HER Lordship Hon. Ketrah Kitariisibwa Katunguka, justice of the High court in Kampala has ordered that, Princess Hildah Faridah Naluwembe Namirembe Bwanga Bwamirembe and Kisibira Naava Nakayenga are the administrators of property and credits of the Late Ssematimba Kyobe Hannington Mutebi the heir of 20th Buganda’s King Kagulu Tebucwereke, this investigative news website can authoritatively report.
A few days ago, certain members of the clan organised last funeral rights for late Ssematimba, installing a fake heir targeting to grab the late’s property.
On being tipped about the event, Princess Bwanga the rightful administrator of Prince Ssematimba’s property hurried to Bbuga, Wakiso palace that day morning to inquire what was going on, only to find when this clique had already Installed some one they called Ssematimba’s heir, very different from the heir in the Will.

As if they knew that the rightful administrator having a copy of the Will is coming, this clique hired goons who attacked Princess Bwanga, hurling all sorts of insults against her. Her security team took a few photos and left.
Talking to our reporter from her Makindye palatial home, Princess Bwanga said whatever was done at that funeral rite was just drama, “The rightful heir of Prince Ssematimba will soon be installed in broad day not at night. Ssematimba named his heir in his Will, all his children and other family members will attend. What was organised by that clique was just Katemba. Late Ssematimba’s property is in right hands and no one will ever grab any piece of his land.”

Princess Bwanga is President Museveni’s advisor on culture Affairs and was so pivotal in talks between The Head of State and Kabaka of Buganda’s talks around 2011 and 2012 which saw the return of most land titles to Buganda Kingdom. 
About her influence and why President Museveni trusts Princess Bwanga so much, will be a story for another day! 

PRINCE SSEMATIMBA’S WILL EMPOWERING PRINCESS BWANGA
Prince Ssematimba Kyobe’s last Will dated October 3, 2019 reads “The responsibility to the piece of land and over the palaces, I leave to the following persons and in the absence of whom, no transaction should ever proceed; My daughter Kisirisa Naava of Bulamu Kasangati and Princess Nalinya Naluwembe Bwanga Bwamirembe Hilda of Makindye. These two persons are critical in this Will for the reasons that I chose not to provide here.”

The Will put the two in charge of the estate of the late Ssematimba Kyobe Hannington Mutebi, any one making deals on the deceased’s property is a fraudster!
In the Will Prince Kyobe wrote, “I wish to re-emphasize that the Letters of Administration which we secured shall cease at that point from whence the persons that I have appointed (Namirembe Bwanga and Kisibira Naava Nakayenga) shall start the process of securing their own power of Administration to continue to manage the estate that I will have left behind as well as what I inherited.”

For starters, The late Prince Ssematimba Kyobe Hannington Mutebi Ssalongo whose estate a clique of family members want to grab, was a son of late Prince Mawanda Sserwano Ssematimba Kyobe. 
His mother was late Besimesi Nakiwala Mawanda. 
Prince Ssematimba was a grandson of Prince Namaswala who was buried at Nyemerwa Kyaggwe. He descended from the Ssekabaka Kagulu Tebuchwereke of Bbuga-Busiro in Wakiso district who was the 20th Kabaka of Buganda. 
He hailed from the main Mutuba of Ssematimba Kyobe to which he was the head.

HOW A CLIQUE OF CLAN MEMBERS HAD PLOTTED TO GRAB SSEMATIMBA’S LAND
A clique of clan members recently held a meeting and divided amongst themselves Late Ssematimba’s Ssisa land without permission from the two admistrators.
According to the minutes of this meeting which leaked to this news Website, “It was agreed upon that, the title of Ssisa Block 409 is secured, the five Mituba will divide the 697.5 acres equally after deducting all costs to service providers. The division will be as follows;

  1. Omutuba gwa Ssematimba Kyobe 109.7 acres
  2. Omutuba gwa Kattaba Wamala 109.7 acres
  3. Omutuba gwa Kayima Ssenyimba 109.7 acres
  4. Omutuba gwa Kiwanga Ssezzinga 109.7 acres
  5. Omutuba gwa Kalaaki Ngomazambwa 109.7 acres 
  6. Umutesi Lorreta for all Service providers and who has spent colossal sums of money to support us claim Ssisa Property for the last 8 years, 149 acres.
    Meeting was attended among others; Kattaba Wamala Nakibinge, Kayima Ssenyimba Katoogo, Kiwanga Ssezziga Jjemba and Kalaaki Ngomazambwa Sseninde

‘WILL EMPOWERS PRINCESS BWANGA AND NAAVA NAKAYENGA’ – HIGH COURT
According to a court document of 2021 this investigative news website has landed on, Judge said, “I Ketrah Kitariisibwa Katunguka Judge of the High Court of Uganda here by make known that on 18th day of November 2021; The last Will of the late Ssematimba Kyobe Hannington formerly a resident of Bbuga, Mende, Wakiso district, a copy whereof annexed was proved and registered before me, and the administration of property and credits of the said deceased and in way concerning his Will, were granted to Kisibira Naava Nakayenga and Naluwembe Namirembe Bwanga Hildah Faridah Naliinya Princess (Executrix) of the deceased’s Will.”
“They having undertaken to administer the same and to make a full and true inventory of the said property and credits within one year from the same date or within such further time as the court may from time to time appoint.” Reads Justice Ketra Kitarisibwa’s order.
This came after the demise of Prince Ssematimba Kyobe Hannington Mutebi Ssalongo and a section of members of the family started taking his land without permission from the rightful owners which was an illegality.
According to the late Ssematimba’s Will which High court confirm to be authentic, Princess Bwanga and Naava Nakayenga are the rightful administrators of Prince Ssematimba’s property, let impersonators be informed!

