OPINION: UNDERSTANDING THE ‘G-86’ PRESSURE GROUP PACKAGE AND WHY IT ROOTS IN NRM

BY: JAMIL KAZIBWE

UGANDA can easily veer off into extinction if her future is not wisely designed for the generations to come. The political environment of this country plays a pivotal role in curving the foundation stone for peace and national unity despite the adverse history which we do not wish to experience again anywhere in this generation and others to come.
To safeguard Uganda’s future, there is need to resuscitate servitude regardless of tribe, political or religious affiliations with a common goal of taking Uganda to greater heights.
What Uganda has experienced over years, not forgetting the elusion of peace and national unity by politicians, is basis for lessons to all of us as Ugandans. There is need for concerted effort to tackle the challenges we face now, and the solution is in serving the populace.
Without the spirit of servitude, Uganda is destined for burial as a result of kleptocracy with a system where government officials expropriate the country’s wealth at the expense of the populace.
GENERATION 1986 (G-86), as a pressure group within the National Resistance Movement, offers the solution to socioeconomic thievery where a section of the plutocrats is immune to the rule of law.
Formed in 2021, G-86 brings together Ugandans of all generations determined to serve the country to shape its future correcting the past and present slip-ups.

Author Jamil Kazibwe, National Cordinator G-86

The group, with an agenda of employing various ways of driving political participation and engagement, strives to safeguard the achievements of the Pearl of Africa and ensure her continuity through smooth transition of national leadership from one generation to another.
G-86 is unwaveringly determined to neutralise the enemies of Uganda, which are buttressed in the negative mindset, tribalism, kleptocracy, corruption and the impunity enjoyed by just a few. By building a country with nurtured local and national leaders with a spirit of fighting corruption, we are certain that these will monitor the utilisation of public money so that it is used appropriately for the budgeted purposes.
We inculcate, promote and develop an entrepreneurial and business culture among the people of Uganda especially the youth, tied with desirable morals, practices, and values. So far we have embarked on resuscitation strategies of the country and instill servitude among the populace.

Steven Biyinzika, Chief strategists G-86

We promote unity, gender sensitivity, integrity, innovation, transparency, equity and justice and a God-fearing nation through guiding members through hard work, respect for one another, creativity, and above all the love for one another, since love for one another translates into love for our country.
“G-86 with its agenda of servant leadership, is all about exemplary team-leadership and accountability in line with democracy, and the value for wisdom and knowledge. It’s our humble appeal to all Ugandans regardless of tribe, political or religious affiliations to join this cause for a common goal of peace, unity and prosperity beyond limits.

SPEAKER ANITA DISAPPOINTED BY INCREASING NUMBER OF MINISTERS & MPS WHO DODGE PARLIAMENT, DIRECTS AN AUDIT ON THE ATTENDANCE OF ALL LEGISLATORS

newseditor.info@gmail.com

SPEAKER of Parliament Rt. Hon. Anita Among has expressed displeasure over the persistent absenteeism of MPs and ministers in Parliament which she said is in total disregard of tax payers’ money from which their salaries are drawn.
In a message issued at the commencement of today’s plenary sitting, Speaker Among demanded that the legislators honor their role of legislation among other duties as expected by law as opposed to absconding.
“You are spending tax payers’ money and yet you are not here in the House,” Speaker Among said adding that this would result into nullification of laws passed once the House is devoid of numbers. The bills are being thrown out because of quorum. You cannot even afford to come and sit here,” Speaker Among said.
To this end, Speaker Among said: “Let’s be fair to Ugandans as Members of Parliament.”
Kiira Municipality MP Ssemujju Nganda, who also observed the embarrassing absence of ministers, expressed displeasure that no minister was present in the August House by commencement.
He moved to suspend plenary to allow MPs and ministers attend, but was over ruled because of the urgent matters that were up for deliberation in the sitting.
“I am not in the culture of suspending the House. I will conduct business even if there is only one member,” Speaker ruled.
She urged the electorate not to consider sending back MPs that are liabilities.
Subsequently, she directed that an audit be conducted on attendance of the MPs and ministers so that the electorate can hold their representatives accountable.
The call for the audit will be expected among others, to tame and reverse on the escalating level of absenteeism in Parliament considering that previous warnings have not been headed by a section of MPs.

