A SMARTLY dressed Rt. Hon. Anita Annet Among, Speaker Parliament of Uganda has joined other African leaders at the opening of the 5th session of Pan-African Parliament in Midland, South Africa. The ceremony is presided over by the Chairperson of the African Union Commission H.E Moussa Faki Mahamat.  Her arrival excited members and she was congratulated upon being elected Speaker Parliament of Uganda.

For starters, The Pan African Parliament is the legislative arm of the African union comprising members from National Parliaments of AU member states.
According to a press statement issued on June 27th, the plenary session which will be chaired by the Chief Executive officer and legal representative of the African union will be dedicated to the election of the President of the Pan-African Parliament, scheduled to take place on June 29th ,2022.
H.E. Mahamat will also oversee the swearing -in of new members of the PAP and is expected to deliver the key note address during the opening ceremony.
The resumption of the parliamentary activities following the decision of the African Executive council in October 2021 and February 2022, and subsequent policy decisions and consultations, which resolved the impasse that transpired among parliamentarians during the proceedings of the plenary on May 31 and June 1st 2021, as PAP was planning to elect the president and vice of its bureau.
The electoral process will be conducted and managed by the Office of the Legal Counsel  of The African Union.
In May last year, five members of Parliament were sworn in to represent Uganda at the continental institution.
The members are: Hon. Caroline Kamusiime, Hon Felix Okot, Hon. Juliet Achayo Lodou, Hon. Eric Musana and Hon. Patric Nsamba.

MAMA FOR ALL: Opposition Members of Parliament share notes with their Speaker Rt. Hon. Anita Among

TALKED about as the most ever hardworking Speaker of Parliament in the history of Uganda, Rt. Hon. Anita Annet Among has throughout the first session steered all units within the Parliament to deliver on their mandates.
In one of her initial messages delivered to Parliament on June 14 last year, Anita Among pledged to majorly work towards gluing all political camps within the August House as a means to ensure that they deliver on a common goal, betterment of the Country putting the interest of the people at the core of business.
“We shall work together for the betterment of this country, without segregation,” Speaker Among pledged on June 14 last year, something she has scored high on.

The result-oriented Speaker, who, many have since labeled workaholic, has also already led a team whose first session has dwarfed the opening sessions of past Parliament’s including the 9th and 10th respectively.
The Speaker’s relentless efforts have witnessed her House pass 23 Bills, out of the 28 that were introduced, only three were still at committee stage by the end of the first session. These were the KCCA Amendment Bill, the Public Health Amendment Bill and the Local content Bill, all of which have been accorded priority consideration once plenary sittings of the second session tip off.
In regard to the oversight mandate, the 11th Parliament utilized all provisions to push accountability and transparency among Executive Members. In this, a whopping 112 questions were pressed on the Prime Minister.
In the second week of June, President Yoweri Museveni assented to eight Bills thus making them law. Of these is the Landlord and Tenant’s Act which mainly aimed at harmonizing the relationship between tenants and landlord plus the Electricity Amendment Act, is meant to, among others, weed out rogue elements in Uganda’s power sector.

Prior to this, President Museveni had also signed the National Social Security Fund (NSSF) Amendment Bill which has since granted Ugandans saving under this arrangement have midterm access to their savings. This had followed her maiden Bill, the Administration of Parliament (Amendment) Bill passed on October 5th last year which was assented to in less than a month’s time right it was passed.
Among’s consistent stewardship has silenced majority of critics that initially cast doubt on her abilities. Many are amazed by her ability to rise and deliver in an office she had not occupied before. She is therefore credited for having managed to unite a team that not only lost a towering figure whose impeccable knowledge and experience laid ground for not only meaningful debates but also inspired many to become reputable leaders.
At the end of June last year, when several government entities were rumored to be embroiled in issues of corruption and misuse of government funds, Right Hon Among set up the Parliamentary Committee on Covid probe into the allegations of swindling of funds by government officials.

How has she done it?
Even when she operated on a shoe-string budget, her administration managed to register sounding progress on both technical and political sides of Parliament.