WHEN SSABALANGIRA BESWERI MULONDO CLARIFIED ON THE MUTUBA OF SSEMATIMBA KYOBE – BBUGA, BUSIRO, WAKISO
Acording to a letter dated October 2, 1992 written by then Ssabalangira Besweri K. L Mulondo, it talked about a meeting that was held on September 11, 1992 at Bukesa Namirembe and in attendance were the following Princes and Princesses; Prince Ssematimba Kyobe known as Hannington Mutebi, Prince George William Wasajja, Prince Festo Jjunju, Princess Nalinya Millicent Namuwenda, Princess Mazzi Ntege, Princess Hajjat Mayimuna Nabweteme, Prince Jjuuko Yonasani, Twin Ssimbwa George William, Princess Nalinya Zalwango Sarah Bugembegembe, Prince Tebandeke Julius and Prince Kikulwe Edward.

In this meeting, the major issue was to clarify on the Mutuba of Ssematimba Kyobe. Besweri Mulondo said, “This Mutuba is independent and it is the lead Mutuba which leads all the other secondary Mituba including Kattaba Wamala,  Kayima Ssenyimba, Kiwanga Sseziga, Kalaaki Ngomazambwa, Lweteega and Ssekoolya.” 
He clarified that, The Head of that Mutuba is Ssematimba Kyobe known as Hannington Mutebi Ssalongo. 
“Accordingly, he is also Ssematimba Kyobe by the virtue of the Mutuba which he heads. That Mutuba has its own property including; the main place at Bbuga, Busiro where the 20th Ssekabaka Kagulu Tebucwereka, the owner of that land was raid to rest.” Reads Ssabalangira Besweri Mulondo’s 1992 letter.
He added that, “There is a palace at Ssisa Busiro-Musaale. Block 409 where the Buganda Buladde Palace is located. There is another land at Maya-Nanziga in Busiro, Katoolinga Mumyuuka Busiro at Ntenjeru in Kyaggwe and a number of other places.

Ssematimba Kyobe Hannington is the heir who has the succession instruments of the Mutuba of Ssematimba Kyobe. He is also the one responsible to arbitrate the Mutuba mentioned above and guide them in the Buganda’s tradition.”
Ssabalangira Besweri Mulondo in his letter re-emphasised that every Mutuba that he had talked about is independent. 
“Therefore, the Mutuba of Ssematimba is one responsible for the wealth of of the 20th Ssekabaka Kagulu Tebucwereka. And the one who  is supposed to be accountable for the property of the 20th Ssekabaka Kagulu Tebucwereka is Ssematimba Kyobe known as Hannington Mutebi because he is the rightful person in charge of that Mutuba.
Therefore, you should try as much as possible not to mix issues of those Mituba with their property.” Clarified Ssabalangira Besweri Mulondo, 30 years ago!
He copied his letter to; Prince Ssematimba Kyobe, Nalinya Sarah Zalwango – Bugembegembe and Naalinya Millicent Namuwenda.
In the next story, we shall bring you a detailed letter from Mengo about Ssekabaka Kagulu Tebucwereke’s property, a letter from the administrator General and Prince Ssematimba Kyobe’s detailed Will. You will realize that those fighting Princess Bwanga are wasting their time.

LAST WEEK, i made a year since I was inaugurated as member of Parliament representing Bukomansimbi North County Constituency. I thank my Lord Jesus Christ who made me succeed amidst disturbances and court battles by the people we defeated in broad day light, thinking they would mislead judiciary to rig our hard earned victory!
In fact as Bukomansimbi North, we would be very far had it not been those senseless election petitions which took us a lot of time and finances to defend the votes of Bukomansimbi North People.
There was also a voter who alleged that I bought Alcohol for my voters and therefore impaired their judgement on election day. It was insinuated that Bukomansimbi voters were not in their normal senses when they overwhelmingly voted for me. Of course this is laughable.
My opponent filed a case against me alleging that I do not have the required minimum qualifications  for an MP. This was proved by courts of law to be wrong information and propaganda intended to dent my image. Court ruled that my credentials we’re in order and therefore there is no reason why I shouldn’t ably represent my constituency in parliament. 
The bi- election that  had been ordered for by High court Judge Ketra Katunguka of Masaka was overturned by three justices of Court of Appeal stamping my victory as the dully elected Member of Parliament Bukomansimbi North.
Thanks be to God, truth prevailed, those who expected to harvest from where they didn’t sow, three Justices from Court of Appeal exposed them. Three things cannot be long hidden: the sun, the moon, and the truth. We emphasized the truth from the court of appeal. Bukomansimbi belongs to National Unity Platform.
I also thank my voters for always standing with me through hard and smooth moments.
It is time to double our efforts so that we can compensate time wasted in such an ill election petition. Yes they delayed us but can’t deny us of our destination. Bukomansimbi North with Hon. Christine Nandagire Ndiwalana will never be the same again.

