qualifications after the elections.
Jeremiah Keeya Mwanje and his accomplices who wanted Nandagire out such that they take over her seat, must have developed cold fever on hearing that she is still around until Bukomansimbi County North voters decide otherwise.
For starters, when the Masaka High Court’s Lady Justice Ketra Kitarisibwa Katunguka nullified the election results last year upon petition by NRM’s Ruth Katushabe on grounds that the winner Ndiwalana did not possess the minimum Academic requirements to contest for the parliamentary seat, some opposition figures quickly presented their interest for this seat.
Christine Ndiwalana whose election Masaka High Court nulified polled 9617 votes, NRM’s Ruth Katushabe (The petitioner) finished second with 6599 votes, Kateregga Muhamed (JEEMA) was given 3076 votes, Kawoya Yasin was given 251 votes, Lubyayi Eid Kisiki was given 4238 votes, Namakula Rachel was given 182 votes and Sebugwawo Yusuf was given 47 votes. 
On nullifying Nandagire’s election, Jeremiah Keeya was among the first opposition politicians to show interest for the seat. Him and other opposition political opportunists welcomed Nandagire’s eviction and started strategizing on how to front themselves or their bonkmates for ‘a vacant’ Bukomansimbi North seat.
Those who are members on Masaka and Bukomansimbi WhatsApp groups remember how the likes of Jeremiah Keeya started posting their posters and messages showing interest for Bukomansimbi North by-elections.
Instead of reaching out to Hon. Nandagire to sympathise with her upon such a wanting judgement and to guide her on how to revert Masaka High court decision, for they knew, she was finished and they chose to crave for her seat! Such opportunists!

HON. NANDAGIRE RUNS TO COURT OF APPEAL 
A very disappointed Nandagire who was betrayed by these fellow opposition colleagues at a time she wanted them most, decided to challenge the High Court’s decision in Courts of Appeal on ground that, the Learned trial judge errored in law and fact when she held that the Appellant had lied on Oath by stating that she had a Uganda Advanced Certificate of Education (UACE).
This was the first blow to Jeremiah Keeya and other opportunists.They didn’t expect Nandagire to gather herself and run to Court of Appeal. 
The Keeyas had allegedly told friends how Nandagire couldn’t make it, she better conceed and go back home so that she paves way for the by-election.These didn’t deter her from pursuing for justice!
She appealed to the court of Appeal of Uganda against the judgement and decree of Justice Katunguka delivered on the 28th day of September, 2021 at the High Court of Masaka.
In her petition, she blamed High court judge for having shifted the burden of proof of academic qualifications to her side.
The justices ruled that according to provisions of the Constitution and Parliamentary Elections Act together with Section 15 of Parliamentary Elections Act (PEA) and the Electoral Commission Act, a Petitioner can not as a matter of law and policy raise for the first time and issue on validity of some nomination after the election because these provisions were enacted for the purpose of ensuring that all disputes arising prior or during nominations before voting are resolved with finality before the election date; except where the law otherwise specifically provides. 
God is great, Court of Appeal shut up the opportunists! The court as such, allowed the appeal and ordered the respondent (Katushabe) to pay for the suit both at High Court and at appeal level. This ruling buried hopes for Keeya and other opportunists.
In this story, we will name and shame ten political opportunists who wanted Hon. Christine Nandagire’s seat: 

JEREMIAH KEEYA MWANJE
Not so much is known about Jeremiah Keeya in politics apart from contesting and being elected KCCA lord councilor representing Kasubi – Kawala Parish in Rubaga North at City Hall in 2021 on NUP ticket.
His name came to opposition limelight when he was appointed to the NUP Election Management Committee which did the vetting and ground survey to get best candidates for the party prior 2021 General election.
Keeya allegedly had a hand in the issuance of Party ticket to his girlfriend Sulayina Tendo Nakabuye who contested and won as councilor Lubya Zone III at Lubaga division. Lubya Zone III has Nabulagala and Lubya villages.
The two lovebirds first rented a small room in Kasubi but after being elected councilors, they relocated to Gayaza in Wakiso. The two Keeya and Sulayina have not yet made their bonking official although public sees them as husband and wife.

Insiders say, what looks to be delaying their marriage, Sulayina Tendo vowed never to convert from Islam to Christianity while even Jeremiah Keeya looks like he isn’t ready to become a Moslem. However the fact that there is another sexy girl in the picture  might also be a reason for 
Jeremiah Keeya’so little interest in pursuing marriage.  Hadijah Nakazzi from Bukomansimbi used to be very close to Jeremiah Keeya and rumour is making rounds that Nakazzi was Jeremiah’s other girl friend.
In fact, Jeremiah had secured a Party ticket for this chic to contest as direct KCCA councilor for Nateete – Busega in Lubaga South but this ticket was recalled by top party leadership and given to Ivan Nyanja Mubiru under the influence of current Lubaga South MP Aloysius Mukasa. Jeremiah’s gal Nakazzi contested as an independent against NUP’s official candidate and she lost.

As a matter of fact, both Nakazzi and Jeremiah Keeya come from Bukomansimbi. Each of the two had strong interest in Dr. Christine Nandagire’s seat to the extent that the day High Court in Masaka nullified Nandagire’s election, Nakazzi’s posters in NUP colours were shared on different Masaka and Bukomansimbi WhatsApp groups.
Her camp saluted Masaka High Court judge for throwing out Nandagire.