Through constant reminders and exemplary leadership, she has guided Parliament through the untold effects of the deadly Covid-19 that heavily obstructed the operations at the August House. Her team braved through untold brutal working conditions that forced demanded administration to operate below normal working capacity and still delivered.
The principles of unity, teamwork, constant support and exemplary leadership have been core denominators in every grain of success she registered for the 11th Parliament. She therefore promised to do the same and even better.

Inside her toolkit for second session
As she presided over her first State of the Nation Address (SONA) as Speaker of the 11th Parliament on June 7th held at the Kololo Independence grounds, Speaker Among pledged  to ensure that the legislative arm of government delivers on all its mandates without as charged.
In this, she beckoned the full energy from all units within the law-making body as they embark on a new

In so doing, she has asked all Members of Parliament to bury differences in order to exploit the wealth of opportunities nested in unity and teamwork. Considering that processing a minimum of 62 Bills requires focus and a team well versed with details of legislations processes, Speaker Among endorsed a three day-long training in Kampala for all MPs. The training that commenced on 15th and closed on 17th was highly appreciated by- lawmakers.
Facilitators have since grounded MPs on the safe guards to shield them from corruption, intrigue and other elements that may impede smooth work in the course of legislation.

This training, Members of Parliament say, has since provided them with a better grounding in Parliamentary procedures.
“I found this training to be very timely and relevant because it has provided us with deeper appreciation of proceedings both within and outside Parliament,”
Godfrey Wakooli, the Butiru county lawmaker said.
He added: “This training has shown how important committees are in the processing of Parliament business. Many times journalists have judged and assessed us based only on the proceedings of the Plenary.”
As a way of pushing for maximum use of their time, all legislators were already allowed a minimum of 14 days to engage the citizenry on Parish Development Model (PDM) and also popularize it so that the model registers the desired targets.
In the same process, MPs are expected to gather views of their constituent members to inform sound and evidence based debates in the August House, something that is expected to bolster operations at Parliament.

THANKSGIVING: UGANDA INSTITUTE OF INFORMATION AND COMMUNICATIONS TECHNOLOGY DONATES UGX 5M TOWARDS MISSION HOUSE CONSTRUCTION

ON Friday last week, thanksgiving prayers were organised at Uganda Institute of Information and Communications Technology (UICT) campus in Nakawa, Kampala for the success this great institution has achieved since 2000 when it was incorporated.

It was during the Service led by Namirembe Diocesan Secretary Canon Henry Ssegawa and assisted by Mission Secretary Rev. Samuel Muwonge and Rev. Abraham Lubega Kisakye, that the Institute gave back to God UGX 5M cash towards the construction of Namirembe Diocese Mission House. Thanks to the management and students of Institute of Information and Communications Technology for such a benevolent heart! 
Speaking to the congregation during the Service at the Institute, Rev. Samuel Muwonge said, “We have gathered to conduct a thanksgiving service, thanking God for the success and blessings he has given this great Institute of Information and Communications Technology. Thank you for honouring God who has brought you this far and for supporting Mission work.”

In the presence of Prof. Tony Oyana member of the Board of the governing council, Principal Dr. Kitogo and other members of the Board, teaching and non teaching staff, DS Ssegawa gave the sermon which was got from Isaiah Chapter 12.
He encouraged them to always remember and give thanks to what God has done and make an investment. 
“We are always reminded that we are on mission, we have to do mission work. If you can not preach door to door, if you can not go to pulpit, then support what is being done by the Mission department.” Said Rev. Muwonge.

The clegy were first taken around the institute campus and toured the labs.
The institute was incorporated on 29th May 2000 in the names of Uganda communications Institute. The name was changed on 23rd December 2002 to Uganda Institute of Information and Communications Technology.