Having said that, so far, I have managed to change a few things in Uganda through contributions made on the Floor of Parliament and committees where I sit, like the Health committee and Committee on Equal Opportunities.
● I asked the minister of Health to look at the Health Center settings in Uganda because it is a big challenge. This forced them to elevate the Health center IIs to IIIs and having medical officers. Health centre IIIs to 1V where by medical officers will easily be accessed by the wanainchi. 
● I tabled the scarcity of drugs in Hospitals and some improvements were made.
● I encouraged MPs to join Rotary clubs so that they can easily give back to communities. 
● I alerted the speaker about the cultures and norms of our country including the respect for the dead and viewing of bodies when we lost our dear Speaker Jacob Aulanyah. 
● Together with fellow members of parliament we solidly stood against the coffee deal between government and Vinci and thrown it in dustbin. Any deal on coffee where farmers are not involved can not be entertained. The people of Bukomansimbi North are coffee farmers, their voice agsinst this unpopular deal had to be heard.
We are however hearing divergent voices of some leaders in government plotting to revert what Parliament ruled on this controversial coffee deal, but they are wasting time.
As long as we still sit in that Parliament, we will continue to block monopoly on our coffee. That agreement is bad, very bad, nothing will ever make it good to be attractive. We rejected it in public interest, full stop.
● In the committee of Health, I advocated for improved working conditions for all medical workers, better salaries, better accommodation  which has gone a long way in improving the Doctor- patient relationship.
● In equal opportunities committee, I am fighting for elimination of disparities, between districts. My argument is that their should be  equity where all districts equally share opportunities this will lead to balanced development for all regions.
● I am now the MP representing female MPs in Central region, I am the secretary External relations Buganda Parliamentary cacus.
● In the Constituency we have been available supporting different projects, consulting the electorate and joining them during time of sorrow and happiness. We shall be more available, now that the hectic and time consuming court battles are done.
I am ready to serve and perfectly represent my people of Bukomansimbi North as we liberate our country, so help me God.

D/SPEAKER TAYEBWA GOES BACK HOME, TELLS HIS PEOPLE WHY THEY ARE POOR

DEPUTY Speaker of Parliament Rt. Hon. Thomas Tayebwa has called for more emphasis on financial literacy as the country enters the implementation of the Parish Development Model (PDM).
While addressing elected leaders at the Mitooma District Local Government headquarters on Tuesday, Tayebwa who is also the MP for Ruhinda North in his home district of Mitooma reported a challenge of financial indiscipline especially lack of saving culture.
He said that poor saving culture among the people in most villages may expose the PDM funds to abuse because people spend more than what they earn.  
“We always say that people are poor but I have found that our people in the villages are mostly poor in the mind but not in the pocket. If you earn Shs 20 and eat Shs 18, you will not die poor because you have saved Shs 2. The problem of poverty is earning Shs 18 and you spend Shs 20.  And that is how most of us are in the village.” Tayebwa said.

He told the meeting attended by elected leaders from the village level to Members of Parliament that the reason PDM was brought by President Yoweri Museveni was to transform the 39 percent of households that work only for the stomach with nothing to offer for the market to earn an income.
Through PDM, the government will send Shs100m to the Parish Sacco where the member groups will decide where to spend on at least 18 enterprises under agro processing with a view of adding value to their produce hence fetching good prices. For this financial year, each Parish is to receive Shs17m and then from July onwards, the package will be Shs100m.
“It is we the NRM caucus (in 10th Parliament) who met the President and decided that the money per parish becomes Shs100m. Those who work only for the stomach are 16m people and it shows that if they don’t work they will not eat. But when you go to the villages, you find people who have not eaten and can’t fail to booze” he added  
Tayebwa asked the leaders to ensure that people are sensitized so that during the implementation of the PDM they are able to work harder and save in order to get out of poverty.
“So, we have a problem of eating without saving anything. Bahinda whom you see as rich, even make savings  on condolence, he saves 20 percent” Tayebwa emphasized.
Having spent the last few days touring around his Constituency in Ruhinda North, the Deputy Speaker also called for retooling of the Parish Chiefs because as implementers, most of them don’t have the right information about PDM.
He said that since the Parish Chiefs will be secretaries for the Parish SACCOs, there is a need for them to have the right information in order to avoid the challenges faced by previous government programmes.
“I have been touring my constituency and found that your Parish Chiefs know little about the PDM. 
They tell people what is outside the manual. I have the manual and whatever I talk about, I get from that book. For someone to say that the LC 1 Chairman cannot join a group is wrong. So, you see that is the Parish Chief speaking. So, I asked myself which government does some of these people work for? Maybe there is another government they work for” he added.
Concerning the development in Mitooma District, Tayebwa said that working together with legislators from the District who include, Internal Affairs Minister Maj Gen (Rtd) Kahinda Otafiire, they are working hard to ensure that each Constituency gets a Health Centre IV and also elevation of Kitagata Hospital to a referral facility.