Earlier today, Speaker Anita interacted with a team of student leaders from MUBS and Mount Kenya University. “I implored them to be the cornerstone on which our shared values and aspirations can be achieved as we push for East African integration.” Speaker Among tweeted

DTB STUCK WITH THE ILLEGALITY: HOW SUPREME COURT IS ON TRIAL AS PUBLIC DEMANDS INDEPENDENCE OF JUDICIARY IN INVESTOR HAM CASE AGAINST DIAMOND TRUST BANK FRAUD

0

NEWS EDITOR MEDIA
www.newseditor.info@gmail.com

JOURNALIST Sarah Nandawula who reports from Parliament of Uganda and Angella Namatovu are among members of public in Uganda whose hard earned money saved in banks was withdrawn without their consent. Worried public have continued demanding intervention of Bank of Uganda and Financial Intelligence Authority (FIA) but this broad day theft has continued. CID Headquaters in Kibuli is overwhelmed by complaints from clients banking with some banks who are facing similar cases of fraud like that of Nandawula and Namatovu and Public hope is now left with Judiciary! On Friday May 5, 2023 at 11:39 am, Court convened to re-institute a panel of Judges of the Supreme court, to decide the case adopting the case court records including the November 11, 2021 Investor Hamis Kiggundu’s application for Judgment on admission by Dimond Trust Bank and its Lawyers Kiryowa Kiwanuka (Uganda’s Attorney General) and Edwin Karugire of K&K advocates. In March 2020, Ham filed a suit against DTB for recoveries of monies unlawfully debited in Excess of UGX 120 Billion from his accounts.
Ham Enterprises (U) limited awaits judgment on court admission while DTB is stuck with the illegality as admitted both on court records from high court and the admissions on court record in their submissions at supreme court.
In Part I of this story, we assess Supreme Court independence in determining investor Hamis Kiggundu vs Diamond Trust Bank case!
For starters, Hamis Kiggundu is a leading multi billionaire local investor in Uganda owning a number of investments both at home and outside the country. They include: Ham International (Express logistics llc), Ham international (inc us), Ham Agro processing industries limited (Uganda), Ham Pam Villas (Homes, Appartments, Villas), Ham Internatinal uk, Nakivubo stadium reconstruction (Ham enterprises limited). Ham is also a lawyer by profession and an author of books like Success and failure based on reason.
The re-institution of a panel of Judges follows the demise of Justice Ruby Opio Aweri on December 7, 2022.
A panel composed of Justices: Alfonse Owiny-Dollo, Chief Justice of Uganda, Micheal Chibita, Percy Night Tuhaise, Faith Essy Mwondha, and Justice Stephen Musota was selected to decide this very interesting case which is going to put Supreme court on trial as Public demands independence of the Judiciary.
Public says, based on the fact that non tolerance of illegalities in all courts of law is the baseline of all legal structures and Judicial proceedings internationally, the Ham Vs DTB Bank fraud case is a weighing scale on the independence of the Ugandan Judiciary.
Public is worried that because of Counsel Kiryowa Kiwanuka’s political office and Mr. Edwin Karugire’s Marital status, this might influence Supreme Court to save Diamond Trust Bank from the illegalities commited and admitted on Court records or the decision will be a ray of hope to all Ugandans as a solution to this cancer of the exploitative foreign banks that unlawfully debit monies from Ugandans’ accounts? Kiryowa Kiwanuka (Attorney General) is a partner in K & K advocates, lawyers of embattled DTB and on this public is worried that this may amount to conflict of interest and if this might frustrate and compromise the independence of the Judiciary.
In our opinion, this case puts the Ugandan Judicial System’s independence on trial. The question is whether non-tolerance of illegalities as the baseline of all legal structures and Judicial proceedings in all courts of law throughout the world will be upheld or the judiciary is too weak to handle political pressure thereby compromising all constitutional rights of Ugandans.