Prof. Tony Oyana is the Principal Makerere University College of Computing and Information Sciences (CoCIS). At Uganda Institute of Information and Communications Technology (UICT), he sits on the Board. At the Friday function, Prof. Oyana represented the Board Chairperson and delivered her message. Some of the objectives of Uganda Institute of Information and Communication Technology were;
● To operate a training centre in order to uplift, maintain, improve and control the academic standard of the Institute and for that purpose empower teachers, lecturers, demonstrators, advisors and consultants or other experts in the field of education in the communication sector.
● To train and conduct courses, seminars, workshops and allow adequate and sufficient knowledge relating to the communications sector to be passed to the people of all levels.
● To conduct examinations and award certificates to candidates who complete courses of study prescribed and where necessary, to revoke such awards.
The top managers re-echoed the Vision of this Institute of becoming a leading centre of excellence supporting ICT – enabled human development in Uganda and beyond.
“Our Mission is to provide high quality market-driven and sustainable training research and consultancy services that support the ICT sector.” Institute leadership revealed to the clergy from Namirembe Diocese.

Their core values are about values of student and customer centredness, integrity, transparency and accountability; team work and total commitment, professionalism; principles of equal opportunity and environment sensitivity guide the information institute staff and students.
This institute is mandated to provide training interventions in the field of information and communication Technology, to support national objectives, to increase the use of ICT throughout the country.

WHY SPEAKER ANITA AMONG & CUBA’S FOREIGN AFFAIRS MINISTER MET IN KAMPALA: DETAILS EMERGE!

PARLIAMENT of Uganda’s Speaker Rt. Hon. Anita Annet Among held a meeting with Cuban Foreign Affairs Minister Bruno Rodriguez Parrilla yesterday at Hotel Africana in Kampala on Sunday, June 26, 2022.
During this meeting, Madam Speaker saluted the government of Cuba for its continued support towards the implementation of various programmes in Uganda.
The country’s third top ranked citizen told Cuban Foreign Affairs minister that, “I acknowledge the instrumental role that your government is playing towards the improvement of our education, agriculture, and most importantly the Health sector.” 
She lauded the role that Cuban doctors played in setting up of Mbarara University of Science and Technology, (MUST) which has since trained over 1,000 medical professionals. 
In 2018 Cuban scientists worked closely with an inter-institutional team of scientists from Makerere University College of Veterinary Medicine, the National Agriculture Research Organization (NARO).
Madam Anita said, “While the US sanctions levied against Cuba affected the economic and commercial relations between Uganda and Cuba, deliberate engagements have taken place to find a way forward on how the two countries can still enjoy better corporation.”
That is why a Committee has since been set up to reinvigorate trade relations with Cuba.
The solutions found included proposals that Uganda and Cuba carry out barter trade by exchanging the goods that Cuba needed and Uganda taking products/goods produced in Cuba.
“As Parliament, we pledge our full support to these efforts and the implementation of all decisions taken by our two governments.” Anita assured her guest in a meeting attended by a team of Members of Parliament.
She said, “A team of Honourable Members present form part of the Uganda- Cuba Parliamentary Friendship Group that was established to foster the relationship between the two countries and ensure that Cuba becomes an active participant of the African, Caribbean,and Pacific Group of states.”
For starters, Speaker Anita is Chairperson of The Uganda- Cuba Parliamentary Friendship Group that comprises of 12 Members of Parliament including Hon. Akena James Michael Jimmy, Hon. Alum Sandra Ogwang Santa, Hon. Alyek Judith, Hon. Esther Afoyochan, Hon. Solomon Silwany, Hon. Norah Bigirwa and Hon. David Kabanda.
Others are; Hon Alioni Yorke Odria, Hon. Mwine Mpaka Rwamirama, Hon. Suubi Kinyamatama Juliet, Hon. Rwemulikya Ibanda and Hon. William Chemonges.