15 YEARS IN A SEMINARY: HERE IS THE SECRET & LIFE OTHER STUDENTS OUT THERE MISS

IN the passion of Christ, when Jesus faced the famous Pilate, whose worldly name is the only name placed in the Catholic Creed for reasons known to basic theologians, posed a question to Christ the Messiah, “What is truth?” (John 18:38). This comes after Jesus identifying himself as truth, truth which is love. 
If you asked people why Jesus was born, probably few would include the answer, “To testify to the truth;” however, Jesus told Pilate that He came into the world to communicate and demonstrate the truth. Believers may give a variety of reasons for why they became Christians, but they need to include, “Because Christianity is true.”
Most people wonder why are former students who have passed through the Catholic seminaries very smart and honest in whatever they do? Ultimately, the purpose of seminary is to help students understand and rely upon the teachings and atonement of Jesus Christ. 
The crux of the philosophy spread in the seminaries all over the world is truth as noticed in the bible. No community you will fail to meet an ex-seminarian, who will serve selflessly in all faculties he is occupying with an honest heart and mind. The very reason is that truth is the prime philosophy planted in them.
We have had many schools in the country basing their teaching on academic excellency than teaching students to live the life defined for truth. The ultimate goal of man is happiness, and this happiness is attained after bearing truth in one’s life. Its amazing that Kitabi Seminary has almost the largest number of parliamentarians in the 11th Parliament compared to secular other secular schools! Most old boys of the seminary have been seen standing with an honest mind to defend what is wrong. 
The Eyrie Writers have a famous saying, ‘a school can’t be better than its students’. We are also used to a saying “you can never build a community with no unity”. All these words should ring in our ears to portray how truth is a fundamental philosophy to make arrive to prosperous social life. 
What makes seminary students profound persons in our communities is that in what ever they do they make sure being honest, humble and generous are the key factors to live a well-defined life. For the meaning of the word truth extends from honesty, good faith, and sincerity in general, to agreement with fact or reality in particular.
Without truth, there is no achievement we can arrive at. It’s now fifteen years on the road while in the seminary, I have found out that most ex-seminarians are trusted because of the formation they underwent through. Unless other schools borrow the same formation system plus the government making it a point to spread the gospel of truth in schools, we shall continue having corrupt leaders. People also question why Catholics are always entrusted with financial offices and judicious offices is only because they are truthful. It is a fallacy to say all Catholics are truthful but the fact is that even the most trusted Catholics were once seminarians.
Truth enables us to extend our power, in the sense of our ability to get things done, successfully. At the seminary, there is much conviction in students themselves that they must stand for the good of their brothers. The slogan has risen amongst current seminarians that each student must see his brother as a brother on a death bed. It’s is with this theory that we should also build our way of leaving. We cannot go on leaving on the theory for God and my stomach. Truth is the only law that makes us free from error.

RDC KAGENYI LUKKA RECRUITS 2000 STUDENTS TO NRM, TELLS THEM WHY MUSEVENI IS A DARLING

MANAFWA district Deputy Resident District Commissioner (DRDC) Kagenyi Lukka has today rallied over 2000 students to support ruling National Resistance Movement (NRM) and make President Museveni their darling because he is the only leader who can secure their future. 
Addressing students in three different schools found in Butiru Constituency, Manafwa district, Deputy RDC Kagenyi told them that what can help them in future is supporting NRM for the ruling government to secure their future.
The three schools whose students Kagenyi Lukka met are; Butiru Christian Comprehensive SS, Buwagogo SS and Buwakoro Seed Secondary School.
In an interview with News Editor Media shortly after his visit today, Mr. Kagenyi said, “I went to these schools to teach students about Patriotism under the theme; The Role of the Youth in the Social Economic Transformation.”
In each school where Kagenyi visited,  he first thanked girls for ptotecting themselves during Covid-19 Lockdown overcoming temptations like pregnancies and early marriages.
He then lectured them about the economy of the country. “I have told students that Uganda falls under the category of Least Developing Countries (LDCs). Such countries are many in Africa, almost all, apart from South Africa and Egypt.”