A FLASHBACK
Like said a above, Hamis Kiggindu filed a suit against DTB for recoveries of monies unlawfully debited in Excess of UGX 120 Billion from his accounts.
This Bank unlawfully and deceitfully withdrew these amounts over a spread period of 10 years in excess of all the companies liabilities to the bank on top of which lawyer Kirwowa Kiwanuka admitted on court records In September 2020, that his client DTB Kenya did not have a license permitting it to conduct banking business in Uganda and neither did DTB Uganda have the authority to conduct agency business on behalf of DTB Kenya there by contravening sections; 4 (1) and 117 of the Financial Institutions Act and the banking regulations.
On October 7, 2020 A judgment was entered in  favor of Ham Enterprises (U) Limited at the high court by Hon. Justice Henry Peter Adonyo.
Justice Adonyo was demoted and transferred from the head of high court, commercial division  to  Soroti.
Members of public look at this as controlling judges and influencing judgements in  their favor in some cases, victimizing and subjecting Ugandans to unfair and unjust political  waves that always frustrate justice using political positions undermining the legal procedures with total absolute impunity.
Hard test; will they successfully, politically bulldoze the Supreme Court, or the law shall prevail in the Ham Vs DTB matter?
For starters, Diamond Trust Bank admitted on court records by their submissions that they committed illegalities.
“The Court of Appeal justices erred at law when they failed to address the Substantial point of illegality upon which judgment was rightfully entered at the high court specifically stating that, ‘The learned Justices were entitled to first deal with the grounds  regarding the procedure adopted by the trial Judge in striking out the defendants’ pleadings and granting the impugned orders before dealing with the other grounds.” Insists lawyers.
It was within these admissions in the bank’s submissions that they clearly stated that the appellant Judges never addressed the circumstances under which the Bank never sought the permission of the Bank of Uganda to carry out its business in Uganda as required hence violating sections; 4 (1) and 117 of the Financial Institutions Act.
Ham’s grounds of appeal at supreme court is that the justices at the court of appeal failed to address the substantial issue of illegality as rightfully ruled at High Court since DTB admits the same, Ham made an application for judgment on admission on November 23, 2021.
Diamond Trust Bank and its lawyers K&K advocates additionally at supreme court admitted failure of the Court of Appeal to address the substantial point of illegality in their submission of November 5, 2021.
On November 11, 2021 Ham filed an application stating that DTB had concurred with him that the Court of Appeal (COA) justices; Richard Buteera, Christopher Madrama, and Keneth Kakuma, did not address the issues of illegality contrary to the provisions of the financial institutions act on which grounds judgment was rightfully entered at high court.

KEY QUESTIONS TO NOTE
● Can the Ugandan Supreme Court Shield an Illegality contrary to the international baseline for judicial proceedings and legal structures? Are the Supreme Court judges strong enough to administer justice and Uphold  the Law.
● Can Kiryowa Kiwanuka’s political influence as current Attorney General of Uganda and Mr. Karugire’s Marital status save Diamond Trust Bank from the illegalities committed and admitted on Court records or this case is a beam of hope to all Ugandans as a solution to this cancer of the exploitative foreign banks that unlawfully debit monies from Ugandans’ accounts?
● Is Kiryowa Kiwanuka being the attorney general and at the same time a partner in K & K advocates amounting to conflict of interest and frustrating and compromising the independence of the Judiciary?
● Can Diamond Trust Bank Escape the Law given our weak legal structures and policies as a nation.
● Will this case save Ugandans from the current exploitative poorly regulated banking system.

SHADOW Minister of foreign Affairs in Uganda, Hon. Muwada Nkunyingi has protested the evacuation program for Ugandans stranded in Sudan demanding for a free and comprehensive evacuation program.
In a press statement released yesterday April 29, 2023, the Kyadondo East Member of Parliament gave three demands calling upon Kampala government to immediately evacuate all Uganda Citizens from Sudan and it must be done free of charge.

“Stranded Uganda citizens have no money to pay and the escence of evacuation has lost purpose and meaning because those with no money are left behind. This must stop immediately. We need our people with or without money be evacuated.” Reads statement from Shadow Foreign Affairs minister Hon. Muwada Nkunyingi.