Madam Anita, who doubles of Bukedea district woman Member of Parliament thanked The Head of State President Museveni for the continued engagements with different countries like Cuba on strategic social, political and economic partnerships.
In 2018, for example, President Kaguta Museveni met a contingent of specialised Cuban scientists at State House Entebbe to work with indigenous experts to develop an anti-tick acaricide called Gavac, and enhance training of medical workers in Uganda.
Minister Parrilla said, Cuba is willing to enhance ties with Uganda towards socioeconomic transformation. “We shall surely continue to support Uganda.” He lauded the “hospitable nature of Uganda” and recalled the longstanding cooperation between the two countries. 
Uganda and Cuba have enjoyed excellent diplomatic relations since Cuba opened its diplomatic mission in Kampala in the 1960s.
The two countries have reinforced each other’s positions at international fora through the Non-Aligned Movement, the G77 and the United Nations, where Mr. Parrilla said they have always defended and protected their mutual strategic political and economic interests.

MANAFWA DISTRICT D/RDC KAGENYI LUKKA VOWS TO ROAST-ALIVE WHOEVER CAUGHT SELLING NEWLY AQUIRED VHT TOOL KITS

IN their bid to improve Village Health Teams’ functionality to contain Covid-19, Manafwa District on Wednesday embarked on distribution of the necessary and vital Tool Kits.
Launched by the area Deputy RDC Kagenyi Lukka in Manafwa Town Council at the DHO’s office,the items will be a big relief to the health ‘foot soldiers’ who are based at the grassroot.
Handing over the items that included a medical box, thermometer, masks, job aid among others, the workaholic Presidential representative challenged the different recipients drawn from Manafwa Town Council, Buwagogo Town Council, Buwangani Town Council, Buweswa Sub-county, Khabudola Sub-county, Buwamu Sub-county, Bukofu sub-county, Mayenze Sub-county to put the items to be better use.
“These items you’re receiving today come at a time when we really need them.However, I appeal to all of you recipients to use them as expected.Don’t be tempted to sell them off as the repercussions shall be dire”. DRDC Kagenyi emphasized, noting that medical concerns facing their profession are being addressed by government gradually.
Flanked by the District Health Officer, Dr. Dan Wenani, the RDC encouraged medics to cherish their profession since it’s a calling whose cardinal role is to serve humanity above self.
Revealing that Manafwa District is so far doing well as regards containing the pandemic, Kagenyi encouraged the wanainchi to prioritize nutritious foods as a way of balancing their diet.
Kagenyi,who encouraged his audience to continue supporting government programs revealed that Uganda is doing well in the whole of Africa as regards programs championed by Village Health Teams.
On his part, Dr.Wenani commended government for availing the items in their time of need.
“The items have been delivered when needed most.We promise to ensure their proper use without any diversions”, Kagenyi promised before thanking the Deputy RDC for his bottom to top approach that has since eased their work.
The 1317 VHT Tool Kits from the Ministry of Health will help to improve VHT functionality in response to covid 19 and any other related activities.

Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) has finished in second position in the category of ‘best exhibitors’ after Statehouse in the 2022 Africa Public Service Day celebrations that took place yesterday 22nd June at Kololo Ceremonial grounds in Kampala.
All Government Ministries, Agencies and Departments participated and the Ministry of Agriculture, Animal Industry and Fisheries was announced second best exhibitor after State House Uganda.

“I am happy that we have managed to take the position of second best exhibitor in this year’s celebrations. We have been able to achieve this because we are a team”. Mr. Sseremba Mark the Commissioner Human Resource Management said in a separate interview with the media at Kololo.
This year’s celebrations moved under the theme “Bringing Citizens and Government Closer. Service Delivery for Social-Economic Transformation”. 
The Prime Minister of Uganda was represented by the Minister of Public Service, Hon. Wilson Muruli Mukasa.

Africa Public Service Day is an event entrenched in the African Union calendar. It originates from the conference of African Ministers for Public or Civil Service held in Tangier, Morocco in 1994. 
It was agreed at this conference that June 22, should be celebrated annually as Africa Public Service Day to recognise the value and virtue of service to the community.
It aims to discover innovations, reward excellence in the public sector, motivate public servants to further promote innovation, enhance professionalism in the public service, raise the image of public service, enhance trust in government, collect, document and share best practices for possible replication within a country as well as across the African Continent.