He told students that LDCs have common characteristics which unites them all and that is Poverty, Disease, Ignorance, etc.
One of the signsame of an LDC is the use of hoes in farming saying this is the Traditional stage of economic development. 
Talking about the five stages of Rostow’s theory of economic development, Deputy RDC Kagenyi said most Least Development Countries are at the first stage which is traditional stage. 
Other stages he talked about are; Precondition for takeoff stage, takeoff stage, Drive to maturity and maturity stage.
“In this category, Uganda is still at stage two; precondition for take off. Meaning we are still a developing country. We can only advance to the next stages if we embrace modernised Agriculture, from traditional to modern commercial farming.”
Mr. Kagenyi explained to secondary students that,  “If we end substance farming, farming only to feed our homes and engage in commercial farming, development will be inevitable since we will be having surplus.”
He urged students to get involved in other developmental activities like in service sector, ICT sector, Industrial sector above all, transport sector because jobs are available.
“I have told them about social sector transformation and reminded them that world over, Uganda has the biggest young population. So if we are to chase poverty, we must do it ourself, help will find us on the way.” Said Mr. Kagenyi about his meeting with students. 
He urged them embrace President Museveni’s initiatives like; Embracing Sciences if they are to be innovative and creative.

RUBAGA South legislator Aloysius Mukasa yesterday joined a team of NUP leaders led by the Leader of Opposition Rt. Hon. Mathias Nsamba Mpuuga, NUP Vice President for Northern Uganda Dr. Lina Zedriga, NUP SG David Lewis Rubongoya and other Members of Parliament to comb a village called Bobi in Omoro County for party candidate Simon Tolit Acache who according to political analysts, will make NRM candidate Andrew Ojok Oulanyah, run for his money come tomorrow’s poll.
Hon. Mukasa travelled on Tuesday morning to Northern Uganda in Acholi Subregion to campaign for NUP candidate Simon Tolit. He travelled with his vote strategists.
Other MPs captured by our cameras were, Joyce Baagala Ntwatwa (Woman MP Mityana district) and Francis Xavier Katabaazi.
Omoro County Constituency fell vacant after the demise of area MP Jacob Oulanyah L’okori who doubled as Speaker Parliament of Uganda.
Under its mandate, the Electoral Commision set May 26, 2022 as election day to fill this position.
Out of the 12 candidates who picked nomination forms, only six fulfilled all the requirements. They are; Onen Jimmy Walter (IND), Odonga Terence (IND), Tolit Simon Akecha (NUP), Kizza Oscar (ANT), Ojok Andrew Oulanyah (NRM) and Odong Justine (FDC).

‘ALL IS SET FOR OUR VICTORY’, MP ALOYSIUS MUKASA
Speaking to our reporter from Omoro Constituency yesterday night, Hon. Aloysius Mukasa said all they went to canvass for votes, voters were only waiting to massively vote for candidate Tolit who they say has experience, political maturity and he is a tested leader.
“Our candidate is a darling. He isn’t a visitor in the Constituency. He is one of them and perfectly understands issues affecting Omoro Country. In Omoro, there isn’t any tarmac road, there are no medical facilities,  schools are in a sorry state, unemployment is too much and people want a leader who will speak out with out fear or favour òfor the government to compensate them. Tolit is a brand name, our expectations are very high.” Said Hon. Aloysius Mukasa.
He saluted top party leadership right from the President Hon. Robert Kyagulanyi Ssentamu, VP Zedriga, LOP Rt. Hon. Mathias Mpuuga, SG David Lewis Ruongoya, Members of Parliament, other leaders and all footsoldiers who travelled to Omoro to campaign for party candidate, Simon Tolit Acache.
“Victory is on our side. Those with a habit of rigging for their weak candidates should stand warned. Let them dare rig Omoro votes, they will live to regret their action.” Warned MP Mukasa.
We are reliably informed, all NUP teams which will monitor and protect Tolit’s votes are on ground and another team led by Makindye mayor Alhaj Ali Kasirye Nganda Mulyanyama from Kampala has just left for Omoro. However MP says, they are under intimidation by security organs and a number of NUP supporters have been  arrested.

MP MUKASA VISIT OMORO ACCIDENT VICTIMS
Before travelling to Omoro for campaigns, on Monday morning Hon. Mukasa visited NUP footsoldiers Sharon wa Bobi and Den City who are admitted in Rubaga Hospital where they are getting treatment after a fatal accident which claimed lives when their car overturned enroute to Omoro on Saturday, last week.

Hon. Mukasa who looked crestfallen on seeing Den City and Sharon struggling for dear life,  assured them that he will stand with them as he wished the patients a quick recovery. He contributed financial support and pleged to stand with families until the two get well.
MP Mukasa first visited BBS Terefayina journalist Amon Kitaamirike who we are told got fractures on both legs and his neck is under support. 
Kitaamirike who is at Mengo Hospital needs more prayers just like Lord Councilor Nusifa Nakato who according to our sources,  is still in Soroti Hospital.
Hon. Mukasa also gave financial help to the BBS journalist who was travelling in the same car with NUP members to Omoro.

After visiting accident victims, the indefatigable Hon. Mukasa drove to Kamuli to attend send off for 2021 Iganga Municipality NUP MP aspirant Dennis Waiswa at a function attended by NUP Party president Robert Kyagulanyi Ssentamu, members of Parliament and other leaders.

Dennis Waiswa and councilor Yakub Kiggundu lost lives in the Saturday fatal accident.
May the souls of the deceased rest in eternal peace!