On April 17, 2023  this NUP opposition MP Muwada Nkunyingi raised concerns and demanded that all Uganda Citizens stranded and trapped in Sudan amidst the ongoing conflict be evacuated. However, as of today, many Ugandans remain in areas of intense fighting in Sudan.
On the morning of Tuesday April 27, 2023, about 211 Ugandans living and working in the Republic of the Sudan arrived in the country aboard Uganda Airlines following a successful evacuation directed by H.E President Yoweri Kaguta Museveni.

The evacuees in the company of Ambassador Joseph Ocwet, Director General of ESO composed of diplomats, students, and business expatriates, touched down at 02:30 am at Entebbe International Airport, Uganda from Bahir Dar Airport in Northern Ethiopia.
On this MP Muwada says, the Uganda regime is rumoured in media to have announced an evacuation arrangement vide Uganda Airlines. This would assist in rescuing thousands of trapped and stranded Ugandan Citizens.

To the contrary, Shadow Foreign Affairs minister says, “As of today April 29th, 2023 i received and continue receiving fresh reports and saddening complaints from several stranded Uganda citizens in Sudan narrating among others that;

  1. The alleged Uganda Airline evacuation flights are at a fee for Uganda Citizens. The Uganda Government officials require each Uganda citizens to pay money for clearance to access Uganda airline flights and several without money have been sent away and or left in Sudan.
  2. Non Ugandans with money were given priority to board Uganda airline evacuation flights. Several Uganda citizens were left behind and instead foreign nationals with money evacuated into Uganda.
  3. The alleged Uganda airline evacuation flights were largely utilized by Uganda Embassy officials, families and their friends leaving behind stranded Uganda citizens, helpless and with no point of contact.
  4. Therevis no clear evatuation program notified to the stranded Uganda citizens in various regions of Sudan. Many claim to lack basic needs including food and first aid.

WE PUBLICLY PROTEST THE ABOVE & DEMAND THAT WITH URGENCY;
a) Evacuation of Uganda Citizens from Sudan must be done free of charge stranded Uganda citizens have no money to pay and the escence of evacuation has lost purpose and meaning.
b) Uganda Government, Mimistry of Foreign Affairs and Uganda Embassy in Khartoum should provide the stranded Ugandans with alternative contacts now that all Embassy staffs were evacuated first.
c) Clear efforts must be made to establish actual number of Uganda Citizens trapped amidst the ongoing Sydan armed conflict and a clear repratriation plan drawn and or made public. Lives of All Ugandans Matter

JEEMA ACCUSES NUP OF STEALING THEIR UNIVERSITY GAL, SAYS ACT WEAKENS COMRADESHIP

NEWS EDITOR MEDIA

THE Mengo based opposition Justice Forum (JEEMA) Party has no kind words for National Unity Platform (NUP), another opposition Political party in Uganda, the former accuses the later of stealing their girl a one Rose Lunkuse, a student at Muteesa I Royal University. Lunkuse is contesting for Guild president on NUP ticket. JEEMA claims, she was their party member and endorsed candidate for this seat until NUP stole her from JEEMA.
Mr. Ssentongo Kyamundu, the Spokesperson JEEMA Party revealed to this leading investigative news website how NUP courted Lunkuse who had already nominated as a Justice forum candidate to throw away JEEMA and contest as NUP.

NUP had a candidate who failed to nominate by the names of Mugwanya Henry. Two candidates nominated one of NRM and the JEEMA candidate.
Sources say, NUP reached out to Lunkuse and promised her goodies if she goes to Kamwokya and be shown as their candidate. If not , they intimidated how they were going to support her counterpart a one Katana of NRM. She had to comply. “After their candidate failed to nominate, they restorted to courting our girl to instead pick NUP ticket. Such acts weaken commradeship with our partners in the struggle to liberate this country.” Said Ssentongo Kyammundu.
Asked whats wrong with a member of JEEMA being identified by another opposition party to deploy her at the battle field, Ssentongo said this goes beyond mere deployment.
“You tell our candidate to throw away our ticket and have yours. Is that what you call being deployed by a fellow forces of change? What about if they had instead rallied behind a JEEMA candidate like we have always done to other opposition political parties? As JEEMA, we strongly condemn this.” Said Kyamundu.
By press time, we had not got Kyamundu’s counterpart in NUP, for a rebuttal.