NUP SG LEWIS RUBONGOYA FINALLY SPEAKS OUT ON KIBALAMA’S HUNGRY CLIQUE, IDENTIFIES ISO OPERATIVES GUARDING TROUBLED OLD MAN

NATIONAL Unity Platform (NUP), a leading opposition political party in Uganda has urged forces of change not waste time discussing Mzee Kibalama matter that has no legal bearing whatsoever. NUP says, they shouldnot be hoodwinked by this drama! Yesterday, Kibalama and his team addressed media in Kabowa calling them the rightful party leaders.
In a Statement released by Mr. David Lewis Rubongoya a lawyer by profession, NUP SG said, “When we choose silence or issue broad statements, it does not mean that we are standing on shaky ground. NUP is under one leadership which is well known.”

Statement reads; Mr. Kibalama and Company handed over leadership and addressed the nation about it. They resigned their positions in the party. Soon after, they appeared in court with security, testifying against the party, confessing they were under the direction and control of regime operatives including the CDF. After, they apologised, claiming that they had been captured by ISO and coached to testify against us. We decided to put matters to rest. 
Then, after some time, they started again. They wrote to the EC making certain false and fraudulent claims. When we had an interaction, they again made some claims and apologised. The same people wrote to the EC withdrawing all their claims and complaints, stating that their claims were were false, without merit. 

Now, with women council elections in the offing, they came up again. Yesterday, they addressed a press conference surrounded by known ISO operatives. 
And somehow, some individuals here, think these people deserve attention. Worse still, some people here think they are doing such things on their own, and somehow we need to discuss. 
“Finally, I really get frustrated when I see people who seem to understand how regimes of this nature operate, giving such a matter so much attention. Legally, and factually, NUP is one and is headquartered at Kamwokya. The masqueraders and their backers will definitely fail as they have failed in the past.” Writes SG Rubongoya.

WHY SOME PEOPLE CRITICIZED THE SPIRIT OF THE FAITH PILGRIMS HAD USING REASON

THE secondary aim of this article is to address myself to fellow Christians and non-Christians over disparities that were growing and are still germinating in our faith.
After the celebration of the Uganda Martyrs in our country, most people criticized the spirit of the faith pilgrims had using reason.
Faith is the belief in the truth of something that does not require any evidence and may not be provable by any empirical or rational means. Reason is the faculty of the mind through which we can logically come to rational conclusions. Faith and reason are both sources of authority upon which beliefs can rest. We should not forget that reason aims at empirical truth; religion aims at divine truth. Thus, no rivalry exists between them.

The primary aim of this article is to offer an interpretation of the encyclical Fides et Ratio1 as it relates to the idea of “meaning” as an answer to the ultimate questions of man. The force of the metaphor used by St. John Paul II of the two wings of faith and reason (Introduction) lies in the picture of the human spirit attaining truth only by the simultaneous efforts of faith and reason.
As a bird cannot fly with only one wing, so the spirit needs both faith and reason to arrive at truth. It is the union of faith and reason which provides us with the boldness (parrhesia) and condense necessary to access the truth.
After an analysis of man’s “quest for meaning,” a goal only achieved by reaching the absolute, we will investigate the two means available to us to reach that goal: faith and reason. We will then present the implications of the organic unity of faith and reason and their climax in the synthesis of Aquinas. Finally, we will examine the drama of their separation which has led to the present crisis of meaning.
In order to overcome this crisis, the encyclical offers us a triple remedy: a recovery of the “sapiential dimension” of philosophy as a unifying explanation; second, a varication of the human capacity for truth, with an expose of the modern philosophy that, “not daring to rise to the truth of being” and “abandoning the investigation of being.
There is a long tradition of philosophy in human history stretching back to the ancients. The rest absolute certain truth in every person’s life (other than the fact that we exist) is the certainty of death.  This fact has led all people to ponder their existence and purpose. The Church also has a long history of participating in the realm of philosophy since discovering the ultimate truth – Jesus Christ.
John Paul II begins by noting the primacy of revelation in the Church’s quest for truth. Faith is necessary to discover the full truth; reason alone is not sufficient because its central weakness is its susceptibility to sin.
Christianity did not immediately embrace philosophy, but gradually individuals like Saints Justin and Augustine played central roles in the development of Christian thought. 
Later, St. Thomas Aquinas recognized that “nature, philosophy’s proper concern, could contribute to the understanding of divine Revelation.”  (Paragraph 43)  He also noted that faith builds about and perfects reason.
There is in man an inclination to good according to the nature of his reason, which nature is proper to him. Thus man has a natural tendency to know the truth about God, and to live in society; in this respect, whatever pertains to this inclination belongs to natural law (emphasis mine).
Aquinas further observes that to know that God exists in a general and confused way is implanted in us by nature in as much as God is man’s beatitude, for man naturally desires happiness, and what is naturally desired by man must be naturally known by him.