WHY ARIKO WILL DEFEAT FDC’S ATTAN IN SOROTI CITY EAST MP BY-ELECTION

YESTERDAY, three Justices of Court Appeal; Cheborion Barishaki, Stephen Musota and Christopher Gashirabake threw out of Parliament FDC’s Soroti City East legislator Moses Attan and ordered Electoral Commission to conduct by-elections for Soroti City East Constituency, congratulations Mr. Herbert Edmund Ariko, the petitioner.
The Court of Appeal upheld the High court judgment nullifying the election of Moses Attan as the Soroti City East Member of Parliament, sending supporters of Ariko into early celebrations, vowing to defeat Attan with a big percentage of votes when EC declares a by election. 
At the Court of Appeal in Kampala, Ariko supporters were heard saying, “Attan thought would run away with our victory, but alas! We are now going into a free and fair election, let him not waste time. If he insists on standing, our candidate Edmund Ariko will embarrass him. This is a sure win. We have warned him in time.”
According to the judgment read out on Tuesday by the Court of Appeal Registrar Susan Kanyange on behalf of the Justices, Their Lordships agreed with the petitioner Mr. Ariko that, demarcation of boundaries within the constituency was not properly done. 
For starters, the judgment arose from an appeal filed by Hon. Attan challenging the Soroti High Court decision that had ordered him out of Parliament and allowed a by-election in Soroti City East Constituency following a successful election petition by Herbert Edmund Ariko.
Last year, Soroti High Court Judge Her Lordship Hon. Anne Mugenyi nullified the victory of Attan on grounds that his election was conducted in non-existent wards of Aloet and Opiyai.
Mugenyi’s decision was based on a March 10th, 2021, High Court judgment that saw Justice Wilson Masalu Musene revert Opiyai and Aloet to Soroti City East Division. 
The two wards had previously been annexed to Soroti City West Division by the same judge in November 2020.
But Justice Musene said that he had not been served with documents for the creation of Soroti City from Parliament and declaration of the cabinet on the same, hence his decision.
Mugenyi relied on the same decision noting that there was gross non-compliance with the electoral laws which affected the results in a substantial manner because there was disenfranchising of 5,233 voters from both Aloet and Opiyai.
He ordered the Electoral Commission to conduct fresh elections and ordered Attan to pay costs to Ariko.  
Attan through his lawyers of Galisonga and Company Advocates and Alliance Advocates filed an appeal raising six major grounds which he says that the learned Soroti High Court Judge erred upon to reach her decision.
According to the appeal, Attan among other grounds argued that the learned trial Judge erred in law in entertaining Ariko’s petition because she didn’t have jurisdiction to hear it while relying on the decisions made by the same court to which High Court lacked jurisdiction.
Ariko has higher chances to take this constituency being a darling, a well connected man with political kingmakers in Soroti and a very smart and organised politician.

I.F. STONE warned us that all governments lie. He cautioned us that disaster lies in wait for countries whose officials smoke the same hashish they give out. 
Diversion of public attention is one way of focusing the public to minor things like birthday celebrations. I vehemently object to this practice and purpose. 
We have high inflation rate, and the government is doing nothing about it. 
The Covid-19 pandemic battered economies, but even then, responses 
differed, many African countries have dived deep into more debt and corruption has flourished by default.
Vaccines propelled us into recovery, but the world never predicted the Russia-Ukraine war. Food supply chains disrupted and so is the energy sector. The war impacts us even when it is happening miles away. 
In Uganda, it is annoying that everything is now blamed on Covid-19 and the war in Ukraine. 
We are close to blaming the 36 years of steady progress in levels of corruption on the close to three months war. The current inflation has more to do with long-term and short-time government policies marinated with incompetence than Covid19 and the war in Ukraine. This is contributing to and prolongs the suffering of ordinary citizens. 
John Locke’s theory of government notes that governments exist to promote public good, protect life, liberty, and the people’s properties. Depending on how deeply you are grounded in political theories & economy. Governments are critical in creating legal and social frameworks in which the economy works i.e., the levy of taxes, income distributional, subsidies, stabilization funds, etc. 
That said, weather there was Covid-19 or there is a war in Ukraine, the duty of any responsible government remains to find solutions to problems. This job is heavily paid for by the citizens. When excuses become the only solution they can offer, then they either love or benefit from the status quo or they have failed on social contract an idea that is rooted in the sophists of Greece and expounded on by great philosophers like Thomas Hobbes, John Locke and Jacques Rousseau. 
Failure to take any action is to promote the status quo. The lie told by many officials is that the current inflation rests squarely on Covid-19 and the war in Ukraine, an excuse I reject or a lie I refuse to buy. Inflation is not a new phenomenon in Uganda since independence. Political decisions have tremendously contributed towards triggering, sustaining or promoting inflation. 
By a decree even H.E Idi Amin Dada understood the role of government in inflation control, focusing on reducing transport costs and combating hoarding of essential goods. Before Covid-19 and the war in Ukraine, there is evidence that inflation has been on the rise and there is no evidence to suggest that even without the war and Covid-19 we would not have found ourselves in the current situation. The independent contribution of Covid-19 and the war in Ukraine to the current levels of inflation cannot be ascertained. 