YES I WANTED HON. NANDAGIRE’S SEAT – JEREMIAH KEEYA SPEAKS OUT
Without mincing words, councillor Jeremiah Keeya confessed to News Editor Media when we reached him yesterday that it is true he wanted Hon. Nandagire out!
This is what he wrote to us; “Yes i was among the NUP intending Candidates for Bukomansimbi North Constituency when court nullified Hon. Nandagire. I only shifted this position after the Kayunga district by-elections.”
“We lost interest in replacing Christine after seeing what the regime did in Kayunga. We denounced our interests. So the information you have of my interest was before Kayunga by-election.” Reads Jeremiah’s response to us when we asked him how he felt when Court of Appeal failed his deal of throwing out Hon. Nandagire.
When Court of Appeal declared it’s self on the matter that Hon. Nandagire was dully elected Bukomansimbi North MP from 2021-2026, Jeremiah Keeya Mwanje was left with no option but to post this on his facebook page to calm down Hon. Nandagire’s supporters who wanted to roast him alive; “It’s with pleasure that we congratulate our Hon. Ndiwalana Christine Nandagire the National Unity Platform Member of Parliament and my representative to Parliament for Bukomansimbi County North for defending our hard earned victory as a Party. Nze nga Munna Bukango munno nkuyozayoza era nkwagaliza obuwereza obulungi (Me and you come from Bukango village, I congratulate and wish you good service).”

WORRY AS SELLING ONE’S KIDNEY IS BECOMING EASIER THAN FINDING A JOB!

THE Sunday Vision newspaper of April 10 published a story of a young man from western Uganda who, in 2013, was lured into donating one of his kidneys to his ailing employer in return for hefty rewards in form of land, and other property.
The donation was successfully done in India but sadly for him, none of the promises previously made was fulfilled. And today, 8 years later, he reportedly lives in constant pain and spends about Ushs1.5 million per month on dialysis at Kiruddu Hospital. His only hope for justice now lies in the judicial system.
This young man’s story is more common than statistics suggest. Driven by similar lucrative offers, hundreds of desperate Ugandans are reluctantly consenting to giving away their body organs, especially kidneys, all in anticipation of better livelihoods for themselves and their families.  
And there are also other harrowing tales of thousands of people tricked or drugged and their organs harvested without their knowledge. People are often coerced to give up their organs, in order to be illegally sold on the black market.
The World Health Organisation estimates that the illegal organ trade is worth over $1 billion each year and kidneys are the most trafficked organ globally. It is estimated that approximately 7,000 kidneys are harvested and trafficked annually, with Africa accounting for a significant portion of this.
Kidney selling is no longer a strange or exotic act. It is now normal, entrenched and is regarded as an alternative source of income generation.
The commonest scenario is of vulnerable individuals easily recruited and convinced to participate in the trade. The pressures are subtle; the coercion hidden. This is mainly due to the widespread poverty levels and limited job opportunities which are forcing many Ugandans to give up their organs in exchange for ‘quick’ cash.  
It is said that an organ buyer spends on average $150,000 for vital organs like kidney, liver or heart. For a kidney, a willing donor will usually get between $5,000 and $20,000 with the middlemen equally getting their share. But in many instances, the victims are duped and end up without any long-term financial gains.

Of course, many Ugandans remain convinced that selling a kidney is a safe and easy way to raise cash. They argue that the medical procedure is an easy one and that somebody can always live a normal life with one kidney.
However, after surgery, many of these kidney sellers suffer an alarming rate of post-operative complications and mortalities resulting from mismatched organs, infections such as HIV and Hepatitis C, and are immobilized with pain, and unable to eat, urinate or defecate.
Also, kidney sellers are often the breadwinner of their family, but the impact of selling a kidney on their physical and mental health frequently disables them from future work. They suffer social stigma and tend to regret their decision to sell.
But this gets me thinking: How can we discourage our young people from participating in this inhumane trade when the youth unemployment in Uganda currently stands at over 70 percent; when the youth who are institutionally qualified are unable to find jobs and those that do, are employed in low productivity ventures?
In the recent years, the government has been advocating for a shift to entrepreneurship as an alternative way of job creation but this hasn’t also been very successful. Today, while the majority of Ugandans are self-employed in the informal sector, no meaningful employment opportunities have been created.
They are facing particular constraints that prevent them from achieving high levels of productivity, including limited access to capital, limited support and recognition by government, and limited access to workspaces and other facilities. So, at the end of the day, people are forced to live from hand to mouth.
Most kidney donors are predictably poor, vulnerable, displaced and dispossessed. Many are peasants, ex-prisoners, mental patients or stranded refugees. Some are underage teens who are counselled by brokers to fabricate names and add a few years to their age to make them ‘acceptable’ to the surgeons.
Most enter willingly into these ‘transactions’ in which they agree to the terms, which are often verbal, but only realize later how they have been deceived, defrauded or cheated. They do not understand the seriousness of the surgery or what they are likely to face with respect to the discomfort or immediate inability to resume their normal lives.
Some brokers use under-hand tactics to lure their victims into selling the kidneys. They offer opportunities of working abroad to unemployed youth, household heads in debt or in need of cash to support sick spouses or children.
Unquestionably, the existence of excessive human capital without subsequent employment opportunities has been a key catalyst for the high incidences of kidney harvesting among Ugandans. Similar challenges have also been experienced in countries such as Egypt and Libya, especially among impoverished communities.
In Egypt, Refugees and migrant workers — primarily Sudanese, Eritreans and some Syrians — are usually barred from access to formal labour markets, which makes them more vulnerable to the trade. This forces them to give up their organs.
Therefore, government should develop and implement ethically and clinically sound programs for organ donations. And this should be similarly supported by robust programs aimed at curbing the extreme levels of poverty and unemployment in the country.