‘NO CAUSE FOR ALARM’, SEVEN DELTA TV JOURNALISTS DENY BEING AT WAR WITH BOSSES, SPEAK OUT

SEVEN journalists working with Muganzilwazza based Delta TV Tukole, a television Station owned by successful businessman Guster Lule Ntakke have disowned an anonymous letter making rounds on social media insinuating that  they have laid down working tools over non payment of their salaries for five months now.
For starters, Delta tv owner tycoon Ntake is well known for his Bread and bakery business although he has also invested heavily in real estate businesses with commercial arcades in Kampala.
These staff led by Betty Kalungi and Micheal Mutebi all from news desk have talked to this investigative news website and categorically denied knowledge about the circulating dossier saying, “Like any organization, we might be having issues but we know the right foras used to sort them out, at least not in media.”
The two journalists and others who include; Kefas Mayumba, Joseph Muyingo, Sylivia Nalumaga, Annet Nakaibale (who covers court) and Nicholas Ndugga allegedly wrote to General Manager, Delta TV informing him how they were laying down tools over non payment.
The anonymous letter which has no signature says. “We have been working as news reporters, anchors, editors as well as presenters for Delta TV media house for over 5 years. With due respect, we write to you after much deliberations and pain about an issue we are facing.”
In the letter, these staff say it is coming to a second half of the year now in a row that they are not receiving any consistent payments of our mandatory wages and renumeration yet they always perform their duties with due diligence, utmost sincerity and dedication hence commended for the same on numerous occasions.
“In this regard therefore, We bring to your notice that we were forced to lay down our working tools hence absconding from our regular duty schedules.” Reads the anonymous letter said to have been authored by the Seven Delta TV staff.

“WE DISTANCE OURSELVES FROM THAT ANONYMOUS LETTER’, WRITES DELTA TV STAFF
On behalf of the seven named staff, one of their ring leaders has written to the top managers distancing themselves from the circulating anonymous dossier.
His message reads, “Good morning Boss. We have seen a letter on Uganda Journalist Association (UJA) Whatsapp group and some people are pointing at us to be the authors of the said letter, which is not true. We distance ourselves from that letter.”

TRUTH ABOUT THE MATTER 
This News Website has been reliably informed that, rumour made rounds about how the Seven Delta TV journalists wanted an increment. 
On June 17, 2022, Delta TV General Manager Haji Abby Mukiibi Nkaaga met the seven journalists at Jevine Hotel in Ndeeba for an engagement.
Mr. Abby Mukiibi explained to these staff members how the economy is not doing well due to the impact from the two years Covid-19 lockdown urging them to be patient as management looks into the issue of salary increment.
“In fact Haji Abby Mukiibi and the Seven staff agreed to have another meeting after a week to forge way forward but before that, they had to engage the Company accountant on Tuesday (today). We were shocked to see an anonymous letter attached to the seven staff saying that they laid down working tools.” Said an authority from Delta TV who asked for anonymity.
Our efforts to talk to Haji Abby Mukiibi who recently lost his relative Omugave Ndugwa Katende, were futile.
Delta TV is one of the fastest growing TV stations with inspiring, family friendly programs and well edited news.
Never has it ever been named among media houses who starve their staff and make them go without salaries for long periods of time.
Who ever is circulating this anonymous dossier must be for a media war.