Politicians lead the blame song to save face and the economists sing the chorus. Uganda’s inflation has been largely political. From December of 2014 to December 2015 inflation rose from 1.8 to 9.3.
Consistently in a year preceding general elections and a year after general elections there has been sharp inflation. There is no evidence to suggest otherwise in considering the 2021 general elections.
The poor decisions to block truck drivers at the boarders led to the rise of fuel prices and prices continue to rise without any checks on oil giants operating in Uganda. 
What is more chilling however, is that the Government of Uganda is doing nothing as Ugandans sink under the weight of inflation.

Our Neighbours; Tanzania, Rwanda and Kenya are also affected by Covid-19 and the war in Ukraine; however, their governments are not absent as they have come to the reschedule of the citizens.
Rwanda intervened by increasing the lending rate on top of subsidizing public transport and fuel prices, hence impacting food prices. Tanzania has increased salaries of civil servants on top of other subsidies. 
Kenya recently increased the minimum wage an international national labour day gift, a phenomenon still eluding Uganda. I am not arguing that this is the ultimate solution to inflation but some interventions from the government lift some burden off the citizens. President Museveni’s long address on the economic situation had nothing to offer in the country’s policy direction to deal with the current inflation. 
We cannot blame Covid-19 and the war in Ukraine for Uganda not having food banks and Uganda’s poor management of the fuel reserves as the country’s strategic national security assets. This is on poor governance.

BUGANDA Kingdom supreme leader, His Majesty Ronald Muwenda Mutebi II is one of the genuine wealthiest leaders in Uganda.

Such property includes among others; The Bulange, The Lubiri at Mengo, The Butikkiro, The Buganda Court Building, Kabaka’s official 350 square miles of land, Namasole’s 10 square miles of land, Bannaalinnya’s Land, Kabaka’s lake, Former Omulamuzi and Omuwanika’s Official Residencies at Mengo, Land Adjacent to The Mengo Lubiri on which Buganda Ministrial Houses used to stand, all Bassekabaka’s Tombs, Buganda Works Building at Kakeeka, Basiima House and Nnaalinya’s House at Lubaga.

OMUK. SIMON MUWANGA KABOGOZA
He is the Chief Executive Officer (Ssenkulu) Buganda Land Board. He took over from Owek. David Kyewalabye Male. According to information from Buganda Land Board, Mr. Kabogoza Simon is a Social Scientist, holding a Masters Degree in Development Studies from the Uganda Martyrs University – Nkozi and a Bachelor’s Degree in Social Sciences from Makerere University, Kampala.

Omuk. Kabogoza has over 15 years experience in strategic communication and coordination of social change projects and 5 years experience in land management business.
Before elevation to CEO, Mr. Kabogoza was the Head Corporate Affairs/Deputy MD (Admin) at Buganda Land Board Ltd, a company mandated to manage Buganda Kingdom Land.
In that position, Mr. Kabogoza was responsible for upholding the Company’s image and overseeing the legal, community mobilization, Client management and the Communications unit of Buganda Land Board.
Before joining BLB,  Omuk. Kabogoza worked with Communication for Development Foundation Uganda (CDFU) on several USAID – funded programs. He worked as the Behaviour Change Communication Advisor on the Northern Uganda – Health Integration to Enhance Health Services (NU-HITES) Program, AFFORD and strengthening TB & HIV – AIDS responses in East and Central Uganda (STAR-EC).
He has experience in coordinating projects, developing communication strategies, field research and community mobilization. He has written and presented abstracts in International HIV/Aids Conferences.
Previously, Mr. Kabogoza worked with the DISH Project for 4 years coordinating Behaviour Change activities at community level.
A very humble, down to earth and a man of very few words, Omuk. Kabogoza is a Board Member of several schools including Mugongo Senior Secondary School.
He is a Godly man who loves giving what he has to support Church activities. Recently, he attended fundraising for Mission House at Namirembe Cathedral and gave UGX 2M.
Mr. Kabogoza os the head of Laity at Mugongo Parish Church of Uganda. He is married with Children.

MRS. REBECCA MAGEZI BUKENYA
She is the Head Human Resource and Risk Management at Buganda Land Board (BLB).
Mrs. Bukenya holds a Masters Degree in Business Administration from the University of East London (UK) and a Bachelors of Business Administration in Accounting from Ndejje University in 1999.

Before joining Buganda Land Board, she served as the Human Capital Manager-Systems at Pride Microfinance Limited (MDI) between 2009 and 2015 as well as human Resource and Administration Supervisor (2004-2009). She has been  serving as Head Human Resource at Buganda Land Board since 2015.
Her mandate is to ensure that Buganda Land Board is adequately staffed with skilled and motivated employees to attain organisational goals.

MARTIN MUJABI KUTEESA 
He is the Head Finance, Administration and Land Management Information Systems (LMIS) at Buganda Land Board.
Mr. Mujabi, a very calm man, holds a Masters Degree in Business Administration (Accounts),  a Degree in Commerce (Acounts) and UDBS (Accounts).

Before joining BLB, he worked as staff auditor in the accounts department of MFI OFFICE Solutions (U) Ltd in 2005 having earlier served as an account/administrator of Exmemo systems international limited in 2000 and Accounts Assistant in Tamp Engineering Services (2000).
At BLB, he formerly held the position of Finance Administration Manager and Accounts Assistant at the same organisation. He is an executive committee member of Buladde Financial Services.

BASHIR JUMA KIZITO
He Heads Corporate Affairs, Operations and Business Development at Buganda Land Board.
Mr. Kizito Bashir holds an Masters in Business Administration (UMI), Bsc Surveying (Makerere University) and a Diploma in Law from Law Development Centre, Kampala.
Before joining Buganda Land Board, Kizito Juma served in both Private and public sector. 
He began his career with in 2003 with MBK Surveyors, a private survey firm dealing majorly in cadastre and Engineering Surveys in Central Uganda. He was later to join the Public service in 2008 serving as the district staff surveyor for Nakaseke district local government.
He is a fellow of the Institute of Surveyors of Uganda, and a registered Surveyor of Uganda. 

A board member of Buganda Heritage and Tourism Board, Mr. Kizito Bashir is the current Head of the department of Operation and Business Development at Buganda Land Board. He is also the Chairman of the Management Credit Committee of Buladde Financial Services and the project manager of the Land Electronic Card project of BLB. 
He joined Buganda Land Board in 2009 as a Chief surveyor. He waslater promoted to the position of Lease Manager (2010) before becoming the Head of Land Management Department in 2011, a position he held until 2016.
In 2017, he was appointed as the Head of Physical Planning, Survey and Research Department until his latest appointment.
The objective of this department is to effectively and efficiently run BLB branches in innovation and entrepreneurial ways to offer the highest possible output and realize a satisfied clientele, ensuring effective communication, having a satisfied clientele of Buganda Land Board, excellent corporate governance and land practice.
The mandate of this department is to ensure smooth operations of Buganda Land Board branches and taking care of Buganda business initiative, in charge of company media communications, client relations, public sensitization about land matters and the BLB processes, company brand ans legal oversight to the Company.
Mr. Bashir Juma Kizito is responsible for;
● Develop new products and services for the organisation
● Grow the portfolio of clients accessing credit from financial institutions to get lease titles (LAF)
● To grow the numbers of financial institutions extending credit to access leases from BLB
● To grow the loan portfolio, deposit base and membership of Buladde Buladde Financial services
● To increase the Organisation’s visibility as a reliable professional service provider to the public (even those on land other than that of Kabaka) in labs surveying, physical planning, valuation and land conveyancing services.
● Establishing relationships between BLB and it’s stakeholders in the promotion of security of tenure for tenants on Kabaka’s land.
● Efficiently and effectively run BLB branches and service centres
● Acquire and band dispose off vacant/good land to both local and foreign investors; Liason with Kabaka’s represtatives on land matters, linking clients and other departments, advise the board and management on all legal matters, handle and advise on matters
pertaining litigation.

REHEMA NANVUMA WANDERA
She is the Head Physical Planning, Survey and Research at Buganda Land Board.
Mrs. Nanvuma Wandera holds an MBA, Bsc in Physical Planning and a diploma in Computer Science.
She joined BLB in 2008 as a Physical Planning Manager. She has since served as Physical Planning and Surveying Manager (2010 to 2015), Returned Estate Cordinator (2015-2016), Head Commercial Initiative (2016-2018) until her current post as Head of Physical Planning, Survey and Research. She has previously worked with UNDP.

Her office executes land surveys, valuations and research works of Buganda Land Board.
The core functions of Physical Planning, Survey and Research department Buganda Land Board are;
● To determine the shape, size, boundary and location of plots and process deed plans i.e Surveying.
● Design, establish and administration of a system that allows collection, storage, management and dissemination of department data.
● Analysing data after field work to write reports
● Assessment of value of property i.e land, buildings in urban and rural areas
● Planning of property as per the Physical Planning guidelines and standards.
● Acquisition and use of maps i.e satellite and aerial maps for land interpretation
● Consultation on all land matters
● Titling and land documentation for all land tenures

DENIS BUGAYA
A lawyer by profession, Denis Bugaya is the Senior Manager Operations.
He is a student of Masters in Business Administration. Counsel Bugaya holds a Bachelors of Laws (LLB) degree from Makerere University and a certificate in computer Application.

Currently, the Legal Manager and Spokesperson of Buganda Land Board, Mr. Bugaya was an executive of the Inspector General of Government (Makerere Law Society) in 2007. He joined BLB as a Legal Assistant in 2009 before becoming a senior legal officer (2015 to 2016) and now sits on top management, Buganda Land Board as a Legal Manager, ex-officio. A born of Mawokota County, Counsel Bugaya is a very brilliant young man and pivotal in Buganda Land Board. He is approachable, incorruptible, compentent and media friendly.
